HART BEGINS SOIL TESTS FOR WAIPAHU RAIL TRANSIT STATIONS

 

(Fri., October 14, 2011) — The Honolulu Rail Transit Project began soil sampling work this week for two rail stations in Waipahu, the Honolulu Authority for Rapid Transportation (HART) announced today.

 

The soil tests will assist rail project staff in designing the two Waipahu area rail stations: the Waipahu Transit Center station at the intersection of Farrington Highway and Mokuola Street; and the West Loch station at the intersection of Farrington Highway and Leoku Street.

 

The soil work will be done on weekdays between the hours of 7:30 a.m. and 5:30 p.m. No traffic impacts are expected with the soil test work, which will take place on private property. Lane closures are not required for this portion of the work.

 

Scheduled locations and dates of work are:

October 14 to 26, 2011 - Waipahu Transit Center Station

  • Mauka side of station - 94-818 Moloalo Street
  • Makai side - 94-819 Farrington Highway

 

October 27 to November 16, 2011 - West Loch Station

  • Mauka side of station - 94-144 Farrington Highway
  • Makai side - 94-135 Farrington Highway

 

            Those working, living or traveling near the work sites are advised to proceed with caution around the designated work zones and not to cross any barricades fencing off the work areas. HDR/Hawaii Pacific Engineers was awarded the $5.5 million contract to design the Waipahu Transit Center, West Loch and Leeward Community College stations.

HONOLULU IS ONE OF '100 BEST COMMUNITIES FOR YOUNG PEOPLE'

 

(Fri., Oct. 14, 2011)—The City and County of Honolulu has achieved national recognition as one of America's Promise Alliance "100 Best Communities for Young People" presented by ING for its initiatives to help young people. The competition recognizes communities across the country that focus on reducing high school dropout rates and creating brighter futures for young people.

 

The City's 2011 recognition marks the fourth win for Honolulu in this competition. Other winning years were 2006, 2008, and 2010. This year, Honolulu competed with more than 300 communities from all 50 states, the District of Columbia, and Puerto Rico for this honor.  

 

            "We are proud of this national recognition," said Mayor Peter Carlisle. "This award highlights the hard work of many community members who have dedicated their time to making a difference in the lives of our young people."

 

The City was named one of the nation's "100 Best Communities" because Honolulu continues to promote the growth and development of its youth through education, leadership opportunities, and community service learning projects. The communities in this competition must complete a rigorous application process.

 

Honolulu will receive a $2,500 grant, signage identifying the community as one of the nation's "100 Best Communities for Young People," and access to America's Promise Alliance's community development resources.

 

This national recognition demonstrates our commitment to local young people. The award fosters local pride, bolsters economic development, and shines a spotlight on people and programs that are building better communities. The competition also facilitates the sharing of best practices among communities nationwide regarding education, access to health care, reading score improvement, youth service, and pre-school enrollment, among many other areas.

       AFFIRMED CITY CREDIT RATINGS YIELD LOWEST SEWER BOND INTEREST

 

(Thurs., Oct. 13, 2011) – The City and County of Honolulu today successfully sold $169.19 million of Wastewater System Revenue Bonds, securing the bonds at 4.29 percent, the lowest of any tax-exempt wastewater financing ever sold by the City.

 

            The attractive interest rate is attributed to the wastewater system's strong financial position and affirmed credit ratings, saving ratepayers millions of dollars over the life of the bonds.  The lowest previous interest rate secured by the City was 4.554 percent in 2005.

 

            Proceeds will help pay for a variety of important repairs and upgrades to wastewater pump stations, pipes and facilities in Ala Moana, Chinatown, Kailua, Kalihi, Kaneohe, Manoa, Nuuanu, Palolo, Sand Island, Honouliuli, Wahiawa, Waimalu and other neighborhoods.

 

            Moody's and Fitch rated the bonds "Aa2/AA," respectively. Fitch views "the adoption of three multiyear rate packages and subsequent implementation of the series of rate increases during an economic downturn, as an indication of Honolulu's high level of commitment in addressing its mandated capital improvements and available rate flexibility."  The Fitch rating "primarily reflects the very strong financial position of the system and the proactive steps taken by the political leadership and management team to address many years of delayed spending on system capital infrastructure." 

 

            Moody's noted that the City "has worked diligently to comply with evolving state and local federal regulations" including the 2010 Consent Decree that "provides certainty on outstanding litigation and the Department's long-term CIP (Capital Improvement Projects)."  Moody's also noted that the rating and outlook was based on the "expectation that the wastewater system will continue to benefit from approved rate increases and maintain favorable financial performance consistent with the City's conservative financial and debt policies."

 

            Bank of America Merrill Lynch served as the lead underwriter for the offering with Piper Jaffray & Co. as the co-manager. A one-day retail order period for the bonds on Wednesday generated more than $37.8 million of orders from retail customers, both in Hawaii and on the Mainland. Local financial institutions also participated actively in selling and purchasing many of the bonds.

Aiea Heights Drive Emergency Roadway Improvements:  Work includes road/slope stabilization and pavement resurfacing/rehabilitation (incl. installation of metal guardrail and plastic lumber lagging) below Analio Place and above the horseshoe turn.

Mokauea Street Improvements between North King Street and Dillingham Boulevard:

Reconstruction concrete curbs and gutters, driveway and some sidewalks; construct new curb ramps; reconstruct and resurface asphalt roadway.  Post paving activities include installation of permanent pavement markings, adjust utilities to finish grade, and re-install traffic loop detectors.  Work to resume October 3; Only one-way traffic allowed through construction zone.

Punchlist items and reconstruction of Tamashiro Market driveway remain.  One lane in each direction will be closed Monday thru Friday, 8:30 a.m. to 3:30 p.m.

Saint Louis Heights Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), manhole rehabilitation, and lateral rehabilitation throughout Saint Louis Heights.  The contractor will also install new sewer lines via pipe bursting at 3 locations along Saint Louis Drive and one easement location between Saint Louis Drive and Frank Street.

Rehabilitation of Streets, Unit 54 – Wilhelmina Rise, 13th Avenue to Matsonia Street

The work includes demolition and reconstruction of the existing PCC pavement and curbs identified on the plan.  Tree trimming, pruning and removal will be performed as necessary and as identified on the plan.  Adjustment of manholes and frames to grade as necessary; post paving activities include permanent pavement markings.

Wilhelmina Rise Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), lateral rehabilitation, and replacement of sewer lines by open trench.

Pupukea Road Rockfall Mitigation Phase I – Pupukea, Oahu:  The work consists of clearing vegetation within the project limits, scaling boulders and unstable rocks or installing rock dowels (where appropriate), applying shotcrete (where required), installing rock fall protection fences, drapery system and landscaping. One traffic lane will be closed during work hours at Pupukea Road with police performing traffic control duties.

E 'ONI KÂKOU, LET'S MOVE LEEWARD COAST

 

(Thurs., October 13, 2011) — The City and County of Honolulu presents E 'Oni Kâkou, Let's Move! on Saturday, October 15 from 10 a.m.-2 p.m., at Maili Beach Park. The event is part of a national initiative encouraging Americans to get active by promoting a healthy lifestyle through recreation. The local event features healthy cooking demonstrations, including a session by celebrity chef Grant Kawasaki from OC16's Hawaiian Grown cooking show. There will be free blood pressure testing and exercise clinics, such as zumba and hot hula. Vendors from Ma‛o Farms and Kahumana Farms will be selling fresh organic produce.

 

            Let's Move! is a comprehensive initiative, launched by Michelle Obama, that is dedicated to solving the challenge of childhood obesity. Combining comprehensive strategies with common sense, Let's Move! is about ensuring that every family has access to healthy, affordable food and aims to help kids become more physically active.    

            The local effort is free and open to all ages. Other Let's Move! events are being planned for more Oahu communities in the future.

HONOLULU TO BUY NEW BUSES WITH FEDERAL GRANT MONEY 

(Wed., Oct. 12, 2011)—The City and County of Honolulu will be able to purchase approximately 33 new buses with a $12 million federal grant from the State of Good Repair Initiative.

The money, which is administered by the Federal Transit Administration at the U.S. Department of Transportation, will help purchase 40-foot clean diesel buses and reduce the average age of buses in the City fleet.

"We're very grateful to the U.S. Department of Transportation and to Hawaii's congressional delegation," said City Managing Director Doug Chin. "This grant will further enhance our City's nationally recognized bus system." 

"These federal funds will help our ongoing efforts to maintain a reliable bus fleet and to improve fuel economy and reduce engine emissions through continuously purchasing new buses to replace those approaching the end of their useful life," said Department of Transportation Services Director Wayne Y. Yoshioka.

            The City will match the federal grant with approximately $3 million in local funds. The new buses are expected to arrive about 18 months after the federal and procurement procedures are completed.

THE EWA DEVELOPMENT PLAN UPDATE AVAILABLE FOR REVIEW

 

(Wed., October 12, 2011) — The Department of Planning and Permitting announced today that the Ewa Development Plan Review Report is available for public review and comment.  The report includes recommendations for revisions to the Ewa Development Plan and improvements to implementation of the Plan vision and policies.  The Report responds to public comments and suggestions collected from five public workshops, more than 20 community interviews, and over 60 letters and e-mails.

 

            The Ewa Development Plan update is third in a series of required Development Plan and Sustainable Communities Plan reviews that have been sent to the Planning Commission in the last year.

 

            The Department of Planning and Permitting will make presentations and distribute copies of the Report and proposed revised Plan at the Ewa Neighborhood Board meeting on October 13 and at the Makakilo/Kapolei/Honokai Hale Neighborhood Board meeting on October 26.

 

            In addition, a public information meeting will be held at 7 p.m. on Tuesday, November 1 at Kapolei Hale.  Registration and talk story will begin at 6 p.m.

 

            The Review Report, proposed revised Ewa Development Plan, and draft adopting ordinance are available online at http://www.honoluludpp.org/planning/DevSust_Ewa.asp. The documents are also available at the Kapolei Hale Satellite City Hall, Kapolei Public Library, and the Ewa Beach Public Library. A CD may also be requested by calling the Department of Planning and Permitting at 768-8051.
