Cloud cover across the islands is heaviest across the Big Island and adjacent windward waters this evening. Overcast low clouds cover all windward Big Island slopes while broken to overcast low clouds cover Kona slopes from Milolii to Kailua-Kona. Kau also has broken low clouds. In contrast, Kauai has scattered to patchy broken low clouds only across mauka areas. Oahu has broken low clouds across the Koolau summits and windward slopes. The eastern tip of Molokai has broken low clouds while Lanai appears to have scattered low clouds. Broken to overcast low clouds cover the windward Haleakala slopes and windward west slopes on Maui. Satellite loop shows low clouds moving across Hawaiian waters generally toward the west southwest at about 20 mph.

Water vapor loop, showing features above about 24000 feet, shows an upper low near 31°N 164°W, about 675 miles northwest of the main Hawaiian islands. An area of broken high clouds from 34°N 163°W to 27°N 157°W to 29°N 164°W lies along the eastern flank of this upper low. This feature appears to be drifting toward the south slowly. Another upper low is noted near 34°N 145°W, moving toward the southwest at 15 mph.

A 250 to 350 mile wide band of overcast layered clouds lies north and west of a line from 50°N 153°W to 44°N 160°W to 37°N 170°W. These clouds join with more overcast layered clouds west of 175°W between 36°N and 51°N. The band of low clouds is associated with a frontal boundary while the layered clouds west of 175°W marks the eastern flank of a low pressure system still west of the dateline.

The intertropical convergence zone is marked by scattered cumulonimbus, cb, and overcast layered clouds east of 150°W between 08°N and 12°N. More cb lie west of 176°W between 08°N and 13°N. A ragged 120 mile wide band of broken low clouds links the two cb areas along an arc from 07°N 150°W to 07°N 160°W to 09°N 175°W.

Broad high pressure centered far north northeast of the area is generating low level trade winds across region, while a weak, but complex, pattern aloft is found over the central north Pacific.

A vast field of scattered to locally broken stratocumulus clouds and shower-bearing cumulus clouds is found near the main Hawaiian islands and across waters east to 140°W and north to 30°N. Individual low cloud motions near the state are from the east northeast at 17 to 23 mph.

Low cloud coverage is following a typical trade-wind pattern over the islands this afternoon, with a greater amount of low clouds observed over and east of the Big Island. As a result, broken low clouds cover windward slopes of the Big Island from Volcano to Upolu Point. Day time sea breezes have led to the development of broken to overcast low clouds over nearly all leeward slopes as well as windward Kau. Patches of broken low clouds are confined to windward slopes on the smaller islands, while adjacent waters are dominated by only scattered low clouds. Few to scattered low clouds are found over leeward areas, although a small area of broken low clouds covers the leeward slopes of Haleakala on Maui.

Subsidence aloft seen in water vapor imagery is producing rather stable conditions over the main Hawaiian islands, while a nearly stationary upper level trough sits 750 miles to the northwest of Kauai. An upper level low embedded in the upper trough near 24°N 178°W is travelling to the west around 15 mph. Isolated thunderstorms present under the upper low this morning have dissipated, leaving towering cumulus cells which rise as high as 26 kft.

To the south of the state, two separate portions of the ITCZ contain active convection north of 10°N. Isolated thunderstorms rise as high as 50 kft south of 13°N in the area east of 148°W and in the area west of 177°W.

Water vapor imagery shows an upper level trough sharpening over the region between the windward side of the Hawaiian island chain and 800 miles northeast of the main Hawaiian islands. Another trough is centered north of 30°N near 168°W but the trough axis stretches southwestward across the far northwestern Hawaiian islands connecting to an upper low near 21°N 175°W. Between these troughs, a sharp north to south oriented upper level ridge is positioned along 162°W, or about 200 miles west of Kauai.

Deep moist convection is limited to the southern portions of the area, south of 12°N, near the intertropical convergence zone which is just south of 10°N. Infrared imagery shows a few thunderstorms with tops above 40000 feet near 10°N 142°W and between 160°W and the dateline between 10°N to 12°N. Elsewhere across the area, scattered to broken low topped stratocumulus dominates. The highest concentration of these clouds is north of 20°N between 165°W and 140°W, and includes the waters surrounding the main Hawaiian islands.

Over the Big Island, broken to overcast low clouds covers the lower slopes below 8000 feet from the Waikoloa Village south to South Point and along the Kau district from South Point to near Volcano. Another deck of broken low clouds stretches from the Puna district across Hilo and along the windward lower slopes northward to Waipio valley.

Over the small islands, scattered low clouds are skirting haleakala's slopes on all sides, and these are locally drifting off the leeward coast reaching Kahoolawe. A small patch of low clouds is found over the mountainous eastern portion of Molokai. More extensive low clouds covers the Koolau mountains of Oahu as well as the Waianae mountains and coast. These clouds are also drifting over the immediately adjacent leeward Oahu coastal waters. Scattered low clouds are hanging across the higher terrain of Kauai and over the leeward coast and waters, reaching Niihau as well.

The cloud tops over the state are estimated by satellite to be between 8000 and 10000 feet, with cloud movement to the west at about 20 mph.

ROAD WORK WEEKLY REPORT

 

Scheduled road work for the week beginning September 5, 2010, for the Department of Design construction, Civil Division (Construction Management Branch), and Wastewater Division (Construction Management Branch) is listed below.  Road work is normally done between the hours of 8:30 AM and 3:30 PM unless otherwise noted.

 

AIEA

Curb Ramps at Various Locations, FY 2009 (A) – Moanalua Rd./Private Driveway, Ewa of Pali Momi St.:  Construction of new curb ramps, sidewalks and A.C. transition.  Installation of pavement striping, markings and markers.

            (Estimated completion date, September 2010)

 

Local Rehabilitation of Streets, Phase 1 (IDIQ#2)  Paving Moanalua Road, Aiea Interchange to Pali Momi Street; manhole adjustments during day; cold planing, reconstruction, and paving during night.  Night work is from Monday night through Saturday morning.

 

EWA

Ewa Villages Revitalization Project – Area "D" Drainage Improvements – Near Kapolei Parkway/Park Row/O.R.&L Railroad:  Installation of an 8' x 6' box drain and connection to existing 10'x 8' box drain.

HALAWA

Rehabilitation of Secondary Streets at Pearl City – Ulune Street (Kahuapaani Street to Kulawea Street), Aiealani Place (Halawa Heights Road to end), Fernridge Place (Halawa Heights Road to end), Halawa Heights Road (Fernridge Place to Mauka end), Hele Mauna Place (Halawa Heights Road to end), Kaimakani Street (Moanalua Road to Ulune Street), Palaialii Place (Halawa Heights Road to end), and Palaialii Way (Palaialii Place to end):  Cold planing, reconstructing, and resurfacing pavement.  Reconstructing base at bus stops.  Adjusting street monuments, utility manhole frames and covers, installing pavement markings, reconstructing existing asphalt concrete berms with drainage openings.

Localized Rehabilitation of Streets, Phase 4, Pearl City, Newtown, Royal Summit,  Pacific Palisades, Pearlridge, Aiea, Aiea Heights, Halawa Heights, and Halawa Valley.  The work includes: cold planing, resurfacing of asphalt concrete pavements, reconstruction of failed pavement areas; adjustment of manhole frame and covers, street survey frame and covers, installation of pavement markings; locating with GPS survey equipment manholes, valve boxes, monuments, etc.

HAWAII KAI

Iolani Avenue Retaining Wall:  Construction of new CRM fence wall and installation of soil nail tie backs and reinforced shotecrete facing on retaining wall at 625 Iolani Avenue fronting Dole Community Garden. Restore A.C. sidewalk fronting new CRM wall.  Remove existing trees and re-plant new trees in Dole Community Garden.

Kuliouou Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), manhole rehabilitation, lateral rehabilitation, and some new installation of sewer lines.  CIPP installation work at Summer Street and May Way.

Mapunapuna Industrial Subdivision Phase One of Tidal Flooding Remediation Program.  Remove existing flap gates and install new check valves at outlet pipes in State channel fronting Kam Highway. Construct new DMH upstream of new check valves. Re-grade swale and adjust DI to provide positive drainage into existing drain system. Upgrade concrete wall at outlet pipes at State channel. Remove debris and sediment from existing storm drains and channel area. Dewater State channel and install temporary dewatering dams.  At the intersection of Ahua Street and Awaawaloa Street, abandon existing storm drain on Ahua Street and install new storm drain MH on upstream end of abandoned pipe.

            (Estimated completion date, September 2010)

 

Maunalaha Road Embankment Improvements:  Work includes roadway excavation; demolition and removal of existing pavements, curbs, gutters, guardrails, and railings; installation of new metal posts, plastic lumber lagging and guardrails; reconstruction and repair of roadway. Contractor will not commence work at the site until May due to material shortage.

            (Estimated completion date, September 2010)

 

Seismic Retrofit of City Bridges at Various Locations, FY 08 – Nehoa Street Bridge between Makiki St. and Anapuni St., and Lusitana Street Bridge between Ladd Ln. and Andrews Ln.:  Installation of concrete and steel shear keys.  Repair concrete spalls and cracks.  Construction of concrete back wall.

Peterson Lane and Pua Lane Sewer Rehabilitation:  New sewer line and manhole installation on King Street (between Dillingham Blvd. and Peterson Lane), Pua Lane and Peterson Lane.  Sewerwork is ongoing on Pua Lane.  Repaving of King, Peterson and Pua lane to follow after sewer work is complete.  Pua Lane – One lane in mauka bound direction will be closed Monday thru Friday, 8:30 a.m. to 3:30 p.m.

Saint Louis Heights Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), manhole rehabilitation, and lateral rehabilitation throughout Saint Louis Heights.  The contractor will also install new sewer lines via pipe bursting at 3 locations along Saint Louis Drive and one easement location between Saint Louis Drive and Frank Street.

Rehabilitation of Kawailoa Road Bridge over Kaelepulu Stream, Bridge No. 411:  Work includes repair of spalls in the concrete elements; replacement of the deteriorated pedestrian walkway and railing at the upstream side of the bridge; repair of deck joints; replacement of the vehicular guardrail system; and traffic safety improvements at the bridge approaches.

Rehabilitation of Streets, Unit 52 – Keolu Drive (Kalanianaole Highway to Akahai Street); Keolu Drive (Akaakaawa Street to Wanaao Road):  Cold planing; resurfacing and reconstruction of asphalt concrete pavements (ACP); adjustment of utility manhole frames and covers; installation of pavement markings and vehicle loop detectors; reconstruction of existing concrete curbs, gutters, sidewalks and Driveways; reconstruction of concrete catch basins; and construction of concrete and asphaltic concrete bus pads.

Seismic Retrofit at City Bridges FY09, Keolu Drive Bridge, and Auloa Road Bridge:  Work consists of making seismic retrofit improvements that include installing: stainless steel bolsters at the deck slab, concrete bolsters/creep blocks, stainless steel plates across expansion joints, and other miscellaneous bridge improvements.

High pressure far to the north is producing trade winds across the central Pacific. Low clouds moving along with the trades are moving 10 to 20 mph toward the west. An area of broken stratocumulus /sc/ sits between 140°W and 160°W from 20°N to 30°N. West of 160°W, low cloud coverage lessens and transition to sc and cumulus clouds.

Over the islands, trade winds are building up cloud cover over the windward slopes and coasts of the islands. Leeward locations have mostly clear skies. Windward coastal waters have scattered to broken low clouds moving along with the trades with some isolated showers embedded within these clouds. Over leeward waters, skies are mostly clear with the exception of broken cloud cover to the lee of Maui county and the Big Island.

Water vapor imagery shows an upper level trough extending from 15°N and the dateline to 30°N 172°W, and continues to the north. The rest of the subtropical central Pacific is dominated by an upper level ridge.

Far south of the state, isolated thunderstorms stretch across the intertropical convergence zone between 5°N and 12°N.
