TRAFFIC ADVISORY: LANE CLOSURES
FOR ARCHAEOLOGICAL SURVEY WORK IN URBAN HONOLULU

 

(Fri., May 11, 2012) − The Honolulu Authority for Rapid Transportation (HART) wants to inform drivers that archaeological survey work continues next week in the urban Honolulu area for the rail transit project.

 

Motorists are advised of lane closures related to the survey work being conducted in the Kalihi, downtown Honolulu, and Kakaako areas.

 

Work will require lane closures during non-peak traffic hours, including possible night work in approved areas.

 

For the safety of both the work crews and motorists, the public is advised to proceed with caution through these areas. Drivers should anticipate possible traffic delays or use alternate routes during work hours, and provide a safe distance between themselves and the construction workers and equipment.

 

Work for the week of Sunday, May 13, through Saturday, May 19, will take place at the following locations:

 

·       Kamehameha Highway (in Kalihi) between Mokauea Street and Kalihi Street from 8:30 a.m. to 3 p.m.

·       Dillingham Boulevard between Kokea Street and Kaaahi Street from 7:30 p.m. to 3 a.m.

·       Nimitz Highway from River Street to Halekauwila Street from 8:30 a.m. to 3 p.m.

 

The City is conducting the archaeological survey work along the urban Honolulu section of the Honolulu rail transit route to identify potential archaeological, historical and cultural resources. The archaeological work will aid rail project staff in their design of the elevated rail guideway.

 

Trenching work will take place at various locations along the Honolulu rail route between Middle Street in Kalihi and Ala Moana Center. Contractors Cultural Surveys Hawaii Inc. and Royal Contracting Co. are conducting the fieldwork.

 

The survey work will be completed before rail construction begins in the urban Honolulu area, as specified under the rail project's programmatic agreement relating to cultural and historic resources.

MEMORIAL DAY POSTER CONTEST WINNERS

 

(Fri., May 11, 2012) – The City's First Lady Judy Carlisle presented award certificates to the winners of the Sew a Lei for Memorial Day Poster Contest yesterday at Honolulu Hale.  First-place winners are Joel Agacid (4th grade), Ewa Elementary School; Raelynn Kala (8th grade), Kapolei Middle School; and Mark Mangayayam (12th grade), Farrington High School.  The winners received recognition certificates from Mayor Carlisle and prizes donated by Pacific Beach Hotel, First Hawaiian Bank, and Menehune Mac.

 

More than 600 entries were submitted from public and private schools throughout the state.  The contest judges were Stacey Yamashita, Pacific Beach Hotel; Cindy Ng, First Hawaiian Bank; Gabrielle "Gabby" Reznik, Miss Teen Hawaii World 2011; Dr. Gary Saito; and Kirk Matthews and Marisa Yamane from KHON 2.

 

The artwork of first-place winners will appear on posters and distributed to the Department of Education, private schools and all city parks and offices, encouraging the public to provide lei to decorate graves for Memorial Day at the National Cemetery of the Pacific and other veterans' cemeteries.  All of the winning and honorable mention posters are exhibited on the third floor of Honolulu Hale through May 31.

 

Each year, the Department of Education is instrumental in coordinating the contest with schools and encouraging students to sew and donate lei for the Memorial Day ceremonies.  Nearly 30,000 lei of the 50,000 required are donated by school children throughout the state, with the majority coming from neighbor island public schools.

 

The Mayor's Memorial Day Ceremony will be held on Monday, May 28, 2012, from 8:30 a.m., at the National Memorial Cemetery of the Pacific.  For more information, contact

(Fri., May 11, 2012)—This year's recipient of the prestigious national Paragon Award for Water Safety is Ralph Goto, Administrator of the Ocean Safety and Lifeguard Services Division for the City and County of Honolulu.

            This major award, bestowed by the International Swimming Hall of Fame (ISHOF), is presented annually to an individual for outstanding service and contributions in aquatic disciplines and safety around the water.

           "We are delighted that Ralph Goto has won this important ocean safety award. We congratulate him for his efforts to make our waters safer for swimmers," said Honolulu
Mayor Peter B. Carlisle.

           ISHOF President and CEO Bruce Wigo will honor Goto today at the International Swimming Hall of Fame in Fort Lauderdale, USA, at the 2012 International Swimming Hall of Fame Honors Weekend. According to Wigo, "Ralph has been a stalwart in his profession."

           Goto has worked for the City since 1981 and has made the dozens of ocean swims, biathlons and triathlons held every year on Oahu safer through his stewardship and management. Each of these events have well-trained lifeguards and experienced safety personnel overseeing the athletes who participate.

CITY RECEIVES APPROVAL FOR KANEOHE-KAILUA SEWER TUNNEL 

(Thurs., May 10, 2012)—The City and County of Honolulu received federal approval to construct a Kaneohe-Kailua gravity tunnel and associated influent pump station instead of the Kaneohe-Kailua Force Main and two multi-million gallon storage tanks. Eliminating the storage tanks will result in significant cost savings.  

         The tunnel, estimated at 10 to 13 feet in diameter, will start at the Kaneohe Pre-Treatment Facility and traverse 3.2 miles to the Kailua Regional Wastewater Treatment Plant.

         The City conducted several public information meetings with members of the Windward Oahu community to explain the options and take into account their input and concerns. The Environmental Impact Statement showed no significant impacts along the route.

         The project is expected to begin this December with demolition. The construction of the tunnel is expected to follow in December 2013. The scheduled completion date is June 30, 2018.

AIEA

Rehabilitation of Streets, Phase 1 (aka IDIQ #2) – Honomanu St.  Paving Honomanu St.  Permanent striping, adjusting manhole and installing traffic detector loops to follow.

 

HAWAII KAI

Rehabilitation of Streets, Phase 1 (aka IDIQ #2) – Ainakoa Dr, Halekoa Dr, Hind Iuka Dr, Hao St, Kuliouou Rd, Keahole St, Kaluanui Rd, Kealahou St, Halemaumau St, Naio St, Kainui Dr.  Paving Halemaumau St.

Houghtailing Street Area Sewer Rehabilitation:  Installation and rehabilitation of sewer lines and construction of new manholes along School Street.

Kalakaua Avenue Sewer Rehabilitation:  Installation of new 8" and 10" sewer line along Kalakaua Avenue between Philip Street and Kapiolani.

Kalihi/Nuuanu Sewer Rehabilitation Phase 1J (Area 8 – Pacific Heights)  Rehabilitation of approximately 1,400 linear feet of 6" and 2,300 linear feet of 8" sewer lines by cured-in-place pipe (CIPP) method.  A number of deteriorated manholes will also be repaired.  Star Road, Pacific Heights Road, Laniloa Road, Booth Road, and Hiolani Place will be affected.  Construction signs and police traffic control will be present.

King Street Reconstruction between River Street and Bethel Street, Chinatown:  Rehabilitation of sewer lines and select laterals, sewer manhole frame and cover replacement, excavation; Installation and backfill for new 6", 8" & 12" water lines, fire hydrants, valves, manholes; Installation and backfill for new 6" drain lines, inlets and manhole connections; Excavation and backfill for new gas lines; Demonish existing concrete and A.C. pavements to install new work and adjust manholes & valves boxes to grade. Work will include portions of River Street, Kekaulike Street, Maunakea Street, Smith Street, Nuuanu Street and Bethel Street where they intersect with King Street. Bridge Rehabilitation at Various Locations I, FY 2009  Puowaina Drive Bridge over Auwaiolimu Street, Bridge No. 236  Repair of spalls in the concrete elements; repair of deteriorated CRM wall; replacement of concrete railing; strengthening concrete bridge sidewalks; shotcrete facing with soil/rock anchors; and miscellaneous repairs..

Saint Louis Heights Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), manhole rehabilitation, and lateral rehabilitation throughout Saint Louis Heights.  The contractor will also install new sewer lines via pipe bursting at 3 locations along Saint Louis Drive and one easement location between Saint Louis Drive and Frank Street.

Rehabilitation of Streets, Unit 54 – Wilhelmina Rise, 13th Avenue to Matsonia Street  The work includes demolition and reconstruction of the existing PCC pavement and curbs identified on the plan.  Tree trimming, pruning and removal will be performed as necessary and as identified on the plan.  Adjustment of manholes and frames to grade as necessary; post paving activities include permanent pavement markings

Wilhelmina Rise Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), lateral rehabilitation, and replacement of sewer lines by open trench.

Beachwalk Force Main Phase I:  2 Staging pits to be constructed along Ala Wai Boulevard from Kalakaua towards Ala Moana Boulevard for the microtunneling installation of new sewer line.

PRODUCTION GRANT PROPOSALS DUE ON MAY 15

 

(Thu., May 10, 2012) − The Mayor's Office of Culture and the Arts reminds applicants that the deadline for Mayor's Production Grants proposals is Tuesday, May 15, 2012. Cultural and arts organizations seeking support for the creation of newly developed artistic works or the preservation of cultural heritage through artistic works can apply for the production grant which awards up to $5,000 to assist organizations in the fields of dance, theater, music, short film, and literature (to include language.)

 

The grants will be awarded to organizations located in the City and County of Honolulu for projects benefiting Oahu residents. Grant support is intended to provide partial funding for a project. Grants are limited and highly competitive.

 

To be eligible for the grant, applicants must be a tax-exempt, publicly supported, and charitable organization by determination of the IRS. Guidelines and applications are available through MOCA, Mission Memorial Building, 550 South King Street, and at http://www1.honolulu.gov/moca/news.htm.

TRAFFIC STUDY ON WAIALAE AVENUE

 

(Thu., May 10, 2012) – The Department of Transportation Services will be conducting a traffic study along Waialae Avenue from May 14 – 18.  As part of the study, left turns will be prohibited into Sacred Hearts Academy and at 5th Avenue in the Ewa-bound direction from 7  to 8 a.m.  Motorists are advised to use alternate routes.

MAYOR CARLISLE LAUNCHES NEW EFFORT TO ADDRESS HOMELESSNESS

(Tues., May 8, 2012)—Mayor Peter Carlisle today announced a new City effort to address homelessness in urban Honolulu by creating specially focused transitional housing. The new Pathways Project is designed to serve homeless people with challenging special needs, such as mental illness, addictions, and physical disabilities.

"Our community has invested considerable effort and resources in addressing homelessness, but there remains a population whose disabilities or chronic conditions make it difficult for them to participate in traditional shelter programs," Carlisle said. "Through The Pathways Project, the City and a nonprofit homeless service agency will be inviting neighborhoods in urban Honolulu to join in developing a community-based solution to assist those with special needs and reduce the impacts of street homelessness."

The City has issued a Request for Proposals to invite agencies interested in partnering on the project, and will provide $3.5 million from the City's Affordable Housing Fund to acquire and/or renovate an existing structure to provide transitional housing to homeless persons with special needs. A specific project site has not been identified. Funds will be awarded to a nonprofit agency that will be responsible for working with neighborhoods in urban Honolulu to obtain a community consensus that The Pathways Project is an acceptable means to address homelessness in their neighborhood. A specific project site will be identified to implement the project only after a positive community consensus has been achieved.

Homeless persons with special needs are among the most visible of Honolulu's homeless population, with a large population centered in urban Honolulu between Waikiki and Kalihi.  National studies have shown that appropriate transitional shelter programs, specifically designed to serve the unique needs of this population can be successful in transitioning them to long-term housing.

 Proposals from nonprofit agencies should be submitted to the City by May 30, 2012. The City will select an agency in June 2012, and the community planning effort to identify a site will be launched thereafter. FORT STREET MALL SATELLITE CITY HALL REOPENS

 

(Mon., May 7, 2012) − Mayor Peter B. Carlisle reopened the Fort Street Mall Satellite City Hall at a ceremony today. The office was closed for interior renovations. The work was completed in house by the City's Department of Facility Maintenance and Department of Information Technology on time and within budget.

 

            The renovation cost approximately $12,700 and includes new carpeting, cabinets, window blinds, lighting, phones, computers, and security camera installation. The Satellite City Hall's Downtown location makes it one of the busiest. More than 100,000 transactions are made each year including 41,839 motor vehicle transactions, 24,357 bus passes sold, and more than 18,000 driver licenses issued and 8,000 water bill payments processed.

 

            The Fort Street Mall Satellite City Hall is open Monday through Friday, 8 a.m. to 4 p.m., and is located at 1000 Fort Street Mall.  There are ten Satellite City Hall locations on Oahu.
