Christmas tree recycling

 

KAPOLEI – The city's Department of Environmental Services (ENV) reminds residents to recycle their Christmas trees after the holidays.

 

Households with city collection should place bare trees – without flocking, ornaments and tinsel – curbside as part of your normal green waste pickup.

 

The city provides curbside green waste collection to more than 160,000 homes on Oahu.  For those with green carts, please note that the tree has to fit inside the cart with the lid closed.  Cut the tree into lengths up to three feet and trim branches to ensure that it will fall freely from the cart during collection.

 

For households on manual collection, cut the tree into lengths up to three feet, bundle and place at the curb on your refuse day.  If cutting the tree is a bother, residents can drop it off whole at the nearest Refuse Convenience Center.

 

For condo residents, trees may be dropped off at any Refuse Convenience Center or directly to the composting facility – there is no tip fee charged for Christmas trees over the holidays, courtesy of the city.

Mayor Caldwell moves forward with plan for LED streetlights

Honolulu – Mayor Kirk Caldwell has released a request for proposals for a contractor to replace approximately 52,000 low pressure sodium (LPS) city streetlights with light-emitting diode (LED) streetlights.  A 2013 pilot project by the city demonstrated that retrofitting streetlights to LEDs provides significant cost savings, greater efficiency and increased visibility.

"Last year's pilot project showed the advantages of transitioning all 52,000 city streetlights to LEDs," said Mayor Caldwell.  "By creating a public-private partnership to do the installation, the people of the City and County of Honolulu will receive the benefits without having to pay the initial upfront cost for installation.  This innovative approach is a win for taxpayers, motorists, pedestrians, cyclists, and the environment."

Mayor Caldwell commenced a pilot project in June 2013 to replace approximately 400 street lights using U.S. Department of Energy funding.  In his 2014 State of the City Address, Mayor Caldwell announced plans to replace all 51,700 city-owned street lights with LED fixtures, committing to a complete conversion in approximately 4 years through a public-private partnership.

Compared to existing LPS streetlight fixtures, the new LED lights reduce energy consumption by an average of 50% and have a payback period of just four years.  City streetlights consume approximately $6 million in electricity annually and the switch to LED is projected to save roughly $3 million in energy costs each year.  The successful offeror will enter into a public-private partnership with the city and be paid for its services over a period of time through energy savings.

In addition to reduced energy costs, the city is also eligible for a $25 to $33 electricity rebate per fixture from Hawaii Energy.

LED streetlights are more energy efficient and provide brighter light directed towards the street, rather than radiating light toward surrounding homes and businesses as LPS streetlights do, enhancing public safety while reducing peripheral glare.

The City and County of Honolulu Commission on Culture and the Arts is seeking to commission works of art for the McCully-Mô'ili'ili Fire Station and Mililani Mauka District Park Comfort Station.  Both projects are open to all artists or artist teams qualified to work in the City and County of Honolulu.  The budget for each project is $10,000.00.

The Request for Proposal can be downloaded at www.honolulu.gov/moca/news.htm.  Artists must apply online at www.CallForEntry.org .  For information about the projects, contact the Mayor's Office of Culture and the Arts at (808) 768-4105, or email tlaitila@honolulu.gov.

Art in City Buildings, a program under the Honolulu Commission on Culture and the Arts, sets aside an amount equal to not less than one percent of the construction phase appropriation for the original construction of any City building for the acquisition of works of art. The Art in City Buildings program is managed by the Mayor's Office of Culture and the Arts.

Road closures for street light repair

 

Honolulu – City crews will close sections of Kaukonahua and Kamananui Roads in Waialua to repair malfunctioning street lights. The road between the following intersections will be closed to complete repairs:

 

Kaukonahua Road and Farrington Highway

Kaukonahua Road and Kamananui Road

Wilikina Drive and Kamananui Road

 

The roads will be closed on Wednesday, December 24 from 8:30 a.m. to 3 p.m. to allow city crews to investigate and repair underground and overhead cabling. Motorists are asked to drive slowly and with caution.

Traffic Advisory: Lane closures for Honolulu rail transit project

 

The Honolulu Authority for Rapid Transportation (HART) would like to inform drivers about lane closures for the week of December 21-27 as related to design and construction work for the Honolulu rail transit project. Motorists are advised that work along the 20-mile rail route from East Kapolei to Ala Moana Center will require lane closures during non-peak traffic hours.

 

For the safety of both the work crews and motorists, the public is advised to proceed with caution through these areas. Drivers should anticipate possible traffic delays or use alternate routes during work hours, and provide a safe distance between their vehicles and workers and equipment.

 

EAST KAPOLEI/EWA (FARRINGTON HIGHWAY)

 

Seven days a week through the end of January 2015

Kualakai Parkway (North-South Road) to Old Fort Weaver Road

Farrington Highway between Kualakai Parkway (North-South Road) and Old Fort Weaver Road Loop is closed in both directions through the end of January 2015 for utility relocation and column work. Drivers travelling between East Kapolei and the Ewa/Waipahu region will still be able to access either side by using either the H­1 Freeway on the north end of Kualakai Parkway, or Kapolei Parkway/Geiger Road on the south end.

 

H-1 FREEWAY WAIAWA INTERCHANGE

 

Monday and Tuesday between 8 p.m. and 4 a.m. No lane closures scheduled from Wednesday, December 24 to Friday, December 26.

H-1/H-2 Freeways near Leeward Community College

The two inside eastbound lanes of the H-1 Freeway approaching the H-1/H-2 merge (Waiawa Interchange) will be closed overnight next week. Construction of the rail guideway over the H-1 Freeway in this area is scheduled to run until 2016.

 

WAIPAHU (FARRINGTON HIGHWAY)

Monday and Tuesday lane closures. No lane closures scheduled from Wednesday, December 24 to Friday, December 26.

Leoku Street to Leokane Street

One westbound lane of Farrington Highway between Leoku and Leokane streets is closed Monday and Tuesday between 7 p.m. and 6 a.m. The northbound lane of Leoku Street is also closed those same nights from 7 p.m. to 6 a.m. Work in the area is scheduled to run through 2015.

 

Leokane Street to Pupukahi Street

The inside lanes of Farrington Highway are closed Monday and Tuesday between 8:30 a.m. and 3:30 p.m.

 

Pupukahi Street to Waikele Road

The outside lanes of Farrington Highway are closed Monday and Tuesday between 7 p.m. and 6 a.m. Side-street through traffic and left turns will also be restricted during those same nights and times.

 

Waikele Road to Aniani Place

The outside lanes of Farrington Highway are closed Monday and Tuesday between 7 p.m. and 6 a.m. Side-street through traffic and left turns will also be restricted during those same nights and times.

 

Aniani Place to Waipahu Depot Road

One westbound lane of Farrington Highway is closed Monday and Tuesday between 7 p.m. and 6 a.m.

 

Waipahu Depot Road to Mokuola Street

A portion of the eastbound lanes of Farrington Highway are closed Monday and Tuesday between 7 p.m. and 6 a.m.

 

Mokuola Street to Kahualii Street

  • Traffic will be contraflowed along Farrington Highway in this area. Drivers may be diverted to a temporary lane on the other side of the road. Two eastbound lanes of Farrington Highway will be open from 5 a.m. to 8:30 a.m. Two westbound lanes will be open from 3:30 p.m. to 7 p.m.
  • Left turns will be restricted at the Paiwa Street intersection
  • Left turns at Moloalo Street will be restricted from 1 p.m. to 7 p.m. weekdays

 

PEARL CITY (KAMEHAMEHA HIGHWAY)

 

There will be no lane closures along Kamehameha Highway in Pearl City and Aiea from Monday, December 22 to Sunday, January 4 except at the following locations:

Waihona Street

One eastbound lane of Kamehameha Highway between Waihona Street and the merge at Farrington Highway/Kamehameha Highway is closed Monday and Tuesday between 7 p.m. and 6 a.m.

 

Puu Poni Street to Kaonohi Street

  • One eastbound lane of Kamehameha Highway fronting Neal Blaisdell Park near Kaahumanu Street is closed 24/7 until early 2015.
  • Utility relocation work in area scheduled to run until mid-2015

 

AIEA/ALOHA STADIUM (KAMEHAMEHA HIGHWAY)

 

Lipoa Place to Pali Momi Street

  • One eastbound lane of Kamehameha Highway near the Pearl Kai Shopping Center remains closed 24/7.

 

Pali Momi Street to Honomanu Street

  • One eastbound lane of Kamehameha Highway near McGrew Point will remain closed 24/7 until early 2015.

Holiday trash collection schedules

 

HONOLULU – The Department of Environmental Services reminds residents that refuse collection workers will not be collecting trash, recyclables and green waste Dec. 25, 2014, and Jan. 1, 2015 – Christmas Day and New Year's Day.  These are the only two holidays observed by refuse workers.

 

  • Communities using the 3-cart collection system, with once-a-week refuse and once-a-week recycling pickup, are asked to leave their gray carts curbside until serviced, usually within two business days.

 

  • Recycling days that fall on these holidays will NOT be made up.  Please hold mixed recyclables (blue cart) and green waste (green cart) until the next scheduled pickup date.

 

  • Residents on twice-a-week manual refuse collection, please hold items for the next scheduled pickup date.

 

  • Bulky collection will continue on the days following the holidays. Since bulky pickup is conducted over a 3-4 day period in each sector, the collection crews will make up the holiday on the other days.

 

Furthermore, all City Convenience Centers, Transfer Stations, H-POWER and Waimanalo Gulch Sanitary Landfill will be closed Christmas Day and New Year's Day.  However, all these facilities will re-open December 26 and January 2.
