'MONTH IN CHINATOWN' TO CELEBRATE YEAR OF THE DRAGON

(Thurs., Jan. 5, 2012)—Mayor Peter Carlisle today officially launched the annual Month in Chinatown celebration, a series of events to welcome the Lunar New Year of the Dragon. 

"Chinatown is one of Oahu's most vibrant, historic and exciting neighborhoods, and we welcome everyone to enjoy all the interesting and fun activities," Carlisle said.

The mayor was joined by leaders of the Chinese Chamber of Commerce, Chinatown Merchants Association, United Chinese Coalition and The ARTS as Marks Garage to announce details of the upcoming celebrations. 

The Year of the Dragon officially begins January 23, and will be celebrated throughout the month.

Events that are free and open to the public include: 

·        Chinese New Year Festival, presented by the United Chinese Coalition on Friday and Saturday, January 6 and 7, from 10:00 am to 10:00 pm, at Chinatown Cultural Plaza. Food vendors will provide a variety of Chinese and other Asian cuisine favorites. Exhibits and entertainment will include feng shui presentations, arts and crafts vendors, martial arts demonstrations, Chinese fortune readings and Chinese dancing and singing.

·        Chinatown Open House, presented by the Chinese Chamber of Commerce of Hawaii on Friday and Saturday, January 13 and 14, from 10:00 am to 10:00 pm at Chinatown Cultural Plaza. Food vendors, arts and crafts booths, and entertainment. Vendors will provide an assortment of Chinese ethnic favorites, including Jain (vegetarian monk's food), gin doi (Chinese doughnut), gau (New Year pudding), and jook (rice soup). Entertainment will include ethnic dance troupes, local musical groups, and martial arts and weapons demonstrations.

·        Choy Cheng, Traditional Lion Dance Blessings, presented by the Chinese Chamber of Commerce of Hawaii on Friday, January 13, from 6:00 pm to 9:00 pm, in Chinatown along King, Maunakea, Smith, Pauahi, and Nuuanu streets. The evening will begin at 8 South King Street with the traditional Chinese lion dance blessing – Choy Cheng. The Narcissus Queen and her court will visit Chinatown businesses and their patrons. Stores will celebrate by lighting firecrackers and offering lisee (good luck money placed in red envelopes) to the dancing lions.

·        Lunar New Year Festival, presented by the Chinatown Merchants Association on Saturday, January 14, from 8:00 am to 10:00 pm in Chinatown and on Maunakea, Pauahi and Smith streets. This street fair will have four main stages with entertainment throughout the day and into the night. Vendors will be plentiful.

·        Night in Chinatown Parade, presented by the Chinatown Merchants Association on Saturday, January 14, from 3:30 pm to 5:30 pm along Hotel Street from Richards Street through the heart of Chinatown. The parade will include more than 80 marching units, including the Narcissus Queen and her court, cultural organizations, kung fu martial artists, lion and dragon dance associations, followed by a 150-foot dragon.

·        Chinese New Year Festival, presented by the United Chinese Coalition on Friday and Saturday, January 20 and 21, from 10:00 am to 10:00 pm at Chinatown Cultural Plaza. Food vendors will provide a variety of Chinese and other Asian cuisine favorites. Exhibits and entertainment will include feng shui presentations, arts and crafts vendors, martial arts demonstrations, Chinese fortune readings and Chinese dancing and singing.

(Weds., January 4, 2012) − Scheduled road work for the week beginning January 8, 2012, for the Department of Design construction, Civil Division (Construction Management Branch), and Wastewater Division (Construction Management Branch) is listed below.  Road work is normally done between the hours of 8:30 AM and 3:30 PM unless otherwise noted.

 

AIEA

Aiea Heights Drive Emergency Roadway Improvements:  Work includes road/slope stabilization and pavement resurfacing/rehabilitation (incl. installation of metal guardrail and plastic lumber lagging) below Analio Place and above the horseshoe turn.

            (Estimated completion date, continuing through January 2012)

 

HALAWA

Foster Village Sewer Rehabilitation/Reconstruction:  Installation of new 8" and 12" sewer lines and a sewer manhole along Piikea Street, Haloa Drive, Olino Street, Hakupapa Street, Punihi Street, and Palanihu Place.

            (Estimated completion date, continuing through January 2012)

 

HAWAII KAI

Rehabilitation of Streets, Phase 1 (aka IDIQ #2) – Ainakoa Dr, Halekoa Dr, Hind Iuka Dr, Hao St, Kuliouou Rd, Keahole St, Kaluanui Rd, Kealahou St, Halemaumau St, Naio St, Kainui Dr.  Paving Halekoa Dr, Kealahou and Hao St.  Adjusting manholes and permanent striping to follow.

 

Repair Kalapaki Street Drainage Ditch Wall – Vicinity of 977 Kalapaki Street:  Removal and disposal of existing concrete ditch wall and slab.  Construction of new reinforced concrete ditch wall and slab.  Installation of new chain link fence.  Repair crack and spalled concrete on existing wall.

            (Estimated completion date, January 2012)

 

Kipu Ditch Storm Drainage Improvements – Vincinity of Kamiloiki Community Park and Kamiloiki Elementary School.  Reconstruction of existing drainage ditch; spall and delamination repairs along portion of drainage ditch; installation of new chain link fence; planting of new trees and biobarrier installation; tree and root pruning and removal of trees, shrubs and hedges for new drainage ditch.

Curb Ramps at Various Locations, FY 2010 (A) – Lunalilo Home Road between Hawaii Kai Dr. and Kalanipuu St.:  Construction of new curb ramps, sidewalks and A.C. pavement transition.  Relocation of existing regulatory/street signs. Adjustment of utility boxes.  Installation of pavement striping, markings and markers.

HONOLULU

Houghtailing Street Area Sewer Rehabilitation:  Installation and rehabilitation of sewer lines and construction of new manholes along School Street.

Kalakaua Avenue Sewer Rehabilitation:  Installation of new 8" and 10" sewer line along Kalakaua Avenue between Philip Street and Kapiolani.

Kalihi/Nuuanu Area Sewer Rehabilitation Phase 1A and 1C:  New sewer line and manhole installation on Dillingham Blvd, Puuhale Road, Mokauea Street, and Kalihi Street.  Lane closures Monday thru Friday, 8:30 a.m. to 3:30 p.m.

Rehabilitation of Streets Indefinite Delivery/Indefinite Quantity IDIQ #3 – Kapahulu: 4th ave, 5th ave, Hookipa Way, Pahoa Ave, Kaimuki Ave, Olu St, Mokihana St, Paliuli St and Charles St. and Kulamanu Place.  The scope of work to be performed by the Contractor under this contract may include, but is not limited to: cold planning; slurry seal; crack seal; reconstructing curb and gutters/rolled curbs; resetting of lava rock curbs; aboricultural work; adjusting street survey monuments, utility manholes/boxes, frames and covers; installing pavement striping and markings; and reinstalling vehicle detector loops.

Miscellaneous Drainage Improvements at Various Locations – Lokahi Street (McCully)  Construct concrete drain inlets, concrete drain catch basins, connect to existing drain line, and install drain pipes.

Mokauea Street Improvements between North King Street and Dillingham Boulevard:  Reconstruction concrete curbs and gutters, driveway and some sidewalks; construct new curb ramps; reconstruct and resurface asphalt roadway.  Post paving activities include installation of permanent pavement markings, adjust utilities to finish grade, and re-install traffic loop detectors.

Sewer Manhole and Pipe Rehabilitation at Various Locations – Phase 2:  Various manhole rehabilitation along Nimitz Highway between Pacific Street and Sumner Street.

Curb Ramps at Various Locations, FY 2009 (B), Palolo and Kaimuki:  Construction of new curb ramps, sidewalks and A.C. transition.  Relocation of existing regulatory/street signs. Installation of pavement striping, markings and markers.

Peterson Lane and Pua Lane Sewer Rehabilitation:  New sewer line and manhole installation in complete on King Street (between Dillingham Blvd. and Peterson Lane), Pua Lane and Peterson Lane.  Repaving of King, Peterson and Pua Lane is complete. Punchlist items and reconstruction of Tamashiro Market driveway remain.  One lane in each direction will be closed Monday thru Friday, 8:30 a.m. to 3:30 p.m.

            (Estimated completion date, continuing through January 2012)

 

Queen Street Roadway Improvements – Queen Street, Diamend Head side of Queen Street and Punchbowl Street intersection:  Demolition and reconstruction of existing concrete bus pad, curb ramps, sidewalk, curb and gutter, and thru gutter.  Cold planing, resurfacing and reconstruction of A.C. pavement.  Adjustment of utility manhole frames and covers.  Installation of pavement striping, markings and markers.

            (Estimated completion date, continuing through January 2012)

 

Saint Louis Heights Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), manhole rehabilitation, and lateral rehabilitation throughout Saint Louis Heights.  The contractor will also install new sewer lines via pipe bursting at 3 locations along Saint Louis Drive and one easement location between Saint Louis Drive and Frank Street.

            (Estimated completion date, continuing through January 2012)

 

Wilhelmina Rise Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), lateral rehabilitation, and replacement of sewer lines by open trench.

Pupukea Road Rockfall Mitigation Phase I – Pupukea, Oahu:  The work consists of clearing vegetation within the project limits, scaling boulders and unstable rocks or installing rock dowels (where appropriate), applying shotcrete (where required), installing rock fall protection fences, drapery system and landscaping. One traffic lane will be closed during work hours at Pupukea Road with police performing traffic control duties.

DEPARTMENT OF EMERGENCY MANAGEMENT URGES CAUTION DURING HAZARDOUS HIGH SURF CONDITIONS

The National Weather Service in Honolulu advised the Department of Emergency Management that extremely hazardous high surf could pose a threat to Oahu's north and west facing shores beginning today through Thursday morning. North Shore Surf heights could reach 25 to 35-feet. West facing shores will experience slightly lesser heights in the 15 to 25-foot range which may still be capable of causing damage and injury.

Additionally, the high tide period expected late this evening to early Wednesday morning could combine to increase the coastal flooding potential, cause damage to homes located on or near affected beaches, create road closures and other problems and hazards.

The Department of Emergency Management urges everyone to be aware of the following high surf precautions and actions:

Residents and visitors are asked to avoid affected beach areas and to comply with life safety instructions issued by Ocean Safety Lifeguards, police and other emergency responders.

Monitor TV and radio for important emergency information and updates.

Beach goers should stay well out of the water, away from peninsulas and reef areas over looking the ocean and be aware of sudden hazardous changes in ocean behavior.

Motorists driving along affected shores should exercise caution as roads can become blocked with sand and debris. In addition, motorists should also be cautious of pedestrians crossing roads or highways to view the surf.

Campers at county, State or private facilities located on the shoreline should be aware of and ready to respond to high surf hazards.

Consider measures to protect your property and prepare to evacuate to a safer location if necessary. Listen to your radio or television for specific emergency information and instructions.

REMEMBER: If you have a high surf related emergency and are in need of emergency assistance call 9-1-1 immediately.

The Department of Emergency Management has been actively coordinating response actions with county, State and non-government organizations such as the American Red Cross in preparation for the high surf period.

Department staff and emergency responders are on stand-by and prepared to activate and staff the City's Emergency Operations Center if needed.

Emergency Management Reserve Corps volunteers may be activated to assist with traffic control, public warning and other duties.

Lastly, all Oahu residents are encouraged to sign-up to receive emergency email and cell phone text messages from the Board of Water Supply, Department of Emergency Management and the Honolulu Police Department by signing up with NIXLE at www.nixle.com/dem Standard text messaging rates may apply depending on your wireless carrier and plan.

PORTION OF HANAUMA BAY TO TEMPORARILY CLOSE WEDNESDAY

A portion of the Hanauma Bay Nature Preserve will be closed to the public on Wednesday, January 4, 2012 while hazard mitigation work is conducted.  

Rocks and debris that could become loose and roll down a steep slope near the preserve's third comfort station will be removed.

Work will begin while the preserve is closed on Tuesday, January 3, as previously scheduled. The area from the third comfort station to the ewa side of the preserve will be closed until the work is completed on Wednesday. The rest of the preserve will be open as usual.

(Thurs., Dec. 29, 2011)—Mayor Peter Carlisle today announced that the Federal Transit Administration (FTA) has accepted the Honolulu rail transit project into Final Design – the final phase of the project's development before executing a Full Funding Grant Agreement (FFGA) with the FTA. In a letter from FTA Regional Administrator Leslie T. Rogers, the Honolulu Authority for Rapid Transportation (HART) was advised of the favorable decision in writing. 

"This is great news for Honolulu," Carlisle said. "We are grateful to Senator Inouye and to our congressional delegation for their strong support. Entering into final design also allows us to begin the process of working toward our full-funding grant agreement with FTA, which solidifies the $1.55 billion in federal funds we expect to receive. We remain on track to complete that process next fall."

"I appreciate the approval from FTA for Honolulu rail transit to enter final design," said Senator Inouye. "This is significant and demonstrates the continued support for the federal share of $1.55 billion. I will continue to work hard with the City to ensure we obtain the full funding grant agreement this year."

The Honolulu rail transit project's entry into final design demonstrates the FTA's continued acknowledgement that the project is progressing through the various FTA requirements toward a federal contribution of $1.55 billion. As is the case with all projects that progress through the Final Design process, FTA Regional Administrator Rogers noted that the Honolulu project's financial plan will be subject to an even more intensive review before FTA enters into an FFGA with HART.

"Today's announcement is a significant milestone and another positive step toward providing Oahu residents and visitors with more affordable, efficient, and environmentally responsible transportation options," said Congresswoman Mazie Hirono, a member of the House Transportation and Infrastructure Committee. "Since day one, the Obama Administration has recognized the importance of building up public transportation systems as a way to create jobs, connect people with local businesses, and build a strong foundation for a 21st century economy. This project has ongoing support from the Administration and members of Congress in both parties. I look forward to continuing to work with the rest of our Delegation, Mayor Carlisle, and HART to ensure that federal support continues and the project stays on schedule and on budget."

"I'm glad to see the project continue to make progress, as it represents not just transportation alternatives for residents of Oahu, but also much-needed jobs and support for Hawaii's economy," said Congresswoman Colleen Hanabusa. "Like many others, I look forward to seeing the final design and how it addresses the unique needs of the Honolulu urban corridor."

"I had the opportunity to meet with FTA Administrator Peter Rogoff earlier this year to personally assure him of the Council's support for this project," said Honolulu City Council Chairman Ernie Martin. "I am pleased with the FTA's announcement and look forward to seeing construction start next year."

"This approval serves as further confirmation that required steps have been properly followed and that the FTA believes this project should continue to move forward," HART Board Chairwoman Carrie Okinaga said. "It also means that the FTA has approved our updated financial plan and that the project remains on sound financial footing, which is good news for taxpayers.  The HART board will continue to do its part to ensure that the project is completed on time and within budget."

As previously announced by Senator Inouye, the Fiscal Year 2012 Transportation Appropriations measure includes a total of $510 million for those transit New Starts projects that will enter into an FFGA in calendar year 2012. When Honolulu enters into an FFGA with the FTA, it will become eligible for a portion of these funds in the year ahead.

NEW YEAR'S EVE FIREWORKS AND SAFETY TIPS

Enjoy Professional Fireworks Displays, Use Firecrackers With Caution

 

The Honolulu Fire Department (HFD) reminds the public that Honolulu's new ordinance allows only firecrackers to be used.  All other fireworks are now illegal for consumer use in Honolulu.

 

"We hope that people will respect the new Honolulu fireworks ordinance and the dangers of firecrackers.  While the number of fireworks-related injuries and fires on Oahu may not be as gigh as those nationwide, it is still too many for the public to suffer.  We experience the same trends as other communities where consumer fireworks cause injuries (most often to children and teens) and fires on New Year's Eve," said Fire Chief Kenneth Silva.

 

"The safest way to enjoy fireworks is to attend one of the public displays conducted by trained professional on Oahu.  If you do use firecrackers, please review these safety tips, follow the rules, and be considerate of your neighbors," Silva added.

 

The following information is provided to help the public remain safe and enjoy the New Year's Eve celebration and New Year's Day holiday:

  

Firecrackers Safety Tips

 

·       Use only approved firecrackers from a licensed retail outlet that posts its retail license.

 

·       Always read and follow warnings and instructions listed by the manufacturer to ensure the safe handling and use of firecrackers.

 

·       Never point or throw firecrackers at a person, building, or animal.

 

·       Never ignite firecrackers indoors.  Ensure your outdoor area is safe for firecrackers use.

 

·       Firecrackers should only be lighted on a smooth, flat surface away from buildings, dry vegetation, and flammable materials.

 

·       Do not string firecrackers on utility poles.

 

·       Keep ladders, poles, or tie lines used to set up firecrackers at least ten feet away from power lines.

 

·       Never shoot firecrackers in metal or glass containers.  

 

·       Have a garden hose or a bucket of water ready in the event of a fire.

 

·       Alcohol and firecrackers do not mix.

 

·       Always wear eye protection when lighting firecrackers.

 

·       When lighting firecrackers, never position any part of your body over them.

 

·       Never attempt to relight malfunctioning firecrackers.

 

·       Store firecrackers in a cool, dry place.

 

·       Never carry firecrackers in your pocket.

 

·       Never experiment with homemade fireworks.  They are dangerous and illegal.

 

 

General Fireworks Prohibitions

 

It is unlawful for any person in Honolulu to:

 

  • Throw ignited fireworks at a person or an animal.

 

  • Throw ignited fireworks from above the first floor of any building.

 

  • Throw ignited fireworks from, at, or into a vehicle.

 

  • Set off fireworks on public ways, in parks, cane fields, or places of worship.

 

  • Set off fireworks on public beaches or in forest or wildlife preserves.

 

  • Set off fireworks in school buildings or on school grounds.

 

  • Set off fireworks within 1,000 feet of hospitals, health and elderly care facilities, and facilities for the care of animals, including the zoo.

 

  • Set off fireworks within 500 feet from a hotel.

 

  • Offer for sale, sell, or give any fireworks to minors.  Honolulu's new ordinance makes it illegal for minors to use firecrackers on Oahu, even with adult supervision.

 

·       Possess or use aerial fireworks unless the Fire Chief of the HFD issues a display permit per Hawaii Revised Statutes (HRS) Chapter 132D.

 

·       Transport fireworks in carry-on or checked luggage, airline cargo, or mail.

 

·       Remove or extract pyrotechnic contents.

  

 

New Year's Eve Sale and Use of Fireworks on Oahu

 

The sale of firecrackers in the City and County of Honolulu began on

December 26, 2011, and ends at 12 midnight on December 31, 2011.

 

On Oahu, firecrackers may be set off, ignited, or discharged from 9 p.m. on December 31, 2011, until 1 a.m. on January 1, 2012.

 

A permit is required for the purchase of firecrackers on Oahu.  Firecrackers must be purchased from licensed retailers no more than five days prior to its use.  Retail licenses shall be prominently displayed in public view and secured at the location for which the license has been issued.  Licensed retailers shall not sell more than 5,000 individual firecrackers per permit. 

 

The new Honolulu ordinance requires that firecracker permits be obtained no less than ten days before they are used.  Therefore, firecracker permits for the New Year's Eve celebration are no longer available, as December 21 was the last day the public could purchase a firecracker permit.

                                                      

According to Chapter 132D, HRS, the use of aerial fireworks is prohibited unless the HFD's Fire Chief issues a display permit.
