HART STATEMENT REGARDING FEDERAL FUNDING

FOR HONOLULU RAIL TRANSIT PROJECT

 

(Wed., April 19, 2012) – HART executive director and CEO Daniel Grabauskas issued the following statement regarding the U.S. Senate Appropriations Committee approval of a transportation funding bill that includes federal funds for the Honolulu rail transit project.

 

            "This is great news. We are pleased that the $250 million in federal funds that President Obama had included in his FY2 013 budget in February for the Honolulu rail project continues to move forward through Congress."

 

            "We are truly grateful to Senator Inouye, who chairs the Senate Appropriation Committee, and the rest of our Hawaii congressional delegation for their continued efforts in providing federal funding for this very important project for Oahu commuters. This shows great confidence in the project and reflects we are on the right path to receive the $1.55 billion in federal funding."

 

            The Senate measure now goes before the full Senate for a vote before going to conference with the U.S. House. So far, the Honolulu rail project has already been allotted $120 million in federal funding.

CONSTRUCTION TO BEGIN ON COLUMNS, FOUNDATIONS OF RAIL SYSTEM

The Honolulu Authority for Rapid Transportation announced today that construction will

begin on the first section of the elevated guideway for the rail transit system, signifying major

progress for the project.

With all the necessary state and federal approvals needed to move forward in hand, HART

gave contractor Kiewit InfrastructureWest Co. the green light to begin drilling for the

concrete foundation shafts and support columns. The work will begin Monday in East

Kapolei near Farrington Highway in the first section of the 20-mile route.

"This significant milestone for the rail project moves us closer to providing Oahu residents

with an alternative to sitting in horrific traffic congestion," said Dan Grabauskas, HART's

executive director and CEO. "We want to thank the Federal Transit Administration and state

agencies that have worked closely with us on all of the necessary approvals. This is indeed a

great day for Oahu."

This next stage of construction will provide the public with concrete assurances of the

project's momentum, said HART Board of Directors Chairwoman Carrie Okinaga.

"We are really pleased that this day has come. Keeping the project on schedule is critical to

keeping our costs within budget, so we welcome this news," Okinaga said. "The HART Board

of Directors remains strongly committed to ensuring the project stays on track and is

completed on time and within budget."

The 20-mile rail transit system from East Kapolei to Ala Moana is expected to open in 2019.

IMPERSONATION OF BOARD OF WATER SUPPLY EMPLOYEES

 

 

(Fri. April 20, 2012) − The Board of Water Supply (BWS) would like to alert the public about reports of individuals claiming to be BWS employees in order to gain access to private property. The individuals are reportedly wearing green t-shirts that resemble BWS employee attire and have been asking residents to allow them in their homes.

 

The BWS would like to inform the public that all personnel involved in official BWS activities will be properly credentialed, wearing official BWS attire with the BWS logo, driving BWS labeled vehicles, and carrying an official City and County of Honolulu badge with the agency identified as the BWS. Residents are encouraged to call the Honolulu Police Department at 9-1-1 if they observe any suspicious activity. The community may also call the BWS Communications Office at 748-5041 to file an additional report.

MAYOR CARLISLE ANNOUNCES ZERO-INTEREST DOWN PAYMENT LOANS AVAILABLE
THROUGH THE CITY

 

(Thurs., April 19, 2012) —Mayor Peter Carlisle announced today that the City and County of Honolulu will offer zero-interest down payment loans of up to $40,000 to eligible low and moderate income families.

 

The loans will be made with federal HOME Investment Partnership Act funds available to the City through the U.S. Department of Housing and Urban Development (HUD). A total of $1.5 million will be available for loans.

 

"I am pleased that we are able to offer this program in partnership with HUD," Mayor Carlisle said. "With today's mortgage rates at historic lows, a zero-interest down payment loan through the City can help families make their dream of homeownership a reality."

 

Interested applicants must apply through a mortgage lender after they are approved for a first mortgage. The City will begin accepting applications through mortgage lenders on May 1, 2012, and will make loans to qualified applicants on a first-come, first-served basis. Applicants must provide five percent of the purchase price as down payment and complete an approved homeownership course. A home inspection is also required. There is no cost to apply.

Houghtailing Street Area Sewer Rehabilitation:  Installation and rehabilitation of sewer lines and construction of new manholes along School Street.

Kalakaua Avenue Sewer Rehabilitation:  Installation of new 8" and 10" sewer line along Kalakaua Avenue between Philip Street and Kapiolani.

Kalihi/Nuuanu Sewer Rehabilitation Phase 1J (Area 8 – Pacific Heights)  Rehabilitation of approximately 1,400 linear feet of 6" and 2,300 linear feet of 8" sewer lines by cured-in-place pipe (CIPP) method.  A number of deteriorated manholes will also be repaired.  Star Road, Pacific Heights Road, Laniloa Road, Booth Road, and Hiolani Place will be affected.  Construction signs and police traffic control will be present.

King Street Reconstruction between River Street and Bethel Street, Chinatown:  Rehabilitation of sewer lines and select laterals, sewer manhole frame and cover replacement, excavation; Installation and backfill for new 6", 8" & 12" water lines, fire hydrants, valves, manholes; Installation and backfill for new 6" drain lines, inlets and manhole connections; Excavation and backfill for new gas lines; Demonish existing concrete and A.C. pavements to install new work and adjust manholes & valves boxes to grade. Work will include portions of River Street, Kekaulike Street, Maunakea Street, Smith Street, Nuuanu Street and Bethel Street where they intersect with King Street. Saint Louis Heights Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), manhole rehabilitation, and lateral rehabilitation throughout Saint Louis Heights.  The contractor will also install new sewer lines via pipe bursting at 3 locations along Saint Louis Drive and one easement location between Saint Louis Drive and Frank Street.

Rehabilitation of Streets, Unit 54 – Wilhelmina Rise, 13th Avenue to Matsonia Street  The work includes demolition and reconstruction of the existing PCC pavement and curbs identified on the plan.  Tree trimming, pruning and removal will be performed as necessary and as identified on the plan.  Adjustment of manholes and frames to grade as necessary; post paving activities include permanent pavement markings

Rehabilitation of Streets, Unit 58 – California Avenue (Kamehameha Highway to mauka end of California Avenue):  Cold planing; resurfacing and reconstruction of asphalt concrete pavement; adjustment of utility manhole frames and covers; installation of pavement markings and vehicle loop detectors; reconstruction of existing concrete curbs, gutters, berms, sidewalks and Driveways; and construction of concrete and asphalt concrete bus pads.

HPD SEEKING PUBLIC COMMENT FOR NATIONAL REACCREDITATION

 

A national accreditation team will accept public comments on the Honolulu Police Department's (HPD) policies and procedures, administration, operations, and services on Wednesday, April 25, 2012.  The comments will be part of an on-site assessment conducted by the Commission on Accreditation for Law Enforcement Agencies (CALEA).

 

The public is invited to phone in comments or attend a public comment session on Wednesday, April 25.  Telephonic comments will be taken at 479-5675 from 3 to 5 p.m. The public comment session will begin at 6 p.m. at the HPD's Career Conference Center, 715 South King Street, Room 500.  Limited street parking is available.

 

Persons wanting to submit written comments about the HPD may write to the CALEA at 13575 Heathcote Boulevard, Suite 32, Gainesville, Virginia, 22030-2215, or visit their Web site at www.calea.org.

 

Phone calls, appearances, and letters should address the HPD's ability to comply with CALEA accreditation standards.  A copy of the standards is available at HPD's Office of Accreditation at Alapai headquarters, 801 South Beretania Street, on Monday through Friday, 7:45 a.m. to 4:30 p.m.

CITY IMPLEMENTS INTERNATIONAL BUILDING CODE

 

(Wed., April 18, 2012) Pursuant to Chapter 107, Hawaii Revised Statutes, the 2006 International Building Code became effective on April 16 as the new State Building Code.

 

            The four counties were required by state law to adopt the state code, but each was allowed to amend the state model as it applies to their respective jurisdiction. The Department of Planning and Permitting is in the process of modifying the new State Code for the City's Building Code by adding local amendments that apply specifically to Oahu.

 

            Bill 35, currently before the Honolulu City Council, would formally adopt the new 2006 International Building Code with the local amendments. In the meantime, the new code will be in effect on an interim basis. Applications submitted to DPP prior to the April 16 effective date will not be required to be updated.

 

            Bill 35 is available for review on the City Council website, www1.honolulu.gov/council.

TRAFFIC ADVISORY: LANE CLOSURES

FOR ARCHAEOLOGICAL SURVEY WORK IN URBAN HONOLULU

 

(Mon., April 16, 2012) − The Honolulu Authority for Rapid Transportation (HART) wants to inform drivers that archaeological survey work continues next week in the urban Honolulu area for the rail transit project.

 

Motorists are advised of lane closures related to the survey work being conducted in the Kalihi, downtown Honolulu, and Kaka'ako areas.

 

Work will require lane closures during non-peak traffic hours, including possible night work in approved areas. For the safety of both the work crews and motorists, the public is advised to proceed with caution through these areas. Drivers should anticipate possible traffic delays or use alternate routes during work hours.

 

Work for the week of Monday, April 16 will take place at the following locations:

·       Kamehameha Highway (in Kalihi) between Middle Street and Puuhale Road from 8:30 a.m. to 3 p.m. and from 7:30 p.m. to 3 a.m.

·       Dillingham Boulevard between Kokea Street and Alakawa Street from 7 p.m. to 3 a.m.

·       Punchbowl Street between Pohukaina Street and Ala Moana Boulevard from 7 p.m. to 3 a.m.

·       Cooke Street between Halekauwila Street and Pohukaina Street from 8:30 a.m. to 3:30 p.m.

Motorists are advised to drive with caution and provide a safe distance between themselves and the construction workers and vehicles.

 

The City is conducting the archaeological survey work along the urban Honolulu section of the Honolulu rail transit route to identify potential archaeological, historical and cultural resources. The archaeological work will aid rail project staff in their design of the elevated rail guideway.

 

Trenching work will take place at various locations along the Honolulu rail route between Middle Street in Kalihi and Ala Moana Center. Contractors Cultural Surveys Hawaii Inc. and Royal Contracting Co. are conducting the fieldwork.

 

The survey work will be completed before rail construction begins in the urban Honolulu area, as specified under the rail project's programmatic agreement relating to cultural and historic resources.
