TRANSIT-ORIENTED DEVELOPMENT WORKSHOPS

 

(Fri., June 17, 2011)−The City and County of Honolulu's Department of Planning and Permitting (DPP) will hold community workshops to receive input in preparing the Downtown and Kalihi Neighborhood Transit-Oriented Development (TOD) Plans.

 

            The Kalihi workshop will be held on Monday, June 27 at the Kalakaua Middle School cafeteria at 821 Kalihi Street. The Downtown workshop will be held on Tuesday, June 28 at the Hawaii Community Development Authority Conference Room at 461 Cooke Street. Both workshops begin at 6 p.m. Light refreshments will be provided.

 

DPP has launched these community-based land use and transportation planning processes in anticipation of growth and change around the three Downtown (Downtown, Chinatown, and Iwilei) and three Kalihi (Kapalama, Kalihi, and Middle Street) rail transit stations.  The City's planning team is seeking ideas on the spaces and places surrounding the transit stations, including housing, retail, commercial, and recreational uses.

 

            Transit and transit-oriented development can positively affect the way residents commute and live. The TOD Plans will identify opportunities and lay the foundation for each area. The success of these plans depends on participation by a diverse set of community members whose ideas and perspectives are essential to creating the plans and integrating rail transit into Downtown and Kalihi.

LANE CLOSURE ON MOANALUA ROAD IN AIEA

 

(Thur., June 16, 2011)−The right Ewa-bound lane on Moanalua Road will be closed 24-hours, five consecutive days from Monday, June 20, through Friday, June 24 to construct a bus pad between Kaamilo Street and Nalopaka Place.

 

Two Ewa-bound lanes on Moanalua Road will be temporarily realigned on the approach to the Kaamilo Street intersection.  The "left turn only" lane onto makai-bound Kaamilo Street will be designated as a through lane across the intersection.  Motorists wanting to turn left at the intersection will be detoured to Keanae Street.

 

Motorists are advised to use caution in this area.  During the closure, motorists are encouraged to avoid Moanalua Road and encouraged to take alternative routes such as Kamehameha Highway.

 

The Moanalua Road, Ewa-bound bus stop at the intersection at Kaamilo Street will be closed for the bus pad construction. TheBus patrons are asked to use the bus stop opposite of Nalopaka Place east of original bus stop. For more bus information please see www.thebus.org or call 848-5555.

MAKAHIKI FUN FAIR AT

KANEOHE DISTRICT PARK

 

            (Thurs., June 16, 2011) — The Windward community will again be treated to a day of fun and games as the Kaneohe Lions Club and Kaneohe Complex host the 36th Annual Makahiki Fun Fair on Saturday, July 9, at the Kaneohe District Park upper parking lot and swimming pool, located at 45-660 Keaahala Road. 

 

            The fun fair features entertainment by summer fun and teen program participants, food, carnival games, pool rides and activities from 9 a.m. to 12 noon.  This family-oriented event is generously presented by the Kaneohe Lions Club in cooperation with the city's Department of Parks and Recreation Kaneohe Complex.

 

            Since 1975, thousands of children have been treated to an exciting day of activities and prizes.  Proceeds from the event go to support recreation programs in the Kaneohe Complex.   For more information contact Linda Liu at 233-7306.

AIEA

Aiea Heights Drive Emergency Roadway Improvements:  Work includes road/slope stabilization and pavement resurfacing/rehabilitation (incl. installation of metal guardrail and plastic lumber lagging) below Analio Place and above the horseshoe turn.

Rehabilitation of Localized Streets, Phase 5B – Kaimuki, Diamond Head and Kapahulu Areas

Resurface or reconstruct these streets with asphalt concrete pavement.  Adjust manholes and monuments to road grades.  Restore all pavement striping, markings and markers.  Collect GPS data on manholes, street monuments, valve boxes, fire hydrants, and other features as directed by the City before construction begins.  Wilder Ave and Dole St, paving completed.  Kinau St. will start after the State project in the Kinau off ramp is completed.

Mapunapuna Industrial Subdivision Phase One of Tidal Flooding Remediation Program.  Remove existing flap gates and install new check valves at outlet pipes in State channel fronting Kam Highway. Construct new DMH upstream of new check valves. Re-grade swale and adjust DI to provide positive drainage into existing drain system. Upgrade concrete wall at outlet pipes at State channel. Remove debris and sediment from existing storm drains and channel area. Dewater State channel and install temporary dewatering dams.  At the intersection of Ahua Street and Awaawaloa Street, abandon existing storm drain on Ahua Street and install new storm drain MH on upstream end of abandoned pipe.

            (Estimated completion date, June 2011)

 

Mokauea Street Improvements between North King Street and Dillingham Boulevard:  Reconstruction concrete curbs and gutters, driveway and some sidewalks; construct new curb ramps; reconstruct and resurface asphalt roadway.  Post paving activities include installation of permanent pavement markings, adjust utilities to finish grade, and re-install traffic loop detectors.

Sewer Manhole and Pipe Rehabilitation at Various Locations – Phase 2:  Various manhole rehabilitation along Nimitz Highway between Pacific Street and Sumner Street.

Peterson Lane and Pua Lane Sewer Rehabilitation:  New sewer line and manhole installation in complete on King Street (between Dillingham Blvd. and Peterson Lane), Pua Lane and Peterson Lane.  Repaving of King, Peterson and Pua Lane is complete. Punchlist items and reconstruction of Tamashiro Market driveway remain.  One lane in each direction will be closed Monday thru Friday, 8:30 a.m. to 3:30 p.m.

Rose Street/Kam IV Road (SMPR 66) and Richard Lane/Linapuni Street (SMPR 67) Sewer Rehabilitation:  Installation of new sewer lines/manholes and reconnection of existing sewer laterals along Richard Lane, Linapuni Street, Kahauiki Street, Kamehameha IV Road between Kahuiki Street and Owene Lane, and Rose Street.

            (Estimated completion date, July 2011)

 

Saint Louis Heights Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), manhole rehabilitation, and lateral rehabilitation throughout Saint Louis Heights.  The contractor will also install new sewer lines via pipe bursting at 3 locations along Saint Louis Drive and one easement location between Saint Louis Drive and Frank Street.

            (Estimated completion date, June 2011)

 

Wilhelmina Rise Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), lateral rehabilitation, and replacement of sewer lines by open trench.

KAILUA

Rehabilitation of Streets Indefinite Delivery/Indefinite Quantity IDIQ #3 – Aikahi Park.  The scope of work to be performed by the Contractor under this contract may include, but is not limited to: cold planning; slurry seal; crack seal; reconstructing curb and gutters/rolled curbs; resetting of lava rock curbs; aboricultural work; adjusting street survey monuments, utility manholes/boxes, frames and covers; installing pavement striping and markings; and reinstalling vehicle detector loops.  Slurry seal is in process.

Rehabilitation of Streets, Unit 52 – Keolu Drive (Kalanianaole Highway to Akahai Street); Keolu Drive (Akaakaawa Street to Wanaao Road):  Cold planing; resurfacing and reconstruction of asphalt concrete pavements (ACP); adjustment of utility manhole frames and covers; installation of pavement markings and vehicle loop detectors; reconstruction of existing concrete curbs, gutters, sidewalks and Driveways; reconstruction of concrete catch basins; and construction of concrete and asphaltic concrete bus pads.

Wanaao Road/Keolu Drive Reconstructed Sewer:  Installation of new sewer line along Wanaao Road between Hahani Street and Aoloa Road.

Rehabilitation of Kamehameha Highway Bridge Over Heeia Stream – Kamehameha Highway in Heeia:  Repair of concrete delamination, spalls and cracks on existing bridge structure; removal and replacement of sidewalk platform; painting of the bridge parapet, chain link fence, and sidewalk's steel structure.

            (Estimated completion date, August 2011)

 

Rehabilitation of Streets Indefinite Delivery/Indefinite Quantity IDIQ #3 – Kaneohe: Mokulele Dr and Kaneohe Bay Dr.  The scope of work to be performed by the Contractor under this contract may include, but is not limited to: cold planning; slurry seal; crack seal; reconstructing curb and gutters/rolled curbs; resetting of lava rock curbs; aboricultural work; adjusting street survey monuments, utility manholes/boxes, frames and covers; installing pavement striping and markings; and reinstalling vehicle detector loops.  Test strips were done.

Waimalu Sewer Rehabilitation/Reconstruction Phase II:  Installation of new 8" and 12" sewer lines along Hekaha Street between Kanuku Street and Moanalua Road.

PUPUKEA

Pupukea Road Rockfall Mitigation Phase I – Pupukea, Oahu:  The work consists of clearing vegetation within the project limits, scaling boulders and unstable rocks or installing rock dowels (where appropriate), applying shotcrete (where required), installing rock fall protection fences, drapery system and landscaping. HONOLULU ZOO'S "WILDEST SHOW IN TOWN" IS IN FULL SWING

 

(Wed., June 15, 2011)—The wildly popular summer zoo concert series offers musical harmony along with the roars of tigers and howls of monkeys. Tonight's concert features Na Hoku Hanohano award winners Barrett & Tara Awai and later shows in the series will include local favorites Kelly Boy Delima, Manoa DNA, Ohta San, Melveen Leed, Jimmy Borges, Frank Delima and Ho'okena.

 

This series is sponsored by McDonald's Restaurants of Hawaii and the Honolulu Zoo Society and hosted by former City employee and ukulele master Roy Sakuma. The concerts are presented on the Zoo main stage every Wednesday from 6 to 7 p.m. Gates open at 4:35 p.m. with many options for fun and family entertainment. Visit the animals until the Zoo closes at 5:30 p.m. or enter the Ukulele Prize Drawing, made possible by Roy Sakuma and the following generous donors: Koaloha Ukulele, Kamaka Ukulele, Ko'olau / Pono Ukulele, Kanilea Ukulele, and Kala Ukulele. PALI GOLF COURSE TEMPORARILY CLOSED DUE TO WATER MAIN BREAK

 

(Tues., June 14, 2011)—The City's Pali Golf Course has been temporarily closed due to a water main break in Kaneohe that has disrupted water service to the course.

 

The course will reopen when water service is restored. Golfers already on the course will be allowed to complete their round, and water coolers will be available for them.

 

Board of Water Supply crews have isolated the water main break and expect repair work to continue through the evening.

FIREWORKS AMNESTY PROGRAM

 

The City and County of Honolulu's new fireworks ordinance allows only firecrackers to be used.  Therefore, people may possess leftover fireworks that are illegal and dangerous to the community.

 

The Honolulu Fire Department and the Honolulu Police Department have created the Honolulu Fireworks Amnesty Program, which may reduce fireworks-related accidents and fires.  The program allows the public to safely dispose of unwanted/illegal fireworks by dropping them off at designated fire stations without fear of legal ramifications.

 

Between June 18-26 and July 9-17, 2011, four fire stations will serve as designated drop-off sites each weekend from 10 a.m. to 2 p.m.  Only fireworks will be accepted.  Explosives and contrabands, including guns and ammunition, will not be accepted.  It is recommended that the public utilize the closest fire station.  No questions will be asked, no names taken, and all items will be disposed of by the proper authorities.

Acceptable Items

 

      1.   Small fireworks

 

Firecrackers of all sizes, cracker balls, fountains, sparklers, smoke balls, toy snakes, ground spinners, pinwheels, fireballs, toy trick noisemakers, and toy smoke devices

 

      2.   Large fireworks

 

Aerial shells, aerial tubes, Roman candles, and skyrockets

 

Unacceptable Items

 

      1.   Homemade or modified fireworks

 

      2.   Improvised explosives or other explosives

 

      3.   Guns and ammunition

 

Transporting Fireworks

 

Follow these safety tips and use extreme caution when transporting fireworks:

 

      1.   Prior to transport, store fireworks in a cool, dry place away from sparks or heat.

 

      2.   Keep fireworks in its original packaging if possible.

 

      3.   Do not smoke while handling, loading, or transporting fireworks.

 

      4.   Prepare fireworks for transport by placing them in a cardboard box or a plastic bucket with a lid.

 

      5.   Do not transport fireworks in the passenger compartment of a vehicle.  Always transport fireworks in the trunk.  In the absence of a trunk, transport fireworks in a plastic bucket or tub with a lid.

 

      6.   Do not put fireworks in your vehicle until you are ready to drop them off.

 

      7.   Go directly to an amnesty site, and drop off fireworks before driving elsewhere.

Important Changes to the City's Fireworks Regulations

 

 

The Honolulu Fire Department (HFD) reminds the public of the following changes to the sale and use of consumer fireworks that became effective on January 2, 2011:

 

      1.   Consumers may only purchase firecrackers.

 

      2.   Consumers must apply for a firecracker permit no less than ten days before the date they wish to use firecrackers.

 

      3.   It is unlawful for any person(s) having the custody or control of a minor to permit the minor to set off, ignite, or otherwise cause to explode firecrackers.

 

There are no changes to the following requirements for the sale and use of firecrackers:

 

      1.   A permit is required to use firecrackers on New Year's Eve, Chinese New Year's Day, and Fourth of July (also known as Independence Day) and for cultural uses.

 

      2.   Firecracker permits must be displayed where firecrackers are used and state the applicant's name, age, and address and the date, time, and location of firecracker use.

 

      3.   Each firecracker permit costs $25.  Consumers may purchase multiple permits.

 

      4.   Each firecracker permit authorizes the purchase of up to 5,000 firecrackers.

 

      5.   Firecracker permits for New Year's Eve, Chinese New Year's Day, and

            Fourth of July are issued at Satellite City Halls.

 

      6.   Firecracker permits for cultural uses are issued at the HFD's Fire

            Prevention Bureau (FPB), which is located at 636 South Street.

 

      7.   Firecrackers must be purchased from licensed retailers no more than five days prior to its use.

 

      8.   The penalty for fireworks violations is a fine of up to $2,000 or imprisonment of up to five years.
