An upper level low is about 95 miles south of Lihue this evening. This upper low began moving to the west over the last six hours after moving to the northwest previously. High clouds associated with the upper low are passing over the southern shores of Kauai and over Niihau at 7 pm.

The last visible images of the day shows just a few areas of low clouds over the smaller Hawaiian islands. On Kauai, the low clouds were found over the eastern third of the island, and on Oahu, the clouds were found over the Koolau range. A few clouds doted the islands of Molokai, Lanai and Kahoolawe. On Maui, a few clouds were found over the east facing slopes of the west Maui mountains, with more clouds found over the east through southwest facing slopes of Haleakala.

The most cloud coverage was found over the Big Island with just about the entire island covered. The clouds extended up the slopes to about eleven thousand feet.

Isolated thunderstorms are noted in the ITCZ south of the islands. The eastern area is near 9.5°N 153.9°W. The next area is near 12°N 159°W, and the western area is near 10.9°N 166.7°W.

An area of broken to overcast showery low clouds covers the main Hawaiian islands from Molokai eastward and seems poised to spread west to Oahu within the next hour or so. This patchy cloud area is about 100 miles wide and extends east to west along 20°N between 153°W and 167°W. Radar shows scattered to numerous moderate showers within this cloud area, focused on waters south of Oahu and Kauai as well as upwind from Maui and the Big Island. Satellite loop shows these showery low clouds are moving west at about 15 mph.

Kauai has scattered to patchy broken low clouds across its eastern half. Oahu has a mix of scattered low clouds and scattered high clouds. In contrast, Molokai has broken to overcast low clouds across all but its northern shoreline. Broken to overcast low clouds cover windward and south-facing Haleakala slopes on Maui as well as all windward west slopes. Overcast low clouds cover all windward Big Island slopes, wrapping southwest across south-facing Puna and Kau slopes. Kona slopes are mostly clear north of Milolii and south of Kawaihae.

A rather chaotic low cloud pattern is noted across the central north Pacific outside local Hawaiian waters. Broken stable low clouds cover skies east of 148°W between 11°N and 27°N, while another area of broken low clouds persists from 17°N to 22°N between 161°W and 166°W. Patchy broken low clouds lie north of a line from 30°N 150°W to 23°N 165°W and south of a line from 34°N 150°W to 28°N 169°W. A mishmash of patchy broken low clouds covers skies west of 170°W between 18°N and 32°N.

While low level flow is generally from east to west south of 30°N, a trough is noted along a line from 23°N 164°W to 15°N 160°W, with another one noted just northeast of the Big Island from 25°N 155°W to 19°N 153°W. Low clouds over the islands and between 161°W and 166°W are associated with these troughs.

Far to the south, isolated cumulonimbus, cb, mark the intertropical convergence zone from 09°N to 13°N W of 150°W. Additional cb are noted from 23°N to 28°N west of 175°W.

A weak surface trough continues to move away from the islands toward the west and southwest. Overall, low clouds have decreased since last evening, though broken conditions, with some embedded showers, are still occurring over the isles this early morning. The most concentrated low cloudiness is currently located from the Kaiwi Channel through Maui county and onto the Big Island. Ceilings stretch just north and south of Maui county, north and west of the Big Island, and south of Oahu. Skies are clear to scattered elsewhere in the adjacent coastal waters, except a band of showers, oriented east-northeast to west-southwest, has formed within 30 miles southeast of Cape Kumukahi on the Big Island. Low cloud movement is from the east to east-northeast at 15 to 20 mph across the aloha state.

Another surface trough is nearly stationary east and northeast of the Big Island. The cloudiness associated with this system has become more diffuse over the past several hours. At the moment, the cloud elements that remain are within 130 miles either side of a line from 30°N 144.5°W to 24.5°N 149°W to 23.5°N 154.5°W.

In the upper air above 25 thousand feet, the axis of a trough is along a line from 23°N 155°W to 19°N 156.5°W to 14°N 157°W, which is just west of the Big Island. The feature has drifted west over the past seven hours. A nearly stationary upper ridge is weakening more than 500 miles west of Kauai. The axis of the ridge is roughly along a line from 22°N 168°W to 28°N 173°W to 31°N 175°W.

Unorganized convection is occurring south of Hawaii along the intertropical convergence zone, though activity has decreased since the previous bulletin. Most of the showers and thunderstorms are firing from 09°N to 14°N between 147°W and 168°W, and from 04°N to 12.5°N west of 168°W.

SEWER WORK PROJECTS DURING OCTOBER

 

(Fri., Oct. 1, 2010) – The City and County of Honolulu's Department of Environmental Services has 15 major sewer projects in October that may impact roadways and traffic on Oahu.

 

        The projects include:

Ø      Ala Moana Sewer Project – Installation of a new sewer line along the Ewa bound lanes of Ala Moana Blvd., between Atkinson Drive and Queen Street.

Ø      Amelia Street Sewer Relief Sewer – Installation of gravity lines along Amelia and School streets (between Amelia Street and Kino Street).

Ø      Beachwalk Wastewater Pump Station to Ala Moana Park Sewer Phase 1, Force Main System – Installation of a new sewer line along Ala Moana Boulevard (between Atkinson Drive and Ala Wai Canal), and along Ala Wai Boulevard (between Kalakaua Avenue to the dead end of Ala Wai Boulevard). 

Ø      Houghtailing Street Area Sewer Rehabilitation – Sewer rehabilitation work in Kamehameha Heights area on various streets within the area bordered by North School Street, Kokea Street, Kamalii Street, Aulii Street, Ilima Drive, Makanani Drive and Kapalama Drive.

Ø      Kahanu Street, School Street, and Umi Street – Spot repairs along Dillingham Blvd., between McNeill Street and Kalihi Street and along Kalihi Street between Dillingham and North King Street.  Installation of new sewer lines along Kahanu Street, Puuhale Road, Stanley Street, Wilcox Lane, Umi Street, King Street and Haunapo Lane between Kalihi Street.  Sewer rehabilitation work along School Street between Liliha Street and the School Street (Ewa Bound) off ramp.  

Ø      Kailua/Kaneohe Sewer Rehabilitation Phase 2 Installation of new gravity sewer lines on Papalani Street (Kailua) and Likeke Place (Kaneohe).

Ø      Kalakaua Avenue Sewer Rehabilitation – Open-cut trench digging replacing 1,500 lineal feet of 6- and 8-inch sewer pipe along Kalakaua Avenue between Philip Street and Kapiolani Boulevard.

Ø      Kalanianaole Highway Sewer System Improvements – Sewer rehabilitation work along Kalanianaole Highway between Wailupe Beach Park to Kawaikui Beach Park and between Halemaumau Street and Paiko Drive.  

Ø      Kalihi/Nuuanu Area Sewer Rehabilitation (All Phases) – Sewer rehabilitation work on School Street (east of Nuuanu Avenue), Kuakini Street (west of Nuuanu Avenue), Liliha Street and Malanai Place.

Ø      Peterson Lane and Pua Lane Sewer Rehabilitation - Installation of a new gravity sewer line on King Street, Peterson Lane, Dillingham Boulevard and Pua Lane.

Ø      Rose Street and Kamehameha IV Road, Richard Lane and Linapuni Street Sewer Rehabilitation - Installation of new gravity sewer lines on Rose Street, Kamehameha IV Road, Richard Lane and Linapuni Street.

Ø      Saint Louis Heights Sewer Rehabilitation – Sewer rehabilitation work on various streets with the area bordered by Bertram Street, Kaminaka Drive, Saint Louis Drive and Dole Street.

Ø      Waipahu Street/Plantation Village Sewer Reconstruction – Installation of gravity sewer line within Plantation Village.

Ø      Waimalu Sewer Rehabilitation/Reconstruction Phase I – Installation of a gravity sewer line along Olepe Loop, Hekaha, Lokwai, Lii-Ipo, Pahemo and Kanuku streets.

Ø      Wilhelmina Rise Sewer Rehabilitation – Sewer rehabilitation work in Wilhelmina Rise area on various streets within the area bordered by Paula Drive, Lurline Drive, Wilhelmina Rise, Keanu Street and Claudine Street.

 

      Approximately 120 projects are underway focused on Oahu's wastewater treatment plants, pump stations and collection system.  These projects are part of $605 million of ongoing wastewater projects, including planning, designing, construction, project management and equipment project phases.

A weak surface trough has begun to move away from the islands toward the west and southwest, though plenty of low clouds linger below 10 thousand feet across the area from the Kauai channel to the Big Island this early evening. This cloudiness extends just north of the isles from Oahu to the Big Island, just to the west of the Big Island, and immediately south of Maui county, Oahu, and Kauai. Showers remain embedded within some of the low clouds. On the other hand, clear to partly cloudy skies exist west clockwise through northeast of Kauai, and southeast and south of the Big Island. More clear to scattered conditions are evident in the area from 19°N to 20.5°N between 157°W and 160°W. Low cloud movement statewide is from the east to east-northeast at 10 to 20 mph, with speeds increasing across the island chain from east to west.

Another surface trough is nearly stationary east and northeast of the islands. Most of the cloudiness with the feature is currently located within 125 miles either side of line from 30°N 144°W to 25.5°N 150.5°W to 20.5°N 152.5°W. Elsewhere, a front that had been about 280 miles north of Kauai earlier in the day has dissipated. Remnant moisture from the old system is heading toward the west-southwest and is remaining far north of the islands.

Aloft above 25 thousand feet, the axis of a north to south oriented trough has moved over the Big Island and is now along a line from 23°N 154°W to 19°N 156°W to 14°N 156°W. The trough has drifted toward the west over the past 12 to 18 hours. To the west of the state, a nearly stationary ridge is along a line from 20°N 168°W to 25°N 170°W to 28°N 173°W.

Unorganized showers and thunderstorms are firing along the intertropical convergence south of Hawaii. Most of the convection is now found from 09°N to 13.5°N between 147°W and 168°W, and from 04°N to 11°N west of 168°W.

CITY YOUTH SERVICES CENTER NAMED 'BRIGHT IDEA'

           (Fri., Oct. 1, 2010)--The City's Youth Services Center has been selected for the newly created Bright Ideas program at the Ash Center for Democratic Governance and Innovation at the John F. Kennedy School of Government, Harvard University.  In its inaugural year, the Bright Ideas Program spotlights exemplary models of government innovation and advances efforts to address pressing public concerns.

            Honolulu's Youth Services Center is one of 173 government programs and practices that were selected from a pool of nearly 600 applicants.  Bright Ideas address a range of issues such as poverty reduction, environmental conservation, and emergency management.

Acting Mayor Kirk Caldwell applauded the Youth Services Center for helping Honolulu's youth realize the importance of education.

"I commend the dedicated youth staffers who work tirelessly to help our young people stay in school and seek further education," Caldwell said. "The staff develops positive and nurturing working relationships with the youth to keep them engaged in school and excited about entering college."

CHANGES TO PROGRAM ON PARKING PLACARDS FOR PERSONS WITH DISABILITIES

 

(Friday, Oct. 1, 2010) - The State of Hawai'i Disability and Communication Access Board (DCAB) will now process all renewal applications for parking placards for persons with disabilities. 

 

"We hope this new service to renew removable windshield placards by mail will be more convenient for people," said Francine Wai, DCAB executive director. 

 

The renewal by mail service is available to all placard holders statewide.  Reminder notices for holders of expiring placards will contain a new application form.  The completed application form verifies the disability certification by a licensed physician.  The form and a copy of a picture identification card may be returned to the DCAB office in a postage paid envelope that will be sent with the renewal application.

 

Removable windshield placards are issued to qualified individuals with disabilities when certified by a practicing physician that they have a medical condition that restricts them from walking more than 200 feet without stopping to rest.  A vehicle may park in designated accessible parking spaces when displaying a placard or license plate.

 

Prior to August 1, 2010, qualified persons with disabilities could receive two removable windshield placards valid for four years issued by a county agency or renewed by mail from DCAB.  After August 1, 2010, changes to state law allowed only one removable windshield placard to be issued, valid for a period of six years.  A person with a disability who is the registered owner of a motor vehicle may request a disabled person's license plate in lieu of the second windshield placard at the County Department of Motor Vehicle office.

 

Effective October 1, 2010, all renewals for a removable windshield placards will be conducted by mail.  Should a County issuing office or Satellite City Hall receive an application for renewal, the application will be forwarded to the DCAB office for processing.  There is no fee transaction for a renewal of a removable windshield placard.

 

First-time applicants must still apply in person at a County issuing office or Satellite City Hall.  The Counties will continue to issue temporary removable windshield placards and replacement placards for a fee, as is the current practice.

Water vapor imagery shows a few different features in the upper levels across the central Pacific basin this morning. The first is north-northwest to south-southwest oriented trough aloft just to the east of the Big Island. This trough has an axis from 26°N 147°W to 21°N 153°W to 13°N 156°W. A few thunderstorms are being generated surrounding the southern base of the trough mostly concentrated between 10°N to 15°N and 149°W to 164°W. A weak upper ridge is present 400 miles to the west of Kauai and both features are nearly stationary. Further to the west lies another upper low with a center near 23°N 179°E. Scattered mid and high level clouds are associated with this system across the northern flank of the low bounded between 24°N to 30°N and 172°W to 178°E.

At the surface, a slow moving weak surface trough in the area continues to induce broken, occasionally overcast, low stratus clouds and scattered light and radar is tracking moderate showers across the main Hawaiian islands and adjacent waters. The surface trough has a north to south axis from 19°N 158°W to 24°N 158°W. Clouds and showers are moving towards the west-southwest on the west side of this axis near 10 to 15 mph while showers east of the axis are nearly stationary or moving to the west at 5 mph.

Over the main Hawaiian islands, broken stratus clouds cover most of the interior with some breaks along the southern coast near Lihue. Oahu is covered in broken to overcast clouds with the exception of a few breaks across metro Honolulu through makapuu. Molokai has overcast clouds over the whole island. Lanai has broken to overcast clouds over the northern half of the island with small breaks over the southern half. West Maui is covered with low clouds while Haleakala and eastern windward slopes are mostly sunny. The Big Island has overcast clouds over Kona, Kohala, Puna and south Hilo districts up to 9 thousand feet. The rest of the island is mostly sunny.

A weak front is more than 300 miles north of Kauai is slowly moving toward the south and southeast. Most of the clouds associated with the system are currently north of a line from 36°N 137°W to 28°N 152°W to 25°N 171°W. The low clouds at the leading edge of the boundary are becoming more diffuse with time.

Far south of Hawaii in the ITCZ, a large area of moderate to strong thunderstorms is bounded between 04°N to 11°N and 170°W to 180°E. Some cells are climbing to over 52 thousand feet in this area. The rest of ITCZ consists of isolated thunderstorms mainly concentrated between 09°N to 13°N.

A slow-moving surface trough in the area continues to induce scattered to broken, occasionally overcast, low cloudiness and showers over the aloha state and adjacent waters. As of bulletin time, most of the showers are occurring in windward coastal and windward upslope sections of east Maui, and eastern and central parts of Oahu. More showers are evident north and south of Maui county, northwest and south of Oahu, and just west of the Big Island. On the other hand, skies are nearly clear east clockwise through southwest of the Big Island, and directly south of Kauai. Low cloud motion is from the east to slightly south of east near 10 mph from Oahu to the Big Island, and from the east to east- northeast at 15 to 20 mph near Kauai.

A weak front is more than 325 miles north of Kauai and appears to be heading slowly toward the south and southeast. Most of the cloudiness associated with the system is currently north of a line from 30°N 149°W to 27.5°N 158°W to 25.5°N 170°W. The low clouds at the leading edge of the boundary are becoming more diffuse with time.

There has been little change in upper air features, above 25 thousand feet, since last evening. The axis of a north-northeast to south-southwest oriented trough is east of the Big Island and is along a line from 25°N 149°W to 19°N 153°W to 13°N 156°W. The system has remained nearly stationary over the past seven hours, though it has narrowed in the east-west direction. An upper high has remained anchored about 475 miles west of Kauai. This configuration aloft is producing a north flow across the island chain.

Unorganized showers and thunderstorms are igniting along the intertropical convergence zone south of Hawaii. Most of the convection is located from 10°N to 14°N between 145°W and 162°W, and from 04.5°N to 11°N between 162°W and the date line at 180. Some cells are climbing to over 50 thousand feet in the area from 06°N to 09°N between 172°W and 177°W as of this writing.

Varying amounts of low clouds, some with embedded showers, exist across the island chain, including the channels, this early evening. The most concentrated ceilings are over the Big Island, with almost the entire isle below 10 thousand feet blanketed in low clouds. Both Maui and Lanai are also seeing significant cloudiness. Molokai, Oahu, and Kauai have the fewest low ceilings, though showers are widespread across the Koolau range on Oahu as of bulletin time. Low cloud motion is from the east to east-northeast at 10 to 15 mph from the Big Island to Oahu, and from the northeast at 15 to 20 mph in the vicinity of Kauai.

Surface troughing in the area is causing the showery conditions over the isles and in the adjacent coastal waters. Most of the cloudiness and rain are currently just north of the state from Oahu to the Big Island. Isolated showers and low ceilings are evident west of the Big Island and south of the other isles, and west and north of Kauai. Skies are nearly clear east clockwise through south of the Big Island.

In the upper air above 25 thousand feet, the axis of a north- northeast to south-southwest oriented trough is east of the Big Island and is along a line from 25°N 149°W to 18°N 153°W to 12°N 155°W. The system has been nearly stationary over the past six hours. A nearly stationary upper high is centered near 23°N 167°W, or about 465 miles west of Kauai. The counterclockwise rotation associated with the trough, in combination with the clockwise rotation around the high, is producing north winds over the islands, with the highest speeds, in excess of 60 mph, over the island of Hawaii.

Unorganized showers and thunderstorms are firing along the intertropical convergence zone south of the aloha state. Most of the activity is occurring from 10°N to 14°N between 147°W and 154°W, and from 05.5°N to 12°N between 161°W and 179°W.

'MANOA MAKE-A-DIFFERNCE DAY' THIS SATURDAY

 

(Thursday, Sept. 30, 2010) – The City's Storm Water Quality Branch within the Department of Environmental Services (ENV) is holding "Manoa Make-A-Difference Day" this Saturday, Oct. 2.

 

            The event will focus on removing trash, pulling weeds and planting vegetation along Manoa Stream at three separate sites:  Kolomono Ditch; Old Waialae and Koali areas; and Woodlawn Bridge.  Volunteers can check-in at 8 a.m. at the first two sites and 10 a.m. at Woodlawn Bridge.  The work will take approximately two hours at each location.  ENV will also provide educational material on reducing trash.

 

            ENV – partnering with numerous businesses, schools, public officials, the state and military – will provide supplies.  Volunteers will need to sign a release form at check-in.  Participants should bring water, wear a hat, old shoes, sunscreen and dress to get dirty.

ROAD WORK WEEKLY REPORT

 

Scheduled road work for the week beginning October 3, 2010, for the Department of Design construction, Civil Division (Construction Management Branch), and Wastewater Division (Construction Management Branch) is listed below.  Road work is normally done between the hours of 8:30 AM and 3:30 PM unless otherwise noted.

 

AIEA

Curb Ramps at Various Locations, FY 2009 (A) – Moanalua Rd./Private Driveway, Ewa of Pali Momi St.:  Construction of new curb ramps, sidewalks and A.C. transition.  Installation of pavement striping, markings and markers.

Local Rehabilitation of Streets, Phase 1 (IDIQ#2)  Paving Moanalua Road, Aiea Interchange to Pali Momi Street; manhole adjustments during day; cold planing, reconstruction, and paving during night.  Night work is from Monday night through Saturday morning.

 

EWA

Ewa Villages Revitalization Project – Area "D" Drainage Improvements – Near Kapolei Parkway/Park Row/O.R.&L Railroad:  Installation of an 8' x 6' box drain and connection to existing 10'x 8' box drain.

Localized Rehabilitation of Streets, Phase 4, Pearl City, Newtown, Royal Summit,  Pacific Palisades, Pearlridge, Aiea, Aiea Heights, Halawa Heights, and Halawa Valley.  The work includes: cold planing, resurfacing of asphalt concrete pavements, reconstruction of failed pavement areas; adjustment of manhole frame and covers, street survey frame and covers, installation of pavement markings; locating with GPS survey equipment manholes, valve boxes, monuments, etc.

Rehabilitation of Secondary Streets at Ala Wai  The project includes: excavating, reconstructing and resurfacing asphalt concrete pavements and base; providing smooth lateral transitions at all streets and driveways; reconstructing base at bus stop locations; adjusting street monuments, utility manhole frames and covers; installing pavement markings; reconstructing existing asphalt concrete berms with drainage openings. Iolani Avenue Retaining Wall:  Construction of new CRM fence wall and installation of soil nail tie backs and reinforced shotecrete facing on retaining wall at 625 Iolani Avenue fronting Dole Community Garden. Restore A.C. sidewalk fronting new CRM wall.  Remove existing trees and re-plant new trees in Dole Community Garden.

Kuliouou Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), manhole rehabilitation, lateral rehabilitation, and some new installation of sewer lines.  CIPP installation work at Summer Street and May Way.

Mapunapuna Industrial Subdivision Phase One of Tidal Flooding Remediation Program.  Remove existing flap gates and install new check valves at outlet pipes in State channel fronting Kam Highway. Construct new DMH upstream of new check valves. Re-grade swale and adjust DI to provide positive drainage into existing drain system. Upgrade concrete wall at outlet pipes at State channel. Remove debris and sediment from existing storm drains and channel area. Dewater State channel and install temporary dewatering dams.  At the intersection of Ahua Street and Awaawaloa Street, abandon existing storm drain on Ahua Street and install new storm drain MH on upstream end of abandoned pipe.

Maunalaha Road Embankment Improvements:  Work includes roadway excavation; demolition and removal of existing pavements, curbs, gutters, guardrails, and railings; installation of new metal posts, plastic lumber lagging and guardrails; reconstruction and repair of roadway. Contractor will not commence work at the site until May due to material shortage.

            (Estimated completion date, October 2010)

 

Seismic Retrofit of City Bridges at Various Locations, FY 08 – Nehoa Street Bridge between Makiki St. and Anapuni St., and Lusitana Street Bridge between Ladd Ln. and Andrews Ln.:  Installation of concrete and steel shear keys.  Repair concrete spalls and cracks.  Construction of concrete back wall.

            (Estimated completion date, October 2010)

 

Localized Rehabilitation of Streets, Phase 3, Nuuanu (Dowsett Highlands), Pacific Heights, Pauoa Valley, Moanalua Valley to west of Fort Shafter, Salt Lake towards Foster Village.  The work includes: cold planing, resurfacing of asphalt concrete pavements, reconstruction of failed pavement areas; adjustment of manhole frame and covers, street survey frame and covers, installation of pavement markings; locating with GPS survey equipment manholes, valve boxes, monuments, etc.

Peterson Lane and Pua Lane Sewer Rehabilitation:  New sewer line and manhole installation on King Street (between Dillingham Blvd. and Peterson Lane), Pua Lane and Peterson Lane.  Sewerwork is ongoing on Pua Lane.  Repaving of King, Peterson and Pua lane to follow after sewer work is complete.  Pua Lane – One lane in mauka bound direction will be closed Monday thru Friday, 8:30 a.m. to 3:30 p.m.

Saint Louis Heights Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), manhole rehabilitation, and lateral rehabilitation throughout Saint Louis Heights.  The contractor will also install new sewer lines via pipe bursting at 3 locations along Saint Louis Drive and one easement location between Saint Louis Drive and Frank Street.

            (Estimated completion date, October 2010)

Kalaheo Avenue/Mokapu Road/Aikahi Loop Sewer Rehabilitation:  Installation of Cured In Place Pipe along Mokapu Boulevard, from the intersection of Mokapu and Kalaheo, and Aikahi Loop.

            (Estimated completion date, October 2010)

 

Rehabilitation of Kawailoa Road Bridge over Kaelepulu Stream, Bridge No. 411:  Work includes repair of spalls in the concrete elements; replacement of the deteriorated pedestrian walkway and railing at the upstream side of the bridge; repair of deck joints; replacement of the vehicular guardrail system; and traffic safety improvements at the bridge approaches.

            (Estimated completion date, October 2010)

 

Rehabilitation of Streets, Unit 52 – Keolu Drive (Kalanianaole Highway to Akahai Street); Keolu Drive (Akaakaawa Street to Wanaao Road):  Cold planing; resurfacing and reconstruction of asphalt concrete pavements (ACP); adjustment of utility manhole frames and covers; installation of pavement markings and vehicle loop detectors; reconstruction of existing concrete curbs, gutters, sidewalks and Driveways; reconstruction of concrete catch basins; and construction of concrete and asphaltic concrete bus pads.

            (Estimated completion date, October 2010)

 

Seismic Retrofit at City Bridges FY09, Keolu Drive Bridge, and Auloa Road Bridge:  Work consists of making seismic retrofit improvements that include installing: stainless steel bolsters at the deck slab, concrete bolsters/creep blocks, stainless steel plates across expansion joints, and other miscellaneous bridge improvements.

            (Estimated completion date, November, 2010)

 

Wanaao Road/Keolu Drive Reconstructed Sewer:  Installation of new sewer line along Wanaao Road between Hahani Street and Aoloa Road.

KANEOHE

Guardrail Improvements - FY 2007 Apuakea Road (Site C) and Waikalua Road (Site D).  Provide archaeological monitoring; install object markers; install standard metal guardrail, post & spacers.

Rehabilitation of Kamehameha Highway Bridge Over Heeia Stream – Kamehameha Highway in Heeia:  Repair of concrete delamination, spalls and cracks on existing bridge structure; removal and replacement of sidewalk platform; painting of the bridge parapet, chain link fence, and sidewalk's steel structure.

            (Estimated completion date, June 2011)

 

Kaneohe Bay Drive Trunk Sewer Reconstruction:  Installation of new sewer lines, new manholes, and cured in place pipe (CIPP).  Work will occur on Kaneohe Bay Drive between Mokapu Road and Kuono Place, Kaimalu Place and Way, Ikeanani Drive, and Kuakoa Place.

            (Estimated completion date December 2010)

 

Kapunahala Road Retaining Wall near 45-866 Anoi Road  Construction of a concrete retaining wall and railing.  Restore AC pavement, AC sidewalk and AC curb.  Traffic detours will be provided after working hours.

Drainage Outfall Improvements for Waolani Stream at Kawananakoa Place – 105-D Kawananakoa Place:  Construction of new SDMH and installation a check valve over the existing 18" RCP drain pipe.

Localized Rehabilitation of Streets, Phase 3, Nuuanu (Dowsett Highlands), Pacific Heights, Pauoa Valley, Moanalua Valley to west of Fort Shafter, Salt Lake towards Foster Village.  The work includes: cold planing, resurfacing of asphalt concrete pavements, reconstruction of failed pavement areas; adjustment of manhole frame and covers, street survey frame and covers, installation of pavement markings; locating with GPS survey equipment manholes, valve boxes, monuments, etc.

Rehabilitation of Kimo Drive Bridge Over Nuuanu Stream, Bridge No. 260  Repair of spalls and cracks in concrete elements, concrete sidewalk topping and curb, construction of new metal railing atop existing guardrail, modification of bridge drainage system, erosion control of bridge stream embankment.

 

PALOLO

Rehabilitation of Secondary Streets at Kaimuki – Palolo Avenue, Waialae Avenue to 10th Avenue in Palolo Valley.  Excavating, reconstructing and resurfacing asphalt concrete pavements and base; reconstructing base at bus stops; adjusting street monuments, utility manhole frames and covers; installing pavement markings; reconstructing existing asphalt concrete berms with drainage openings.

PEARL CITY

Rehabilitation of Secondary Streets at Pearl City – Hoolaulea Street below Moanalua Road  (Waimano Home Road to Hoomoe Road), Nanakai Place (Nanakai Street to end), Nanakai Street (Waimano Home Road to Hoomalu Street), Puu Kipa Street ( Nanakai Street to Nanakai Street):  Cold planing, reconstructing, and resurfacing pavement.  Reconstructing base at bus stops.  Adjusting street monuments, utility manhole frames and covers, installing pavement markings, reconstructing existing asphalt concrete berms with drainage openings.

Manana Infrastructure Improvements, Phase VI – Connector Road (Kuala Street to Kuahaka Street)  Construct 60-foot wide roadway from Kuala Street to Kuahaka Street. The work includes, vector control; clearing, grubbing and grading; installation of new storm drain, Heco, Hawaiian Telcom, street light and traffic signal systems; concrete slab protection for existing sewer and water lines; grade adjustments in private lots; new noise and retaining walls, chain link fence and gates: reconstruction of existing drain, water and sewer MHs and valves to new finish grade; installation of curbs, gutters, sidewalks, driveways, curb ramps and sidewalk culverts; installation of irrigation system and landscape improvements; tree removal and pruning in private lots; road paving; pavement markings and markers and street signs.

Curb Ramps at Various Locations, FY 2008 (X), Salt Lake Boulevard (Stadium Entrance and Exit close to Kam Highway):  Construction of new curb ramps, sidewalks and A.C. transition.  Relocation of existing regulatory / street signs. Utility adjustments. Upgraded traffic signal system. Installation of pavement striping, markings and markers.

Retaining Walls Along Waikupanaha Street, Box Culvert No. 5.  Demolish existing spillway; construct of new retaining walls; install new GRP; regrade site; install new metal guardrails and posts; install new chain link fence.

WAIPAHU

Waipahu Street Retaining Wall Repair & 16th Avenue Boulder Basin Dam Wall Reconstruction:  Demolish and rebuild retaining wall, curb ramp, and portion of sidewalk adjacent to Waipahu Elementary School.  Awaiting staging area approval from DPR.  Tentative start of construction date set for October 23, 2009.
