PUBLIC INVITED TO DOWNTOWN AND KALIHI

TRANSIT-ORIENTED DEVELOPMENT WORKSHOPS

 

(Fri., October 21, 2011) — The City Department of Planning and Permitting will hold community workshops in Downtown and Kalihi neighborhoods on the Transit-Oriented Development (TOD) planning process.  Land use and transportation plans are being prepared in anticipation of growth and change around the three Downtown (Downtown, Chinatown, and Iwilei) and three Kalihi (Kapalama, Kalihi, and Middle Street) rail transit stations. The workshops will focus on defining the character of the station communities and reviewing various improvement ideas and development alternatives.

 

            Residents are invited to contribute to these plans for development and public space improvements surrounding the planned rail stations. Major issues, objectives, and preliminary improvements were identified through input received at the June kickoff workshops and recent surveys. The workshops will continue to build on public input regarding residential and commercial development, industrial and waterfront uses, park enhancements, and transportation improvements.

 

The Downtown workshop will be held on:

·       Monday, October 24, at the Hawaii Community Development Authority at 461 Cooke Street.

 

The Kalihi workshop will be held on:

·       Tuesday, October 25, at the Farrington High School library at 1564 North King Street.

 

Both workshops begin at 6 p.m.  Light refreshments will be provided.

WAIKIKI SIDEWALK PROJECT COMPLETED ON TIME

 

(Fri., Oct. 21, 2011)— Mayor Peter Carlisle today inspected sidewalks on Kalakaua Avenue, which are now open to the public after eight months of extensive improvements.

 

The City Department of Design and Construction (DDC) started work in March 2011 because sidewalk tiles were missing or had become loose, which created unsafe conditions for pedestrians. Trees had also lifted the sidewalk and impacted existing irrigation and electrical systems. In addition, the DDC addressed compliance with the Americans with Disabilities Act (ADA) and deteriorating sidewalk drainage.

 

This is the first phase of reconstruction of the public sidewalks in selected areas along Kalakaua Avenue from Pau Street to Liliuokalani Avenue. Improvements include paving, landscaping, irrigation and electrical improvements within the public right-of-way. The second phase will be to design remaining areas of Kalakaua Avenue when funds become available

 

"The City is glad to reopen our sidewalks to our residents and visitors," said Carlisle. "This improvement project, which was planned before the Asia Pacific Economic Cooperation Summit, is also a result of public private partnerships."

 

The City had invited all private owners to participate in the design process and upgrade to their properties. The construction costs of the private property upgrades were paid for by the property owners. By including the private properties within the overall design, the City was able to better address ADA and sidewalk drainage, and to create a more cohesive urban design character. 

 

Planter areas were enlarged and consolidated to allow adequate root growth to insure the health of the trees, lessen the probability of roots lifting the sidewalk in the future, contain irrigation water more effectively, and act as a drainage area for sidewalk surface runoff. This will improve overall maintenance. General upkeep of the public sidewalk and landscaping is performed under agreement with the Waikiki Business Improvement District Association.

 

The City's contractor for the improvement project is Kaikor Construction Company, Inc., and the work cost $5.55 million.

AIEA

Aiea Heights Drive Emergency Roadway Improvements:  Work includes road/slope stabilization and pavement resurfacing/rehabilitation (incl. installation of metal guardrail and plastic lumber lagging) below Analio Place and above the horseshoe turn.

Mokauea Street Improvements between North King Street and Dillingham Boulevard:

Reconstruction concrete curbs and gutters, driveway and some sidewalks; construct new curb ramps; reconstruct and resurface asphalt roadway.  Post paving activities include installation of permanent pavement markings, adjust utilities to finish grade, and re-install traffic loop detectors.  Work to resume October 3; Only one-way traffic allowed through construction zone.

Peterson Lane and Pua Lane Sewer Rehabilitation:  New sewer line and manhole installation in complete on King Street (between Dillingham Blvd. and Peterson Lane), Pua Lane and Peterson Lane.  Repaving of King, Peterson and Pua Lane is complete. Punchlist items and reconstruction of Tamashiro Market driveway remain.  One lane in each direction will be closed Monday thru Friday, 8:30 a.m. to 3:30 p.m.

Saint Louis Heights Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), manhole rehabilitation, and lateral rehabilitation throughout Saint Louis Heights.  The contractor will also install new sewer lines via pipe bursting at 3 locations along Saint Louis Drive and one easement location between Saint Louis Drive and Frank Street.

Rehabilitation of Streets, Unit 54 – Wilhelmina Rise, 13th Avenue to Matsonia Street

The work includes demolition and reconstruction of the existing PCC pavement and curbs identified on the plan.  Tree trimming, pruning and removal will be performed as necessary and as identified on the plan.  Adjustment of manholes and frames to grade as necessary; post paving activities include permanent pavement markings.

Wilhelmina Rise Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), lateral rehabilitation, and replacement of sewer lines by open trench.

Rehabilitation of Streets Indefinite Delivery/Indefinite Quantity IDIQ #3 – Kaneohe: Mokulele Dr and Kaneohe Bay Dr.  The scope of work to be performed by the Contractor under this contract may include, but is not limited to: cold planning; slurry seal; crack seal; reconstructing curb and gutters/rolled curbs; resetting of lava rock curbs; aboricultural work; adjusting street survey monuments, utility manholes/boxes, frames and covers; installing pavement striping and markings; and reinstalling vehicle detector loops.  Slurry sealing at Mokulele Drive.

Miscellaneous Storm Drainage Improvements at Wailele Road Outlet:  Construction of a new 6' x 5' box culvert, drop manhole, impact-stilling basin, and concrete pavement; waterline relocation; installation of 6' and 4' chain link fencing and gates, and metal guard rail.

Pupukea Road Rockfall Mitigation Phase I – Pupukea, Oahu:  The work consists of clearing vegetation within the project limits, scaling boulders and unstable rocks or installing rock dowels (where appropriate), applying shotcrete (where required), installing rock fall protection fences, drapery system and landscaping. One traffic lane will be closed during work hours at Pupukea Road with police performing traffic control duties.

Rehabilitation of Streets, Unit 58 – California Avenue (Kamehameha Highway to mauka end of California Avenue):  Cold planing; resurfacing and reconstruction of asphalt concrete pavement; adjustment of utility manhole frames and covers; installation of pavement markings and vehicle loop detectors; reconstruction of existing concrete curbs, gutters, berms, sidewalks and Driveways; and construction of concrete and asphalt concrete bus pads.

MAYOR: PLAN AHEAD FOR APEC WEEK

(Thurs., Oct. 20, 2011)— Mayor Peter Carlisle today announced how Oahu residents can plan ahead and prepare for the Asia Pacific Economic Cooperation Summit, set to begin in Honolulu on the week of November 7, 2011.

            "The City and County of Honolulu is prepared for APEC. We are ready to show off our city to the world," said Carlisle. "Security for the 21 world leaders during the APEC summit is paramount, but we also recognize our residents and visitors may be temporarily inconvenienced. We want our citizens to have as normal a life as possible during this time while these security measures are in place. We ask everyone for their patience and cooperation, and to please plan ahead."

            Security restrictions were released today by the federal government. One is from the U.S. State Department, which covers the APEC Leaders Week events taking place at the Hawaii Convention Center from November 7 through November 13. The second one is from the U.S. Secret Service and it specifically covers the APEC Leaders Meeting taking place on Saturday, November 12, at the Hale Koa Hotel and on Sunday, November 13, at the Ihilani Resort.

            People who live or work in these areas should review the information to get an accurate picture of how they may be impacted during APEC, then plan ahead and prepare accordingly.

            The City and County of Honolulu is committed to keeping the public informed and has posted online the federal press releases along with maps that summarize both of the State Department and the Secret Service restrictions. There are also maps that show where roadways and parking may be affected during APEC, as well as detour routes for certain City buses.

            City agencies such as Transportation Services, Environmental Services and Honolulu Police Department will continue to update APEC-related information on their respective sites.

            Information is available right now at www.honolulu.gov where you can link to multiple agencies for APEC information. You can also get updated information by following the City via Facebook, Twitter or Nixle.

MAYOR AND CABINET VOLUNTEER TO 'MAKE A DIFFERENCE'

 

(Thurs., Oct. 20, 2011)—Mayor Peter Carlisle and members of his Cabinet will join thousands of volunteers this Saturday, October 22, to participate in Make A Difference Day, a national day of helping others.

 

"This is a wonderful way for the community to come together and show how much we care about Honolulu," Carlisle said.

 

The Mayor and Cabinet will help clean the shoreline areas from Queen's Surf Beach to Waikiki, starting at 8 a.m.

 

The City will also supply paint and materials to assist other volunteers. The Kahi'au project, coordinated by the Hawaii Pastors Round Table and various churches, will help spruce up dozens of City parks and the Honolulu Zoo. Volunteers from the Marine Corps and Coast Guard will also pitch in at locations around Kaneohe and Ewa.

 

Carlisle said he is very grateful to all the participants.

 

"It is very generous for so many people to set aside time from their busy schedules to help Honolulu shine," Carlisle said.

 

Make a Difference Day activities are coordinated on the fourth Saturday of every October in many communities across the nation to accomplish a variety of large and small volunteer projects.

HALAWA COMPLEX HALLOWEEN COSTUME CONTEST

 

(Wednesday, Oct. 19, 2011) —The City's Halawa Complex staff will be presenting their 2011 Halawa Complex Halloween Costume Contest on Friday, October 28, 2011, at Halawa District Park.  About 100 children are anticipated to compete for prizes.

 

          There will be five age groups: two years and under; three to four years; Kindergarten to first grade; second to third grade; and fourth to sixth grade.  Registration will be held from 6:30 to 7:00 p.m., and costume judging will begin shortly thereafter.  Each contestant will receive a goodie bag and participate in the "Trick 'O Treat Lane."

 

The Halloween Costume Contest is presented each year by the employees and volunteers of the Department of Parks & Recreation's Halawa Complex, comprised of Fern Community Park, Halawa District Park, Moanalua Community Park and the Moanalua Pool.
