300-PLUS PHOTOVOLTAIC PERMITS ISSUED UNDER NEW ON-LINE SYSTEM

(Friday, September 21, 2012)— The Department of Planning and Permitting's (DPP) new on-line photovoltaic building permit system has gotten off to a very successful start with more than 300 permits issued in a little more than a day since the self-service system was launched on September 20.

            The expanded on-line system allows licensed contractors to go to the DPP website, http://dev.honoluludpp.org, and issue their own photovoltaic (PV) permits for most single-family residences. The application process is easy to complete and can be done right up to the start of a job.

            DPP implemented the on-line program because resources had been overwhelmed by PV permit applications as the popularity of the environmentally friendly systems has grown. Appointments with DPP plan reviewers were dominated by PV requests, which meant applicants for other types of building permits suffered.

            "The new PV permit feature will lessen the burden on DPP staff, which will now be able to devote more time to customers who often have very complex projects to review," said DPP Director David Tanoue.

(Fri., Sept. 21, 2012) The City's Department of Environmental Services said traffic will be affected next week as construction crews rehabilitate wastewater pipes in Honolulu.

  CITY SELLS SEWER BONDS AT LOWEST INTEREST RATE EVER

 

(Thurs., Sept. 20, 2012) – The City and County of Honolulu today successfully sold approximately $255.6 million of Wastewater System Revenue Bonds, securing additional funds for projects at 3.71 percent, the lowest interest rate of any wastewater financing sold by the City since the program began in 1998.  Over $1.1 billion of orders were received for the bonds, a record amount for the City.

 

            The attractive interest rate is attributed to the wastewater system's strong financial position and affirmed credit ratings, saving ratepayers millions of dollars over the life of the bonds.  The lowest previous tax-exempt rate secured by the City was 4.29 percent in 2011.  Refinancing more than $120.9 of existing Wastewater System Revenue Bonds saves in excess of $11 million in long-term interest payments.

 

            Proceeds will help pay for a variety of important repairs and upgrades to wastewater pump stations, pipes and facilities in Ala Moana, Chinatown, Kailua, Kalihi, Kaneohe, Manoa, Nuuanu, Palolo, Sand Island, Honouliuli, Wahiawa, Waimalu and other neighborhoods.

 

            The Fitch rating of "AA" primarily reflects "the financial flexibility, provided by rate flexibility and a strong cash funded capital component" and proactive steps taken by the City leadership and management team to address spending on system capital infrastructure.

 

            Moody's rating of "Aa2" noted that the City  has a trend of solid debt service coverage provided by existing net revenues, a strong management team characterized by conservative budgeting, a continued practice of prudent and substantial multi-year rate increases to support its obligations, and is making continuing progress on the system's sizable capital improvement plan.

 

            Bank of America Merrill Lynch served as the lead underwriter for the offering with Piper Jaffray & Co. as the co-manager.  A one-day retail order period for the bonds on Wednesday generated more than $481 million of orders from retail customers, both in Hawaii and on the Mainland. Local financial institutions also participated actively in selling and purchasing many of the bonds.

STATE FINDS SAND ISLAND DIGESTER CONTRACT VALID

 

(Thurs., Sept. 20, 2012)—The Hawaii State Procurement Office (SPO) has validated the City's In-Vessel Bioconversion Facility (or "Digester Facility") expansion contract with Synagro, in response to an inquiry from a City Councilmember.

 

            Earlier this year, the SPO was asked to review the expansion contract of the Digester Facility at the Sand Island Wastewater Treatment Plant and determine whether the City had followed proper procurement practices.

 

            The City provided the SPO with approximately 2,000 pages related to that contract and the Invitation for Bid No. F-96960, which was issued Oct. 29, 1999.

 

            In a written response, State Procurement Office Administrator Aaron Fujioka concluded, "The SPO does not view amending the contract allowing Synagro to design and construct the second digester as a means to expedite the procurement process. The solicitation encompassed the thought process of having the same vendor design and construct both digesters such that the same company would be in the best position to insure a seamless integration and compatibility within the same single system, most effective in managing risks, and having cost effective solutions for construction and operation issues, as well as expediting the completion of the second digester."

Kapiolani Boulevard Reconstruction (South Street to Ward Avenue): The project will reconstruct the asphalt pavement section and construct new Portland Cement Concrete pavement bus lanes in both directions; reconstruct existing curbs and gutters; reset and installation of rock curbs; installation of a new street lighting and traffic signal system and ancillary pull boxes.  The work includes the coordinating and performing trimming tree canopies and root pruning as necessary under the guidance of certified/qualified arborist.  Also, included will be the adjustment of existing utilities to grade, and permanent pavement markings; and restoration of the traffic loop sensors.

            (Estimated Completion June 2013)

 

Seismic Retrofit of City Bridges – Kapiolani Boulevard Bridge No. 2, Bridge No. 216:

Clean abutment steel plate bearings, install seat extenders at abutments and piers, repair pier concrete spall, reseal sidewalk deck joints and recoat metal handrails.

King Street Reconstruction between River Street and Bethel Street, Chinatown:  Rehabilitation of sewer lines and select laterals, sewer manhole frame and cover replacement, excavation; Installation and backfill for new 6", 8" & 12" water lines, fire hydrants, valves, manholes; Installation and backfill for new 6" drain lines, inlets and manhole connections; Excavation and backfill for new gas lines; Demolish existing concrete and A.C. pavements to install new work and adjust manholes & valves boxes to grade. Old Kalanianaole Road Drainage Improvements – Old Kalanianaole Road:  Repair existing storm drain culvert and headwalls, construct access roads, demolish existing CRM walls, remove trees, install new 72" slipliner pipe, construct new inlet and outlet structures, construct new CRM walls, and install new guardrails.

Rehabilitation Of Streets, Unit 57 – Kaimuki area

The work includes reconstruction of pavement and resurfacing of streets; reconstruction of curbs, gutters, sidewalks, driveways and bus pads; tree trimming, root pruning and tree removal as necessary; pavement markings and markers, installation of vehicular detector loops, adjustment of street monuments to new finish grade, and adjustment / reconstruction of utility manhole / valve box frames and covers to new finish grade.

 

The affected roadways and limits of work are as follows:  Waialae Avenue from Kapahulu Avenue to 17th Avenue; 5th Avenue from Waialae Avenue to Harding Avenue; 6th Avenue from Harding Avenue to Pahoa Avenue; 7th Avenue from Waialae Avenue to Pahoa Avenue; 8th Avenue from Waialae Avenue to H-1 Freeway; 9th Avenue from Waialae Avenue to H-1 Freeway; 10th Avenue section crossing H-1 Freeway; 11th Avenue from Waialae Avenue to Harding Avenue; 12th Avenue from Waialae Avenue to H-1 Freeway; 13th Avenue from Keanu Street to Claudine Street; 14th Avenue from Waialae Avenue to Keanu Street; 15th Avenue from Waialae Avenue to Noeau Street; 16th Avenue from Waialae Avenue to end (mauka side); 17th Avenue H-1 Freeway to Noeau Street; and Moi Way, Anuhea Place, Ekaha Avenue, Hoku Avenue, Keanu Street, Noeau Street, Claudine Street, Koko Head Drive.

DPP LAUNCHES STREAMLINED PHOTOVOLTAIC PERMIT PROCESS

 

(Thursday, September 20, 2012)— The Department of Planning and Permitting (DPP) has expanded its on-line building permit program for residential photovoltaic (PV) systems to allow contractors the option to obtain building permits without having to go to the City's Permit Center.

 

            The new feature will dramatically reduce the number of people who line up each day at the Permit Center just for PV permits. The number of PV permits issued by DPP has nearly tripled each of the past three years from 1,298 in fiscal year 2010, to 3,231 in 2011, and 9,096 last year.

 

            "We are encouraged by the number of residents wanting to be environmentally friendly by installing a PV system, however, the shear number of PV applications has monopolized the resources of the department at the expense of all other types of building permits. Our new application program will allow contractors to apply and receive their residential PV permits online, which will lead to better service and faster turnaround for everyone," said DPP Director David Tanoue.

 

            The expanded on-line system is available on the DPP website at http://dev.honoluludpp.org/ and takes just minutes to complete. The department hopes that the ease of obtaining the permit will eliminate the practice of some contractors submitting PV design plans for review that did not reflect what was going to be installed just to obtain a permit to begin installation.  Later, the contractor would submit revised plans showing what was actually installed, which required a second review by staff.

 

            The on-line permitting system is available for most single-family residential PV system applications. Applications for commercial and multi-family dwelling PV projects must still be processed through the Permit Center for review and permit issuance.

 

            The DPP also is continuing to develop ways to improve the inspection and closure of PV permits.
