A cloud band associated with a cold front is located northwest of the state. The leading edge of the main cloud band extends from 30°N 164°W to 23°N 173°W to 20°N 180°, or from 800 miles east northeast of Midway atoll to 450 miles southeast of Midway to 600 miles south southwest of Midway. The band is up to 300 miles wide, and is composed of overcast low and middle level layered clouds that extend up to 15000 ft. The band is moving to the east and southeast at 20 mph. An additional cloud band is located ahead of the main band, generally north of 25°N within 200 miles east of the main frontal band. These clouds are composed of broken to overcast cumulus and towering cumulus elements. The two bands are beginning to merge near 30°N. Patchy high clouds are also aligned above the lower cloud bands, and are located mainly north of 28°N. The high clouds are moving to the east northeast at 80 to 100 mph.

Water vapor imagery shows an upper level low near 14°N 140°W. This low is moving to the northeast at 20 mph. Isolated cumulonimbus clouds are located to the northwest of the low, generally within 50 miles of a line from 14°N 144°W to 18°N 140°W. These convective clouds are nearly stationary. Cloud tops extend up to 38000 ft. Broken to overcast middle and high level clouds are located between 14°N and 19°N. The southern edge of this cloud area is moving to the south and southeast at around 10 mph, and the northern edge has been moving to the north and northwest at around 10 mph.

Patches of broken to overcast low clouds are located across much of the central Pacific, with the greatest cloud coverage located southeast of a line from 30°N 155°W to 15°N 180°. These clouds are composed primarily of stable stratocumulus and closed cell cumulus elements to the northeast of the main Hawaiian islands. Near and to the south and west of the main Hawaiian islands, clouds are composed of a mix of stable closed cell cumulus and showery open cell cumulus elements. Cloud motion is generally to the east at 15 to 20 mph. North of the state, cloud motion is more toward the northwest.

Across the main Hawaiian islands, broken to overcast low clouds cover the interior and northwest sections of Kauai. These clouds extend 30 miles offshore to the northwest. Broken low clouds cover the windward slopes of the Koolau range and the northern half of the Waianae range on Oahu. Broken low clouds cover the far northwest and far northeast sections of Molokai. Scattered to broken low clouds are located over northeast sections of Lanai. Broken low clouds cover windward sections of the west Maui mountains. Broken to overcast clouds cover the lower slopes of Haleakala below 7000 ft. These clouds also extend across the central valley. These clouds are also part of an area that extends 120 miles offshore to the northeast of Maui.

On the Big Island, broken to overcast clouds cover windward sections of the Kohala range, and lower slopes of Hamakua district below 7000 ft. Broken clouds also cover north and south Hilo and Puna districts below 7000 ft. These clouds are greatest in coverage across upslope sections of the districts. Overcast clouds cover Kau district below 9000 ft, and north and south Kona districts below 7000 ft. These clouds also cover southern sections of south Kohala district from Waikoloa Village southward. Low clouds extend 80 miles offshore to the northeast of the windward coast, and 70 miles offshore to the southwest of the leeward coast from between keahole and South Point.

A cloud band associated with a cold front is located northwest of the state. The leading edge of the main cloud band extends from 30°N 166°W to 25°N 172°W to 21°N 180°, or from 700 miles east northeast of Midway atoll to 400 miles southeast of Midway to 500 miles south southwest of Midway. The band is up to 300 miles wide, and is composed of overcast low and middle level layered clouds that extend up to 15000 ft. Patchy high clouds are also aligned with the lower cloud band, and are located mainly north of 28°N. The main cloud band is moving to the east and southeast at 20 mph. The high clouds are moving to the east northeast at 80 to 100 mph. An additional cloud band is located ahead of the main band, and is located generally west of 165°W and north of 24°N. These clouds are composed of broken to overcast cumulus and towering cumulus elements.

Water vapor imagery shows an upper level low near 14°N 141°W. This low is moving to the northeast at 20 mph. Isolated cumulonimbus clouds are located to the northwest of the low, generally within 50 miles of a line from 15°N 144°W to 17°N 140°W. These convective clouds are nearly stationary. Cloud tops extend up to 40000 ft. Broken to overcast middle and high level clouds are located between 13°N and 18°N. These clouds are moving to the south at 10 to 15 mph.

Areas of broken to overcast low clouds are located across much of the central Pacific, with the greatest cloud coverage located within 300 miles of a line from 23°N 140°W to 15°N 170°W. These clouds are composed primarily of stable stratocumulus and closed cell cumulus elements to the northeast of the main Hawaiian islands. Near and to the west of the main Hawaiian islands, clouds are composed of a mix of stable closed cell cumulus and showery open cell cumulus elements. Cloud motion is generally to the east at 15 to 20 mph. North of the state, cloud motion is more toward the northwest.

Across the main Hawaiian islands, broken low clouds cover Kauai and Niihau, and extend offshore across the Kauai channel. Broken low clouds cover the slopes of the Koolau range on Oahu, and also windward coastal sections southeast of Kaneohe bay. These clouds also extend offshore across the Kaiwi Channel. Broken low clouds cover eastern Molokai east of kalaupapa. Scattered to broken low clouds are located over the interior of the west Maui mountains. Broken to overcast low clouds cover the windward slopes of Haleakala from Haiku to keanae below 2000 ft and from nahiku to kaupo below 7000 ft. These clouds also extend 50 miles offshore to the northeast of Maui.

On the Big Island, broken low clouds cover eastern portions of south Hilo and Puna districts. These clouds are part of a larger band that extends over 100 miles upstream to the east and northeast. Elsewhere on the Big Island, thinning middle level clouds are located over north and south Kona districts between Keahole Point and Honaunau. Another thin layer of clouds is located over portions of north Hilo and Hamakua districts, in the saddle between Mauna Kea and Mauna Loa. These clouds are located generally between 6000 ft and 8000 ft.

The pressure gradient south of a northeast to southwest oriented surface ridge located less than 300 miles north of Honolulu continued to maintain a rather tranquil trade wind weather pattern across the aloha state early this morning. There were mainly broken low clouds with embedded scattered showers being transported over the windward coastal waters by the low-level trade wind flow. Plumes of broken low clouds and isolated showers also extended west of some of the islands. The largest of these plumes extended nearly 120 miles west of the Kona coast of the Big Island.

Just upwind of the main Hawaiian islands, the leading edge of a nearly 200 mile wide area of broken to overcast low clouds extended from near 22°N 154°W to 18.5°N 153.5°W, or less than 50 miles east of Hilo. This leading edge has moved westward at 15 to 20 mph during the past 6 hours.

The individual low cloud elements over the windward Hawaiian coastal waters were generally moving westward at 15 to 20 mph. The highest tops of the low clouds over the ocean surrounding the Hawaiian islands were estimated to be about 8 thousand feet.

As of 200 am HST Saturday, scattered to broken low clouds were mainly across the higher terrain and windward facing slopes of Kauai. Broken to locally overcast low clouds were affecting the Koolau mountains and windward shores of Oahu, while scattered to locally broken low clouds were elsewhere on that island. Scattered to locally broken low clouds were affecting the eastern tip of Molokai. There were a few low clouds above parts of Lanai. On Maui, broken to locally overcast low clouds were along the windward coasts and the lower windward slopes of mount Haleakala, while broken low clouds were over the western mountains. A few small patches of low clouds were elsewhere on Maui. Broken to overcast low clouds were affecting most of the lower elevations of the Big Island, except for the leeward coast of the Kohala districts where skies appeared to be mostly clear.

According to loops of water vapor imagery and satellite derived upper level winds, northeast to southwest oriented middle and upper tropospheric ridges were across the Hawaiian islands. As a result, the upper level winds above the Hawaiian islands were from the northwest at 50 to 55 mph early this morning. Water vapor imagery also indicated significant upper level subsidence above the state. The ridging aloft and at the surface were contributing to the stable atmospheric conditions being experienced across the Hawaiian island chain tonight.

Far to the northwest of Kauai, the leading edge of a 240 mile wide band of broken to overcast layered clouds with embedded showers associated with a cold front extended from near 30°N 168°W to 26°N 174°W to 23°N 180°W, or about 225 miles southeast of Midway atoll. The leading edge of the cloud band has moved toward the east southeast at 15 to 20 mph.

The pressure gradient south of a northeast to southwest oriented surface ridge located about 360 miles north of Honolulu continued to maintain a rather tranquil trade wind weather pattern across the aloha state early this evening. There were mainly scattered to locally broken low clouds with embedded isolated showers being transported over the windward coastal waters by the trades. Plumes of scattered to broken low clouds and isolated showers also extended west of some of the islands. The largest of these plumes extended almost 240 miles west of the Kona coast of the Big Island. Additional scattered to locally broken low clouds and isolated showers extended more than 175 miles east of Maui and the Big Island.

The individual low cloud elements over the windward Hawaiian coastal waters were generally moving westward at about 20 mph. The highest tops of the low clouds over the ocean surrounding the Hawaiian islands were estimated to be about 6 thousand feet, except just east of the Big Island where the low cloud tops appeared to be closer to 8 thousand feet.

As of 700 pm HST Friday, scattered to broken low clouds were across most of the eastern half of Kauai, while a few low clouds were elsewhere on that island. Broken to overcast low clouds covered the Koolau and Waianae mountain ranges on Oahu, while scattered to broken low clouds covered the remainder of Oahu. Broken to locally overcast low clouds were over the eastern one-third of Molokai. Scattered low clouds covered the southern half of Lanai. On Maui, broken to locally overcast low clouds were across the windward shorelines, the lower slopes of mount Haleakala, and above the western mountains. There were mainly scattered low clouds elsewhere on Maui. Broken to overcast low clouds covered most of the coastal sections of the Kona and Kau districts on the Big Island. There were scattered to broken low clouds above the lower elevations of the windward and southeastern Big Island.

Upwind of the main Hawaiian islands, the leading edge of a nearly 250 mile wide area of broken to overcast low clouds extended from near 21.5°N 151.5°W to 18.5°N 151.5°W, or about 230 miles east of Hilo. This leading edge has moved westward at 15 to 20 mph during the past 6 hours.

According to loops of water vapor imagery and satellite derived upper level winds, northeast to southwest oriented middle and upper tropospheric ridges were across the Hawaiian islands. As a result upper level winds above the Hawaiian islands were from the northwest at 50 to 55 mph early this evening. Water vapor imagery also indicated significant upper level subsidence above the state. The ridging aloft, as well as at the surface, were contributing to the stable atmospheric conditions being experienced across the Hawaiian island chain.

Elsewhere, an upper tropospheric low was evident in water vapor imagery near 11°N 140°W, or about 1180 miles southeast of Hilo. This low has moved toward the east northeast at 15 mph during the past 6 hours. Broken layered clouds with embedded isolated thunderstorms associated with this low aloft were generally in the area from 14°N to 19°N between 133°W and 145.5°W. The highest tops of the cumulonimbus clouds were estimated to be near 43 thousand feet.

Far to the northwest of Kauai, the leading edge of a 200 mile wide band of broken to overcast layered clouds with embedded showers associated with a cold front extended from near 30°N 168°W to 26°N 175°W to 24°N 180°W, or about 180 miles southeast of Midway atoll. The leading edge of the cloud band has been moving eastward at about 20 mph.

Water vapor imagery shows an upper level low near 11°N 144°W, or about 900 miles southeast of the Big Island. This low is moving to the east at 15 mph. Broken middle and high level clouds associated with this low are located generally east of 146°W and south of 17°N. Isolated towering cumulus and cumulonimbus clouds are embedded within the layered clouds. Clouds top extend up to 38000 ft.

To the northwest of the state, the leading edge of a cloud band associated with a cold front extends from 30°N 168°W to 25°N 180°, or from 600 miles east northeast of Midway atoll to 300 miles south southwest of Midway. This band is 300 miles wide and is composed of overcast layered clouds extending up to 25000 ft. Additional overcast low clouds are located to the northwest of the deeper frontal band. The leading edge of the cloud band is moving to the east at 20 to 30 mph.

A second cold front is located far north northeast of the state. An area of broken to overcast middle and high level clouds associated with this system is located generally between 143°W and 151°W north of 28°N. These clouds are moving to the east at 30 to 40 mph. Additional patchy high clouds are located farther south and east, generally north of 26°N east of 148°W.

Across the main Hawaiian islands, scattered to broken low clouds are located over the interior of Kauai. Broken to overcast low clouds are located over much of Oahu, and extend 40 miles offshore to the west. Broken low clouds cover Molokai, and also extend offshore to the west. Broken low clouds cover the windward terrain of Lanai. Broken to overcast low clouds cover the west Maui mountains, and also windward sections of Haleakala from Paia to Hana to kaupo below 7000 ft. These clouds extend 70 miles offshore to the northeast.

On the Big Island, broken low clouds cover the windward slopes of the Kohala range. Broken to overcast clouds cover much of south Hilo and Puna districts, as well as north Hilo district below 7000 ft. Broken low clouds are located over Kau district below 3000 ft east of wood valley, with scattered to broken clouds below 7000 ft west of Naalehu.

Beyond the main Hawaiian islands, an area of broken to overcast low clouds extends east of the Big Island through 140°W. These clouds are greatest in coverage between 18°N and 28°N, and are moving to the east at 20 mph. North of 20°N, this area is composed primarily of stratocumulus and stable closed cell cumulus elements. South of 20°N, these area is composed primarily of showery open cell cumulus elements. Scattered to broken low clouds are located downstream of the state, generally between 12°N and 22°N. These clouds are also moving to the west at 15 to 20 mph.

   CITY SETS INACCURATE MEDIA REPORT STRAIGHT

 

(Thur., Jan. 27, 2011) – The City's Department of Environmental Services wants to set the record straight as to a Hawaii News Now (HNN) report that aired Wednesday night regarding issues at the Waimanalo Gulch Sanitary Landfill, which included inaccurate and some blatantly incorrect information .

 

The HNN report started off by claiming a "document has come to light, showing that Waste Management of Hawaii (WMH), the operator of the Waimanalo Gulch Landfill, and the city were fined $424,000 last year for design failures at the landfill."  This implies that the document was somehow kept secret from the public.  On the contrary, the document was publicly announced via a press release from the state Department of Health May 13, 2010 and then further publicized by various local media outlets May 13-15, 2010.  Obviously, this document is not something that was "uncovered" recently.

 

Further, the report quotes Carroll Cox as stating "the failure to follow the design [as alleged in the May 2010 enforcement action] contributed to the problems that arose when floodwaters went through the landfill and spread refuse and medical waste along the Leeward Oahu Coast"  This is a blatantly incorrect statement that HNN did not attempt to verify.  In actuality, the West Berm, which was the subject matter of the May 2010 enforcement action, is approximately 150 feet south of the section of the landfill impacted by the storms and was constructed and completed in 2007 to prevent any east-to-west movement of other parts of the landfill.  In other words, the West Berm has no correlation to what happened as a result of the three extremely large storms on Dec. 19, Dec. 28, and Jan. 13.  In fact, the West Berm acted as a dam to keep the waters from the valley from further impacting the landfill.

 

HNN also reported that the May 2010 enforcement action resulted in fines at the cost to the taxpayer.  This is again a wholly incorrect statement of the facts.  The two enforcement actions referenced in the article initially assessed fines of $2.8 million and $424,000.  However, WM resolved these actions via settlement and paid significantly lower fines than was reported. For the $2.8 million fine, WM settled the matter for a penalty of approximately $1.5 million in cash and supplemental environmental projects. For the $424,000 fine, WM paid $100,000 in cash. Moreover, Steve Chang, Branch Chief of the Department of Health Solid and Hazardous Waste Branch, the branch that oversees the landfill, was quoted in a Honolulu Advertiser article May 14, 2010, as stating that "the failure to follow the design specification that Waste Management's own subcontractors had created did not create a safety issue."  Finally, per the contract between the City and Waste Management, these fines were the responsibility of the operator, WM.  WM paid the fines determined via settlement in full and the City and taxpayers did not pay any part of the fine.

 

The piece also quotes Carroll Cox as stating that "water got behind the liner and into the cell."  This is another inaccurate statement and reveals a lack of understanding of the construction of the landfill.  The water did not "get behind the line."  The liner acts as a barrier between the waste that sits on top of the liner and the soil beneath.  The waste in turn is covered, not by the liner, but by landfill cover, which is comprised of dirt and soil.

 

The City and WMH hope that the above corrections get equal attention as the false and incorrect information in last night's report.  The corrections do not simply explain our position but present facts as opposed to mere supposition.

MAYOR CARLISLE INVITES ALL TO ENJOY CHINATOWN FESTIVAL, PARADE

 

(Thurs., Jan. 27, 2011)—Mayor Peter Carlisle invites everyone to enjoy the "Night in Chinatown" festival and parade this Saturday, Jan. 29, to celebrate the Year of the Rabbit and one of Honolulu's most exciting neighborhoods.

 

The festival is an all-day block party on Maunakea and Smith streets, from 9:00 am to 10:30 pm, featuring an array of food booths, entertainment and activities, including Chinese lion and dragon dance performances. Maunakea and Smith streets will be closed to vehicle traffic during the festival.

 

The parade begins at 3:30 pm at the State Capitol, and proceeds down Hotel Street to Maunakea Street. Participants include festival queens and their courts, cultural organizations, martial artists, and a dance performance featuring a 150-foot dragon. Hotel Street will be closed to vehicle traffic during the parade.

 

The festival and parade are free and open to the public, and are part of the annual Month in Chinatown celebration co-sponsored by the City.

 

"Public and private partners have once again come together to pool our resources and ensure an exciting and memorable calendar of events for residents and visitors alike," Carlisle said. "This partnership has grown stronger every year since its inception in 2006. Thanks to this collaborative effort involving community organizations, businesses and government, Honolulu can proudly present a unified and all-embracing Chinese New Year celebration."

(Thursday, January 27, 2011)--- Mayor Peter Carlisle announced today that the City & County of Honolulu will be offering express TheBus service to the public going to the Pro Bowl this Sunday, January 30, at the Aloha Stadium.  

The Mayor is inviting football fans to relax and avoid all the traffic and parking battles. Riders can leave the driving to TheBus and focus on cheering for their teams.

There will be 17 express locations island-wide; the fare is $6.25 each way (cash only, exact fare, no passes or transfers).

Rehabilitation of Secondary Streets at Makiki - Kinau St from Alapai St to Waiau Pl, Wilder Ave from Spencer St to Dole St. and Dole St from Wilder Ave to St. Louis Dr.:  The project will demolish, remove and dispose of existing pavements in Honolulu area. Resurface or reconstruct these streets with asphalt concrete pavement.  Adjust manholes and monuments to road grades.  Restore all pavement striping, markings and markers.  Collect GPS data on manholes, street monuments, valve boxes, fire hydrants, and other features as directed by the City before construction begins.  Work is currently being done on Wilder Avenue near the Punahou Intersection.

Mapunapuna Industrial Subdivision Phase One of Tidal Flooding Remediation Program.  Remove existing flap gates and install new check valves at outlet pipes in State channel fronting Kam Highway. Construct new DMH upstream of new check valves. Re-grade swale and adjust DI to provide positive drainage into existing drain system. Upgrade concrete wall at outlet pipes at State channel. Remove debris and sediment from existing storm drains and channel area. Dewater State channel and install temporary dewatering dams.  At the intersection of Ahua Street and Awaawaloa Street, abandon existing storm drain on Ahua Street and install new storm drain MH on upstream end of abandoned pipe.

Mokauea Street Improvements between North King Street and Dillingham Boulevard:  Reconstruction concrete curbs and gutters, driveway and some sidewalks; construct new curb ramps; reconstruct and resurface asphalt roadway.  Post paving activities include installation of permanent pavement markings, adjust utilities to finish grade, and re-install traffic loop detectors.

Punchlist items and reconstruction of Tamashiro Market driveway remain.  One lane in each direction will be closed Monday thru Friday, 8:30 a.m. to 3:30 p.m.

Punchbowl Street and Lusitana Street Drainage Improvements:  The work consists of drainlines and manholes rehabilitation with Cast-in-place-pipe (CIPP) in Punchbowl Street, and 24-inch drainline and curb replacement in Lusitana Street. One lane road closure will be limited to 8:30 a.m. to 3:30 p.m., Monday thru Friday, except for County furlough and holidays. Work will begin in December 2010.

Saint Louis Heights Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), manhole rehabilitation, and lateral rehabilitation throughout Saint Louis Heights.  The contractor will also install new sewer lines via pipe bursting at 3 locations along Saint Louis Drive and one easement location between Saint Louis Drive and Frank Street.

Pupukea Road Rockfall Mitigation Phase I – Pupukea, Oahu:  The work consists of clearing vegetation within the project limits, scaling boulders and unstable rocks or installing rock dowels (where appropriate), applying shotcrete (where required), installing rock fall protection fences, drapery system and landscaping. One traffic lane will be closed during work hours at Pupukea Road with police performing traffic control duties. Actual construction work will start on Monday March 14, 2011.    (Estimated completion date, August 2011)
