HART COMMITTEES DISCUSS ANSALDO'S FINANCIAL STATUS

 

(Fri., November 25, 2011) — Members of the Honolulu Authority for Rapid Transportation's (HART) Board of Directors today heard the latest financial status of the company selected for the Honolulu rail project's core systems contract.

 

HART's Finance and Project Oversight committees met today with Ansaldo Honolulu JV officials in light of questions regarding the financial capacity of the winning bidder of the contract. Today's meeting was scheduled after HART interim executive director Toru Hamayasu announced last week that the agency would seek additional financial assurances from Ansaldo Honolulu JV regarding contract compliance.

 

The City in March awarded the core systems contract to Ansaldo Honolulu JV, a joint venture of Ansaldo STS and AnsaldoBreda. The contract includes delivery of train cars and the train control systems, in addition to the operation and maintenance of the rail system after installation.

 

            Working in cooperation with the HART administration, the Finance and Project Oversight Committees provided Ansaldo Honolulu JV a list of questions in order to get additional clarification on their financial and technical capacities.

 

            Project Oversight Committee Chair Damien Kim and Finance Committee Chair Don Horner said that "the committees are appreciative of the candor and the comprehensive information provided during today's two-and-a-half-hour meeting. Overall, the committee members were satisfied that our HART administration has the facts in order to make an informed decision of the Joint Venture's overall capacity."

 

            At today's meeting, Hamayasu said he will review the latest information before determining whether to execute the Ansaldo Honolulu JV contract.

 

            "Ansaldo STS has the demonstrated capacity both financially and technically to serve the people of Honolulu to build and operate a world-class rail system. We are honored and proud to have been selected," said Ansaldo STS CEO Sergio De Luca. "The system will be built and operated primarily by mainland U.S. and Hawaii employees. Our company has a long history of delivering highly successful state-of-the-art rail systems around the world. We have spent many months in planning the HART system and are fully ready to immediately get to work to honor our commitment."

(Fri., November 25, 2011) − Scheduled road work for the week beginning November 27, 2011, for the Department of Design construction, Civil Division (Construction Management Branch), and Wastewater Division (Construction Management Branch) is listed below.  Road work is normally done between the hours of 8:30 AM and 3:30 PM unless otherwise noted.

 

AIEA

Aiea Heights Drive Emergency Roadway Improvements:  Work includes road/slope stabilization and pavement resurfacing/rehabilitation (incl. installation of metal guardrail and plastic lumber lagging) below Analio Place and above the horseshoe turn.

AINA HAINA

Kalanianaole Highway Sewer System Improvement:  CIPP rehabilitation of 24" and 30" sewer lines along Kalanianaole Highway between Wailupe Beach Park and Paiko Drive.

HALAWA

Foster Village Sewer Rehabilitation/Reconstruction:  Installation of new 8" and 12" sewer lines and a sewer manhole along Piikea Street, Haloa Drive, Olino Street, Hakupapa Street, Punihi Street, and Palanihu Place.

HAWAII KAI

Rehabilitation of Streets, Phase 1 (aka IDIQ #2) – Ainakoa Dr, Halekoa Dr, Hind Iuka Dr, Hao St, Kuliouou Rd, Keahole St, Kaluanui Rd, Kealahou St, Halemaumau St, Naio St, Kainui Dr.  Paving Halekoa Dr, Kealahou and Hao St.

 

Repair Kalapaki Street Drainage Ditch Wall – Vicinity of 977 Kalapaki Street:  Removal and disposal of existing concrete ditch wall and slab.  Construction of new reinforced concrete ditch wall and slab.  Installation of new chain link fence.  Repair crack and spalled concrete on existing wall.

            (Estimated completion date, January 2012)

 

Kipu Ditch Storm Drainage Improvements – Vincinity of Kamiloiki Community Park and Kamiloiki Elementary School.  Reconstruction of existing drainage ditch; spall and delamination repairs along portion of drainage ditch; installation of new chain link fence; planting of new trees and biobarrier installation; tree and root pruning and removal of trees, shrubs and hedges for new drainage ditch.

Curb Ramps at Various Locations, FY 2010 (A) – Lunalilo Home Road between Hawaii Kai Dr. and Kalanipuu St.:  Construction of new curb ramps, sidewalks and A.C. pavement transition.  Relocation of existing regulatory/street signs. Adjustment of utility boxes.  Installation of pavement striping, markings and markers.

HONOLULU

Airport Sewer Structural Rehabilitation/Reconstruction:  CIPP rehabilitation of 42" sewer lines at the intersection of Lagoon Dr. and Aolele Street.

Ala Moana Boulevard Sewer Reconstruction (Emergency), Street Lighting and Resurfacing Joint Project:  Pilot tube 16", 18", 24" sewer lines along Ala Moana Boulevard between Piikoi and Atkinson.

Ala Moana Trunk Sewer Rehabilitation:  CIPP rehabilitation of 69" sewer lines along Ala Moana Boulevard between Keawe Street and Kamakee Street.

Rehabilitation of Streets Indefinite Delivery/Indefinite Quantity IDIQ #3 – Kapahulu: 4th ave, 5th ave, Hookipa Way, Pahoa Ave, Kaimuki Ave, Olu St, Mokihana St, Paliuli St and Charles St. and Kulamanu Place.  The scope of work to be performed by the Contractor under this contract may include, but is not limited to: cold planning; slurry seal; crack seal; reconstructing curb and gutters/rolled curbs; resetting of lava rock curbs; aboricultural work; adjusting street survey monuments, utility manholes/boxes, frames and covers; installing pavement striping and markings; and reinstalling vehicle detector loops.

Miscellaneous Drainage Improvements at Various Locations – Kealia Drive (Kamehameha Heights)  Construct concrete drain manholes, concrete drain catch basins, connect to existing drain line, install drain pipes, and relocate existing waterline.

            (Estimated Completion Date, continuing through November 2011)

 

Mokauea Street Improvements between North King Street and Dillingham Boulevard:  Reconstruction concrete curbs and gutters, driveway and some sidewalks; construct new curb ramps; reconstruct and resurface asphalt roadway.  Post paving activities include installation of permanent pavement markings, adjust utilities to finish grade, and re-install traffic loop detectors.

            (Estimated Completion January 2012)

 

Sewer Manhole and Pipe Rehabilitation at Various Locations – Phase 2:  Various manhole rehabilitation along Nimitz Highway between Pacific Street and Sumner Street.

            (Estimated completion date, continuing through November 2011)

 

Curb Ramps at Various Locations, FY 2009 (B), Palolo and Kaimuki:  Construction of new curb ramps, sidewalks and A.C. transition.  Relocation of existing regulatory/street signs. Installation of pavement striping, markings and markers.

            (Estimated completion date, continuing through November 2011)

 

Peterson Lane and Pua Lane Sewer Rehabilitation:  New sewer line and manhole installation in complete on King Street (between Dillingham Blvd. and Peterson Lane), Pua Lane and Peterson Lane.  Repaving of King, Peterson and Pua Lane is complete. Punchlist items and reconstruction of Tamashiro Market driveway remain.  One lane in each direction will be closed Monday thru Friday, 8:30 a.m. to 3:30 p.m.

            (Estimated completion date, continuing through November 2011)

 

Queen Street Roadway Improvements – Queen Street, Diamend Head side of Queen Street and Punchbowl Street intersection:  Demolition and reconstruction of existing concrete bus pad, curb ramps, sidewalk, curb and gutter, and thru gutter.  Cold planing, resurfacing and reconstruction of A.C. pavement.  Adjustment of utility manhole frames and covers.  Installation of pavement striping, markings and markers.

            (Estimated completion date, November 2011)

 

Saint Louis Heights Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), manhole rehabilitation, and lateral rehabilitation throughout Saint Louis Heights.  The contractor will also install new sewer lines via pipe bursting at 3 locations along Saint Louis Drive and one easement location between Saint Louis Drive and Frank Street.

            (Estimated completion date, continuing through November 2011)

 

Rehabilitation of Streets, Unit 54 – Wilhelmina Rise, 13th Avenue to Matsonia Street

The work includes demolition and reconstruction of the existing PCC pavement and curbs identified on the plan.  Tree trimming, pruning and removal will be performed as necessary and as identified on the plan.  Adjustment of manholes and frames to grade as necessary; post paving activities include permanent pavement markings.

            (Estimated Completion July 2012)

 

Wilhelmina Rise Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), lateral rehabilitation, and replacement of sewer lines by open trench.

            (Estimated completion date, continuing through November 2011)

 

KAILUA

Rehabilitation of Streets Indefinite Delivery/Indefinite Quantity IDIQ #3 – Aikahi Park.  The scope of work to be performed by the Contractor under this contract may include, but is not limited to: cold planning; slurry seal; crack seal; reconstructing curb and gutters/rolled curbs; resetting of lava rock curbs; aboricultural work; adjusting street survey monuments, utility manholes/boxes, frames and covers; installing pavement striping and markings; and reinstalling vehicle detector loops.  Slurry seal completed.  Kaneohe Bay Drive repair completed.

            (Estimated completion date, June 2013)

Rehabilitation of Streets Indefinite Delivery/Indefinite Quantity IDIQ #3 – Kaneohe: Mokulele Dr and Kaneohe Bay Dr.  The scope of work to be performed by the Contractor under this contract may include, but is not limited to: cold planning; slurry seal; crack seal; reconstructing curb and gutters/rolled curbs; resetting of lava rock curbs; aboricultural work; adjusting street survey monuments, utility manholes/boxes, frames and covers; installing pavement striping and markings; and reinstalling vehicle detector loops.  Slurry sealing at Mokulele Drive.

PUPUKEA

Pupukea Road Rockfall Mitigation Phase I – Pupukea, Oahu:  The work consists of clearing vegetation within the project limits, scaling boulders and unstable rocks or installing rock dowels (where appropriate), applying shotcrete (where required), installing rock fall protection fences, drapery system and landscaping. One traffic lane will be closed during work hours at Pupukea Road with police performing traffic control duties.

Mailiili Stream Flood Control Improvements – Near Halona Road and Puuhulu Road:  Removal and reconstruction of damaged concrete channel lining, construction of new channel access ramp near Halona Road Bridge, and construction of overflow side-drains on the channel banks.

Opening Night of the 27th Annual Honolulu City Lights
will focus on this year's theme: Holoholo Holiday—Just for Fun! 

(Fri., Nov. 25, 2011)—Thousands of island families and visitors will flock to Honolulu Hale  on Saturday, December 3, 2011, to witness the lighting of the City's 50-foot holiday tree and the popular Public Workers Electric Light Parade.

            The eagerly anticipated holiday celebration, a 27-year tradition in Hawaii that kicks off the holiday season, is presented free by the employees of the City and County of Honolulu, and the Friends of Honolulu City Lights.

            Event sponsors include Hawaiian Electric Company, First Hawaiian Bank, Macy's, Kraft Foods Hawaii, GEICO, ING Direct, John H. Connors Insurance, Hawaiian Airlines, Papa John's Pizza, Aloha Pacific Federal Credit Union, Cox Media Group Honolulu, and Tihati Productions.

            The opening ceremony hosted by Mayor Peter B. Carlisle and featuring special guests will begin at 6 p.m. Those attending the event to view the Electric Light Parade can line King Street from River Street to Honolulu Hale or watch the tree lighting ceremony and parade on a 21-foot screen near the concert stage by the Sky Gate on the municipal grounds. At 6:30 p.m., when the mayor lights the holiday tree and the "corridor of lights" downtown, the parade will proceed past Honolulu Hale.

           More than 30 decorated City vehicles, including fire trucks, TheBus, refuse and police vehicles, and parade sponsor units will be fully "dressed" for the occasion.  Santa will arrive at Mission Memorial Auditorium to hear children's wishes and pose for pictures. When the parade ends, vehicles will remain so kids can meet the City employees and see their decorated units up close.

            Following the conclusion of the opening ceremony, everyone is invited to the Honolulu Hale Courtyard to view the elaborately decorated Christmas trees created by City employees. Don't miss the Christmas wreath contest display in the Lane Gallery at the Waikiki end of Honolulu Hale. The annual wreath contest engages the talents and creative participation of the community. 

            On opening night there will be food booths set up near Sky Gate on the municipal grounds selling local style plates, hamburgers, hot dogs, malasadas, poppers and much more.
At 7:30 p.m., popular local entertainers Andy Bumatai, Na Hoku Hanohano award winners, Kapena, Kaukahi, and Barrett & Tara Awai, island contemporary music group Sam Kapu III Trio, the Anguay sisters, ukulele virtuoso Taimane, local recording artist Starr Kalahiki, Ambassadors in Motion, and the New Hope Band & Singers and Halau of New Hope will perform.

            The public is encouraged to arrive early to avoid traffic delays around Honolulu Hale. Parking is available in the civic center parking structure adjacent to City Hall and at various parking garages in the area. Those arriving early can enjoy the keiki rides and food booths while waiting for the tree lighting and parade to start.

            Bring your cameras because the grounds are decorated with larger-than-life outdoor displays, including the 21-foot Shaka Santa. The Friends of Honolulu City Lights will be selling the 2011 "Holoholo Series" ornaments along with past ornaments created since 2000. Look for their booth set up in front of the Mission Memorial Building facing King Street. Event t-shirts will also be sold from this area, as well as glow sticks, blinkies, and other memorabilia.

           Don't miss seeing the new 12-foot outdoor displays featuring the art work of Summer Fun kids ages 6-13. Five, two-sided cookie displays shaped like Christmas trees, snowmen, stars and gingerbread figures will come alive with the students' art work.

           The Honolulu City Lights tree lighting ceremony, Electric Light Parade and the holiday concert will be broadcast live on opening night on Olelo, Channel 52 starting at 6 p.m.

       Honolulu City Lights is a month-long holiday celebration, closing Monday, January 2, 2012. There are several special events:

·       The City and the Friends of Honolulu City Lights will present a Family Movie Night near the Sky Gate featuring The Wizard of Oz on Saturday, December 17 at 7 p.m.

·       A Toys for Tots collection drive with Stormtroopers of the 501st Legion is set for Honolulu Hale on Friday, December 16 from 6–8 p.m.

·       Free milk and cookies presented by the Hawaii Foodservice Alliance will be available at Honolulu Hale on Friday, December 16 from 6:30–8:30 p.m.

·       ING DIRECT will offer free hot chocolate from their Café Cruiser at the Fasi Municipal Building on December 8, 9, 15, 16, 22 and 23 from 6–9 p.m.

·       After opening night, a different food wagon from Eat the Street will be set up each evening in the flagpole area in front of the Fasi Municipal Building.

            This year's celebration will also include new streetlight banners on King and Bishop streets. Xtreme Fun will have its keiki rides by Sky Gate on opening night and will offer train rides around the grounds starting Friday, December 9. Kraft Foods Hawaii offers Free Photos with Santa Nights in the Honolulu Hale Courtyard on Saturday, December 17 from 5:30–7:30 p.m. and Thursday, December 22 from 6–8 p.m.

CITY VEHICLES WILL PARADE THROUGH DOWNTOWN

 

(Fri., November 25, 2011) — The annual Honolulu City Lights Public Workers Electric Light Parade will be held on the evening of Saturday, December 3, 2011, in Chinatown and Downtown.

 

            The Electric Light Parade, co-sponsored by Hawaiian Electric Company, Macy's, the Friends of Honolulu City Lights, and the City and County of Honolulu, features work vehicles adorned with holiday lights and special decorations.  Among the units will be fire and police vehicles, TheBus, TheHandi-Van, and other service vehicles.  More than 13 high school bands are also expected to perform in the parade.

 

            Street closures for the annual Honolulu City Lights Public Workers Electric Light Parade will affect the movement of traffic in the Chinatown and Downtown areas on the evening of Saturday, December 3.  Details on the route, street closures and detours, and parking restrictions follow.

 

PARADE ROUTE

            The parade starts at approximately 6 p.m. at King and River streets, continues on King Street past Honolulu Hale, and ends at Kawaiahao Street.  Marching bands and some vehicles will continue through the Alapai/South/Kapiolani streets intersection to disburse.  Parade vehicles will park on South King between Punchbowl and Alapai streets for public viewing until 8:00 p.m.

 

DETOURS IN CHINATOWN AND DOWNTOWN

 

  • Makai-bound traffic on Maunakea Street from Beretania Street will be detoured east-bound to Pauahi Street.
  • Bethel Street will be converted into a two-way street for local traffic only, between Hotel Street to the Macy's parking lot driveway.
  • Intermittent traffic flow will be allowed to cross King Street on Nuuanu Avenue and Alakea Street at selected break points in the parade.
  • Bishop Street will become two-way (for local traffic only) between Beretania Street and the Executive Centre parking lot driveway.

 

PARKING IN CHINATOWN AND DOWNTOWN

 

  • Motorists bound for Chinatown and Downtown Honolulu are advised to arrive well before 5 p.m. and to plan for traffic delays.
  • Special traffic controls will be in place to allow access from Beretania Street to parking at Mark's Garage, Macy's and the Chinatown Gateway parking lots for those attending the event at the Hawaii Theater.
  • Parking is also available in the Smith-Beretania Park and Hale Pauahi parking garages.

 

STREET CLOSURES, DECEMBER 3, 2011

 

11:00 a.m.:  Left lane closest to Honolulu Hale on King Street from Punchbowl Street to Kawaiahao Street:  Coning will be in effect until the set up of the tree lighting ceremony is completed.

 

1:30 p.m.:  Crowd-control barricades will be placed on both sides of King Street from Richards to Punchbowl streets.  Trucks will be unloading barricades in lanes nearest the sidewalk.

 

3:00 p.m.:  Crowd-control barricades will be placed on both sides of King Street from Punchbowl to South streets.  Trucks will be unloading barricades in lanes nearest the sidewalk.

 

3:30 p.m.:  Curb lanes on North King Street between Beretania and River streets, and Iwilei Road from Kuwili Street to King Street, will be closed for parade vehicle staging.

 

4:30 p.m.:  Punchbowl Street closed between Beretania and King streets.  Makai-bound traffic will be detoured to Beretania Street.

 

5:00 p.m.:  North King Street closed from Iwilei Road to River Street.  Eastbound traffic on King Street will be detoured to Beretania.

 

5:00 p.m.:  Three mauka lanes on South King Street closed from Alapai Street to Ward Avenue.  Three Ewa lanes on South Street closed from Kapiolani Boulevard to Queen Street.

 

5:05 p.m.:  King Street between Punchbowl and Alapai/South will be streets closed.  Eastbound traffic on King Street will be detoured to Punchbowl Street makai bound.  The Bus Stop on King/Punchbowl Street will be relocated to Punchbowl Street.

 

5:30 p.m.:  King Street will close progressively along the parade route and reopen progressively after the parade, except for the section of King Street from Punchbowl to the Alapai/South/King Street intersection, which will remain closed until 9:00 p.m.

 

            River Street will be closed at Pauahi Street.

            Bishop will be two-way between Beretania and the Executive Center parking lot driveway.

            Makai-bound traffic on Maunakea will be detoured to Pauahi Street.

            Nuuanu Avenue will be open with intermittent traffic flow.

            Bethel Street will become two-way, between Hotel Street and Macy's parking lot entrance.

            Richards Street mauka of King Street will be closed at Beretania Street

            Kekaulike, Maunakea, and Smith streets makai of King Street will be closed at Nimitz Highway.

            Bethel Street will be closed at Merchant Street.

            Mililani Street will be closed at Queen Street.

            Alakea Street will be open with intermittent traffic flow allowed.

 

6:00 p.m.:  Parade Starts

 

PARKING PROHIBITIONS

 

No parking allowed (cars will be towed) after 1:00 p.m. to 12 midnight on Saturday, December 3, 2011 on the following streets:

  • PUNCHBOWL ST., Beretania St to King St, both sides.
  • PUNCHBOWL ST., King St to Queen St, ewa side.
  • KING ST., Both sides River to Alapai Street.
  • KING ST., Kawaiahao Street to South Street, makai side
  • KAWAIAHAO ST., closest to King St, parking meters (4) on the ewa side and parking meters (4) on the koko head side.
  • SOUTH KING STREET, Both sides from Alapai Street to Ward Avenue.
  • SOUTH STREET, Both sides from Kapiolani Boulevard to Queen Street.

 

No Parking allowed (cars will be towed) from 1:00 pm to 8:00 pm, Saturday, December 3, 2011.

  • BERETANIA ST., both sides, River Street to N. King Street
  • RIVER ST., both sides, N. Beretania Street to Hotel St.
  • BETHEL ST., both sides, King Street to Pauahi Street.

 

THEBUS DETOURS

 

            The following bus detours are usually in place for the parade.  Please check www.thebus.org or call 848-5555 for updated information.

 

4:30 p.m.:  Eastbound routes A, B, C, 1, 2, 3, 9, 11, 13  19, 20, 40, 42, 43, 52, 53, 54, and 62 that traverse through Downtown from Aala Park will be detoured via Liliha, east on Vineyard Boulevard, right on Nuuanu Avenue, and left on Hotel Street.

 

From 5 p.m.:  All city buses entering Bishop Street will also be detoured.

 

Bus stops on Hotel and King streets ewa of Nuuanu to the King/Liliha Street intersection will not be serviced until the completion of the parade.
