SUMMER 2012 JUNIOR LIFEGUARD PROGRAM

 

(Thurs., April 5, 2012)—The Department of Emergency Services Ocean Safety Division and the Hawaiian Lifeguard Association announce that online registration for the summer 2012 Junior Lifeguard Program will begin on Saturday, April 7.

 

Registration information is available at www.myjuniorguards.com . No mail-in registrations will be accepted.

 

The Junior Lifeguard Program familiarizes teenagers, 13–17 years old, with ocean awareness and safety. This is a five-day course, Monday through Friday, 9 a.m.-2 p.m., instructed by Ocean Safety Lifeguard Professionals. It will include beach skills, ocean training, surf rescue techniques, physical conditioning, swimming, CPR, first aid, and other related activities. There is a suggested $45 donation for program participation.

 

The program is open to male and female applicants ages 13–17. Applicants must have strong swimming skills and a desire to learn about ocean safety. THIS IS NOT A LEARN TO SWIM PROGRAM.

CITY IMPLEMENTS ONLINE TRAINING FOR BOARDS AND COMMISSIONS

(Wed., April 4, 2012)—The City has implemented a new online Sunshine Law training option for members of boards and commissions. City ordinance requires all board and commission members to participate in a Sunshine Law workshop. Hawaii Revised Statutes Chapter 92, commonly known as the Sunshine Law, mandates all meeting agendas be filed six days in advance, deliberations occur only at meetings, and guarantees the public the right to submit testimony on any agenda item.

         Previously, the workshops could only be conducted with members present. A recent amendment, unanimously approved by the City Council and signed by Mayor Peter Carlisle, now allows this training to be conducted using an online video produced by the State Office of Information Practices.

         "The City has more than 600 members of various boards and commissions," Carlisle said. "Thanks to the support of the City Council, we are using technology to make it easier for members to receive training and utilize staff resources more efficiently."

          The Carlisle administration continues to focus on how to utilize technology to deliver better services to the public. The video, which is available 24 hours, seven days a week, can be accessed from anywhere with an internet connection. Upon completion of watching the training video, members will sign and submit a self-certification form.

PUBLIC SAFETY PROJECTS NOT AT RISK

(Tues., April 3, 2012)—The Honolulu Fire Department, the Honolulu Police Department and the Emergency Services Department today announced that the capital improvement projects for their respective agencies are appropriate and have not been jeopardized in any way due to the rail project.

            "The City administration has supported the HFD's CIP budget requests and allotted appropriate funding," said HFD Chief Kenneth Silva. "The HFD CIP budget is part of a six-year planning and budgeting cycle. Any changes that have occurred in HFD's CIP budget are a result of planning changes. HFD's CIP funding is currently adequate to address agency needs and to sustain its ability to keep the community safe."

            Honolulu Police Deputy Chief Dave Kajihiro said, "HPD has not seen major decreases to its CIP budget. Fluctuations have resulted from adjustments made in plans for upcoming projects. Necessary projects continue to be funded."

            "Under Mayor Carlisle, EMS services have actually increased for Oahu," said Dr. Jim Ireland, director of the Honolulu Emergency Services Department. "While EMS services are funded by the state, the City decided to expand services in Waipio and the downtown Honolulu area in 2011 with savings achieved through management efficiencies, particularly reducing overtime expenses. As for our Ocean Safety Division, we also expanded lifeguarding services in 2011 with the addition of a rescue ski unit on the North Shore of Oahu."

            These agencies are responding to a self-described "truth squad" that last week accused the City of cutting public health and safety capital improvement projects to help pay for the rail project. These false and erroneous statements regarding the rail project and how it relates to other capital improvement projects were corrected by the City that same day to avoid fear and confusion.

            "From the beginning, this administration has strived to be fiscally responsible without compromising public safety" said Mayor Peter Carlisle. "Rail debt is paid for by rail revenues. Rail revenue includes the GET surcharge tax and federal funds. Rail revenue does not include property taxes. No money is being taken from sewers, road repairs or law enforcement to pay for rail."

            The City proposed funding 15 percent more public safety capital projects this year, which means $44.6 million in fiscal 2013 compared to $38.5 million in fiscal 2012. The administration continues to spend prudently to address core services and necessary infrastructure.

                                       STATE TRANSFERS WAIMANALO WWTP TO CITY

 

(Mon., April 2, 2012) – The state of Hawaii signed a Cooperative Agreement last Friday with the City and County of Honolulu to transfer ownership of the Waimanalo Wastewater Treatment Plant to the City.

 

The facility, located at 41-1060 Kalanianaole Highway in Waimanalo, was built in 1969 and placed in service in 1972 by the state's Department of Land and Natural Resources (DLNR).  The City's Department of Environmental Services operated the plant under a 1972 agreement with DLNR.

 

The plant services a portion of the Waimanalo District.  It has a capacity of treating 1.1 million gallons of wastewater daily and currently handles a flow of 550,000 gallons.  The plant uses secondary treatment and sand filtration that discharges the effluent in 10 underground injection wells at 200-foot depths.  Sludge generated at the facility is taken to the Kailua Regional WWTP for final processing before landfilled.  The plant is producing very high quality effluent based on levels of biological oxygen demand (dissolved organic matter) and turbidity (undissolved solids), and ranks as one of the top three of 12 plants on the island.

 

DLNR spent approximately $28 million to upgrade the facility to meet City requirements and 2020 design flows and loads.  Those upgrades were completed in July 2008.

CITY AND COUNTY OF HONOLULU TAKES ON NATIONAL WATER CONSERVATION CHALLENGE

            HONOLULU – Mayor Peter Carlisle today announced the City and County of Honolulu's participation in the Wyland National Mayor's Challenge, a national program committed to improving the environment by using friendly competition to engage citizens' conservation efforts in various municipalities.

"I encourage all Oahu residents to pledge to reduce their water and energy use at home," said Mayor Carlisle. "This challenge, which runs from March 30 to April 30, 2012, is an exciting opportunity to enhance Oahu's eco-friendly reputation as we compete against other cities across the nation to create a more sustainable environment."

Residents can take the Clean Water Pledge at www.mywaterpledge.com and showcase their commitment to conserving water, saving energy, and reducing pollution.  Participants will be eligible hundreds of prizes, including a Toyota Prius, WaterPik Eco-Flow Showerheads, Rainbird home watering kits, and more.

"This challenge will help demonstrate the collective impact of each person's water-reducing efforts," said Board of Water Supply Manager and Chief Engineer Ernest Lau.  "The real prize of this contest is the public awareness it will generate about the importance of water conservation."

Kalihi/Nuuanu Sewer Rehabilitation Phase 1J (Area 8 – Pacific Heights)  Rehabilitation of approximately 1,400 linear feet of 6" and 2,300 linear feet of 8" sewer lines by cured-in-place pipe (CIPP) method.  A number of deteriorated manholes will also be repaired.  Star Road, Pacific Heights Road, Laniloa Road, Booth Road, and Hiolani Place will be affected.  Construction signs and police traffic control will be present.

King Street Reconstruction between River Street and Bethel Street, Chinatown:  Rehabilitation of sewer lines and select laterals, sewer manhole frame and cover replacement, excavation; Installation and backfill for new 6", 8" & 12" water lines, fire hydrants, valves, manholes; Installation and backfill for new 6" drain lines, inlets and manhole connections; Excavation and backfill for new gas lines; Demonish existing concrete and A.C. pavements to install new work and adjust manholes & valves boxes to grade. Removal and reconstruction of approximately 227 L.F. of concrete retaining wall with stone veneer facing; relocate joint utility poles and electrical lines for wall construction; replace existing electrical poles with new poles and lines; relocate existing streetlight fixtures on temporary poles for wall construction; install new streetlight fixtures on new poles; restore AC pavement fronting new wall;

Saint Louis Heights Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), manhole rehabilitation, and lateral rehabilitation throughout Saint Louis Heights.  The contractor will also install new sewer lines via pipe bursting at 3 locations along Saint Louis Drive and one easement location between Saint Louis Drive and Frank Street.

Rehabilitation of Streets, Unit 54 – Wilhelmina Rise, 13th Avenue to Matsonia Street  The work includes demolition and reconstruction of the existing PCC pavement and curbs identified on the plan.  Tree trimming, pruning and removal will be performed as necessary and as identified on the plan.  Adjustment of manholes and frames to grade as necessary; post paving activities include permanent pavement markings

Rehabilitation of Streets, Unit 51 – Moanalua Road, Kaahumanu Street, Hoomaemae Street, and Hoomalu Street:  Cold planing; excavation of existing asphalt concrete pavements; resurfacing and reconstruction of asphalt concrete pavements; portland cement concrete pavements; reconstruction of existing concrete curbs and/or gutters; arboricultural work; repair of catch basins; adjustment of utility manhole frames and covers; installation of pavement markings; vehicle detector loop installation; and traffic control.

            (Estimated completion date, July 2012)

 

WAHIAWA

Rehabilitation of Streets, Unit 58 – California Avenue (Kamehameha Highway to mauka end of California Avenue):  Cold planing; resurfacing and reconstruction of asphalt concrete pavement; adjustment of utility manhole frames and covers; installation of pavement markings and vehicle loop detectors; reconstruction of existing concrete curbs, gutters, berms, sidewalks and Driveways; and construction of concrete and asphalt concrete bus pads.

Beachwalk Force Main Phase I:  2 Staging pits to be constructed along Ala Wai Boulevard from Kalakaua towards Ala Moana Boulevard for the microtunneling installation of new sewer line.
