HONOLULU AWARDED FOR INFORMATION TECHNOLOGY UPGRADES 

(Fri., Nov. 4, 2011)—Mayor Peter Carlisle today announced that the City and County of Honolulu is a first-place winner in the 10th anniversary Digital Cities Survey conducted by the Center for Digital Government and its Digital Communities Program.

The annual survey spotlights municipalities that best show how information and communication technology are used to enhance public service. Honolulu was ranked first among cities with populations of 250,000 or more.

"This prestigious award recognizes the hard work and collaboration of many city employees and our partners," Carlisle said. "We are honored to receive such recognition and I am proud of their accomplishments."

The Center judges cities on the criteria of enterprise applicability or impact across multiple program areas, measurable progress from the prior year, hard dollar savings or soft dollar benefits as a result of technology use, innovation and a demonstration of effective collaboration.

"As citizens continue to expect more and budgets continue to shrink, technology-based tools are needed to streamline operations, reduce costs and encourage citizen participation," said Honolulu Department of Information Technology Director Gordon Bruce. "We are humbled with such recognition and are driven to do even more."

Honolulu was recognized for its innovation on such projects as free municipal wifi and collapsing 14 different telephone systems to a single voice over internet protocol system, improving transparency, and numerous cost saving initiatives.

"Cities that are investing in technology are capturing cost savings that are critical to continuity of operations and their ability to meet higher demand for services," said Todd Sander, director of Digital Communities, in a statement announcing the winners. "The highest-ranking cities in the survey showed great strides in consolidating, enabling shared services, government transparency and communications interoperability. We applaud these innovators as they work in the spirit of collaboration to provide extraordinary value to constituents despite budget setbacks."

VETERANS' DAY HOLIDAY SCHEDULE

 

(Fri. Nov. 4, 2011) City government offices will be closed Friday, November 11, in observance of Veterans' Day.

 

·       Emergency services will be available.

·       People's Open Markets will not be held.

·       Municipal golf courses, the zoo, and botanical gardens will be open.

·       Regular day refuse collections will be provided, and landfills and convenience centers will be open.

·       Buses will operate on a Saturday schedule.  (Specific information available at TheBus website at www.thebus.org)  TheHandi-Van rides must be scheduled  (Specific information available at www1.honolulu.gov/dts/riders.htm.)

 

            These traffic and parking regulations will be in effect:

·       On-street parking will be free, except for the meters on Kalakaua Avenue along Queen Kapiolani Park.

·       Parking will be permitted in tow-away zones that allow parking on holidays.

·       There will be no coning of traffic lanes.

·       Traffic signals at Kalakaua Avenue and Kapiolani Boulevard will be three-phase to permit mauka-bound traffic to turn left onto Kapiolani Boulevard.

Temporary Changes at the HPD Main Station

 

The Honolulu Police Department (HPD) is advising the public of temporary changes at the HPD Alapai headquarters, located at 801 S. Beretania Street, due to the increased security and staffing required for the Asia-Pacific Economic Cooperation meetings in November.

 

From Monday, November 7, to Monday, November 14, 2011, adult arrestees who would normally be processed at the Alapai headquarters will be taken to the Kapolei Police Station, while juvenile arrestees will be processed at the Kalihi Police Station.  The public may call the Kapolei receiving desk at 723-8525 and the Kalihi receiving desk at 723-8207.

 

During this time, walk-in service for police reports from the Records and Identification Division will not be available.  Persons should instead call the division at 529-3271 to get information over the telephone.  Firearms registration and covered offender registration will not be affected and will remain open during normal business hours.

 

The HPD Law Enforcement Museum, located on the first floor of the Alapai headquarters, will be closed to the public from November 7 to 14.  The museum will reopen on Tuesday, November 15.

 

The HPD thanks the public for its cooperation and patience.

MAYOR SALUTES VETERANS AND HEALTH CARE SERVICES

(Thurs., Nov. 3, 2011)—Mayor Peter Carlisle today honored all U.S. service veterans and saluted the health care services provided by the Department of Veterans Affairs Spark M. Matsunaga Medical Center in Honolulu.

At a ceremony in his office, Carlisle proclaimed November 3, 2011 VA Pacific Islands Health Care System Day in the City and County of Honolulu, and presented certificates of recognition to nine veterans from the Wounded Warriors Project to honor their dedicated service and sacrifices.

 "Our veterans have made incredible sacrifices for our nation, and it is important that we all recognize, appreciate and honor their service," Carlisle said.

U.S. flags and service flags are also displayed in front of Honolulu Hale to honor our nation's veterans, and red and blue lights illuminate the grounds.

            The VA Pacific Islands Health Care system provides a broad range of medical care services to an estimated 127,600 veterans throughout Hawaii and the Pacific Islands, including more than 12,000 who served in Operation Enduring Freedom and Operation Iraqi Freedom.

AIEA

Aiea Heights Drive Emergency Roadway Improvements:  Work includes road/slope stabilization and pavement resurfacing/rehabilitation (incl. installation of metal guardrail and plastic lumber lagging) below Analio Place and above the horseshoe turn.

AINA HAINA

Kalanianaole Highway Sewer System Improvement:  CIPP rehabilitation of 24" and 30" sewer lines along Kalanianaole Highway between Wailupe Beach Park and Paiko Drive.

Peterson Lane and Pua Lane Sewer Rehabilitation:  New sewer line and manhole installation in complete on King Street (between Dillingham Blvd. and Peterson Lane), Pua Lane and Peterson Lane.  Repaving of King, Peterson and Pua Lane is complete. Punchlist items and reconstruction of Tamashiro Market driveway remain.  One lane in each direction will be closed Monday thru Friday, 8:30 a.m. to 3:30 p.m.

Queen Street Roadway Improvements – Queen Street, Diamend Head side of Queen Street and Punchbowl Street intersection:  Demolition and reconstruction of existing concrete bus pad, curb ramps, sidewalk, curb and gutter, and thru gutter.  Cold planing, resurfacing and reconstruction of A.C. pavement.  Adjustment of utility manhole frames and covers.  Installation of pavement striping, markings and markers.

Saint Louis Heights Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), manhole rehabilitation, and lateral rehabilitation throughout Saint Louis Heights.  The contractor will also install new sewer lines via pipe bursting at 3 locations along Saint Louis Drive and one easement location between Saint Louis Drive and Frank Street.

Rehabilitation of Streets, Unit 54 – Wilhelmina Rise, 13th Avenue to Matsonia Street

The work includes demolition and reconstruction of the existing PCC pavement and curbs identified on the plan.  Tree trimming, pruning and removal will be performed as necessary and as identified on the plan.  Adjustment of manholes and frames to grade as necessary; post paving activities include permanent pavement markings.

            (Estimated Completion July 2012)

 

Wilhelmina Rise Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), lateral rehabilitation, and replacement of sewer lines by open trench.

Pupukea Road Rockfall Mitigation Phase I – Pupukea, Oahu:  The work consists of clearing vegetation within the project limits, scaling boulders and unstable rocks or installing rock dowels (where appropriate), applying shotcrete (where required), installing rock fall protection fences, drapery system and landscaping. One traffic lane will be closed during work hours at Pupukea Road with police performing traffic control duties.

2011 MAYOR'S CRAFT AND COUNTRY FAIR

 

(Wed., Nov. 2, 2011)—Mayor Peter Carlisle today announced that the 37th annual Mayor's Craft and Country Fair will be held on Saturday, November 19, at the Neal S. Blaisdell Center Exhibition Hall.

           

The yearly event features unique handmade items created by city senior clubs, as well as other crafts, homemade baked goods, white elephant sale, fresh produce from the City's People's Open Market, entertainment, and informational booths.

 

"Our senior club members work all year to make this event special, and residents look forward to this opportunity to purchase unique crafts for the holidays," Carlisle said.

 

The event will be held from 9 a.m. to 2 p.m. Admission is free, although the Department of Parks and Recreation senior clubs welcome canned goods, which will be donated to the Hawaii Food Bank, or unused eye glasses that will be refurbished and distributed to needy individuals.

APEC Park Restrictions

 

The Honolulu Police Department (HPD) is advising the public of temporary park closures and restrictions during the Asia-Pacific Economic Cooperation (APEC) meetings in November.  The restrictions are part of the APEC security requirements. 

 

Please note that dates and times vary. 

 

Ala Moana Regional Park

10 p.m. on Sunday, November 6, to 10 p.m. on Monday, November 14

The Magic Island parking lot and the ewa half of Ala Moana Park will be closed to the public.  In addition, only emergency response vehicles will be allowed in Ala Moana Park; civilian vehicles will not be allowed to enter.  There will be no public parking along Ala Moana Boulevard fronting the park.  Pedestrians may walk to the park and beach and use the areas not designated for emergency response agencies. 

 

Ala Wai Community Park

Midnight on Monday, November 7, to midnight on Monday, November 14

The Ala Wai Community Center, including the parking lot, restrooms, canoe hale, and areas up to the baseball field fence, will be closed to the public.  Baseball and soccer fields will be open and accessible from the Koko Head side of the park. 

 

Kapiolani Regional Park

Midnight on Monday, October 31, to midnight on Monday, November 14

All parking lots on Monsarrat Avenue, including Waikiki Shell lots 1, 2, 3, and 4, and Paki/Monsarrat lot will be closed to the public.  Soccer fields 4 and 5, along with picnic area 3, will also be closed.  All other areas of the park will be open to the public. 

 

Ala Wai Golf Course Ballroom

6 a.m. on Monday, November 7, to 10 p.m. on Tuesday, November 15

The Diamond Head Ballroom will be closed to the public.  The golf course and clubhouse will remain open.

 

Kamokila Community Park

Midnight on Saturday, November 12, to midnight on Monday, November 14

The park and parking areas will be closed to the public.

 Impaired Driver Checkpoints Continue Through the Holidays

 

The Honolulu Police Department (HPD) will be conducting impaired driver checkpoints on Oahu throughout the months of November and December.  The checkpoints will be set up at unannounced times and locations from Monday, October 31, through Monday, January 2, 2012, including (but not limited to) the Halloween, Veteran's Day, Thanksgiving, Christmas, and New Year's weekends.

 

In addition, at least one other checkpoint will be set up on Oahu each week throughout November and December.  The checkpoints are part of the department's ongoing efforts to reduce the number of collisions on our roadways.

 

The HPD is reminding the public not to drink and drive and that the legal drinking age is 21.  Promoting intoxicating liquor to a person under the age of 21 is a misdemeanor punishable of up to one year imprisonment.

 

As of October 31, 2011, 47 people have been killed in 45 traffic collisions on Oahu so far this year.  Speed, alcohol, and/or drugs were factors in at least 18 of those crashes.  During the same period in 2010, 50 people were killed in 50 vehicle collisions; of those, 25 collisions had speed, alcohol, and/or drugs as contributing factors.

 

Honolulu police officers have been conducting impaired driver checkpoints every week throughout the year as part of the federal "52/12" sobriety checkpoint program.
