ADVISORS ASSIST WITH NEW PARKING METERS DOWNTOWN, CHINATOWN

 

(Fri., July 20, 2012)—Mayor Peter Carlisle today announced that a team of 12 advisors will be available Downtown and in Chinatown for the next week to assist motorists with new 'smart' parking meters that accept credit and debit cards.

 

"We want to make sure that anyone who is unfamiliar with the new meters can take advantage of their features if they so choose," Carlisle said. "We also want to make sure everyone understands that they can still pay with coins if they prefer."

 

The advisors, who began assisting motorists today, will wear bright yellow vests and black caps that identify them as Smart Meter Advisors. They will remain available through Friday, July 27, and will continue on Saturday, July 28 in Chinatown only.

 

The new meters are being installed as part of a pilot project to replace coin-only meters with new solar-powered meters that allow payment by credit and debit card and the addition of meter time via mobile phone. The project began on June 4 with the installation of 110 meters in the Civic Center area. The latest phase will install 231 meters on Downtown and Chinatown streets before Monday.

 

Wireless communication capability is incorporated into the meters for real-time online credit card authorization, which meets the highest Visa and MasterCard standards for credit card information security. No credit card information is ever stored on the meters or on any City information system.

 

Meter rates, maximum parking durations and enforcement practices will not be changed during the pilot project. Additional information and a customer feedback system will be available at www.ipsgroupinc.com/honolulu . HART SET TO RECEIVE NEARLY $47 MILLION IN GET COLLECTIONS FOR RAIL

 

(Fri., July 20, 2012) − The Honolulu Authority for Rapid Transportation will receive nearly $47 million in General Excise and Use Tax (GET) revenue collected during the second quarter of 2012.

 

The $46.99 million collected from April-June 2012 brings the total GET revenue received for the Honolulu rail project to $905.72 million.

 

"Passing the $900 million mark in GET-generated revenue shows that the financial picture for our rail project remains strong," said HART CEO and Executive Director Dan Grabauskas. "Our solid local funding source positions us well with the federal Transit Administration as we wait for word on the approval of our $1.55 billion in federal money through the Full Funding Grant Agreement."

 

The half-percent GET surcharge dedicated only to the Honolulu rail system began in January 2007 and is set to expire at the end of 2022. The surcharge is estimated to fund nearly 70 percent of the project's cost, with the remaining balance to be paid for by federal funding.

SEWER WORK IN HONOLULU NEXT WEEK

 

(Fri., July 20, 2012) The City's Department of Environmental Services said traffic will be affected next week as construction crews rehabilitate wastewater pipes in Honolulu.

 

         City contractors will be installing wastewater pipe lining or repair on the following dates and locations:

CARLISLE COMMENTS ON STATE CONCERNS ABOUT HFD-ESD MERGER  

(Thurs. July 19, 2012)—Mayor Peter Carlisle provided the following statement:

"Today I received a letter from Dr. Loretta J. Fuddy, director of the State Department of Health (DOH), stating it was premature for the State to support a proposed merger between the Honolulu Fire and Emergency Services departments. The DOH oversees and regulates the emergency medical services contract. The letter reinforces my position that this issue must be approached with caution, and protecting public health and safety is still the top priority.

"The State criticized the professional services of a consultant hired by the City before I became mayor to study the fiscal viability of a merger. The process of awarding this $175,000 contract has also been questioned and the City Ethics Commission is investigating the process.

"Every contract awarded by the City must strictly follow procurement laws governing the state and counties. This year, the City and County of Honolulu for the first time received an Outstanding Achievement Award from the National Institute of Government Purchasing.

"I remain fully confident that employees of the fire and emergency services departments will continue to provide exemplary levels of service to the public."

TRAFFIC ADVISORY: SECTION OF OLD FARRINGTON HIGHWAY IN EWA TO CLOSE FOR RAIL PROJECTWORK

 

(Thurs., July 19, 2012)–The Honolulu Authority for Rapid Transportation (HART) wants to inform drivers that Old Farrington Highway between Kualakai Parkway (North-South Road) and Old FortWeaver Road Loop will be closed beginning the evening of Sunday, July 22, for approximately three weeks as part of utility relocation work related to the rail project.

 

          The 24-hour closure, to take place from July 22 to August 12, is needed to allow the project contractor to relocate a 30-inch water line along Old Farrington Highway just west of the Kahi Mohala Behavioral Center. The road closure was originally scheduled to begin Wednesday, July 18, but was postponed until July 22 because of other ongoing utility work.

 

          Traffic in both directions of Old Farrington Highway will be detoured to either the H-1 Freeway or other nearby roadways. Drivers travelling between East Kapolei and the Ewa/Waipahu region will still be able to access either side by using either Kapolei Parkway or Geiger Road on the south end of Kualakai Parkway, or the H-1Freeway on the north end.  Motorists will still be able to access the Kahi Mohala facility during the detour.

 

          Roadside electronic message boards will notify drivers about the upcoming road closure. Contractor Kiewit InfrastructureWest Co. is coordinating with TheBus in relocating bus stops along the affected area and in ensuring local employees and business-related traffic can continue to access the area.  Motorists who routinely use Old Farrington Highway should provide themselves extra time for their commute. Rehabilitation project includes: cold planning; resurfacing of asphalt concrete pavements; reconstruction of failed asphalt concrete pavement areas identified by the contractor and confirmed by the City; adjustment of utility manhole frames and covers, and street survey monument frame and covers; installation of pavement markers, striping and markings; installation of vehicle detector loops; locating existing manholes, valve boxes, monuments, etc. with GPS survey equipment and providing ArcGIS data files to City Dept. of Planning and Permitting in required data format.

 

Kapiolani Boulevard Reconstruction (South Street to Ward Avenue): The project will reconstruct the asphalt pavement section and construct new Portland Cement Concrete pavement bus lanes in both directions; reconstruct existing curbs and gutters; reset and installation of rock curbs; installation of a new street lighting and traffic signal system and ancillary pull boxes.  The work includes the coordinating and performing trimming tree canopies and root pruning as necessary under the guidance of certified/qualified arborist.  Also, included will be the adjustment of existing utilities to grade, and permanent pavement markings; and restoration of the traffic loop sensors.

            (Estimated Completion June 2013)

 

King Street Reconstruction between River Street and Bethel Street, Chinatown:  Rehabilitation of sewer lines and select laterals, sewer manhole frame and cover replacement, excavation; Installation and backfill for new 6", 8" & 12" water lines, fire hydrants, valves, manholes; Installation and backfill for new 6" drain lines, inlets and manhole connections; Excavation and backfill for new gas lines; Demonish existing concrete and A.C. pavements to install new work and adjust manholes & valves boxes to grade. Work will include portions of River Street, Kekaulike Street, Maunakea Street, Smith Street, Nuuanu Street and Bethel Street where they intersect with King Street. Multiple lane closures Monday thru Friday, 8:30 a.m. to 3:30 p.m.

Saint Louis Heights Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), manhole rehabilitation, and lateral rehabilitation throughout Saint Louis Heights.  The contractor will also install new sewer lines via pipe bursting at 3 locations along Saint Louis Drive and one easement location between Saint Louis Drive and Frank Street.

Rehabilitation of Streets, Unit 54 – Wilhelmina Rise, 13th Avenue to Matsonia Street  The work includes demolition and reconstruction of the existing PCC pavement and curbs identified on the plan.  Tree trimming, pruning and removal will be performed as necessary and as identified on the plan.  Adjustment of manholes and frames to grade as necessary; post paving activities include permanent pavement markings

Old Kalanianaole Road Drainage Improvements – Old Kalanianaole Road:  Repair existing storm drain culvert and headwalls, construct access roads, demolish existing CRM walls, remove trees, install new 72" slipliner pipe, construct new inlet and outlet structures, construct new CRM walls, and install new guardrails.

KAIMUKI

Rehabilitation Of Streets, Unit 57 – Kaimuki area

The work includes reconstruction of pavement and resurfacing of streets; reconstruction of curbs, gutters, sidewalks, driveways and bus pads; tree trimming, root pruning and tree removal as necessary; pavement markings and markers, installation of vehicular detector loops, adjustment of street monuments to new finish grade, and adjustment / reconstruction of utility manhole / valve box frames and covers to new finish grade.

CITY RECYCLING COORDINATOR WINS NATIONAL INDUSTRY AWARD

 

(Wed., July 18, 2012)—Mayor Peter Carlisle today congratulated Suzanne Jones, the City's recycling coordinator, who was recognized as one of the top women professionals in the country in the recycling industry and selected as one of 12 professionals for the 2012 Rosie Award by Waste & Recycling News (WRN), a national industry publication.

 

            More than 60 women in the recycling, waste and sustainability industries were nominated for the first-ever WRN Rosie Award, recognizing women who inspire greatness with leadership, work ethic, vision, creativity, innovation, and entrepreneurship.

 

            "Suzanne and her team have made great strides in recycling over the past two decades," Carlisle said. "She is well-known throughout our community for her passion and commitment to recycling. It's great to have her recognized on the national stage."

 

            Jones is the recycling branch chief for the City's Department of Environmental Services.  She has been at the helm of Oahu's recycling efforts since the program's inception in 1989. 

 

            Under her guidance, recovery rates as well the public's awareness of recycling and waste-related issues have increased dramatically. Oahu today recycles five times more than 1990 and is ranked among the top cities in the country in landfill diversion. Whether you recycle at home, school or work, Jones most likely has played a role in the program or policy development.

 

            "This honor came as a surprise," Jones said. "I learned my recycling team submitted the nomination, and I'm overwhelmed by their support. The award now means so much more to me."

 

            She has earned national recognition for Honolulu as a 2012 Green City finalist, one of three top big cities for excellence in recycling. She was recently commended for her environmental leadership by the Keep the Hawaiian Islands Beautiful 2011 Mayors' Laulima Award, and honored by the Organization of Women Leaders as the 2011 Outstanding Woman of the Year in the public sector.

 

            Jones has championed Hawaii's HI-5 beverage deposit program, which currently claims one of the highest redemption rates in the nation, and earned recognition from the EPA with an Environmental Award for Outstanding Achievement for pioneering the program in the islands.

 

 

            She has been instrumental in establishing and growing curbside recycling on Oahu and in fostering recycling in the workplace. She has developed key public education initiatives, including Oceanic Cable's Green Channel, Tour de Trash, and Discover Recycling Fairs, while managing the comprehensive www.opala.org website, a central information resource for the public for more than a decade.

 

            Jones, who's originally from New York where she started her career in recycling as a consultant, is a University of Hawaii alumnus and lives in central Oahu with her husband and two children.
