CITY SEEKS PUBLIC'S INPUT ON AFFORDABLE HOUSING

The Department of Planning and Permitting's Transit-Oriented Development (TOD) Program and the Mayor's Office of Housing are seeking the public's input in developing an Affordable Housing Strategy for Oahu.

The two city agencies are conducting an online survey that asks residents to share their views on local housing needs. The survey is in response to the City Council's desire to better address the island's diverse housing needs, and the survey is one way that Oahu residents can help document their concerns, as well as solutions, relating to affordable housing.

The Affordable Housing Strategy will prioritize city resources in the construction and maintenance of affordable housing. The plan also will be used to revise land use regulations, financial policies, and affordable housing programs.  The city's partners in this effort include the state, housing advocates, and developers.

To participate, go to https://www.surveymonkey.com/s/Honolulu_Housing.  For more information about the TOD Program, see www.todhonolulu.org.

Mayor Caldwell releases quarterly road repaving progress report

Honolulu – Today Mayor Caldwell released the city's quarterly road repaving progress report. Improving Oahu's roads is one of Mayor Caldwell's top priorities.  His ambitious five-year plan calls for repaving an average of 300 lane miles per year in order to repair all 1,500 lane miles deemed unsatisfactory in a 2012 survey.  Last year city contractors repaved a record 398 lane miles.  Now in year two, the city is again ahead of schedule with 126 lane miles having been repaved through the first quarter of 2014.

A major rehabilitation project that repaved 29 lane miles of roads in Kailua over a one-year period and cost $6.1 million was completed last month.  Just as the Windward Oahu project was finished, another began in Mililani when crews started repaving Meheula Parkway.  There are currently 20 ongoing road projects that will repave a total of 747 lane miles at an estimated cost of $176 million.

"We are making unprecedented progress in fixing our roads," said Mayor Caldwell.  "While we are ahead of schedule, we will continue to remain focused and work as efficiently as we can to complete projects as quickly as possible while maintaining a high standard of work.  The public deserves good roads, and we remain committed to making that happen."

In addition to repaving unsatisfactory roads, Mayor Caldwell has stressed the importance of maintaining roads that are still in good condition.  The city uses a slurry seal (emulsified asphalt) coating to extend the life of good roads.  The city also patches potholes within 48 hours of them being reported.  Temporary pothole patching helps create a smoother ride for drivers until more substantive improvements can be made.  As of April 5, the city has filled more than 13,300 potholes this year.  The public is encouraged to report potholes to the city by calling 768-7777.

Holocaust Remembrance Day to be held on April 27

Honolulu – Mayor Caldwell will take part in a Holocaust Remembrance Day service on Sunday, April 27, at 6:30 p.m. at Temple Emanuel-El, 2550 Pali Highway.  At the remembrance service, Mayor Caldwell will present a proclamation declaring April to be Holocaust Remembrance Month.

"This is a somber day, but it is important that we remember," said Mayor Caldwell.  "Remaining aware of the unfathomable evil humans are capable of helps to ensure that in the future people step forward to stop something like this from ever happening again.  It's important for people of all faiths and backgrounds to come together, morn the great loss, and say never again."

In Israel, April 27 is known as Yom HaShoah (Holocaust Remembrance Day).  Since 1953, Yom HaShoah has been Israel's official day of commemorating the six million Jews who lost their lives in the Holocaust.  April 27 also marks the beginning of the Days of Remembrance, a week that has been set aside for the people of Honolulu to remember the victims of the Holocaust and reflect on the need to respect all people, which will run through May 4th.

Bill 1 Public Meeting to be held on April 24

Honolulu – The Department of Transportation Services (DTS), with the assistance of the Department of Enterprise Services (DES), will hold a public meeting to receive comments and concerns regarding the implementation of Bill 1 on Thursday, April 24, 2014, at 6 p.m. in the Mission Memorial Hearings Room.

Input from the public, particularly from food truck owners and operators, is greatly appreciated and will be helpful to DTS and DES in developing rules for the implementation of the bill.  A public hearing will be held once rules have been drafted.

Bill 1, relating to parking, proposed a 2-year pilot project to grant operating permits to mobile food units, or food trucks, within the Hawaii Capital Special District.  Mayor Caldwell returned the bill to Council, unsigned, due to the complete absence of testimony from food truck operators, who will be directly affected by the bill, during the hearing process.  Bill 1 automatically became law on March 28, 2014.
