Traffic Advisory: Lane closures for Honolulu rail transit project


The Honolulu Authority for Rapid Transportation (HART) would like to inform drivers about lane closures between March 20-27 as related to design and construction work for the Honolulu rail transit project. Motorists are advised that work along the 20-mile rail route from East Kapolei to Ala Moana Center will require lane closures during non-peak traffic hours.

For the safety of both the work crews and motorists, the public is advised to proceed with caution through these areas. Drivers should anticipate possible traffic delays or use alternate routes during work hours, and provide a safe distance between their vehicles and workers and equipment:

EAST KAPOLEI/EWA (FARRINGTON HIGHWAY)

Seven days a week through April 2015
Kualakai Parkway (North-South Road) to Old Fort Weaver Road
Farrington Highway between Kualakai Parkway (North-South Road) and Old Fort Weaver Road Loop will be closed in both directions this weekend for rail guideway work crossing over the highway. The section of highway will close at 7:30 p.m. Friday, March 20, and reopen 5 a.m. Monday, March 23. During the highway closure, drivers traveling between East Kapolei and the Ewa/Waipahu region will still be able to access either end by using the H-1 Freeway or Kapolei Parkway/Geiger Road.

On weekdays, the eastbound direction of Farrington Highway will be open from 5 a.m. to 7:30 p.m. The contractor will reclose that section of highway each weeknight from 7:30 p.m. to 5 a.m. for rail guideway construction through April 2015.

H-1 FREEWAY WAIAWA INTERCHANGE


Sunday through Thursday between 8 p.m. and 4 a.m.
H-1/H-2 Freeways near Leeward Community College
Up to two westbound lanes and three eastbound lanes of the H-1 Freeway approaching the H-1/H-2 merge (Waiawa Interchange) will be closed overnight Sunday through Thursday. Westbound lane closures begin at 9 p.m. each evening. Rail guideway work crossing the freeway is scheduled to run until 2016.



WAIPAHU (FARRINGTON HIGHWAY)


Monday through Friday lane closures
Farrington Highway through Waipahu
The outside lanes at various locations along Farrington Highway in each direction will be closed weekdays for utility relocation work between 7 a.m. and 3:30 p.m.

Leoku Street to Leokane Street

  • The westbound lanes of Farrington Highway are closed between 7 p.m. and 6 a.m. The inside lanes of Farrington Highway in the same area are closed between 8:30 a.m. and 3:30 p.m.
  • Left turns will be restricted in the westbound direction from Farrington Highway onto Leoole Street.
  • One of the two eastbound left-turn lanes from Farrington Highway onto Leoku Street is temporarily closed 24/7 because of shaft and column work.
  • Eastbound U-turns at the intersection of Farrington Highway and Leokane Street will be restricted on Saturday, March 21 between 8:30 a.m. to 3:30 p.m. for utility work.


Waipahu Depot Road to Mokuola Street
The outside lanes of Farrington Highway are closed weeknights between 7 p.m. and 6 a.m. The inside eastbound lane of Farrington Highway is closed weekdays between 8:30 a.m. and 3:30 p.m.

Mokuola Street to Paiwa Street
The intersection at Moloalo Street is closed 24 hours a day, seven days a week. Left turns from Farrington Highway onto Paiwa Street have been restored.

Pupupuhi Street to Aniani Place
The outside lands of Farrington Highway are closed weeknights between 7 p.m. and 6 a.m.

Kahualii Street to the Kamehameha Highway overpass
The inside lanes of Farrington Highway are closed weeknights between 7 p.m. and 6 a.m.

 

PEARL CITY (KAMEHAMEHA HIGHWAY)


24-hour lane closures
Waiawa Road to Acacia Road

  • One eastbound lane and one of the two eastbound left-turn lanes from Kamehameha Highway onto Acacia Road fronting Pearl Highlands Center are closed 24/7 through Summer 2015 for foundation and column work.
  • Eastbound U-turns will be allowed at the intersection during the work.
  • One westbound left-turn lane and the inside westbound lane of Kamehameha Highway near the Acacia Road intersection will also be closed 24/7 through Summer 2015.


24-hour lane closures
Acacia Road to Waimano Home Road
24/7 lane closures are in place along Kamehameha Highway between Acacia Road and Waimano Home Road for foundation and column work through late 2015:

  • One eastbound left-turn lane from Kamehameha Highway onto Waimano Home Road and the inside eastbound lane of Kamehameha Highway will be closed 24 hours a day.
  • One westbound left-turn lane from Kamehameha Highway onto Lehua Avenue and the inside westbound lane of Kamehameha Highway will also be closed 24 hours a day as part of column foundation work. Westbound U-turns will still be allowed at the Waimano Home Road intersection.

  • One westbound lane of Kamehameha Highway near Acacia Road is closed weeknights between 8 p.m. and 7 a.m. with various left-turn pocket restrictions.
  • One eastbound lane of Kamehameha Highway in the same vicinity is also closed weeknights between 7 p.m. and 5:30 a.m.
  • The intersection at Acacia Road is closed after 9 p.m.


AIEA/ALOHA STADIUM (KAMEHAMEHA HIGHWAY)


Monday through Friday lane closures
Kuleana Road to Kaonohi Street

  • Two westbound lanes of Kamehameha Highway are closed weeknights between 8 p.m. and 7 a.m. with various left-turn pocket restrictions. Two eastbound lanes of Kamehameha Highway are also closed overnight between 7 p.m. and 5:30 a.m.
  • Alternate lane closures will take place along Kaluamoi Place off Kamehameha Highway between 7:30 a.m. and 3:30 p.m. weekdays. One lane will remain open at all times.
  • Intersection at Hekaha Street closed after 9 p.m.
  • Utility relocation work in area scheduled to run until mid-2015


Lipoa Place to Pali Momi Street

  • One eastbound lane of Kamehameha Highway near the Pearl Kai Shopping Center remains closed 24/7.
  • Two westbound lanes of Kamehameha Highway are closed between 8 p.m. and 7 a.m. with various left-turn pocket restrictions. Two eastbound lanes of Kamehameha Highway are closed between 7 p.m. and 5:30 a.m.
  • Intersection at Lipoa Place closed after 9 p.m.


Pali Momi Street to Honomanu Street

  • Two westbound lanes of Kamehameha Highway are closed between 8 p.m. and 7 a.m. with various left-turn pocket restrictions. Two eastbound lanes of Kamehameha Highway are closed between 7 p.m. and 5:30 a.m.
  • One eastbound lane of Kamehameha Highway near McGrew Point is closed weekdays between 7 a.m. and 3:30 p.m. through mid-2015 for sidewalk work.
  • Intersection at Honomanu Street closed after 9 p.m.


Near Aloha Stadium

  • Two westbound lanes of Kamehameha Highway are closed weeknights between 8 p.m. and 7 a.m. with various left-turn pocket restrictions.
  • Two eastbound lanes of Kamehameha Highway are closed between 7 p.m. and 5:30 a.m.


PEARL HARBOR/AIRPORT


Monday through Friday lane closures. There are no rail-related lane closures in the Pearl Harbor/airport area on Thursday, March 26 in observance of Prince Kuhio Day.
Kamehameha Highway from Arizona Street to Makalapa Drive

  • Two eastbound lanes of Kamehameha Highway are closed weekdays between 8:30 a.m. and 3:30 p.m. for utility work.


Kamehameha Highway and Makalapa Road/Radford Drive Intersection

  • The right-turn lane from Kamehameha Highway onto Radford Drive is closed weekdays between 8:30 a.m. and 2:30 p.m. for utility work. Right turns will still be permitted at the intersection.


Kamehameha Highway from Makalapa Road to Center Drive

  • Two westbound lanes and one eastbound lane of Kamehameha Highway are closed weekdays between 8:30 a.m. and 2:30 p.m. for utility work.
  • The left-turn lane into Makalapa Gate will be contraflowed along the highway median.


Kamehameha Highway and Center Drive Intersection

  • The right-turn lane from Center Drive (mauka) onto Kamehameha Highway is closed weekdays between 8:30 a.m. and 2:30 p.m. for utility work.
  • The westbound bus stop at Kamehameha Highway and Center Drive is temporarily closed on weekdays between 8:30 a.m. and 2:30 p.m. for utility work.
  • The outside westbound lane of Mauka Frontage Road/Kamehameha Highway near Center Drive is closed weekdays between 8:30 a.m. and 2:30 p.m. for utility work.


H-1 Freeway (Exit 15A) Westbound to Kamehameha Highway/Center Drive intersection

  • The right lane of Exit 15A is closed weekdays between 8:30 a.m. and 2:30 p.m. for utility work

Traffic Advisory:  Sewer work in Honolulu next week
 
 
KAPOLEI The Department of Environmental Services is alerting the public that traffic will be affected next week as crews rehabilitate wastewater pipes in and around the Honolulu area.  City crews and contractors will conduct sewer pipe work on the following dates and locations:
 
  • March 23 - 25 (Pipe Repair) - 8:30 am-3:30 pm:  411 to 525 N. King St / 768 Kapiolani Blvd / 805 Pohukaina St & Koula St.

Waikīkī – More than 350 people participated in a planning workshop at McCoy Pavilion to generate ideas for the future of O‘ahu’s “people’s park,” Ala Moana Beach Park.  Residents came from across the island from Wai‘anae to Waimānalo to share what they love about Ala Moana Beach Park and their visions for its future.

“Ala Moana Beach Park is our Central Park,” said Mayor Caldwell.  “It’s our people’s park, a place we all go to celebrate and enjoy living in the most beautiful place on earth.  Our park will maintain its identity and character, and we’ve asked the community, the people who use the park and will use the park in the future, how the city can better utilize this great open space.”

Workshop participants worked in teams to brainstorm suggestions for improvements and discuss and prioritize new ideas for the park.  The groups voiced strong support to keep park improvements directed towards residents, with a focus on safety, addressing homelessness, preserving and expanding parking, keeping lawns green, replenishing beach sand, enhancing popular resident uses such as ocean sports and picnics, improving maintenance and upkeep, and better local food at affordable prices.

Mayor Caldwell outlined possible projects using comments from the public, including: improving park maintenance and the cleanliness of comfort stations, replenishing the sand, greening the park beginning with the frontage along Ala Moana Boulevard, and improvements to the popular walking path around Magic Island.

Residents are strongly encouraged to continue commenting on the future of Ala Moana Beach Park at the project website, www.ouralamoanapark.com until the beginning of May, when the results will be summarized and shared with the public to confirm your priorities for your park.  Since the website went live on March 6th, the site has over 20,000 interactions making it one of the most successful project websites in the city’s history.

Sandy Beach comfort station reopens after expedited sewer line repairs

Hawai‘i Kai – A maintenance crew from the Department of Parks and Recreation was able to expedite sewer line repairs in order to quickly reopen a comfort station at Sandy Beach that was temporarily closed after a sewer leak was detected yesterday.

Removal of three royal palms in Wahiawā postponed

Honolulu – The removal of three royal palms from Royal Palm Drive in Wahiawā scheduled for tomorrow, Friday, March 20, 2015, has been delayed due to a mechanical problem experienced by the tree care company retained by the City and County of Honolulu to perform the extraction. 

Municipal arborists from the city's Division of Urban Forestry have determined that these palms warrant removal due to their declining condition.  These palms have already been replaced in anticipation of their removal.

An announcement will be issued when the tree care company is able to perform the work.

Temporary closure of one comfort station at Sandy Beach

Hawai‘i Kai – One of the two comfort stations at Sandy Beach is temporarily closed for sewer line repairs.

The Makapu‘u side comfort station was closed on Wednesday after a sewer line leak was detected.  Department of Parks and Recreation maintenance crews are working to repair the leak and expect the station to reopen on Friday.

The comfort station on the Hālona Blowhole side of the park will remain open during the repairs.

Traffic Advisory: Removal of three royal palms in Wahiawā

Honolulu - On Friday, March 20, 2015, a tree care company retained by the City and County of Honolulu will remove three royal palms from Royal Palm Drive in Wahiawā.  Municipal arborists from the city's Division of Urban Forestry have determined that these palms warrant removal due to their declining condition.  These palms have already been replaced in anticipation of their removal.

The work is expected to be completed the same day.  Lane closures may be required.  If possible, please utilize alternate travel routes.

Bond refinancing saves Honolulu taxpayers nearly $44 million
City successfully sells General Obligation Bonds at low interest rates


The City and County of Honolulu today successfully sold approximately $888.635 million of tax-exempt and taxable General Obligation Bonds, the majority of which will be used to refinance existing debt and save taxpayer money, with the rest going to finance new capital improvement projects. 

The average interest rate on the tax-exempt bonds for new projects is 3.39 percent, the second lowest rate in modern history. 

The Caldwell Administration took advantage of low rates to refinance more than $504.950 million of existing General Obligation Bonds, which will save Honolulu taxpayers over $43.9 million in gross debt service.

Over $2.9 billion of orders were received for the bonds, a record amount for the City and County of Honolulu.  Strong demand resulted from the city’s comprehensive investor outreach effort.  This included an internet based presentation viewed by more than 20 major institutions.  City officials conducted meetings and conference calls with institutional investors and retail advisers in Hawaii. 

Bank of America Merrill Lynch served as the lead underwriter for the offering with Piper Jaffray & Co. as the co-manager.  A one-day retail order period generated more than $303 million of orders including $54 million from Hawaii investors. Local financial institutions were active participants in the bond issue.

Fitch Ratings and Moody’s Investor Services affirmed the city’s existing general obligation bond ratings at “AA+” and “Aa1” respectively — both with “Stable” outlooks.

Fitch stated that “Honolulu’s strong financial position is supported by good reserve levels, balanced operations, and demonstrated revenue flexibility.” 

Moody’s said, “The City’s Aa1 rating reflects its very large property tax base and emergence from the economic downturn with key credit factors not only intact, but improved…and prudent fiscal management demonstrated by conservative budgeting practices and recently improved reserve levels.”

Note: None of these bonds are related to the rail project.
