Franklin Don Pacarro, Jr. selected as Honolulu Liquor Commission Administrator

 

HONOLULU (June 27, 2014) – The Honolulu Liquor Commission (HLC) has selected Franklin Don Pacarro, Jr. as the agency's administrator, effective July 1, 2014.

 

Pacarro previously served the City and County of Honolulu from 1986 to 2010 in the city prosecutor's office. At his departure, he was the acting first deputy prosecuting attorney, and from 2006 to 2010 he was chief of the felony trials division, supervising the largest division in the office.

 

"We're pleased to have Don take over the leadership of the Honolulu Liquor Commission," said Michael Yamaguchi, chair of the HLC. "His breadth of experience not only in the prosecutor's office, but also in private practice, will prove beneficial to the day-to-day commission operations."

 

Most recently, Pacarro was in private practice at the firm of Clay Chapman Iwamura Pulice & Nervell, where he focused on civil litigation, business transactions, real estate, foreclosure law, estate planning and procurement law.

 

Born and raised in Honolulu, Pacarro graduated from St. Louis High School, the University of Hawaii at Manoa, and the University of Hawaii's William S. Richardson School of Law. He also taught the Paralegal Course for The Center of Legal Studies, Chaminade University of Honolulu, from 2000 to 2002.

Ala Moana Regional Park July 4th guidelines

 

Honolulu – Mayor Kirk Caldwell today announced the City and County of Honolulu Department of Parks and Recreation will allow the public limited overnight access at Ala Moana Regional Park in anticipation of the Independence Day holiday. 

 

The park is normally closed from 10 p.m. until 4 a.m. daily, but the city will allow one canopy and up to two people to remain overnight per site within the park, from July 3 to July 4, in order to establish picnic sites for the holiday celebration.  Tents, alcoholic beverages, fireworks, and animals are prohibited and will be enforced by the Honolulu Police Department (HPD). 

 

With the exception of those involved with the limited overnight access, the park's closure hours will still apply, and all other individuals and all vehicles must depart from the park by 10 p.m.  The park gates will open to the public at 4 a.m. on July 4. 

 

The HPD is reminding motorists that traffic in the areas immediately surrounding Ala Moana and Kapi'olani parks will be heavily congested following the fireworks display.

 

HPD officers will be staffing intersections to help expedite traffic from Ala Moana to Nimitz Highway and the H-1 Freeway.

Boy Scouts to patch sidewalks in Liliha

 

Liliha – The Boy Scouts of America and the City & County of Honolulu Department of Facility Maintenance Division of Road Maintenance will be working together to patch and repair uneven sidewalks in Liliha tomorrow, Saturday, June 28, 2014, from 8 a.m. to 11 a.m.

 

The volunteer project will involve patching and repairing uneven sidewalks on Kuakini Street and Bachelot Street near Kuakini Hospital, Rehabilitation Center of the Pacific, and Ho'opono Services for the Blind.

Independence Day holiday schedule

 

Honolulu – City and County of Honolulu offices will be closed Friday, July 4, in observance of Independence Day, a federal holiday.

 

  • Emergency ambulance, fire, lifeguard and police services will be available.
  • Refuse will be collected.  Landfills and transfer stations will be open.
  • Municipal golf courses, botanical gardens, and the Honolulu Zoo will be open.
  • TheBus will operate on a Sunday schedule.  For route and schedule information, please go to www.thebus.org.
  • The People's Open Markets will not be held.
  • The Neal Blaisdell Center box office will be closed.
  • All Satellite City Halls and Driver's License locations will be closed.

 

The following traffic and parking regulations will be in effect:

 

  • On-street parking will be free, except for the meters on Kalâkaua Avenue along Queen Kapi'olani Park and metered parking lots.
  • Contraflow traffic lanes will not be coned.

Traffic Advisory: Lane closures for Honolulu rail transit project

 

 

The Honolulu Authority for Rapid Transportation (HART) would like to inform drivers about lane closures next week related to design and construction work for the Honolulu rail transit project. Motorists are advised that work along the 20-mile rail route from East Kapolei to Ala Moana Center will require lane closures during non-peak traffic hours.

 

For the safety of both the work crews and motorists, the public is advised to proceed with caution through these areas. Drivers should anticipate possible traffic delays or use alternate routes during work hours, and provide a safe distance between their vehicles and workers and equipment.

 

EWA

 

Farrington Highway between Kualakai Parkway (North-South Road) and Old Fort Weaver Road will be closed from Monday, June 30 to Thursday, July 3 between 7 p.m. and 5 a.m. the following morning for utility relocation work. Drivers traveling between East Kapolei and the Ewa/Waipahu region during the overnight closures will still be able to use either the H-1 Freeway on the north end of Kualakai Parkway, or Kapolei Parkway on the south end.

 

Left turns from Farrington Highway in Ewa onto Fort Weaver Road heading northbound will be restricted 24/7 through July for column construction. Eastbound drivers using Farrington Highway will be asked to make a detour up Leoku Street to access Fort Weaver Road through either Leolua or Waipahu streets.

 

H-1 FREEWAY WAIAWA INTERCHANGE

 

One southbound lane of the H-2 Freeway near the Waiawa Interchange (H-1/H-2 merge) will be closed overnight from Monday, June 30 to Wednesday, July 2 between 9 p.m. and 4 a.m. the following morning for column pre-construction work. On Sunday, June 29, one southbound lane of the H-2 Freeway will be closed at 7 p.m., with a second H-2 lane closed at 8:30 p.m.

 

WAIPAHU

 

The westbound lanes of Farrington Highway near Leokane Street will be closed overnight from Monday, June 30 to Thursday, July 3 between 7 p.m. and 6 a.m.

 

The westbound lanes of Farrington Highway near Waipahu Depot Road will be closed overnight from Monday, June 30 to Thursday, July 3 between 7 p.m. and 6 a.m. the following morning for utility work.

 

The inside lanes of Farrington Highway between Paiwa Street and Waipahu High School will be closed overnight from Monday, June 30 to Thursday, July 3 between 7 p.m. and 6 a.m. for utility work.

 

PEARL CITY

 

Two westbound lanes and two eastbound lanes along Kamehameha Highway will be closed overnight between Waiawa Road and Kuleana Road from Monday, June 30 to Friday, July 4 between 8 p.m. and 7 a.m. for utility relocation/excavation work:

  • Left turns at Waimano Home Road and Puu Momi Street will be restricted after 8 p.m.

 

One westbound and eastbound lane of Kamehameha Highway will be closed between Waiawa Road and Waimano Home Road near Home Depot from Monday, June 30 to Friday, July 4 between 7 a.m. and 3:30 p.m.

 

The inside eastbound lane of Kamehameha Highway between Acacia Road and Waimano Home Road will be closed 24 hours a day, seven days a week for utility relocation work.

 

AIEA/ALOHA STADIUM

 

The following lane closures will take place on Kamehameha Highway between Hekaha and Kanuku Streets:

  • The inside eastbound lane will be closed 24 hours a day, seven days a week with restrictions of left turns.
  • The inside eastbound and westbound lanes of Kamehameha Highway will be closed Monday, June 30 to Friday, July 4 between 8 p.m. and 7 a.m. for equipment removal.

 

The left eastbound lane of Kamehameha Highway between Lipoa Place and Pali Momi Street will be closed 24 hours a day for test shaft work.

 

The right eastbound lane of Kamehameha Highway between the Moanalua Freeway on-ramp and Salt Lake Boulevard will be closed 24 hours a day, seven days a week for roadway widening and installation of utility lines for traffic signals.

  • One westbound lane of Kamehameha Highway in the same vicinity will also be closed from Monday, June 30 to Friday, July 4 between 8:30 a.m. and 3 p.m. and between 7:30 p.m. and 5:30 a.m.

 

Aiea Access Road between the Moanalua Freeway on-ramp and Kamehameha Highway near Aloha Stadium will be closed overnight from Monday, June 30 to Friday, July 4 between 10 p.m. and 4 a.m. the following morning. Southbound traffic will be detoured onto Moanalua Freeway during the road closure.

 

AIRPORT/PEARL HARBOR

 

Overnight lane closures will take place at the Honolulu International Airport from Sunday, June 29 to Thursday, July 3 between 10 p.m. and 5 a.m. the following morning for soil testing:

  • Left eastbound lane of Aolele Street between the Airport Post Office and Aopoko Place

 

KALIHI

 

Overnight lane closures will take place in Kalihi on Wednesday, July 2 and Thursday, July 3 between 8 p.m. and 4 a.m. the following morning for soil testing:

  • Kohou Street will be closed along the Dillingham Boulevard end of the street.

KAPOLEI The City's Department of Environmental Services said traffic will be affected next week as construction crews rehabilitate wastewater pipes in and around the Honolulu area.

Scheduled road work for the week beginning June 29 for the Department of Design and Construction, Civil Division (Construction Management Branch), and Wastewater Division (Construction Management Branch) is listed below. EWA BEACH

Rehabilitation of Localized Streets, Phase 7B – Ewa Village

Project includes: cold planning; resurfacing of asphalt concrete pavements; reconstruction of failed asphalt concrete pavement areas identified by the contractor and confirmed by the City; adjustment of utility manhole frames and covers, and street survey monument frame and covers; installation of pavement markers, striping and markings; installation of vehicle detector loops; locating existing manholes, valve boxes, monuments, etc. with GPS survey equipment and providing ArcGIS data files to City Dept. of Planning and Permitting in required data format.

Paving complete. Adjusting manholes and placing permanent striping on various streets is on going.  Varona Village area will be included.

 

Rehabilitation Of Streets – Renton Road (Between Kapolei Parkway and Asing Park)

The project involves (1) road reconstruction and resurfacing; (2) curb, gutter and catch basin reconstruction; (3) pavement striping, markings and markers; (4) tree trimming and root pruning; adjustment of manholes and utility boxes to new finish grade; (5) installation of speed bumps.

            (Estimated completion date, continuing through July 2014)

 

HAWAII KAI

Hanapepe Loop Drain Outfall Improvements:  Demolish and reconstruct existing concrete outlet structure, provide BMP devices, restore area to pre-construction;

            (Estimated completion date, September 2014)

 

Rehabilitation of Localized Streets, Phase 11B (Kuliouou, Hahaione, Mariner's Ridge):

The work includes localized reconstruction of pavement and resurfacing of the streets indicated below; reconstruction of identified curbs and gutters are included; tree trimming, pruning and removal will be performed as necessary under the guidance of qualified arborist.  Post paving activities include installation of detector loops, permanent pavement markings and adjustment of utility manhole frames and covers to grade.  The affected roadways and limits of work are as follows:

HONOLULU

Airport Sewer Rehabilitation / Reconstruction, Phase 2  CIPP rehabilitation of 36" sewer lines along Aolele Street, from Rodgers Blvd to Lagoon Drive.

            (Estimated completion date, continuing through December 2014)

 

Ala Moana Blvd./Auahi Street Sewer Rehab, Phase 2  Rehabilitation of approx. 1,980 LF of existing 6'x6' box sewer along Auahi Street from Kamani Street to Keawe Street including relocation of existing waterlines;  installation of 210LF of new 6" sewer line at 711 Ala Moana Blvd.;  and rehabilitation of existing concrete manholes including abandonment of existing 36" sewer line along Ala Moana Blvd.

(Estimated completion July 2014)

 

Mapunapuna Industrial Subdivision Phase One of Tidal Flooding Remediation Program: Remove existing flap gates and install new check valves at outlet pipes in State channel fronting Kam Highway. Construct new DMH upstream of new check valves.  Re-grade swale and adjust existing D.I. frame / cover to provide positive runoff flow into existing Drain system. Reconstruct concrete wall at outlet pipes at State channel. Remove debris and sediment from existing storm drains and channel area. Dewater State channel and install temporary dewatering dams. Restore existing chain link fence at outlet area. At the intersection of Ahua Street and Awaawaloa Street, provide permanent concrete plug in existing 24" DL.

            (Estimated completion, continuing through July 2014)

 

Palani Avenue Drainage Improvements  Installation of drainage pipes, drainage structures, and check valves within Date Street and Palani Avenue.

Rock Slide Potential Inspection and Mitigative Improvements along Prospect Street

The work includes clearing and grubbing ; excavating ; installing rockfall impact barrier systems ; installing concrete barriers ; installing draped wire mesh systems ; traffic control ; and tree removal.

            (Estimated completion date, December 2014)

Rehabilitation of Streets Indefinite Delivery/Indefinite Quantity IDIQ #3 – Aikahi Park.  The scope of work to be performed by the Contractor under this contract may include, but is not limited to: cold planning; slurry seal; crack seal; reconstructing curb and gutters/rolled curbs; resetting of lava rock curbs; aboricultural work; adjusting street survey monuments, utility manholes/boxes, frames and covers; installing pavement striping and markings; and reinstalling vehicle detector loops.  Slurry seal completed.  Kaneohe Bay Drive repair completed.

Pupukea Road Rockfall Mitigation Phase II:  The work consists of clearing vegetation within the project limits, scaling boulders and unstable rocks or installing rock dowels (where appropriate), applying shotcrete (where required), installing rock fall protection fences, drapery system and landscaping. One traffic lane will be closed during work hours at Pupukea Road with police performing traffic control duties.
