Regional satellite images highlight a nearly stationary, vertically stacked, area of low pressure, centered about 625 miles north- northeast of Oahu. The islands are on the southern periphery of the flow around this low, with west to northwest winds prevailing over the islands and surrounding waters. Scattered to locally broken showery cumulus /cu/ near the islands are moving toward the east and southeast, at speeds between 20 and 25 mph. In addition, scattered to broken cirrus clouds, although rather thin, are moving rapidly southeast over the islands within a strong flow aloft. A drier air mass, with few to scattered cu and stratocumulus /sc/ is located to the west and northwest of the islands, and appears to be headed toward the islands.

The surface low to the north-northeast of the islands also has a reflection aloft, as seen in water vapor imagery, hence the vertically stacked nature of the low. Shortwave troughs rotating around this larger low have been responsible for the formation of showers bands near the islands, in an air mass that might normally be too dry to support shower formation. One such shortwave is supporting an area of layered clouds and embedded thunderstorms over waters east of the islands, between 150°W and 140°W from 10°N to 30°N.

Aside from the high clouds, skies over most island areas are partly cloudy or mostly sunny, with the snow covered Big Island peaks clearly seen on visible imagery. The northwest coast of Kauai has scattered to broken low clouds, with only few sc elsewhere on the island. Showery broken cu are coming ashore oahu's north shore, but the remainder of the island has few to scattered cu. Aside from a few small cu over east Molokai, Lanai and west Maui, the remainder of Maui county is mostly sunny. Most of the Big Island is under sunny skies, except for limited patches of broken cu and sc over the lower windward slopes.

Regional infrared and water vapor imagery reveals a vertically stacked, nearly stationary, low pressure area centered about 575 miles north-northeast of Oahu this morning. A weakly defined front associated with the low is producing clouds and showers along a diffuse east-west line that extends across Kauai and adjacent waters. Scattered to broken low clouds, with embedded showers, are also over the other islands and adjacent waters, with shower motion toward the east and southeast, at speeds near 24 mph.

East of the islands, primarily between 150°W and 140°W, an area of layered clouds and deep convection is located between 15°N and 30°N, where moisture associated with a different front is being enhanced by a stronger shortwave that traversed the islands yesterday. Both this shortwave and the weaker one supporting the front near Kauai are rotating around the deep-layered low centered to the north-northeast of the islands.

Skies over the islands range from cloudy and showery to nearly clear, with the prevailing west-northwest flow stacking the clouds and showers along what would normally be the leeward side of the islands. Areas that are under nearly clear skies include the southeast half of Kauai, the southeastern two-thirds of Oahu, west Molokai, east Maui, and most of the Big Island, where the snow covered summits are clearly seen on the initial visible images of the day. Cloudy areas include northwest Kauai, the north shore of Oahu, the Pailolo channel, and adjacent land areas of windward Molokai and west Maui.

A deep upper level low is centered at 29°N 157°W moving southeast at 15 mph. This upper low is driving two main surface lows, the stronger one at 37°N 156°W and another at 30°N 157°W. The surface low has a long occluded, cold front and trough associated with it. The impact to the central Pacific basin includes an active cold front extending from 30°N 141°W to 15°N 151°W. The front merges with a surface trough south of 15°N. On IR satellite, the front and upper low are producing a large band of layered clouds with scattered embedded cumulonimbus clouds with tops to 50 kft. Numerous lightning strikes are also detected within the cloud band. Most of the clouds are bounded within a box from 15°N to 33°N and 140°W to 151°W and moving northeast at 20 mph.

The southerly low has a cold front which extends from 31°N 156°W to 27°N 154°W to 24°N 157°W to 24°N 160°W. A 120 mile wide band of layered and towering cumulus clouds along with numerous detected lightning strikes indicate the boundary. Cloud tops are around 34 kft in height within the band.

Far to the northwest, mid and high level clouds are moving across the far northwest Hawaiian islands, including Midway and kure atolls. These clouds are ahead of a longwave trough that is currently east of the dateline.

Shortwave IR satellite across the main Hawaiian islands shows scattered cumulus clouds around Kauai and Oahu this morning. From Molokai through the Big Island and adjacent waters, a few low cumulus clouds are observed.

A deep upper level low is centered at 30°N 159°W moving southeast at 15 mph this evening. An overcast towering cumulus cloud band is within a 240 mile radius of the center on the southern and eastern flanks. Numerous lightning strikes have been detected within the clouds. This upper low is driving two main surface lows, the stronger one at 37°N 154°W and another at 30°N 157°W. The first low has an occluded cold front associated with it, with the cold front portion extending from 31°N 140°W to 20°N 151°W, and becomes a stationary front south of 20°N. The second low doesn't have much of a boundary associated with it, but it would be nearly impossible to see under the dense layered clouds from the upper low.

The dense layered clouds cover an area from 19°N to 35°N, west of 140°W, and east of a line from 35°N 148°W to 18°N 161°W. The layered clouds have tops around 35 kft in height. Isolated towering cumulus clouds are also embedded within the cloud band.

Far to the northwest, mid and high level clouds are moving across the far northwest Hawaiian islands, including Midway and kure atolls. These clouds are ahead of a longwave trough that is currently east of the dateline.

Shortwave IR satellite across the main Hawaiian islands shows the far southeastern fringes of the dense layered cloud band across the Big Island this evening. Overcast skies cover the Big Island and waters to the south and east. Maui county and Oahu have cleared out for the most part this evening while scattered stratocumulus clouds cover Kauai and the surrounding waters.

MAYOR CARLISLE WELCOMES THE YEAR OF THE RABBIT

 

           (Thurs., Jan. 6, 2011)— Mayor Peter Carlisle today officially launched the City's Month in Chinatown, a series of events preceding the commemoration of this year's Lunar New Year of the Rabbit. 

 

           The mayor was joined by leaders of the Chinese Chamber of Commerce, the Chinatown Merchants and the United Chinese Coalition and the ARTS at Marks Garage to announce plans for the upcoming celebrations.

 

"Chinatown has always been an important place to me," said Carlisle.  "First as City Prosecutor and now as Mayor, I want Chinatown to remain a safe, historic and cultural center that attracts residents and visitors alike. It is my pleasure to join our many partners and invite everyone to enjoy the Chinatown celebration."

 

The Year of the Rabbit officially begins on February 3, but traditional observances will take place throughout January.  A private-public partnership has worked together over the past year, pooling resources, to create another round of fun and family-friendly events.  These include lion dances, fireworks, exhibits, Chinese singing and dancing, martial arts demonstrations, feng shui displays, fortune-telling, and a wide variety of food that represents the rich diversity of the Chinatown community.

 

            Event organizers have published a 32-page information booklet that includes a full calendar of events, a handy map of the neighborhood, and information about the Year of the Rabbit along with many exciting discounts and offers.  Booklets will be available at the ARTS at Marks Garage during their business hours.

A deep low pressure system is centered at 31°N 149°W and traveling east at 15 mph this evening. The associated cold front extends from 33°N 147°W to 26°N 147°W to 21°N 157°W to 19°N 172°W. A 120 mile wide band of overcast stratus clouds is directly to the south and east of the boundary. North of 25°N, the cloud band becomes layered with embedded thunderstorms and is also moving east at 15 mph. Cloud top heights range are mostly around 35 kft in height, with a few cumulonimbus clouds reaching 47 kft in height. South of 25°N the front is weakening and moving east-southeast at 8 to 10 mph. Low top broken cumulus cover the area behind the front until running into the next system starting west of 155°W.

The upper low with this system can be seen on water vapor centered at 29°N 168°W. A trough at the surface is just to the south of the low. This system is producing a band of layered clouds north of 24°N, west of 155°W and east of 167°W. A ridge of high pressure is west of this system and providing mostly clear skies west of 167°W to the dateline.

The frontal clouds are currently draped across Maui county this evening. No showers are along the front so radar is essentially clear. Patches of broken clouds are observed across the state on infrared satellite and the last visible images. Kauai and Oahu have broken patches over most of the island interior and scattered clouds are observed off the coasts. Maui county has broken to overcast clouds over all four islands and extends across waters to the northeast and southwest. The Big Island has broken clouds over almost the whole island up to 8 kft in elevation where it's mostly clear.

Far south of the state in the ITCZ, broken high clouds remain from dissipated thunderstorms between 05°N to 11°N and 134°W to 153°W. Broken cumulus clouds cover the rest of the area between 05°N to 10°N in the central Pacific basin.

Healthy Yards, Clean Streams Homeowner Workshop

 

(Thur., Jan. 6, 2011) – The City's Storm Water Quality Branch of the Department of Environmental Services (ENV) is conducting a healthy yards, clean streams workshop for homeowners Saturday, January 15, from 8 a.m. to 12 p.m. at the Hui Ku Maoli Ola nursery in Kaneohe.

         The four-hour workshop is free and sponsored by ENV and Hui Ku Maoli Ola, in partnership with the University of Hawaii College of Tropical Agriculture and Human Resources (CTAHR) Cooperative Extension Service, GeoTech Solutions and Exacta Sales.

         Participants will learn how to reduce chemical and nutrient runoff by practicing responsible yard and garden care.

Scheduled road work for the week beginning January 9, 2011, for the Department of Design construction, Civil Division (Construction Management Branch), and Wastewater Division (Construction Management Branch) is listed below.  Road work is normally done between the hours of 8:30 AM and 3:30 PM unless otherwise noted.

 

AIEA

Local Rehabilitation of Streets, Phase 1 (IDIQ#2).  Paving Keeamoku St. from Kaihee St to Mauka End and Kalihi St from Maliu St to Mauka End.

 

AINA HAINA

Rehabilitation of Streets Indefinite Delivery/Indefinite Quantity IDIQ #3 – Aina Haina:  The scope of work to be performed by the Contractor under this contract may include, but is not limited to: cold planning; slurry seal; crack seal; reconstructing curb and gutters/rolled curbs; resetting of lava rock curbs; aboricultural work; adjusting street survey monuments, utility manholes/boxes, frames and covers; installing pavement striping and markings; and reinstalling vehicle detector loops.  Hind Iuka Dr from Mona St to End slurry seal is done.

Rehabilitation of Secondary Streets at Makiki - Kinau St from Alapai St to Waiau Pl, Wilder Ave from Spencer St to Dole St. and Dole St from Wilder Ave to St. Louis Dr.:  The project will demolish, remove and dispose of existing pavements in Honolulu area. Resurface or reconstruct these streets with asphalt concrete pavement.  Adjust manholes and monuments to road grades.  Restore all pavement striping, markings and markers.  Collect GPS data on manholes, street monuments, valve boxes, fire hydrants, and other features as directed by the City before construction begins.  Work is currently being done on Wilder Avenue near the Punahou Intersection.

            (Estimated completion date, March 2011)

 

Mapunapuna Industrial Subdivision Phase One of Tidal Flooding Remediation Program.  Remove existing flap gates and install new check valves at outlet pipes in State channel fronting Kam Highway. Construct new DMH upstream of new check valves. Re-grade swale and adjust DI to provide positive drainage into existing drain system. Upgrade concrete wall at outlet pipes at State channel. Remove debris and sediment from existing storm drains and channel area. Dewater State channel and install temporary dewatering dams.  At the intersection of Ahua Street and Awaawaloa Street, abandon existing storm drain on Ahua Street and install new storm drain MH on upstream end of abandoned pipe.

            (Estimated completion date, January 2011)

 

Mokauea Street Improvements between North King Street and Dillingham Boulevard:  Reconstruction concrete curbs and gutters, driveway and some sidewalks; construct new curb ramps; reconstruct and resurface asphalt roadway.  Post paving activities include installation of permanent pavement markings, adjust utilities to finish grade, and re-install traffic loop detectors.

Peterson Lane and Pua Lane Sewer Rehabilitation:  New sewer line and manhole installation in complete on King Street (between Dillingham Blvd. and Peterson Lane), Pua Lane and Peterson Lane.  Repaving of King, Peterson and Pua Lane is complete. Punchlist items and reconstruction of Tamashiro Market driveway remain.  One lane in each direction will be closed Monday thru Friday, 8:30 a.m. to 3:30 p.m.

Punchbowl Street and Lusitana Street Drainage Improvements:  The work consists of drainlines and manholes rehabilitation with Cast-in-place-pipe (CIPP) in Punchbowl Street, and 24-inch drainline and curb replacement in Lusitana Street. One lane road closure will be limited to 8:30 a.m. to 3:30 p.m., Monday thru Friday, except for County furlough and holidays. Work will begin in December 2010.

Saint Louis Heights Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), manhole rehabilitation, and lateral rehabilitation throughout Saint Louis Heights.  The contractor will also install new sewer lines via pipe bursting at 3 locations along Saint Louis Drive and one easement location between Saint Louis Drive and Frank Street.

Sewer rehabilitation on various streets on Wilhelmina Rise.  Installation of cured in place pipe (CIPP), lateral rehailitation, and replacement of sewer lines by open trench.

Rehabilitation of Streets Indefinite Delivery/Indefinite Quantity IDIQ #3 – Aikahi Park.  The scope of work to be performed by the Contractor under this contract may include, but is not limited to: cold planning; slurry seal; crack seal; reconstructing curb and gutters/rolled curbs; resetting of lava rock curbs; aboricultural work; adjusting street survey monuments, utility manholes/boxes, frames and covers; installing pavement striping and markings; and reinstalling vehicle detector loops.  Slurry seal is in process.

Kalaheo Avenue/Mokapu Road/Aikahi Loop Sewer Rehabilitation:  Installation of Cured In Place Pipe along Mokapu Boulevard, from the intersection of Mokapu and Kalaheo, and Aikahi Loop.

Rehabilitation of Kawailoa Road Bridge over Kaelepulu Stream, Bridge No. 411:  Work includes repair of spalls in the concrete elements; replacement of the deteriorated pedestrian walkway and railing at the upstream side of the bridge; repair of deck joints; replacement of the vehicular guardrail system; and traffic safety improvements at the bridge approaches.

Rehabilitation of Streets, Unit 52 – Keolu Drive (Kalanianaole Highway to Akahai Street); Keolu Drive (Akaakaawa Street to Wanaao Road):  Cold planing; resurfacing and reconstruction of asphalt concrete pavements (ACP); adjustment of utility manhole frames and covers; installation of pavement markings and vehicle loop detectors; reconstruction of existing concrete curbs, gutters, sidewalks and Driveways; reconstruction of concrete catch basins; and construction of concrete and asphaltic concrete bus pads.

Flood Control Improvements at Various Locations FY 2008 – Kaneohe, Kailua & Waipio:  Demolish and reconstruct new concrete and asphalt concrete ramps and driveways.  Repair existing concrete ditch and adjust utility frames, covers and boxes to finish grade.

Kaneohe Bay Drive Trunk Sewer Reconstruction:  Installation of new sewer lines, new manholes, and cured in place pipe (CIPP).  Work will occur on Kaneohe Bay Drive between Mokapu Road and Kuono Place, Kaimalu Place and Way, Ikeanani Drive, and Kuakoa Place.

Kapunahala Road Retaining Wall near 45-866 Anoi Road  Construction of a concrete retaining wall and railing.  Restore AC pavement, AC sidewalk and AC curb.  Traffic detours will be provided after working hours.

Manana Infrastructure Improvements, Phase VI – Connector Road (Kuala Street to Kuahaka Street)  Construct 60-foot wide roadway from Kuala Street to Kuahaka Street. The work includes, vector control; clearing, grubbing and grading; installation of new storm drain, Heco, Hawaiian Telcom, street light and traffic signal systems; concrete slab protection for existing sewer and water lines; grade adjustments in private lots; new noise and retaining walls, chain link fence and gates: reconstruction of existing drain, water and sewer MHs and valves to new finish grade; installation of curbs, gutters, sidewalks, driveways, curb ramps and sidewalk culverts; installation of irrigation system and landscape improvements; tree removal and pruning in private lots; road paving; pavement markings and markers and street signs.
