Honolulu Police Department Recognizes Outstanding Employees 

(Fri., February 17, 2012)Honolulu Police Chief Louis M. Kealoha will present awards to sworn and civilian personnel who have excelled in their duties or in helping the community during the fourth quarter of 2011.  The awards ceremony is scheduled to take place on Wednesday, February 22, at 11 a.m. at Windward Mall, Center Court.

A Honolulu police officer will receive the department's second highest award, the Warrior Silver Medal of Valor.  A community member will receive the Civilian Medal of Valor, and some of the members of the Asia-Pacific Economic Cooperation Planning Group will each receive the Bronze Medal of Merit.  Other awards include the Unit and Employee of the Quarter and Certificates of Merit.

(Fri., February 17, 2012) − The Kalihi-Kapalama Satellite City Hall at City Square, 1199 Dillingham Boulevard, will remain closed today for the safety of employees and customers because of transient nuisance odors from construction activity in the vicinity of the office.  Department of Customer Services staff is working with the City Square's building management to resolve this problem and anticipate reopening on Tuesday, February 21. 

 

Satellite City Hall customers are asked to go to other locations in Honolulu at Ala Moana Center, Fort Street Mall, and Hawaii Kai.  There are also satellite offices in Kailua, Kapolei, Pearlridge Center, Wahiawa, Waianae, and Windward City Shopping Center.

CITY MOVES FORWARD WITH AFFORDABLE HOUSING PLAN

(Fri., Feb. 17, 2012)—Mayor Peter Carlisle today announced a major milestone for the Honolulu Affordable Housing Preservation Initiative through the release of a Request for Proposals on February 15, 2012.     

"The City is committed to preserving affordable rental units," Carlisle said. "Through the Request for Proposals, we hope to accomplish our decade-long effort to secure the future of the City's rental housing portfolio, while creating an opportunity for a new public-private collaboration that will benefit the residents and the City."

The Request for Proposals seeks a qualified entity to purchase the City's 12 rental housing complexes and lease the land from the City for 65 years. The purchaser would be subject to City Council approval and would be required to abide by current affordable housing guidelines throughout the term of the lease, and would assume full responsibility for the operation, management, and maintenance of the rental housing complexes.   

The release of the Request for Proposals drew the support of Faith Action for Community Equity (FACE), a community interest group that has worked with the City to keep residents informed of the City's plans. "FACE is supportive of the City's plan to transition ownership of the its rental housing projects," said Drew Astolfi, Oahu Director for Faith Action for Community Equity, "We are pleased that through this offering, the City is affirming its commitment to maintaining long term affordability."

The 12 complexes include 850 apartment units which qualify under the federal Department of Housing and Urban Development guidelines for low and moderate income households with incomes of 80 percent or less of the median; 189 "gap group" apartments for families with incomes of 80 to 120 percent of the median; and 218 market rate rental units (see attached fact sheet). 

The City retained CB Richard Ellis, one of Hawaii's leading real estate brokerage firms, to help solicit and review proposals from private entities interested in acquiring the City's rental housing complexes.

            The Request for Proposals is available at www.CBREMarketplace.com/HAHPI for a fee of $100.  The public can review copies of the Request for Proposals at the Department of Community Services, 715 South King Street, Suite 311, and at the Department of Budget and Fiscal Services, Division of Purchasing, 530 South King Street, Room 115, between the hours of 7:45 a.m. to 4:30 p.m. Monday through Friday, excluding State holidays.

(Thurs., February 16, 2012) − Scheduled road work for the week beginning February 19, 2012, for the Department of Design construction, Civil Division (Construction Management Branch), and Wastewater Division (Construction Management Branch) is listed below.  Road work is normally done between the hours of 8:30 AM and 3:30 PM unless otherwise noted.

 

HAWAII KAI

Rehabilitation of Streets, Phase 1 (aka IDIQ #2) – Ainakoa Dr, Halekoa Dr, Hind Iuka Dr, Hao St, Kuliouou Rd, Keahole St, Kaluanui Rd, Kealahou St, Halemaumau St, Naio St, Kainui Dr.  Paving Halekoa Dr, Kealahou and Hao St.  Adjusting manholes and permanent striping to follow.

 

Repair Kalapaki Street Drainage Ditch Wall – Vicinity of 977 Kalapaki Street:  Removal and disposal of existing concrete ditch wall and slab.  Construction of new reinforced concrete ditch wall and slab.  Installation of new chain link fence.  Repair crack and spalled concrete on existing wall.

            (Estimated completion date, continuing through February 2012)

 

Kipu Ditch Storm Drainage Improvements – Vincinity of Kamiloiki Community Park and Kamiloiki Elementary School.  Reconstruction of existing drainage ditch; spall and delamination repairs along portion of drainage ditch; installation of new chain link fence; planting of new trees and biobarrier installation; tree and root pruning and removal of trees, shrubs and hedges for new drainage ditch.

HONOLULU

Houghtailing Street Area Sewer Rehabilitation:  Installation and rehabilitation of sewer lines and construction of new manholes along School Street.

Kalakaua Avenue Sewer Rehabilitation:  Installation of new 8" and 10" sewer line along Kalakaua Avenue between Philip Street and Kapiolani.

            (Estimated completion date, continuing through February 2012)

 

Kalihi/Nuuanu Sewer Rehabilitation Phase 1J (Area 8 – Pacific Heights)  Rehabilitation of approximately 1,400 linear feet of 6" and 2,300 linear feet of 8" sewer lines by cured-in-place pipe (CIPP) method.  A number of deteriorated manholes will also be repaired.  Star Road, Pacific Heights Road, Laniloa Road, Booth Road, and Hiolani Place will be affected.  Construction signs and police traffic control will be present.

            (Estimated completion date, February 2013)

 

Rehabilitation of Streets, Phase 1 (aka IDIQ #2) – Kanewai St, Kaluawaa St, Kamakini St, Waiomao Rd, 8th Ave, 9th Ave, Paalea St, Kalua Rd, Mahana St, Kiwila St.  Finished paving Kanewai St, Kaluawaa St and Kamakini St. Adjusting manholes, permanent striping and detector loops to follow.

 

King Street Reconstruction between River Street and Bethel Street, Chinatown:  Rehabilitation of sewer lines and select laterals, sewer manhole frame and cover replacement, excavation; Installation and backfill for new 6", 8" & 12" water lines, fire hydrants, valves, manholes; Installation and backfill for new 6" drain lines, inlets and manhole connections; Excavation and backfill for new gas lines; Demonish existing concrete and A.C. pavements to install new work and adjust manholes & valves boxes to grade. Work will include portions of River Street, Kekaulike Street, Maunakea Street, Smith Street, Nuuanu Street and Bethel Street where they intersect with King Street. Multiple lane closures Monday thru Friday, 8:30 a.m. to 3:30 p.m.

Miscellaneous Drainage Improvements at Various Locations – Lokahi Street (McCully)  Construct concrete drain inlets, concrete drain catch basins, connect to existing drain line, and install drain pipes.

Mokauea Street Improvements between North King Street and Dillingham Boulevard:  Reconstruction concrete curbs and gutters, driveway and some sidewalks; construct new curb ramps; reconstruct and resurface asphalt roadway.  Reconstruction of shallow drain line across Akina Street added.  Post paving activities include installation of permanent pavement markings, adjust utilities to finish grade, and re-install traffic loop detectors.

Sewer Manhole and Pipe Rehabilitation at Various Locations – Phase 2:  Various manhole rehabilitation along Nimitz Highway between Pacific Street and Sumner Street.

Curb Ramps at Various Locations, FY 2009 (B), Palolo and Kaimuki:  Construction of new curb ramps, sidewalks and A.C. transition.  Relocation of existing regulatory/street signs. Installation of pavement striping, markings and markers.

Queen Street Roadway Improvements – Queen Street, Diamend Head side of Queen Street and Punchbowl Street intersection:  Demolition and reconstruction of existing concrete bus pad, curb ramps, sidewalk, curb and gutter, and thru gutter.  Cold planing, resurfacing and reconstruction of A.C. pavement.  Adjustment of utility manhole frames and covers.  Installation of pavement striping, markings and markers.

Saint Louis Heights Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), manhole rehabilitation, and lateral rehabilitation throughout Saint Louis Heights.  The contractor will also install new sewer lines via pipe bursting at 3 locations along Saint Louis Drive and one easement location between Saint Louis Drive and Frank Street.

Wilhelmina Rise Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), lateral rehabilitation, and replacement of sewer lines by open trench.

Rehabilitation of Streets Indefinite Delivery/Indefinite Quantity IDIQ #3 – Aikahi Park.  The scope of work to be performed by the Contractor under this contract may include, but is not limited to: cold planning; slurry seal; crack seal; reconstructing curb and gutters/rolled curbs; resetting of lava rock curbs; aboricultural work; adjusting street survey monuments, utility manholes/boxes, frames and covers; installing pavement striping and markings; and reinstalling vehicle detector loops.  Slurry seal completed.  Kaneohe Bay Drive repair completed.

Honolulu Police Department's 169th Recruit Class Graduates Tonight 

Twenty-six recruits who completed six months of training at the Honolulu Police Department's (HPD) Ke Kula Makai Training Academy will graduate on Wednesday, February 15, 2012, in a ceremony at the Hawaii Okinawa Center in Waipio.  The ceremony starts at 7 p.m.

Police Chief Louis M. Kealoha will present awards for Highest Firearms Score, Best Athletic Ability, Class Scholar, Most Inspirational, and Outstanding Recruit.

The graduates include 22 men and 4 women.  One recruit previously worked as an HPD radio dispatcher for ten years, and another visited multiple countries while on church missions.

After graduation, the new officers will be paired with veteran officers for an additional six months of field training.

PRESIDENTS' DAY HOLIDAY SCHEDULE

 

(Wed., February 15, 2012) − City government offices will be closed Monday, February 20 in observance of Presidents' Day, a federal holiday.

 

·       Emergency ambulance, fire, lifeguard and police services will be available.

·       Municipal golf courses, botanical gardens and the Honolulu Zoo will be open.

·       The People's Open Markets and the Blaisdell Center box office will be closed.

·       All Satellite City Halls will be closed.

·       Refuse will be collected.  The landfills and transfer stations will be open.

·       City buses will operate on a Saturday schedule.

 

These traffic and parking regulations will be in effect:

·       On-street parking will be free, except for the meters on Kalakaua Avenue along Queen Kapiolani Park and metered parking lots.

·       Traffic lanes will not be coned.

MAYOR CARLISLE WELCOMED BY FILIPINO LEADERS

(Mon., Feb. 13, 2012)—Mayor Peter Carlisle was welcomed Sunday by Filipino government and business leaders during his visit to Cebu City.

            Carlisle, who's participating in the 22nd Annual Trade Mission to the Philippines with the Filipino Chamber of Commerce of Hawaii, was interviewed by the Filipino press as he met with Mayor Michael Rama of Cebu City to promote Honolulu and exchange cultural and business opportunities. The attached photo of Carlisle and Rama is from the SunStar.

            In a speech, Carlisle recognized the Filipinos who migrated to Hawaii and have significantly contributed to its economy and to what Honolulu has become today.
