Persons with disability parking permits must pay at city attendant parking lots beginning January 1

 

Honolulu – The City and County of Honolulu's Department of Transportation Services announced today that effective January 1, 2015, persons with disability parking permits will be charged the standard parking rate at city parking lots that are staffed by an attendant.

 

This action was mandated by Ordinance 14-25, which was adopted by the Honolulu City Council on July 23, 2014, and makes the city's policy consistent with state lots staffed by an attendant. 

 

The ordinance repeals the free parking provision for city parking lots with an attendant because the attendant can assist disabled persons making payments and there are no accessibility issues with meters.  Parking spaces with only meter payments and no attendant will remain free for 2½ hours or the maximum amount of time of the meter, whichever is longer. 


A public hearing about the changes in parking policies and privileges effected by Ordinance 14-25 was held on Wednesday, October 29, 2014.  For additional information, the public may contact the Department of Transportation Services at 768-8357.

Traffic Advisory: Lane closures for Honolulu rail transit project

 

 

The Honolulu Authority for Rapid Transportation (HART) would like to inform drivers about lane closures for the week of November 23-29 as related to design and construction work for the Honolulu rail transit project. Motorists are advised that work along the 20-mile rail route from East Kapolei to Ala Moana Center will require lane closures during non-peak traffic hours.

 

For the safety of both the work crews and motorists, the public is advised to proceed with caution through these areas. Drivers should anticipate possible traffic delays or use alternate routes during work hours, and provide a safe distance between their vehicles and workers and equipment.

 

EAST KAPOLEI/EWA (FARRINGTON HIGHWAY)

 

Seven days a week through the end of January 2015

Kualakai Parkway (North-South Road) to Old Fort Weaver Road

Farrington Highway between Kualakai Parkway (North-South Road) and Old Fort Weaver Road Loop is closed in both directions through January 2015 for utility relocation and column work. Drivers travelling between East Kapolei and the Ewa/Waipahu region will still be able to access either side by using either the H-1 Freeway on the north end of Kualakai Parkway, or Kapolei Parkway/Geiger Road on the south end.

 

Keahumoa Parkway in East Kapolei

One eastbound lane of Keahumoa Parkway is closed 24 hours a day, seven days a week.

 

H-1 FREEWAY WAIAWA INTERCHANGE

 

Sunday through Wednesday between 8 p.m. and 4 a.m. No work scheduled on Thanksgiving, Thursday, November 27 and Friday, November 28.

 

H-1/H-2 Freeways near Leeward Community College

Two southbound lanes of the H-2 Freeway approaching the Waiawa Interchange (H-1/H-2 merge) are closed overnight. Construction of the rail guideway crossing the H-1 Freeway is scheduled to run until mid-2016.

 

WAIPAHU (FARRINGTON HIGHWAY)

 

Monday through Wednesday lane closures. No work scheduled on Thanksgiving, Thursday, November 27 and Friday, November 28.

 

Leoku Street to Leokane Street

One eastbound left-turn lane from Farrington Highway onto Leoku Street and the left-turn lane from Farrington Highway onto Leokane Street remains closed 24/7 until the end of the year. The outside lanes of Farrington Highway near the Kunia Road overpass and the northbound lane of Leoku Street are closed weeknights from 7 p.m. to 6 a.m. The eastbound lanes of Farrington Highway between Leoku and Leokane streets are also closed between 7 p.m. and 6 a.m. Work in the area is scheduled to run through 2015.

 

Leokane Street to Pupukahi Street

The outside lanes of Farrington Highway and the northbound lane of Pupukahi Street are closed weeknights between 7 p.m. and 6 a.m. Work in the area is scheduled to run through 2015.

 

Mokuola Street to Kahualii Street

  • Traffic will be contraflowed along Farrington Highway in this area. Drivers may be diverted to a temporary lane on the other side of the road. Two eastbound lanes of Farrington Highway will be open from 5 a.m. to 8:30 a.m. Two westbound lanes will be open from 3:30 p.m. to 7 p.m.
  • Left turns will be restricted at the Paiwa Street intersection
  • Left turns at Moloalo Street will be restricted from 1 p.m. to 7 p.m. weekdays

 

PEARL CITY (KAMEHAMEHA HIGHWAY)

 

Monday through Wednesday lane closures. No work scheduled on Thanksgiving, Thursday, November 27 and Friday, November 28.

Various sections along the outside lanes of Kamehameha Highway in Pearl City and Aiea in both directions are closed weekdays for overhead utility work between 7 a.m. and 3:30 p.m.

 

Waiawa Road to Waimano Home Road

  • Utility relocation work in area scheduled to run until mid-2015
  • Two westbound lanes of Kamehameha Highway are closed weeknights between 8 p.m. and 7 a.m. Two eastbound lanes of Kamehameha Highway are closed overnight between 8 p.m. and 5:30 a.m.
  • The intersection at Waimano Home Road is closed after 9 p.m. on weeknights
  • The eastbound lane of Kamehameha Highway between Waihona Street and the merge at Farrington Highway/Kamehameha Highway is closed weeknights between 7 p.m. and 6 a.m.
  • The westbound lanes of Kamehameha Highway at Waiawa Road are closed weeknights between 7 p.m. and 6 a.m.

 

Puu Poni Street to Kaonohi Street

  • Utility relocation work in area scheduled to run until mid-2015
  • Two westbound lanes of Kamehameha Highway are closed overnight between 8 p.m. and 7 a.m. with various left-turn pocket restrictions. Two eastbound lanes of Kamehameha Highway are also closed overnight between 8 p.m. and 5:30 a.m.
  • One eastbound lane of Kamehameha Highway near Kuleana Road (HECO­Waiau power plant) and fronting Neal Blaisdell Park near Kaahumanu Street also remains closed 24/7 until early 2015. Left turns at Kuleana Road are also restricted.
  • Intersection at Kaonohi Street closed after 9 p.m.
  • Two eastbound lanes of Kamehameha Highway in that same vicinity will be closed between 8:30 a.m. and 3:30 p.m. weekdays.

 

AIEA/ALOHA STADIUM (KAMEHAMEHA HIGHWAY)

 

Monday through Wednesday lane closures. No work scheduled on Thanksgiving, Thursday, November 27 and Friday, November 28. Utility work in area to run until end of 2014.

 

Lipoa Place to Pali Momi Street

  • One eastbound lane of Kamehameha Highway near the Pearl Kai Shopping Center remains closed 24/7.

 

Pali Momi Street to Honomanu Street

  • Two westbound lanes and two eastbound lanes of Kamehameha Highway
    are closed from 8 p.m. to 7 a.m. with various left-turn pocket restrictions.
  • Eastbound drivers along Kamehameha Highway in the area will be contraflowed to the westbound side of the highway on weeknights between 8 p.m. and 7 a.m. Utility work scheduled to run until the end of the year.
  • One eastbound lane of Kamehameha Highway near McGrew Point will remain closed 24/7 until the end of the year
  • The eastbound Moanalua Freeway on-ramp near McGrew Point is closed weeknights between 8 p.m. and 5:30 a.m.

 

Near Aloha Stadium

  • Right eastbound lane of Kamehameha Highway from the Moanalua Freeway on-ramp to Salt Lake Boulevard remains closed 24/7.
  • Eastbound drivers along Kamehameha Highway will be contraflowed to the westbound side of the highway on weeknights between 8 p.m. and 7 a.m. Area work to run until the end of the year.

Sewer work in Honolulu next week

 

KAPOLEI The Department of Environmental Services is alerting the public that traffic will be affected next week as crews rehabilitate wastewater pipes in and around the Honolulu area.

 

            City crews and contractors will conduct sewer pipe work on the following dates and locations:

 

  • Nov 24 (Pipe Liner) - 8:30 am-3:30 pm:  829 Hao St / 841 Ahuwale St.
  • Nov 25 (Pipe Liner) - 8:30 am-3:30 pm:  822 Ahuwale St.

Honolulu City Lights holiday tree arrives at Honolulu Hale

 

CITY TREE ARRIVES

 

Honolulu – The City and County of Honolulu's holiday tree arrived at Honolulu Hale this morning, where it was installed on the lawn fronting South King Street.  Councilmembers Stanley Chang and Brandon Elefante were on hand to assist in the installation of the tree.

 

The 50-foot Norfolk Pine was donated by Pearl City resident Steven Dumbrique and will be part of the annual Honolulu City Lights celebration.  2014 marks the 30th year of Honolulu City Lights and Emme Tomimbang will return to emcee the Tree Lighting Ceremony on opening night, Saturday, December 6th, beginning at 6 p.m.

 

The tree lighting will be followed by the Electric Light Parade, which is dedicated to the memory of the late "Parade Man" Nelson Fujio.  Tom Moffatt Productions will hold a holiday concert by Sky Gate beginning at 7:30 p.m.  Willie K headlines an entertainment lineup that includes the Sounds of Aloha Barbershop Chorus, the keiki from Joan S. Lindsey's Halau and Ka Pa Nani O Lilinoe, Maunalua, and Hawaii singer Ciana Pelekai from America's Got Talent.

Scheduled road work for the week beginning November 23 the Department of Design and Construction, Civil Division (Construction Management Branch), and Wastewater Division (Construction Management Branch) is listed below. Road work is normally done between the hours of 8:30 a.m. and 3:30 p.m. unless otherwise noted.

 

EWA BEACH

Rehabilitation of Localized Streets, Phase 7B – Ewa Village

Project includes: cold planning; resurfacing of asphalt concrete pavements; reconstruction of failed asphalt concrete pavement areas identified by the contractor and confirmed by the City; adjustment of utility manhole frames and covers, and street survey monument frame and covers; installation of pavement markers, striping and markings; installation of vehicle detector loops; locating existing manholes, valve boxes, monuments, etc. with GPS survey equipment and providing ArcGIS data files to City Dept. of Planning and Permitting in required data format.

Paving complete. Adjusting manholes and placing permanent striping on various streets is on going.  Varona Village area will be included.

 

HAWAII KAI

Hanapepe Loop Drain Outfall Improvements:  Demolish and reconstruct existing concrete outlet structure, provide BMP devices, restore area to pre-construction;

            (Estimated completion date, continuing through November 2014)

 

Rehabilitation of Localized Streets, Phase 11B (Kuliouou, Hahaione, Mariner's Ridge):

The work includes localized reconstruction of pavement and resurfacing of the streets indicated below; reconstruction of identified curbs and gutters are included; tree trimming, pruning and removal will be performed as necessary under the guidance of qualified arborist.  Post paving activities include installation of detector loops, permanent pavement markings and adjustment of utility manhole frames and covers to grade.  The affected roadways and limits of work are as follows:

Airport Sewer Rehabilitation / Reconstruction, Phase 2  CIPP rehabilitation of 36" sewer lines along Aolele Street, from Rodgers Blvd to Lagoon Drive.

            (Estimated completion date, continuing through December 2014)

 

Ala Moana Blvd./Auahi Street Sewer Rehab, Phase 2  Rehabilitation of approx. 1,980 LF of existing 6'x6' box sewer along Auahi Street from Kamani Street to Keawe Street including relocation of existing waterlines;  installation of 210LF of new 6" sewer line at 711 Ala Moana Blvd.;  and rehabilitation of existing concrete manholes including abandonment of existing 36" sewer line along Ala Moana Blvd.

(Estimated completion date, continuing through November 2014)

 

Rehabilitation of Streets, Unit 64-R – Beretania Street, University Avenue to Alapai Street:

The project will remove the underlying concrete bed then reconstruct and resurface Beretania Street from University Avenue to Alapai Street with 3-inches of HDOT IV over 6-inches of Asphalt Concrete Base (ACB).  The work also includes removing asphalt overlay in existing gutters; reconstruction of designated curbs, gutters, driveways and thru-gutters; construction of new curb ramps; demolish unused and construct new concrete bus pads; construction of a new grated inlet and drain line; coordinating and performing tree canopy trimming, root pruning and tree removal as necessary under the guidance of certified/qualified arborist.  Also, included will be the adjustment of existing utilities to grade; installation of permanent pavement markings; and restoration of the traffic loop sensors.

 

            (Estimated Completion July 2015)

 

Mapunapuna Industrial Subdivision Phase One of Tidal Flooding Remediation Program: Remove existing flap gates and install new check valves at outlet pipes in State channel fronting Kam Highway. Construct new DMH upstream of new check valves.  Re-grade swale and adjust existing D.I. frame / cover to provide positive runoff flow into existing Drain system. Reconstruct concrete wall at outlet pipes at State channel. Remove debris and sediment from existing storm drains and channel area. Dewater State channel and install temporary dewatering dams. Restore existing chain link fence at outlet area. At the intersection of Ahua Street and Awaawaloa Street, provide permanent concrete plug in existing 24" DL.  Drain inlet protection and site restoration at outlet in progress.

            (Estimated completion, continuing through November 2014)

 

Rehabilitation of Streets, Unit 66 – Oahu Avenue, Kapahulu Avenue & Atkinson Drive:

The project will reconstruct and resurface the above streets with varying thicknesses of Asphalt Concrete Base, City & County Mix 4 or State Mix IV.  The work includes removing asphalt overlay in existing gutters; reconstruction of designated curbs, gutters and sidewalks; construction of new concrete and asphalt bus pads; catch basin repairs; coordinating and performing trimming tree canopies, root pruning and tree removal as necessary under the guidance of certified/qualified arborist.  Also, included will be the adjustment of existing utilities to grade, and permanent pavement markings; and restoration of the traffic loop sensors.

            (Estimated Completion August 2015)

 

Rehabilitation of Saint Louis Drive Bridge, Bridge No. 334: Repair of concrete delamination, spalls and cracks on the existing bridge structure; repair of expansion joints; installation of painted steel guardrail extension; and miscellaneous repairs.

            (Estimated completion date, continuing through November 2014)

 

Rock Slide Potential Inspection and Mitigative Improvements along Prospect Street

The work includes clearing and grubbing ; excavating ; installing rockfall impact barrier systems ; installing concrete barriers ; installing draped wire mesh systems ; traffic control ; and tree removal.

            (Estimated completion date, December 2014)

 

Wilder Avenue and Metcalf Street Sewer Rehabilitation

Rehabilitation work of approximately 640 feet of 6" sewer along Wilder Avenue, between Metcalf Street and Evelyn Lane.  One lane closure westbound Monday through Friday 8:30am – 3:30pm.

Rehabilitation of Wailele Road Bridge   Repair cracks in the abutment walls and bridge deck soffit;  Repair delaminations and spalls along the bridge deck soffit and along the abutment walls; Remove existing deteriorated pre-molded joint filler along the base of the abutment walls and installing new joint filler and sealant; Repair cracks in the channel lining slab; Repair spalls in the concrete railing beam and posts; Repair or replace corroded reinforcing steel bars at cracks, spalls and delaminations; Provide grouted rubble paving (GRP) toe protection to the existing cement rubble masonry (CRM) channel walls downstream of the bridge; Provide GRP scour protection along the existing downstream cut-off wall of the channel invert slab; Fill a hole in a low CRM; Increasing the height of the bridge rail; Constructing a concrete curb below the existing concrete rail.

Rehabilitation of Streets, Unit 68 (Meheula Parkway and Anania Drive):  The work includes reconstruction and resurfacing of the asphalt roadway; reconstruction of identified curbs and gutters; tree trimming, pruning and removal will be performed as necessary under the guidance of qualified arborist; post paving activities include permanent pavement markings; adjustment of utility manhole frames and covers to grade and reinstallation of traffic loop detectors.

MOANALUA

Moanalua Stream Lining Reconstruction

The work includes removal of trees, debris, concrete structures, existing concrete within the channel; repairing and/or patching concrete invert and side slopes; routing and repairing existing cracks in concrete; installing turf matting; and replacing debris stanchions.

PUPUKEA

Pupukea Road Rockfall Mitigation Phase II:  The work consists of clearing vegetation within the project limits, scaling boulders and unstable rocks or installing rock dowels (where appropriate), applying shotcrete (where required), installing rock fall protection fences, drapery system and landscaping. One traffic lane will be closed during work hours at Pupukea Road with police performing traffic control duties.

WAIAU

Waiau Area Sewer Rehabilitation/Reconstruction – Kuleana Place, Kaulike Drive, Kauhihau Place, and Hile Place:  Excavation and replacement of approx. 728LF of 8" sewer main including reconnection of existing sewer laterals;  installation of new sewer manholes and rehabilitation of existing sewer manholes;  and restoration of existing asphalt pavements, driveways, sidewalks, and curbs.

WAIKIKI

Beachwalk Force Main Phase I:  2 Staging pits to be constructed along Ala Wai Boulevard from Kalakaua towards Ala Moana Boulevard for the microtunneling installation of new sewer line.

Emergency Kalia Road and Lewers Street Box Drain Repair:  Emergency box drain project. A portion of Lewers St between Don Ho St and Kalia Road and a portion of Kalia Rd between  Lewers St and Saratoga Rd.

Waimalu Stream Maintenance Dredging   Project consists of maintenance dredging of accumulated sediment in Waimalu Stream and Punanani Channel.  Dredged material will be disposed of at designated ocean disposal site and upland location.

Rehabilitation of Streets, Unit 47, Waipio  The work includes reconstruction of pavement and resurfacing of streets; reconstruction of curbs, gutters, tree trimming, root pruning and tree removal as necessary; pavement markings and markers, restoration of vehicular detector loops, adjustment of street monuments to new finish grade, and adjustment / reconstruction of utility manhole / valve box frames and covers to finish grade.

The affected roadways and limits of work are as follows:  Ka Uka Boulevard, Ukee Street, Waipio Uka Street, Moaniani Street, Lumikula Street, Kuala Street (Waiawa), Acacia Road (Waiawa)
