A shower area that hit the main Hawaiian islands last night is moving away to the west, but a new band of showers is moving toward the islands from the northeast.

Clouds are scattered over Kauai county except for broken low clouds over windward Kauai. Broken to overcast low clouds cover Oahu. Visible imagery just before sunset showed that many of the clouds over Oahu were wave clouds, a series of closely spaced cloud lines parallel to the Koolau mountains. There are scattered clouds over Maui county except for small patches of broken low clouds over windward areas. Clouds are isolated over most of the Big Island of Hawaii but there are broken to overcast low clouds along the coast and lower slopes from Naalehu to South Point to Kailua-Kona.

Low clouds near the main Hawaiian islands are moving from the northeast at 20 to 25 mph, from a more northerly direction than the typical east northeast trade-wind flow. There are broken low clouds upstream of the islands from the Big Island to Oahu. Clouds are isolated for 120 miles upstream of Kauai.

A band of showers along the trailing end of a front is moving toward the main Hawaiian islands from the northeast. The band lies north of a line from 120 miles northeast of Lihue, to 50 miles northeast of Molokai, to 120 miles northeast of Hilo, to 21°N 150°W, 350 miles east northeast of Hilo to 25°N 140°W. The part of the band near 140°W is 120 miles and contains showery overcast low clouds. The band narrows to 90 miles wide west of 145°W and the cloud coverage becomes broken. The part of the band east of 150°W has been moving toward the southeast at 12 mph. The part of the band northeast of the islands has been moving toward the southwest at 15 to 20 mph so the band should reach the islands in the next few hour. The clouds upstream of the islands are a mix of stable stratocumulus clouds and showery cumulus clouds with tops to 10000 ft.

The shower area that moved over the main Hawaiian islands Friday night through Saturday afternoon is now west of the islands. The 180 mile wide cloud area is centered along a line from 135 miles southwest of Kauai to 23°N 167°W. This cloud area has been moving toward the west at 20 mph.

There is an unusual double cloud band in the deep tropics south of the Hawaiian islands. A band of broken layered clouds, scattered towering cumulus clouds and isolated cumulonimbus clouds lies south of a line from 10°N 140°W to 14°N 175°W. Most of the band is between 300 and 400 miles wide, but the band narrows to 180 miles wide west of 168°W. The most active thunderstorms are between 145°W and 150°W and may be associated with a weak low. A 200 to 250 mile wide band of showery broken low clouds and scattered towering cumulus clouds is centered from 13°N 140°W to 14°N 150°W to 15°N 165°W.

Water vapor imagery, which shows features mainly above 24000 ft, shows a cyclone aloft about 900 miles northeast of the main Hawaiian islands near 31°N 147°W. A trough extends southwest from the low to 26°N 150°W. An anticyclone aloft is centered 357 miles west northwest of Kauai near 24°N 166°W.

A deep layered ridge is positioned about 650 miles northwest of Oahu this morning and is slowly retrograding westward. This movement is allowing for the trailing end of a weakening cold front and associated upper trough to dig south and southeast over the waters to the northeast of the main Hawaiian islands.

Visible and IR satellite show the cloud band along the front on an axis from 22°N 152°W to 30°N 133°W up to the northern California coast. The cloud band is characterized by a 150 mile wide band of stratus clouds overcast east of 140°W and broken to scattered in coverage east of 140°W. Satellite AMSU and SSMI blended precipitable water values over the location of this cloud band is around 1.6 to 1.8 inches. Around the Hawaiian islands, soundings show values around 1.1 to 1.2 inches.

Across the state this afternoon, a few cumulus clouds are observed over the coastal waters. Thicker plume clouds are also seen leeward of most of the islands. Radar is tracking isolated showers concentrated over Kauai, Niihau and windward Oahu. On Kauai, scattered to broken cumulus cloud buildups are occurring on Kauai and Oahu with the heavier concentrations over the mauka areas. Molokai has a few clouds over the northeast part of the island with the remainder of the area mostly sunny. Lanai has a few clouds over the southern portion of the island. Maui has a few clouds over windward west Maui and the leeward part of Haleakala. The Big Island has overcast clouds over the Kona coast and Kau district up to 8 kft in elevation. Scattered cumulus clouds also cover the windward coast, otherwise the rest of the Big Island is mostly sunny.

Elsewhere in the central Pacific, a stationary front and upper level trough are positioned on the northwest flank of the earlier mentioned high pressure system northwest of the main Hawaiian islands. The cloud band associated with the front runs along an axis from to 40°N 156°W to 30°N 178°W to 25°N 172°E and is around 150 miles wide. The clouds have decreased along this front over the last six hours, but a few embedded towering cumulus clouds are still present mainly west of the dateline.

Scattered thunderstorms within the near equatorial trade wind convergence zone south of the islands, from 06°N to 11°N between 140°W and 170°W. Cloud tops extend to 52 kft in the vertical in this area.

A deep layered ridge is positioned about 520 miles north-northwest of Oahu this morning and is slowly retrograding westward. This movement is allowing for the trailing end of a surface cold front and associated upper trough to dig south and southeast over the waters to the northeast of the main Hawaiian islands.

Visible and IR satellite show cloud band along the front along an axis from 23°N 149°W to 30°N 136°W up to the oregon coast. The cloud band is characterized by a 200 to 300 mile wide band of stratus clouds overcast east of 140°W and broken to scattered in coverage east of 140°W. Satellite AMSU and SSMI blended precipitable water values over the location of this cloud band is around 1.8 to 1.9 inches. Around the Hawaiian islands, soundings show values around 1.1 inches.

A mixture of scattered cumulus with broken patches of stratocumulus clouds are bunched up against the windward and leeward coastal waters and through the channels along the smaller main Hawaiian islands. Embedded scattered showers, mostly light, are moving across Molokai through Niihau this morning according to radar and automated observations. On Kauai, these clouds are pushing into the eastern half of the island while the western half remains mostly sheltered from the clouds and rain. Oahu has several wave cloud bands leeward of the Koolau mountains and most portions of the island have broken ceilings this morning. Molokai has a small bit of clearing over the Molokai airport but the majority of the island is covered with broken low clouds. Lanai has broken clouds over most of the island interior. Maui also has broken clouds on the western portion of the island with a few on the windward slopes of Haleakala. The remainder of Maui is mostly sunny this morning. The Big Island has just a few clouds across Hilo and the south Kona district, but otherwise is mostly sunny.

Elsewhere in the central Pacific, a stationary front and upper level trough are positioned on the northwest flank of the earlier mentioned high pressure system. The cloud band associated with the front runs along an axis from to 40°N 160°W to 30°N 179°W to 25°N 172°E and is around 150 miles wide. Dense layered clouds with tops around 35 kft along the axis south of 30°N.

Scattered thunderstorms within the near equatorial trade wind convergence zone south of the islands, from 06°N to 12°N between 140°W and 180. Cloud tops extend to 52 kft in the vertical in this area.

While low cloud coverage, and motions, help to outline the position of a deep layered high that is centered about 450 miles north-northwest of Oahu, the westward movement of the high is allowing a deep layered trough to dig south and southeast over waters far northeast of the islands.

Low cloud cover over the island's near shore waters has increased since sundown Friday, while the distinct clump of broken to overcast low clouds northeast of Kauai and Oahu has become increasingly diffuse. Low cloud coverage over windward waters is uniformly broken to overcast upstream of all islands, with stable stratocumulus /sc/ prevailing, although some showery cumulus /cu/ are most certainly embedded, based on radar detecting scattered showers currently in the vicinity of Kauai and Oahu. The broken low clouds extend up to 120 miles to the northeast of all islands, with a distinct break in low cloud cover beyond that point. Low clouds near the islands are moving toward the west-southwest at speeds between 25 and 28 mph.

With the increase in low cloud cover over windward waters, windward sides of the islands are mostly cloudy this morning, with broken low clouds spreading over to leeward areas on both Kauai and Oahu as well. Broken low clouds are also noted over the leeward lower slopes and near shore waters of the Big Island, primarily between Kailua-Kona and Milolii. Leeward areas of Maui county appear to be mostly clear.

Water vapor imagery shows a high aloft centered to the west of the islands, with a northeast flow aloft over the islands as a result. A weak trough exists downstream, or to the east of the high, and is to the northeast of the islands, along a line from 30°N 144°W to near 23°N 150°W.

Scattered thunderstorms within the near equatorial trade wind convergence zone south of the islands, from 7°N to 12°N between 140°W and 180, lack significant organization.

The center of a deep layered high, about 500 miles north-northwest of Oahu, is clearly seen on regional visible imagery this evening, with this high providing the Hawaiian islands with a moderate to fresh trade wind flow. Aside from a clump of broken to overcast stable stratocumulus /sc/ over waters to the northeast of Kauai and Oahu, few to scattered low clouds prevail over windward waters. Radar is not currently detecting any showers over windward waters, with narrow shower lines noted within the low cloud plumes streaming west-southwestward from the islands of Kauai, Oahu and Molokai.

The leading edge of a clump of low clouds over waters northeast of the islands is about 60 to 70 miles northeast of Kauai and Oahu, and about 110 miles northeast of windward Maui. This clump is dominated by sc, but isolated showery cumulus /cu/ elements are embedded in this clump that extends about 350 miles east to west and 150 miles north to south. With low clouds to the northeast of the islands moving toward the southwest, and those to the west moving toward the west, this clump of low clouds appears to be moving on a trajectory that would bring it over Kauai and Oahu later tonight, and to a lesser extent the islands of Maui county. Low clouds are moving at speeds near 22 mph.

The cloudiest island area this evening appears to be the leeward side of the Big Island, where broken to overcast low clouds linger from daytime heating. Windward slopes of Kauai and Oahu have scattered to broken sc and cu, but coastal areas have few to scattered low clouds overhead.

Water vapor imagery shows a high aloft centered to the northwest of the islands, with a northeast flow aloft over the islands as a result. A weak trough exists downstream, or to the east of the high, and is to the northeast of the islands, along a line from 30°N 142°W to near 22°N 150°W.

Scattered thunderstorms within the near equatorial trade wind convergence zone lack significant organization, although several weak low cloud swirls are embedded. The best developed low cloud swirl is located about 950 miles southeast of the Big Island, and has been spawning bursts of thunderstorms over the past couple of days, but the weak low has remained within the convergence zone, which appears to be hindering additional development.

KALAKAUA AVENUE SEWER WORK BEGINS SEPTEMBER 20

 

           (Friday, Sept. 17, 2010) – The City's Department of Environmental Services announces that starting Monday, September 20, City-contracted Ideal Construction, Inc., will begin work on the Kalakaua Avenue Sewer Rehabilitation project.

            The work consists of open-cut trench digging replacing 1,500 feet of existing 6- and 8-inch terra cotta sewer pipe with new 8- and 10-inch PVC (Polyvinyl Chloride) sewer pipe under the sidewalks on the Diamond Head side of Kalakaua Avenue from Kapiolani Boulevard to Philip Street.

            One lane will be closed in the mauka direction, and work will only be during the daytime.  Motorists should be alert for lane restrictions, changing traffic patterns, slow moving vehicles and construction personnel.

            The $3.96 million project is estimated to take one year to complete.

To the northwest, cloud layers associated with a front sheared apart just northwest of Midway island.

To the west, water vapor images showed a compact center of low pressure in the upper atmosphere near 20°N 180. Isolated thunderstorms and towering cumuli orbited within about 250 miles of the low center, producing limited quantities of layered high to middle debris clouds within that area as well.

To the south, moderate thunderstorm activity continued in the ITCZ between 13°N and 06°N. Layered middle to high debris clouds from this and earlier convection obscured lower features mostly from 14°N to 05°N, and partly from 17°N to the equator.

Otherwise, cloud cover across Hawaiian waters consisted mainly of marine stratocumuli between the ITCZ and the curve from 23°N 180 to 28°N 167°W to 21°N 146°W to 22°N 140°W, though cloud cover further north did fill in somewhat over the past six hours. Individual small cumuli were present throughout the area as well. These clouds had increased in areal coverage, merging into large clumps and areas of nearly solid stratus overcast, especially along 20°N. These clouds generally rose to heights of 6000 to 9000 feet, and moved toward the west at 15 to 20 miles an hour, though close to the frontal cloud band, they slowed, turning around toward the northwest, north, and then the northeast.

Across the main Hawaiian islands, cloud cover consisted mostly of marine cumuli and stratocumuli moving ashore along slopes facing east. Layered debris clouds from afternoon cumulus buildups inland on Thursday had dissipated for the most part, though some still languished in places, especially along lower west slopes of the Big Island. These clouds generally rose to heights of 6000 to 7000 feet. Radar data from near the islands showed scattered showers offshore to the north through northeast of Oahu, but isolated showers at most elsewhere.

CALDWELL JOINS BLESSING OF ALA MOANA CANOE HALAU PROJECT

(Thurs., Sept. 16, 2010)—Acting Mayor Kirk Caldwell joined Olympic Gold Medalist Jason Lezak and Hawaiian canoe paddling and racing enthusiasts at Ala Moana Beach Park today for the blessing of a new canoe halau construction project.

            "Canoe paddling is a wonderful sport that requires skill, teamwork and discipline, and this canoe halau will be a great addition to Ala Moana Beach Park," Caldwell said. "This facility will provide a safe place to store canoes, while enhancing the park's Hawaiian sense of place."

            Canoe halau enable paddlers to keep their canoes and equipment shielded from the elements, theft and vandalism. The City has constructed similar halau at Nanakuli, Pokai Bay, Makaha, Keehi Lagoon, Maunalua Bay, Waimanalo and Kailua.

The Ala Moana Beach Park canoe halau will be located at the Diamond Head end of the park, across from the canoe launch ramp. The facility will have room to store approximately 27 canoes and will include utility and storage rooms.

            The project is expected to be completed by the spring of 2011.

To the northwest, a band of dense layered clouds associated with a front approached Midway island slowly from the northwest.

To the west, water vapor images showed a compact center of low pressure in the upper atmosphere near 20°N 180. Isolated thunderstorms and towering cumuli orbited within about 200 miles of the low center, producing limited quantities of layered high to middle debris clouds within that area as well.

To the south, light to moderate thunderstorm activity continued in the ITCZ between 12°N and 05°N, mostly west of 154°W. Layered middle to high debris clouds from this and earlier convection obscured lower features mostly from 14°N to 04°N, and partly from 17°N to the equator.

Otherwise, cloud cover across Hawaiian waters consisted mainly of marine stratocumuli between the ITCZ and the curve from 23°N 140°W to 22°N 153°W to 30°N 175°W, though a few individual small cumuli appeared as well. These clouds were organized mostly into loose clumps oriented from west northwest to east southeast. The west tip of a large stratus overcast extended across 140°W along 20°N to near 144°W. These clouds generally rose to heights of 6000 to 8000 feet, and moved toward the west at 15 to 20 miles an hour, though close to the frontal cloud band, they turned around toward the northwest, north, and then the northeast.

Across the main Hawaiian islands, cloud cover consisted mostly of layered debris clouds from afternoon cumulus buildups over lower to middle west slopes of Oahu, Lanai, Maui, and the Big Island. However, a few marine cumuli and stratocumuli also moved ashore along slopes facing east, especially over extreme east Maui, and middle slopes of south Hilo and Puna districts on the Big Island. These clouds generally rose to heights of 5000 to 6000 feet. Radar data from near the islands showed isolated showers at most.

Scheduled road work for the week beginning September 19, 2010, for the Department of Design construction, Civil Division (Construction Management Branch), and Wastewater Division (Construction Management Branch) is listed below.  Road work is normally done between the hours of 8:30 AM and 3:30 PM unless otherwise noted.

 

AIEA

Curb Ramps at Various Locations, FY 2009 (A) – Moanalua Rd./Private Driveway, Ewa of Pali Momi St.:  Construction of new curb ramps, sidewalks and A.C. transition.  Installation of pavement striping, markings and markers.

Local Rehabilitation of Streets, Phase 1 (IDIQ#2)  Paving Moanalua Road, Aiea Interchange to Pali Momi Street; manhole adjustments during day; cold planing, reconstruction, and paving during night.  Night work is from Monday night through Saturday morning.

Ewa Villages Revitalization Project – Area "D" Drainage Improvements – Near Kapolei Parkway/Park Row/O.R.&L Railroad:  Installation of an 8' x 6' box drain and connection to existing 10'x 8' box drain.

Construct new DMH upstream of new check valves. Re-grade swale and adjust DI to provide positive drainage into existing drain system. Upgrade concrete wall at outlet pipes at State channel. Remove debris and sediment from existing storm drains and channel area. Dewater State channel and install temporary dewatering dams.  At the intersection of Ahua Street and Awaawaloa Street, abandon existing storm drain on Ahua Street and install new storm drain MH on upstream end of abandoned pipe.

Rehabilitation of Secondary Streets at Pearl CityKaonohi Street ( Kaonohi Place to entire loop), and Kaonohi Street (Kamehameha Highway to Moanalua Road):  Cold planing, reconstructing, and resurfacing pavement.  Reconstructing base at bus stops.  Adjusting street monuments, utility manhole frames and covers, installing pavement markings, reconstructing existing asphalt concrete berms with drainage openings.

SALT LAKE

Curb Ramps at Various Locations, FY 2008 (X), Salt Lake Boulevard (Stadium Entrance and Exit close to Kam Highway):  Construction of new curb ramps, sidewalks and A.C. transition.  Relocation of existing regulatory / street signs. Utility adjustments. Upgraded traffic signal system. Installation of pavement striping, markings and markers.

Rehabilitation of Secondary Streets at Kaimuki – Palolo Avenue; Pahoa Avenue, 8th Avenue to Kokohead Avenue, 22nd Avenue to Kilauea Avenue; Kapahulu Avenue, Paki Avenue to Kalakaua Avenue; Paki Avenue, Kapahulu Avenue to Poni Mei Street.  Excavating, reconstructing and resurfacing asphalt concrete pavements and base; reconstructing base at bus stops; adjusting street monuments, utility manhole frames and covers; installing pavement markings; reconstructing existing asphalt concrete berms with drainage openings.

WAIMANALO

Retaining Walls Along Waikupanaha Street, Box Culvert No. 5.  Demolish existing spillway; construct of new retaining walls; install new GRP; regrade site; install new metal guardrails and posts; install new chain link fence.

WAIPAHU

Waipahu Street Retaining Wall Repair & 16th Avenue Boulder Basin Dam Wall Reconstruction:  Demolish and rebuild retaining wall, curb ramp, and portion of sidewalk adjacent to Waipahu Elementary School.  Awaiting staging area approval from DPR.  Tentative start of construction date set for October 23, 2009.
