Based on data through 1800 UTC October 16 2010.

As of 8 am, visible imagery showed scattered clouds over northeast facing mountain slopes of the smaller islands. Elsewhere over the smaller islands, including all of Lanai, skies were clear or there were isolated clouds. Windward coastal waters northeast of the smaller islands had scattered clouds, except for broken clouds headed towards Kauai and Maui. Skies over leeward waters were almost free of low clouds.

The windward side of the Big Island southeast of Laupahoehoe had the greatest concentration of low clouds, i.e, broken to overcast. The rest of the island had only a few low clouds.

Water vapor imagery showed an upper level low centered west of Hawaii near 22°N 172°W and a broad upper level trough extending to the northeast through 30°N 155°W. The low was triggering isolated thunderstorms in an area from 12°N to 30°N between 162°W and 175°W. The closest thunderstorms were 200 miles west southwest of Kauai. Thin high clouds were moving over the islands in the southwesterly flow east of the low and trough.

Low clouds were moving to the west southwest at around 20 mph. Cloud tops were at or below 9000 feet.

Water vapor imagery continues to show a broad upper level trough over the main Hawaiian islands overnight. This upper level trough continues to trigger isolated thunderstorms not that far from the main Hawaiian islands. One area of isolated thunderstorms is about 300 miles west southwest of Kauai at 2 am, with another area of isolated thunderstorms about 400 to 600 miles northwest of the garden isle. High clouds are streaming over the portions of Maui county and the Big Island from the southwest in the upper level wind flow. The high clouds over the Big Island are obscuring lower clouds over the island at 2 am.

Niihau is cloud free at 2 am. Scattered clouds are found over Kauai overnight, with the heaviest concentration on the eastern side of the island. On Oahu, clouds blanket much of the Koolau range and the adjacent coastal areas, with the northern half of the koolau's seeing the heaviest concentration of clouds. Just a few clouds are found over Molokai and Lanai at 2 am. High clouds passing over Kahoolawe are making it difficult on satellite to discern lower clouds over the island, but satellite loops suggest just a few lower clouds over the island at 2 am. Low clouds have decreased over Maui since sunset, with scattered clouds found over the east facing slopes of the west Maui mountains and the east facing slopes of Haleakala.

Low clouds upstream of the islands are moving in from east northeast around 15 mph.

A broad upper level trough over the main Hawaiian islands has sparked isolated thunderstorms near the islands this afternoon. These thunderstorms have been located about 175 miles west of Kauai with tops near 40 thousand feet. The broad upper level trough is also bringing high clouds up and over the Big Island from thunderstorms south of the islands. This area of thunderstorms is about 585 miles southwest of the Big Island with tops near 46 thousand feet.

Scattered clouds are found over Kauai early this evening, and just a few clouds are over Niihau. Thin high clouds are passing over Niihau and Kauai, but are not yet obscuring the lower clouds. On Oahu, clouds are concentrated over the Koolau mountain range, with scattered clouds over the Waianae range. Scattered clouds are over the Halawa Valley on Molokai, and over the interior of Lanai. On Maui, broken clouds are found over the slopes of the west Maui mountains, the central valley, and most of Haleakala. The north facing slopes of Haleakala from hookipa beach park to keanae have the fewest clouds overhead, but additional clouds are just offshore.

On the Big Island, the heaviest concentration of clouds is over the south and north Kona districts. Broken low clouds are found over the Kau district. Scattered to broken low clouds are found elsewhere on the Big Island lower slopes.

WASTEWATER SPILL IN WAIPAHU SECURED

 

(Thurs., Oct. 14, 2010)–The Department of Environmental Services responded this afternoon to a wastewater spill in Waipahu, where approximately 8,250 gallons of raw wastewater escaped from an 8-inch vitrified clay pipe clogged with grease at 94-307 Hilihua Way.

 

                    The wastewater entered a nearby canal that empties into the Middle Loch of Pearl Harbor. The state Department of Health has been notified.

 

                  The call was received at 3:15 pm, crews arrived at 4:35 pm, and the spill was secured by 6:00 pm.

An upper level trough remains over the islands overnight, bringing high clouds streaming to the northeast on the east side of the trough. Most of these high clouds originate in an area of isolated thunderstorms about 350 miles south of the Big Island.

Little has changed with regards to cloud coverage over the main Hawaiian islands since sunset. Just a few clouds over Kauai, Molokai, Lanai and Kahoolawe at 2 am. On Oahu, clouds remain focused over the Koolau range. Maui continues to see clouds over the east facing slopes of the west Maui mountains. Additional clouds are concentrated over the east facing slopes of Haleakala, with a few clouds over the remaining slopes of Haleakala.

On the Big Island, clouds continue to be plentiful over the east side of the island from Upolu Point to Cape Kumukahi. Clouds also continue to be found over the Kau and south Kona districts. The high clouds mentioned above are about 130 miles southeast of the Big Island at 2 am.

Just a few clouds are found immediately upstream of the main Hawaiian islands, and they are moving in from the east northeast around 15 miles an hour.

Water vapor imagery shows an upper level trough over the islands late this afternoon. The upper level wind flow on the east side of the trough is bringing high clouds up along the Big Island from the ITCZ. The high clouds near the Big Island trace back to an area of thunderstorms about 330 miles south of the Big Island.

The last visible satellite images of the day show just a few clouds over Kauai, Molokai, Lanai and Kahoolawe. On Oahu, clouds are over the Koolau range with just a few clouds found elsewhere over the island. On Maui, clouds are found over the east facing slopes of the west Maui mountains. Additional clouds are found over the slopes of Haleakala.

On the Big Island, low clouds are plentiful over the east side of the island from Upolu Point to Cape Kumukahi, including most of the Puna district. Additional clouds are found over the central portion of the Kau district. Clouds cover the south Kona district, and spill over into the southern part of the north Kona district.

Low clouds near the islands are moving from the east around 15 miles an hour.

KAPIOLANI PARK WATER SERVICE TO BE TEMPORARILY SUSPENDED

 

(Wed., Oct. 13, 2010)—The Department of Parks and Recreation will temporarily interrupt water service to Kapiolani Regional Park on the afternoon of Thursday, October 14, 2010 so that necessary maintenance work can be completed.

 

Water service in the park will be interrupted at approximately 4:30 pm and will be restored at approximately 8:30 pm the same day.

 

All Kapiolani Park drinking fountains will be affected, along with the following restroom facilities:

 

·       Old Driving Range;

·       Paki Hale;

·       Hale Lua;

·       Diamond Head Tennis Center;

·       Kapiolani Tennis Courts;

·       Bandstand Comfort Station.

 

Restroom facilities will remain open at Waikiki Playground, on the corner of Paki Avenue and Monsarrat Avenue; and at Kapiolani Beach Center, located makai of Kalakaua Avenue near the Kapiolani Tennis Courts.

 

The temporary interruption is required in order to service the main Backflow Pressure Unit serving the park's water system.

ROAD WORK WEEKLY REPORT

 

Scheduled road work for the week beginning October 17, 2010, for the Department of Design construction, Civil Division (Construction Management Branch), and Wastewater Division (Construction Management Branch) is listed below.  Road work is normally done between the hours of 8:30 AM and 3:30 PM unless otherwise noted.

 

AIEA

Curb Ramps at Various Locations, FY 2009 (A) – Moanalua Rd./Private Driveway, Ewa of Pali Momi St.:  Construction of new curb ramps, sidewalks and A.C. transition.  Installation of pavement striping, markings and markers.

            (Estimated completion date, October 2010)

 

Local Rehabilitation of Streets, Phase 1 (IDIQ#2)  Paving Moanalua Road, Aiea Interchange to Pali Momi Street; manhole adjustments during day; cold planing, reconstruction, and paving during night.  Night work is from Monday night through Saturday morning.

 

EWA

Ewa Villages Revitalization Project – Area "D" Drainage Improvements – Near Kapolei Parkway/Park Row/O.R.&L Railroad:  Installation of an 8' x 6' box drain and connection to existing 10'x 8' box drain.

HALAWA

Rehabilitation of Secondary Streets at Pearl City – Ulune Street (Kahuapaani Street to Kulawea Street), Aiealani Place (Halawa Heights Road to end), Fernridge Place (Halawa Heights Road to end), Halawa Heights Road (Fernridge Place to Mauka end), Hele Mauna Place (Halawa Heights Road to end), Kaimakani Street (Moanalua Road to Ulune Street), Palaialii Place (Halawa Heights Road to end), and Palaialii Way (Palaialii Place to end):  Cold planing, reconstructing, and resurfacing pavement.  Reconstructing base at bus stops.  Adjusting street monuments, utility manhole frames and covers, installing pavement markings, reconstructing existing asphalt concrete berms with drainage openings.

Localized Rehabilitation of Streets, Phase 4, Pearl City, Newtown, Royal Summit,  Pacific Palisades, Pearlridge, Aiea, Aiea Heights, Halawa Heights, and Halawa Valley.  The work includes: cold planing, resurfacing of asphalt concrete pavements, reconstruction of failed pavement areas; adjustment of manhole frame and covers, street survey frame and covers, installation of pavement markings; locating with GPS survey equipment manholes, valve boxes, monuments, etc.

HAWAII KAI

Rehabilitation of Secondary Streets at Ala Wai  The project includes: excavating, reconstructing and resurfacing asphalt concrete pavements and base; providing smooth lateral transitions at all streets and driveways; reconstructing base at bus stop locations; adjusting street monuments, utility manhole frames and covers; installing pavement markings; reconstructing existing asphalt concrete berms with drainage openings. The affected roadways and limits of work are as follows:   Kapiolani Boulevard: From Date Street to South King Street, Isenberg Street: From Kapiolani Boulevard to Bingham Street

Amelia Street Relief Sewer – Amelia Street and adjoining School Street:  Installation of a new 16" sewer line underground along Amelia Street and portion of School Street at Amelia Street

Iolani Avenue Retaining Wall:  Construction of new CRM fence wall and installation of soil nail tie backs and reinforced shotecrete facing on retaining wall at 625 Iolani Avenue fronting Dole Community Garden. Restore A.C. sidewalk fronting new CRM wall.  Remove existing trees and re-plant new trees in Dole Community Garden.

Mapunapuna Industrial Subdivision Phase One of Tidal Flooding Remediation Program.  Remove existing flap gates and install new check valves at outlet pipes in State channel fronting Kam Highway. Construct new DMH upstream of new check valves. Re-grade swale and adjust DI to provide positive drainage into existing drain system. Upgrade concrete wall at outlet pipes at State channel. Remove debris and sediment from existing storm drains and channel area. Dewater State channel and install temporary dewatering dams.  At the intersection of Ahua Street and Awaawaloa Street, abandon existing storm drain on Ahua Street and install new storm drain MH on upstream end of abandoned pipe.

Maunalaha Road Embankment Improvements:  Work includes roadway excavation; demolition and removal of existing pavements, curbs, gutters, guardrails, and railings; installation of new metal posts, plastic lumber lagging and guardrails; reconstruction and repair of roadway. Contractor will not commence work at the site until May due to material shortage.

Seismic Retrofit of City Bridges at Various Locations, FY 08 – Nehoa Street Bridge between Makiki St. and Anapuni St., and Lusitana Street Bridge between Ladd Ln. and Andrews Ln.:  Installation of concrete and steel shear keys.  Repair concrete spalls and cracks.  Construction of concrete back wall.

Localized Rehabilitation of Streets, Phase 3, Nuuanu (Dowsett Highlands), Pacific Heights, Pauoa Valley, Moanalua Valley to west of Fort Shafter, Salt Lake towards Foster Village.  The work includes: cold planing, resurfacing of asphalt concrete pavements, reconstruction of failed pavement areas; adjustment of manhole frame and covers, street survey frame and covers, installation of pavement markings; locating with GPS survey equipment manholes, valve boxes, monuments, etc.

Peterson Lane and Pua Lane Sewer Rehabilitation:  New sewer line and manhole installation on King Street (between Dillingham Blvd. and Peterson Lane), Pua Lane and Peterson Lane.  Sewerwork is ongoing on Pua Lane.  Repaving of King, Peterson and Pua lane to follow after sewer work is complete.  Pua Lane – One lane in mauka bound direction will be closed Monday thru Friday, 8:30 a.m. to 3:30 p.m.

Saint Louis Heights Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), manhole rehabilitation, and lateral rehabilitation throughout Saint Louis Heights.  The contractor will also install new sewer lines via pipe bursting at 3 locations along Saint Louis Drive and one easement location between Saint Louis Drive and Frank Street.

Rehabilitation of Kawailoa Road Bridge over Kaelepulu Stream, Bridge No. 411:  Work includes repair of spalls in the concrete elements; replacement of the deteriorated pedestrian walkway and railing at the upstream side of the bridge; repair of deck joints; replacement of the vehicular guardrail system; and traffic safety improvements at the bridge approaches.

Rehabilitation of Streets, Unit 52 – Keolu Drive (Kalanianaole Highway to Akahai Street); Keolu Drive (Akaakaawa Street to Wanaao Road):  Cold planing; resurfacing and reconstruction of asphalt concrete pavements (ACP); adjustment of utility manhole frames and covers; installation of pavement markings and vehicle loop detectors; reconstruction of existing concrete curbs, gutters, sidewalks and Driveways; reconstruction of concrete catch basins; and construction of concrete and asphaltic concrete bus pads.

Seismic Retrofit at City Bridges FY09, Keolu Drive Bridge, and Auloa Road Bridge:  Work consists of making seismic retrofit improvements that include installing: stainless steel bolsters at the deck slab, concrete bolsters/creep blocks, stainless steel plates across expansion joints, and other miscellaneous bridge improvements.
