A weak surface trough remains over or just east of the island chain this early morning, and appears to be moving slowly east. Low ceilings and rain continue to affect portions of the Big Island, especially in the Puna and Hilo districts. Scattered to broken low clouds have been impacting Maui and Molokai, while low ceilings have been prevalent in eastern parts of Oahu, including coastal areas and the Koolau range. Elsewhere skies are clear to partly cloudy, discounting high-cloud ceilings over Kauai and its adjacent waters. Low clouds are moving from the north to northeast at 10 to 15 mph from Kauai to Maui, and from the east near 10 mph east of the Big Island. Low level flow appears to be light and variable over the island of Hawaii itself.

Broken multilayered cloudiness and showers remain just north- northeast of the Big Island, as was the case last evening. Small areas of scattered low clouds and isolated showers are otherwise randomly dispersed throughout the coastal waters.

A cold front is approximately 1000 miles northwest of Kauai and has been heading toward the east near 30 mph. High clouds riding over the top of the surface boundary have been filling the skies from the front eastward to Kauai and its adjacent waters. As the front approaches Midway atoll, winds at the site have been from the southwest between 15 and 20 mph. Low ceilings have also been on the increase in the area.

Another weak surface trough is about 500 miles southeast of the Big Island and has been pushing west slowly. The system has been inducing showers and isolated thunderstorms within 60 miles either side of a line from 21°N 146°W to 18°N 146°W to 17°N 148°W to 14.5°N 149.5°W. Farther south, convection is firing along the intertropical convergence zone. Most of these showers and thunderstorms are located from 07°N to 13°N between 141°W and 157°W. More activity is found from 07°N to 11°N between 138°W and 141°W, and from 06°N to 09°N between 157°W and 161°W.

Based on data through 0430 UTC November 20 2010.

A surface trough is over the eastern end of the island chain and appears to be moving slowly toward the east. Broken to overcast low clouds, showers, and isolated thunderstorms are associated with the boundary, with some of the convection currently affecting the area from Hamakua to Puna on the east side of the Big Island. Low ceilings are also evident over coastal and upslope sections of Kau. Skies are predominantly clear to partly cloudy elsewhere around the aloha state. Low cloud motion is from the north to northwest at 5 to 15 mph from Kauai to the west side of the Big Island, with speeds increasing from west to east. Low level flow is from the east at 10 mph just east of the Big Island.

Showers and isolated thunderstorms are occurring just northeast and east of the Big Island. There are more showers over Kahoolawe, south of Maui, and immediately west of south Kohala on the Big Island. A plume that had exited to the south of Oahu is embedded with showers and is now west of Lanai. A small area of precipitation exists north of Oahu and northwest of Molokai. Except for high cloudiness approaching Kauai from the northwest, conditions are otherwise clear to scattered in the adjacent coastal waters.

As mentioned above, high clouds are about to overspread Kauai from the northwest. These broken to overcast cirrus clouds are riding over the top of a surface front far northwest of the state. At the moment, most of the cloudiness is north of 22°N west of 160°W.

A weak surface trough is around 500 miles southeast of the Big Island and has been pushing west slowly. The system has been igniting showers and isolated thunderstorms within 50 miles either side of a line from 21°N 145°W to 17.5°N 145°W to 16°N 148°W. Somewhat farther south, convection is flaring along the intertropical convergence zone. Most of this convection is located from 08°N to 13°N between 140°W and 152°W. More activity is found from 06.5°N to 09°N between 152°W and 162°W.

MAYOR CARLISLE CALLS FOR SAFE AND SOBER HOLIDAY DRIVING

 

(Fri., Nov. 19, 2010)—Mayor Peter Carlisle today joined Mothers Against Drunk Driving (MADD) to remind everyone to drive safe and sober, especially during the holiday season, and urged drivers to tie red ribbons to their vehicles in support of MADD's "Tie One On For Safety" campaign.

 

            "Everyone loves to have fun and enjoy the holidays with friends and family, but everyone should understand that driving while impaired by alcohol is never acceptable," said Carlisle, who helped distribute red ribbons with MADD at Tamarind Square and will make them available to City employees.

 

The ribbons represent drivers' pledges to drive safe, sober and buckled up, and remind other drivers and passengers to do the same.

 

Carlisle and MADD urge party hosts to offer non-alcoholic beverage options and to provide alternative transportation or accommodations for guests who have been drinking.

CITY 'ELVES' CREATING HOLIDAY MAGIC

AT HONOLULU HALE

 

(Thurs., Nov. 18, 2010)—Honolulu Hale is bustling with hard work and holiday cheer.

 

City 'elves' and their helpers are filling the interior courtyard with colorful and elaborate decorations for the 26th annual Honolulu City Lights celebration.

 

The lawn area fronting City Hall and the Civic Center grounds will also be decorated with exciting and creative displays.

 

The festival begins Sat., Dec. 4 at 6 p.m. and includes the traditional tree lighting ceremony, the Public Workers' Electric Light Parade and a holiday concert.

 

The holiday decorations will be on display for all to enjoy through the end of the year.

A weak frontal boundary extended roughly through 30°N 153°W to a very weak low pressure circulation near 22°N 155.5°W, or about 115 miles north of the Big Island this afternoon. The boundary near 30°N latitude was nearly stationary while the south end just north of the state was drifting slowly east near 5 miles an hour.

A few isolated thunderstorms were forming along and within 150 miles of the frontal boundary. The storms have been slowly diminishing near the islands throughout the day. These relatively weak storms tops had tops near 30000 feet this afternoon. Most of the cloudiness along the frontal band as seen on satellite imagery was due to broken to overcast cirrus clouds.

Water vapor imagery showed a narrow upper level trough over or just west of Oahu. The trough was migrating east at 25 miles an hour. The trough axis stretched from 30°N 156.5°W to 20°N 159.5°W. The cirrus along the frontal cloud band was situated immediately east of the trough axis.

At 2 pm, the vast majority of the Big Island had cloudy skies due to low clouds forming from daytime heating. Southeast Maui had some low cloudiness as well. But the rest of the state was mostly sunny except for some high clouds over Lanai and Molokai. Patches of mostly scattered low clouds were common over the surrounding nearby waters. However, there were a few towering cumulus clouds near Maui county, mainly south of Lanai and Maui.

CITY PARK CAMPING PERMITS AVAILABLE ON WEDNESDAY

            (Fri., Nov. 19, 2010)—City camping permits will be issued on Wed., Nov. 24, due to the Thanksgiving Day holiday on Thurs., Nov. 25 and a scheduled furlough day on Fri., Nov. 26.

The permits will cover Dec. 10 through Dec. 15, 2010.

There is no fee to camp at City campsites, but permits are required. Permits are issued from 8 a.m. to 4 p.m. at the Parks Permits Section on the ground floor of the Fasi Municipal Building at 650 South King Street; Kapolei Satellite City Hall at 1000 Uluohia Street; and Wahiawa Satellite City Hall at 330 North Cane Street.

Camping permits are issued on a first come, first served basis. Each applicant must apply in person and be at least 18 years old. Applicants are limited to one permit each, which allows a maximum of ten persons, children included, and two family-sized tents to be erected.

Water vapor imagery shows a longwave upper level trough with an axis from 46°N 180°E to 30°N 162°W to 21°N 166°W. West of the axis, a 135 mph east to west oriented jet streak runs along the southern flank of the upper low according to satellite derived winds. A wide band of broken cirrus clouds accompany the jet which mainly covers between 25°N and 38°N and west of 168°W.

Shortwave energy persists directly on the eastern side of the base of the trough which is currently moving across Oahu and Maui county. East of the trough, a weak ridge persists with an axis from 33°N 149°W to 22°N 149°W. Another trough is then located east of that ridge from 31°N 137°W to 22°N 136°W. All of these upper level features are in a line between 20°N to 40°N and moving east at 25 to 30 mph.

A cold front extends from 30°N 155°W to 21°N 157°W to 20°N 161°W and is currently advancing eastward at 15 mph across the Kaiwi Channel and Molokai this morning. Along the front, a 200 mile wide line of scattered thunderstorms and heavy showers covers the smaller main Hawaiian islands from the Alenuihaha channel to Kauai and further westward. Clouds in this vicinity are overcast and layered with embedded towering cumulus with tops as high as 30 kft. A stronger thunderstorms cell is 50 miles northeast of Kauai and has tops to 45 kft. Across the Big Island, broken cumulus with isolated towering cumulus clouds most of the island interiors and coastlines. Showers have popped up over the Kohala and north Kona coast this morning.

Elsewhere, a slow moving cold front runs from 29°N 166°W to 21°N 174°E. This front is characterized by a 150 mile wide band of overcast stratus clouds.

MAYOR CARLISLE ANNOUNCES CRAFT FAIR SET FOR DEC. 4

(Thurs., Nov. 18, 2010)—Mayor Peter Carlisle today announced that the 36th annual Mayor's Craft and Country Fair has been rescheduled and will be held on Saturday, December 4, 2010 at the Neal S. Blaisdell Center Exhibition Hall's Hawaii Suites.

The yearly event features unique handmade items created by City senior clubs, along with other exciting arts, crafts and entertainment.

"I'm very pleased that the seniors who make this event so special will have the opportunity to share their wonderful crafts with everyone," Carlisle said.

The event will be held from 9 a.m. to 2 p.m. Admission is free.

            The fair had originally been scheduled for November 20, but that date was cancelled in response to concerns about tax enforcement issues that could have affected some vendors. The City is working closely with vendors and State tax enforcement officials to address such concerns.

Vendor space at the fair is limited, and the City is not seeking additional vendors for the event at this time.

A series of upper level troughs are passing west to east through the northern portions of the region. One is located near 30°N 138°W, another is along 165°W between 25°N and 30°N. Between these two troughs is a weak north south upper ridge axis along 155°W between 10°N and 30°N. All of these upper level features are moving east at 20 to 30 mph.

Over the main Hawaiian islands, a line of thunderstorms with tops to 42000 feet is located over the northwest coastal waters of Kauai, about 30 miles northwest of the napali coast, is embedded within a larger area of layered clouds covering the coastal waters southwest through northwest through northeast of Kauai, and covering the northwest half of the island of Kauai. The thunderstorms are moving east at 15 to 20 mph. Additional towering cumulus, with tops to 20000 feet, are located over the Kauai channel within 20 miles west of oahu's northwest shore. An area of high clouds, a remnant of a previous thunderstorm, is covering eastern Oahu and the Kaiwi Channel and moving east. Broken low clouds are covering all of Oahu and the surrounding coastal waters, eastern Molokai, Lanai and the western island of Maui. Broken low clouds are found along the lower slopes of the Big Island below 9000 feet, with isolated cumulus tops to 14000 feet on the eastern upper slopes of Mauna Kea and Mauna Loa. Low cloud motion is generally to the north northwest at 10 mph east of Molokai and to the northeast at 10 to 15 mph from Molokai west.

A large area of layered clouds are located north of 23°N between 158°W and 162°W. This area is a result of two merging narrow cloud bands which continue south from this main area to 19°N 170°W and to 20°N 162°W respectively. Within this area of clouds are scattered embedded thunderstorms with tops to 48000 feet. A 75 to 100 mile wide frontal cloud band consisting of low topped cumulus and a few towering cumulus is stretching from 30°N 165°W to 22°N 180°, and is moving east at around 25 to 30 mph.

ROAD WORK WEEKLY REPORT

 

Scheduled road work for the week beginning November 21, 2010, for the Department of Design construction, Civil Division (Construction Management Branch), and Wastewater Division (Construction Management Branch) is listed below.  Road work is normally done between the hours of 8:30 AM and 3:30 PM unless otherwise noted.

 

AINA HAINA

Rehabilitation of Streets Indefinite Delivery/Indefinite Quantity IDIQ #3 – Aina Haina:  The scope of work to be performed by the Contractor under this contract may include, but is not limited to: cold planning; slurry seal; crack seal; reconstructing curb and gutters/rolled curbs; resetting of lava rock curbs; aboricultural work; adjusting street survey monuments, utility manholes/boxes, frames and covers; installing pavement striping and markings; and reinstalling vehicle detector loops.  Hind Iuka Dr from Mona St to End slurry seal is done.

            (Estimated completion date, June 2013)

 

HALAWA

Rehabilitation of Secondary Streets at Pearl City – Ulune Street (Kahuapaani Street to Kulawea Street), Aiealani Place (Halawa Heights Road to end), Fernridge Place (Halawa Heights Road to end), Halawa Heights Road (Fernridge Place to Mauka end), Hele Mauna Place (Halawa Heights Road to end), Kaimakani Street (Moanalua Road to Ulune Street), Palaialii Place (Halawa Heights Road to end), and Palaialii Way (Palaialii Place to end):  Paving completed.  Punch list for manhole adjustment remaining.

HAWAII KAI

Curb Ramps at Various Locations, FY 2008 (X), Kaumakani Street / Lunalilo Home Road, Kalanipuu Street / Lunalilo Home Road:  Construction of new curb ramps, sidewalks and A.C. transition.  Relocation of existing regulatory / street signs. Installation of new Heco handhole and conduits. Adjustment of Heco pullbox. Installation of pavement striping, markings and markers.

HONOLULU

Rehabilitation of Secondary Streets at Ala Wai  The project includes: excavating, reconstructing and resurfacing asphalt concrete pavements and base; providing smooth lateral transitions at all streets and driveways; reconstructing base at bus stop locations; adjusting street monuments, utility manhole frames and covers; installing pavement markings; reconstructing existing asphalt concrete berms with drainage openings. The affected roadways and limits of work are as follows:   Kapiolani Boulevard: From Date Street to South King Street, Isenberg Street: From Kapiolani Boulevard to Bingham Street

Amelia Street Relief Sewer – Amelia Street and adjoining School Street:  Installation of a new 16" sewer line underground along Amelia Street and portion of School Street at Amelia Street

Iolani Avenue Retaining Wall:  Construction of new CRM fence wall and installation of soil nail tie backs and reinforced shotecrete facing on retaining wall at 625 Iolani Avenue fronting Dole Community Garden. Restore A.C. sidewalk fronting new CRM wall.  Remove existing trees and re-plant new trees in Dole Community Garden.

Local Rehabilitation of Streets, Phase 1 (IDIQ#2)  Paving Keeamoku St. from Kaihee St to Mauka End and Kalihi St from Maliu St to Mauka End

 

Rehabilitation of Secondary Streets at Makiki; Kinau St from Alapai St to Waiau Pl, Wilder Ave from Spencer St to Dole St. and Dole St from Wilder Ave to St. Louis Dr.  The project will demolish, remove and dispose of existing pavements in Honolulu area. Resurface or reconstruct these streets with asphalt concrete pavement.  Adjust manholes and monuments to road grades.  Restore all pavement striping, markings and markers.  Collect GPS data on manholes, street monuments, valve boxes, fire hydrants, and other features as directed by the City before construction begins.

Mapunapuna Industrial Subdivision Phase One of Tidal Flooding Remediation Program.  Remove existing flap gates and install new check valves at outlet pipes in State channel fronting Kam Highway. Construct new DMH upstream of new check valves. Re-grade swale and adjust DI to provide positive drainage into existing drain system. Upgrade concrete wall at outlet pipes at State channel. Remove debris and sediment from existing storm drains and channel area. Dewater State channel and install temporary dewatering dams.  At the intersection of Ahua Street and Awaawaloa Street, abandon existing storm drain on Ahua Street and install new storm drain MH on upstream end of abandoned pipe.

Mokauea Street Improvements between North King Street and Dillingham Boulevard:  Reconstruction concrete curbs and gutters, driveway and some sidewalks; construct new curb ramps; reconstruct and resurface asphalt roadway.  Post paving activities include installation of permanent pavement markings, adjust utilities to finish grade, and re-install traffic loop detectors.

Rehabilitation of Secondary Streets at Kaimuki – Palolo Avenue; Pahoa Avenue, 8th Avenue to Kokohead Avenue, 22nd Avenue to Kilauea Avenue; Kapahulu Avenue, Paki Avenue to Kalakaua Avenue; Paki Avenue, Kapahulu Avenue to Poni Mei Street.  Paving completed, working on manhole adjustments.

Peterson Lane and Pua Lane Sewer Rehabilitation:  New sewer line and manhole installation on King Street (between Dillingham Blvd. and Peterson Lane), Pua Lane and Peterson Lane.  Sewerwork is ongoing on Pua Lane.  Repaving of King, Peterson and Pua lane to follow after sewer work is complete.  Pua Lane – One lane in mauka bound direction will be closed Monday thru Friday, 8:30 a.m. to 3:30 p.m.

Punchbowl Street and Lusitana Street Drainage Improvements:  The work consists of drainlines and manholes rehabilitation with Cast-in-place-pipe (CIPP) in Punchbowl Street, and 24-inch drainline and curb replacement in Lusitana Street. One lane road closure will be limited to 8:30 a.m. to 3:30 p.m., Monday thru Friday, except for County furlough and holidays. Work will begin in December 2010.

Saint Louis Heights Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), manhole rehabilitation, and lateral rehabilitation throughout Saint Louis Heights.  The contractor will also install new sewer lines via pipe bursting at 3 locations along Saint Louis Drive and one easement location between Saint Louis Drive and Frank Street.

Curb Ramps at Various Locations, FY 2008 (X), South Beretania Street / Ward Avenue:  Construction of new curb ramps, sidewalks and A.C. transition.  Relocation of existing regulatory / street signs. Rehabilitation of Kawailoa Road Bridge over Kaelepulu Stream, Bridge No. 411:  Work includes repair of spalls in the concrete elements; replacement of the deteriorated pedestrian walkway and railing at the upstream side of the bridge; repair of deck joints; replacement of the vehicular guardrail system; and traffic safety improvements at the bridge approaches.

Rehabilitation of Streets, Unit 52 – Keolu Drive (Kalanianaole Highway to Akahai Street); Keolu Drive (Akaakaawa Street to Wanaao Road):  Cold planing; resurfacing and reconstruction of asphalt concrete pavements (ACP); adjustment of utility manhole frames and covers; installation of pavement markings and vehicle loop detectors; reconstruction of existing concrete curbs, gutters, sidewalks and Driveways; reconstruction of concrete catch basins; and construction of concrete and asphaltic concrete bus pads.

Seismic Retrofit at City Bridges FY09, Keolu Drive Bridge, and Auloa Road Bridge:  Work consists of making seismic retrofit improvements that include installing: stainless steel bolsters at the deck slab,

concrete bolsters/creep blocks, stainless steel plates across expansion joints, and other miscellaneous bridge improvements.

Kaneohe Bay Drive Trunk Sewer Reconstruction:  Installation of new sewer lines, new manholes, and cured in place pipe (CIPP).  Work will occur on Kaneohe Bay Drive between Mokapu Road and Kuono Place, Kaimalu Place and Way, Ikeanani Drive, and Kuakoa Place.

Manana Infrastructure Improvements, Phase VI – Connector Road (Kuala Street to Kuahaka Street)  Construct 60-foot wide roadway from Kuala Street to Kuahaka Street. The work includes, vector control; clearing, grubbing and grading; installation of new storm drain, Heco, Hawaiian Telcom, street light and traffic signal systems; concrete slab protection for existing sewer and water lines; grade adjustments in private lots; new noise and retaining walls, chain link fence and gates: reconstruction of existing drain, water and sewer MHs and valves to new finish grade; installation of curbs, gutters, sidewalks, driveways, curb ramps and sidewalk culverts; installation of irrigation system and landscape improvements; tree removal and pruning in private lots; road paving; pavement markings and markers and street signs.
