SEWER PROJECTS DURING JULY

 

(Fri., June 29, 2012) – The City and County of Honolulu's Department of Environmental Services has 10 major sewer projects in July that may impact roadways and traffic on Oahu.

 

         The projects include:

  • Ala Moana Boulevard / Auahi Street Sewer Rehabilitation Phase 1 – Sewer rehabilitation work at the intersection of Ala Moana Boulevard and Ilalo Street.
  • Beachwalk Wastewater Pump Station to Ala Moana Park Sewer Phase 1, Force Main System – Installation of a new sewer line along Ala Moana Boulevard (between Atkinson Drive and Ala Wai Canal), and along Ala Wai Boulevard (between Kalakaua Avenue to the dead end of Ala Wai Boulevard).
  • Hanawai Circle Sewer Reconstruction – Installation and rehabilitation of new sewer line along Farrington Highway (between Waipahu Depot Street and Hanawai Circle) and along Waipahu Depot Street (between Farrington Highway and Waipahu Street).
  • Houghtailing Street Area Sewer Rehabilitation – Sewer rehabilitation work in Kamehameha Heights area on various streets within the area bordered by North School Street, Kokea Street, Kamalii Street, Aulii Street, Ilima Drive, Makanani Drive and Kapalama Drive.
  • Kalihi-Nuuanu Sewer Rehabilitation Phase 1J – Sewer rehabilitation work on various streets with the Pacific Heights area.
  • Makaha Interceptor Sewer Rehabilitation/Replacement – Sewer rehabilitation work along Farrington Highway between Ala Hema Street and Leihoku Street and along Pokai Bay Street.
  • Moiliili-Kapahulu Sewer Rehabilitation/Reconstruction Sewer – Installation and rehabilitation of new sewer line along Date Street (between Pumehana and Lukepane Street).
  • Saint Louis Heights Sewer Rehabilitation – Sewer rehabilitation work on various streets with the area bordered by Bertram Street, Kaminaka Drive, Saint Louis Drive and Dole Street.
  • Waikiki Sewer Rehabilitation – Sewer rehabilitation work along Kuhio Avenue between Kuamoo Street and Kaiulani Avenue.
  • Waipahu Street Emergency Sewer Repair – Installation and rehabilitation of a new sewer line along Waipahu Street (between Hawaii Plantation Village and Awamoi Street).

 

         Approximately 108 projects are underway focused on Oahu's wastewater treatment plants, pump stations and collection system. These projects are part of $610 million of ongoing wastewater projects, including planning, designing, construction, project management and equipment project phases.

SEWER WORK IN DOWNTOWN HONOLULU, WAIKIKI NEXT WEEK

 

(Fri., June 29, 2012) The City's Department of Environmental Services said traffic will be affected next week as construction crews rehabilitate wastewater pipes in downtown Honolulu and Waikiki areas.

 

         City contractors will be installing wastewater pipe lining and conducting pipe assessments with closed circuit TV on the following dates and locations:

MAYOR CARLISLE LAUNCHES FIRST WASTEWATER ENERGY PROJECT

 

(Fri., June 29, 2012) – Mayor Peter Carlisle today announced that the City has launched its first renewable wastewater energy project, which is expected to save more than $15 million in electricity costs over 15 years.

 

The project, at the Kailua Regional Wastewater Treatment Plant, will generate electricity using methane gas produced by an anaerobic digestion process and a solar photovoltaic system.

 

"This is a great example of an innovative green energy project that makes solid sense for our community," Carlisle said. "It will provide a new source of clean electricity that saves money."

 

The project will also include energy efficiency and conservation upgrades to the plant. The City estimates that the project will reduce the plant's electricity purchase needs by 5,500,000 kilowatt hours or 69 percent of the its current power consumption. Over 15 years, the estimated net savings will be $15.7 million.

 

A contract for the work was awarded to NORESCO, LLC, with an estimated cost of $12 million. Construction will begin this December and should be completed in mid-2014.

 

Additional renewable energy projects are planned for the Honouliuli and Sand Island wastewater treatment plants.

WAIKIKI SHELL TO OPEN EARLY FOR THE JULY 1 JASON MRAZ CONCERT

(Thurs., June 28, 2012) – Doors at the Waikiki Shell for the Jason Mraz concert will open at 5 p.m. to allow concert goers to avoid the traffic from Sunset on the Beach and the Celebration Parade. The opening band starts at 6:30 p.m. and the headliner Jason Mraz, is expected to start his performance at 7:30 p.m.

            Concert attendees are reminded that only chair backs are permitted in the Waikiki Shell and no outside food or beverages are allowed. The food court at the Waikiki shell will feature Chinese, Thai, and Hawaiian plates in addition to local favorites. A special gate will be open on the mauka side of the box office for quick entry for paperless ticket holders for the Pool Seating area.

            The Celebration Parade on Kalakaua Avenue from Ft. DeRussy to Kapiolani Park begins at 6 p.m. Kalakaua Avenue will be closed at 5:30 p.m. The Sunset on the Beach event begins at 7 p.m. at Kuhio Beach. Both events have reserved parking lots 1 and 2 near the Kapiolani Park Bandstand. Sections of Monsarrat Avenue will also be closed to traffic and parking.

Monsarrat Avenue will be contraflowed at 5:15 p.m. to allow parking at Kapiolani Park lots 3 and 4 near the Waikiki Shell.  Concert goers are advised to use the Paki Avenue parking lot and street parking in the area. Drivers should anticipate possible traffic delays or use alternate routes and are asked to follow directed traffic signs and provide a safe distance from workers directing traffic.

CITY INTRODUCES THREE NEW SMARTPHONE APPS

(Thurs., June 28, 2012)—If you're interested in avoiding traffic snarls, providing feedback regarding tsunami sirens, or finding the statue of Israel Kamakawiwo‛ole, the City and County of Honolulu's Department of Information Technology (DIT) says there are "apps for that." 

            DIT has partnered with software developers to put key information in the hands of smartphone and computer users. "We are using mobile applications to provide useful information for the public and make them aware of what is happening around them in a timely manner. It's exactly what a 21st Century city is supposed to do," said Mayor Peter Carlisle.

            The new applications include:  

  • RouteView: http://routeview.honolulu.gov/ Gives drivers the opportunity to avoid traffic jams by viewing traffic cameras along their route, before they get into their vehicle.

  • Adopt-A-Siren: http://sirens.honolulu.gov/ Allows users to adopt a tsunami siren in their neighborhood. They will take responsibility for the siren by checking to ensure its functuality and report on the status of the siren to the City. The application also allows users to name their siren and receive an email notification alerting them when the siren will be tested.

  • MOCA Public Art Finder: http://art.honolulu.gov/ Gives users the location of public art on display at City sites based on the GPS location of your phone or computer.

            "The launch of these applications, and the way in which they were developed and implemented, shows how the City and County of Honolulu is leading in its use of technology to work directly with citizens," said Jennifer Pahlka, Founder and Executive Director of Code for America. "By using lightweight, innovative approaches, reusing existing software, and building deeper connections with residents, Honolulu is creating real value and strengthening the fabric of the city." 

           "These applications were created to save residents and visitors time, offer convenience, be more civically involved, and be aware of what is around them," said Mick Thompson, a 2012 Code for America Fellow working with the City & County of Honolulu this year.

            These new applications are available on the City's http://can-do.honolulu.gov/ transparency website that also includes DaBus, Honolulu 311, and Tsunami Evacuation Zone applications. "We continue to roll out new applications to help City residents and visitors get information quickly," said Forest Frizzell, Deputy Director of DIT. "We are constantly working with our development partners to make information more accessible to users."

HART SUBMITS REQUEST FOR $1.55 BILLION IN FEDERAL FUNDING

 

(Thu.. June 28, 2012) − The Honolulu Authority for Rapid Transportation (HART) today submitted a request for $1.55 billion in federal New Starts funding for the Honolulu rail transit project.

 

The Full Funding Grant Agreement (FFGA) submittal is the final step in the Federal Transit Administration's planning and development process, which concludes in a multi-year agreement between the City and County of Honolulu and the FTA that formally establishes the level of federal funding for the rail project.

 

"We have reached an important milestone," said HART CEO and executive director Dan Grabauskas. "Today is the culmination of nearly seven years of hard work by many dedicated individuals who have helped to move our rail transit project forward."

 

Grabauskas noted the Honolulu rail project staff worked closely with their FTA partners to finalize the FFGA package.

 

"We want to thank those on the federal level – the FTA and our Hawaii congressional delegation – who worked closely with the City throughout the years during this lengthy and stringent process," Grabauskas said.

 

The Honolulu rail project has already received $120 million in federal funding that goes toward the requested $1.55 billion.

 

Speaking on behalf of Hawaii's congressional delegation, U.S. Sen. Daniel K. Inouye said, "The submittal of the Full Funding Grant Agreement to the Federal Transit Administration by the City and the Honolulu Authority for Rapid Transportation is an important milestone. When the FFGA is approved later this year, Honolulu will secure the commitment of $1.55 billion in federal funds for construction of the rail project. This has been a collective effort of many people working together. Our congressional delegation is proud to be a part of the team."

 

"Before it signs a $1.55 billion contract, the federal government needs to be sure that the money will be well spent, especially when other cities are saying they need those same dollars," said HART Board Chairwoman Carrie Okinaga. "Our rail project is being allowed through these gates because we have shown our commitment and ability to bring this project to fruition."

 

"This train is moving and this funding request will secure its future," said Mayor Peter Carlisle. "Federal support for this project is strong and construction is ongoing. Reaching this point has taken hard work by all our partners, and we're grateful to HART, Hawaii's congressional delegation, the City Council and everyone else who has contributed to this important effort to improve mobility, create jobs and guide prudent, smart development that moves Oahu forward for the benefit of generations to come."

 

"It has taken a great deal of effort to get the project to this point. It has truly been a team effort and it will continue to require teamwork to see this project to completion," said City Council Chairman Ernie Martin. "I am confident that the FFGA will be approved, and a great deal of credit is due to our Congressional delegation led by Senator Inouye."

 

After receiving Honolulu's FFGA request, the FTA will take approximately 30 days to review it before forwarding the request to the Office of Management and Budget at the White House for its own 30-day review.

 

From there, the FTA will inform Congress of its intent to sign the agreement as part of a 60-day notification process. The completed agreement is expected to be finalized later this year.

 

Along with the FFGA request, HART provided FTA officials with an updated financial plan and other documents that include the scope, schedule and budget for the rail project. The new financial plan provides updated figures from the previous financial plan published in September 2011.

 

The new June 2012 project financial plan shows the following:

 

·       The total estimated project cost decreasing from $5.17 billion to $5.16 billion.

·       The GET revenue projection was adjusted to reflect actual collections, which resulted in an increase from $3.15 billion to $3.29 billion. The state began collecting the half-percent GET surcharge for the Honolulu rail system in January 2007. The GET for rail is set to expire at the end of 2022.

·       The cash surplus at project completion increased from $83 million to $193 million.

·       In accordance with the FTA guidelines and HART's projected financial plan, the contingency reserve was reduced to 15 percent of the project's cost.

·       Use of estimated FTA Section 5307 formula funds for the project decreased from $244 million to $210 million.

 

"We remain on plan in terms of both revenue and overall project costs and we are on schedule to receive a decision on the FFGA by the end of the year," said HART Board's Finance Committee Chairman Don Horner.

TRAFFIC ADVISORY: STORM DRAIN CLEANING AT KALIA

AND SARATOGA ROAD

 

(Thu., June 28, 2012) − Department of Facility Maintenance Road Maintenance crews will be cleaning storm drains in Waikiki along Kalia Road and at the intersection of Kalia Road and Saratoga Road on July 2, 3, 5 and 6. The work will require lane closures between 8:30 a.m. to 2:30 p.m.  Motorists are advised to use alternate routes and to anticipate traffic delays in the area.

 

The maintenance crew will begin work on the drain box on the makai side of the Kalia Road/Saratoga Road intersection, near the walkway leading to the ocean.  Work will continue eastward along Kalia Road toward Lewers Street. The makai, diamond head-bound traffic lane will be closed between Beach Walk and Lewers. HPD special duty will provide traffic control to direct traffic around the work sites. The drain in the area on the diamond head side of Beach Walk near Kalia Road intersection will also be cleared.

ALA MOANA REGIONAL PARK TREE REMOVAL

 

(Thurs., June 28, 2012)—A Department of Parks and Recreation Urban Forestry Division crew will remove seven Chinese Banyan trees from Ala Moana Regional Park tomorrow (Friday). The work is expected to be completed by Tuesday, July 2. The trees are located along the main roadway, three near McCoy Pavilion, three near the Indian Banyan mound, and one near the Aina Moana parking lot entrance. None of the trees is on the Exceptional Tree register.

 

            All of the trees scheduled for removal have several structural defects, and their extraction is necessary for public safety. Replacement of the trees will be included in a larger planting project planned for the park in the near future.

Highway Structure Improvements, Pacific Heights Road Retaining Wall, Vicinity of 2210 Star Road

Removal and reconstruction of approximately 227 L.F. of concrete retaining wall with stone veneer facing; relocate joint utility poles and electrical lines for wall construction; replace existing electrical poles with new poles and lines; relocate existing streetlight fixtures on temporary poles for wall construction; install new streetlight fixtures on new poles; restore AC pavement fronting new wall;

restore pavement markings and markers; relocate existing signs and posts; provide traffic controls during working and non-working hours.

Bridge Rehabilitation at Various Locations I, FY 2009  Puowaina Drive Bridge over Auwaiolimu Street, Bridge No. 236  Repair of spalls in the concrete elements; repair of deteriorated CRM wall; replacement of concrete railing; strengthening concrete bridge sidewalks; shotcrete facing with soil/rock anchors; and miscellaneous repairs..

Saint Louis Heights Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), manhole rehabilitation, and lateral rehabilitation throughout Saint Louis Heights.  The contractor will also install new sewer lines via pipe bursting at 3 locations along Saint Louis Drive and one easement location between Saint Louis Drive and Frank Street.

Rehabilitation of Streets, Unit 54 – Wilhelmina Rise, 13th Avenue to Matsonia Street  The work includes demolition and reconstruction of the existing PCC pavement and curbs identified on the plan.  Tree trimming, pruning and removal will be performed as necessary and as identified on the plan.  Adjustment of manholes and frames to grade as necessary; post paving activities include permanent pavement markings

Wilhelmina Rise Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), lateral rehabilitation, and replacement of sewer lines by open trench.

Rehabilitation of Streets Indefinite Delivery/Indefinite Quantity IDIQ #3 – Aikahi Park.  The scope of work to be performed by the Contractor under this contract may include, but is not limited to: cold planning; slurry seal; crack seal; reconstructing curb and gutters/rolled curbs; resetting of lava rock curbs; aboricultural work; adjusting street survey monuments, utility manholes/boxes, frames and covers; installing pavement striping and markings; and reinstalling vehicle detector loops.  Slurry seal completed.  Kaneohe Bay Drive repair completed.

KAIMUKI

Rehabilitation Of Streets, Unit 57 – Kaimuki area

The work includes reconstruction of pavement and resurfacing of streets; reconstruction of curbs, gutters, sidewalks, driveways and bus pads; tree trimming, root pruning and tree removal as necessary; pavement markings and markers, installation of vehicular detector loops, adjustment of street monuments to new finish grade, and adjustment / reconstruction of utility manhole / valve box frames and covers to new finish grade.

 

The affected roadways and limits of work are as follows:  Waialae Avenue from Kapahulu Avenue to 17th Avenue; 5th Avenue from Waialae Avenue to Harding Avenue; 6th Avenue from Harding Avenue to Pahoa Avenue; 7th Avenue from Waialae Avenue to Pahoa Avenue; 8th Avenue from Waialae Avenue to H-1 Freeway; 9th Avenue from Waialae Avenue to H-1 Freeway; 10th Avenue section crossing H-1 Freeway; 11th Avenue from Waialae Avenue to Harding Avenue; 12th Avenue from Waialae Avenue to H-1 Freeway; 13th Avenue from Keanu Street to Claudine Street; 14th Avenue from Waialae Avenue to Keanu Street; 15th Avenue from Waialae Avenue to Noeau Street; 16th Avenue from Waialae Avenue to end (mauka side); 17th Avenue H-1 Freeway to Noeau Street; and Moi Way, Anuhea Place, Ekaha Avenue, Hoku Avenue, Keanu Street, Noeau Street, Claudine Street, Koko Head Drive.

Rehabilitation of Streets Indefinite Delivery/Indefinite Quantity IDIQ #3 – Kaneohe: Mokulele Dr and Kaneohe Bay Dr.  The scope of work to be performed by the Contractor under this contract may include, but is not limited to: cold planning; slurry seal; crack seal; reconstructing curb and gutters/rolled curbs; resetting of lava rock curbs; aboricultural work; adjusting street survey monuments, utility manholes/boxes, frames and covers; installing pavement striping and markings; and reinstalling vehicle detector loops.  Slurry seal at Mokulele Drive completed.
