CITY JOINS NFL 'PLAY 60' PROGRAM TO FIGHT CHILDHOOD OBESITY

 

 

(Fri., Jan. 27, 2012)—Mayor Peter Carlisle today announced that the City's Department of Parks and Recreation will host the National Football League's "Play 60" program, which seeks to prevent child obesity by encouraging kids to play outdoors for at least 60 minutes every day.

 

            "Childhood obesity is a serious problem, but it's one we can beat," Carlisle said. "Let's all get in better shape this year, and let's have some fun doing it."

 

Play 60 will be integrated into the After School and Summer Fun programs at all City parks this summer, and Honolulu has been named an Official City in Support of NFL Play 60—The NFL Movement for an Active Generation.

 

The Department of Parks and Recreation and NFL will bring more than 200 children from throughout Oahu to Aloha Stadium this Saturday, January 28 to participate in NFL Pro Bowl Ohana Day 2012, where they will meet NFL players and participate in other activities.

(Thurs., January 26, 2012) − Scheduled road work for the week beginning January 29, 2012, for the Department of Design construction, Civil Division (Construction Management Branch), and Wastewater Division (Construction Management Branch) is listed below.  Road work is normally done between the hours of 8:30 AM and 3:30 PM unless otherwise noted.

 

HALAWA

Foster Village Sewer Rehabilitation/Reconstruction:  Installation of new 8" and 12" sewer lines and a sewer manhole along Piikea Street, Haloa Drive, Olino Street, Hakupapa Street, Punihi Street, and Palanihu Place.

            (Estimated completion date, continuing through January 2012)

 

HAWAII KAI

Rehabilitation of Streets, Phase 1 (aka IDIQ #2) – Ainakoa Dr, Halekoa Dr, Hind Iuka Dr, Hao St, Kuliouou Rd, Keahole St, Kaluanui Rd, Kealahou St, Halemaumau St, Naio St, Kainui Dr.  Paving Halekoa Dr, Kealahou and Hao St.  Adjusting manholes and permanent striping to follow.

 

Repair Kalapaki Street Drainage Ditch Wall – Vicinity of 977 Kalapaki Street:  Removal and disposal of existing concrete ditch wall and slab.  Construction of new reinforced concrete ditch wall and slab.  Installation of new chain link fence.  Repair crack and spalled concrete on existing wall.

            (Estimated completion date, January 2012)

 

Kipu Ditch Storm Drainage Improvements – Vincinity of Kamiloiki Community Park and Kamiloiki Elementary School.  Reconstruction of existing drainage ditch; spall and delamination repairs along portion of drainage ditch; installation of new chain link fence; planting of new trees and biobarrier installation; tree and root pruning and removal of trees, shrubs and hedges for new drainage ditch.

Curb Ramps at Various Locations, FY 2010 (A) – Lunalilo Home Road between Hawaii Kai Dr. and Kalanipuu St.:  Construction of new curb ramps, sidewalks and A.C. pavement transition.  Relocation of existing regulatory/street signs. Adjustment of utility boxes.  Installation of pavement striping, markings and markers.

HONOLULU

Houghtailing Street Area Sewer Rehabilitation:  Installation and rehabilitation of sewer lines and construction of new manholes along School Street.

            (Estimated completion date, continuing through January 2012)

 

Kalakaua Avenue Sewer Rehabilitation:  Installation of new 8" and 10" sewer line along Kalakaua Avenue between Philip Street and Kapiolani.

            (Estimated completion date, continuing through January 2012)

 

Kalihi/Nuuanu Area Sewer Rehabilitation Phase 1A and 1C:  New sewer line and manhole installation on Dillingham Blvd, Puuhale Road, Mokauea Street, and Kalihi Street.  Lane closures Monday thru Friday, 8:30 a.m. to 3:30 p.m.

            (Estimated completion date, continuing through January 2012)

 

Kalihi/Nuuanu Sewer Rehabilitation Phase 1J (Area 8 – Pacific Heights)  Rehabilitation of approximately 1,400 linear feet of 6" and 2,300 linear feet of 8" sewer lines by cured-in-place pipe (CIPP) method.  A number of deteriorated manholes will also be repaired.  Star Road, Pacific Heights Road, Laniloa Road, Booth Road, and Hiolani Place will be affected.  Construction signs and police traffic control will be present.

            (Estimated completion date, February 2013)

Rehabilitation of Streets Indefinite Delivery/Indefinite Quantity IDIQ #3 – Kapahulu: 4th ave, 5th ave, Hookipa Way, Pahoa Ave, Kaimuki Ave, Olu St, Mokihana St, Paliuli St and Charles St. and Kulamanu Place.  The scope of work to be performed by the Contractor under this contract may include, but is not limited to: cold planning; slurry seal; crack seal; reconstructing curb and gutters/rolled curbs; resetting of lava rock curbs; aboricultural work; adjusting street survey monuments, utility manholes/boxes, frames and covers; installing pavement striping and markings; and reinstalling vehicle detector loops.

Slurry sealing Pahoa Av.  Permanent striping to follow.

Miscellaneous Drainage Improvements at Various Locations – Lokahi Street (McCully)  Construct concrete drain inlets, concrete drain catch basins, connect to existing drain line, and install drain pipes.

Mokauea Street Improvements between North King Street and Dillingham Boulevard:  Reconstruction concrete curbs and gutters, driveway and some sidewalks; construct new curb ramps; reconstruct and resurface asphalt roadway.  Post paving activities include installation of permanent pavement markings, adjust utilities to finish grade, and re-install traffic loop detectors.

Sewer Manhole and Pipe Rehabilitation at Various Locations – Phase 2:  Various manhole rehabilitation along Nimitz Highway between Pacific Street and Sumner Street.

Curb Ramps at Various Locations, FY 2009 (B), Palolo and Kaimuki:  Construction of new curb ramps, sidewalks and A.C. transition.  Relocation of existing regulatory/street signs. Installation of pavement striping, markings and markers.

Peterson Lane and Pua Lane Sewer Rehabilitation:  New sewer line and manhole installation in complete on King Street (between Dillingham Blvd. and Peterson Lane), Pua Lane and Peterson Lane.  Repaving of King, Peterson and Pua Lane is complete. Punchlist items and reconstruction of Tamashiro Market driveway remain.  One lane in each direction will be closed Monday thru Friday, 8:30 a.m. to 3:30 p.m.

Queen Street Roadway Improvements – Queen Street, Diamend Head side of Queen Street and Punchbowl Street intersection:  Demolition and reconstruction of existing concrete bus pad, curb ramps, sidewalk, curb and gutter, and thru gutter.  Cold planing, resurfacing and reconstruction of A.C. pavement.  Adjustment of utility manhole frames and covers.  Installation of pavement striping, markings and markers.

            (Estimated completion date, continuing through January 2012)

 

Saint Louis Heights Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), manhole rehabilitation, and lateral rehabilitation throughout Saint Louis Heights.  The contractor will also install new sewer lines via pipe bursting at 3 locations along Saint Louis Drive and one easement location between Saint Louis Drive and Frank Street.

            (Estimated completion date, continuing through January 2012)

 

Wilhelmina Rise Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), lateral rehabilitation, and replacement of sewer lines by open trench.

KAILUA

Rehabilitation of Streets Indefinite Delivery/Indefinite Quantity IDIQ #3 – Aikahi Park.  The scope of work to be performed by the Contractor under this contract may include, but is not limited to: cold planning; slurry seal; crack seal; reconstructing curb and gutters/rolled curbs; resetting of lava rock curbs; aboricultural work; adjusting street survey monuments, utility manholes/boxes, frames and covers; installing pavement striping and markings; and reinstalling vehicle detector loops.  Slurry seal completed.  Kaneohe Bay Drive repair completed.

Pupukea Road Rockfall Mitigation Phase I – Pupukea, Oahu:  The work consists of clearing vegetation within the project limits, scaling boulders and unstable rocks or installing rock dowels (where appropriate), applying shotcrete (where required), installing rock fall protection fences, drapery system and landscaping. One traffic lane will be closed during work hours at Pupukea Road with police performing traffic control duties.

FORT STREET MALL SATELLITE CITY HALL TEMPORARY CLOSURE

 

(Wed., Jan 25, 2012) — The Fort Street Mall Satellite City Hall, located at 1000 Fort Street Mall, will close at 4 p.m., Friday, March 2, due to office renovations.  Customers are encouraged to conduct business online, via mail, or at other satellite city hall locations during the closure.  The nearest alternate locations are Ala Moana Center and Dillingham Boulevard.  A complete list of satellite city halls can be found at www.honolulu.gov/csd/satellite/.

NO PLANS TO EXTEND GENERAL EXCISE TAX

 

(Wed., Jan. 25, 2012)—Mayor Peter Carlisle will not seek at this time an extension of the General Excise Tax surcharge to pay for the Honolulu Rail Transit Project. A headline in Wednesday's Honolulu Star-Advertiser incorrectly implied that the mayor is considering that option.

 

            The City and the Honolulu Authority for Rapid Transportation are working collaboratively with the Federal Transit Administration to demonstrate additional safeguards in the project's contingency plan in the event of unforeseen economic events.

CITY'S SPAY/NEUTER PROGRAM PLACED ON HOLD

 

(Tues., Jan. 24, 2012)—Discount certificates for the City and County of Honolulu Spay/Neuter Program are no longer available because the $330,000 appropriated for the program has been exhausted.

 

Those interested in participating in the program will have to wait until the next fiscal year beginning July 2012.

           

            Certificates are sold to the public and redeemed with participating Spay/Neuter Program veterinarians.  The participating veterinarians then redeem the certificates with the Hawaiian Humane Society.

 

             The Spay/Neuter program includes 16 clinics throughout the island.  The veterinarians involved in the program voluntarily perform the surgeries at significantly reduced rates, resulting in tremendous savings to pet owners while addressing pet overpopulation on Oahu.  Certificates that have already been purchased may still be redeemed but no new certificates will be sold.

PRO BOWL EXPRESS THEBUS SERVICE

(Tues., Jan. 24, 2012)—The City and County of Honolulu will offer express TheBus service to the Pro Bowl this Sunday, January 29, 2012, at Aloha Stadium. 

            Football fans are invited to relax and avoid traffic and parking battles by leaving the driving to TheBus so they can focus on cheering for their teams.

            The fare is $6.25 for a one-way trip and $12.50 for a round trip. TheBus will accept cash and exact fare only. Passes or transfers will not be accepted.

HONOLULU FIRE DEPARTMENT ADDS NEW FIRE COMPANY
Engine 43 Will Respond from the East Kapolei Fire Station Construction Site

 

(Mon., January 23)—The Honolulu Fire Department (HFD) has placed a new engine company in service.  Engine 43 will respond 24 hours a day, 7 days a week and be housed in two portable trailers at the East Kapolei Fire Station's construction site while the new fire station is being built.

 

"Placing Engine 43 in service is the first phase in providing additional services for the fast growing East Kapolei area," said Fire Chief Kenneth Silva.  "As construction progresses and logistics allow, we will add more resources and conduct additional activities to benefit the community," said Silva.

 

The East Kapolei Fire Station is the HFD's first regional fire station.  It is being built on a two-acre site leased from the Department of Hawaiian Home Lands; will house an engine and a ladder company; and feature a regional emergency depot, a four-story training tower, and a regional tactical training ground.  The station is located on Kinoiki Street between Kapolei Parkway and Kamokuiki Street.

 

Ordinarily, HFD fire stations are open for blood pressure screening and fire education visits and to report emergencies.  However, walk-in services will be limited while Engine 43 is housed in the portable trailers due to safety concerns.

 

"We want the public to know that we're in their community; however, we ask that they refrain from visiting the East Kapolei Fire Station until construction is complete.  To report an emergency, please call 9-1-1, and we will send the closest resource," said Silva.

RAIL REVENUE CONTINUES TO SURPASS PROJECTIONS

 

(Monday, January 23, 2012)— The General Excise and Use Tax (GET) surcharge collected this past quarter for Honolulu's rail project came in significantly higher than projected, marking the third consecutive quarter that revenue has surpassed projections, the Honolulu Authority for Rapid Transportation (HART) announced today.

 

The project received $49.02 million in GET revenue for the period from October 1, 2011 to December 31, 2011. That amount was $12.08 million more than the $36.94 million projected in the project's financial plan for the quarter. The project has received a total of $810.4 million in GET surcharge revenue to date.

 

"The additional surcharge revenue is good news for the rail project," said Honolulu Authority for Rapid Transportation Interim Executive Director and CEO Toru Hamayasu. "This strong revenue pattern positions us well to bring the project in on time and on budget, and shows we will be able to pay for the project with the GET surcharge and federal funds."

 

"HART has already collected about 25 percent of the GET revenues that is estimated within our Financial Plan," said HART Finance Committee Chairman Don Horner. "We remain ahead of projected revenues. And, to date, HART has contracted 50 percent of our total construction costs and is $300 million below our planned expenses. HART remains on track in terms of both revenues and costs."

 

The GET surcharge dedicated for the Honolulu rail system began in January 2007 and is set to expire on Dec. 31, 2022.

CITY'S PURCHASING DIVISION AWARDED FOR HIGHEST STANDARDS

(Mon., Jan. 23, 2012)—Mayor Peter Carlisle today congratulated the City's Purchasing Division for being recognized as an outstanding agency that's among an elite group in the United States and Canada which employ the highest sustained standards of quality and efficiency.

The Purchasing Division has, for the first time, earned certification and an Outstanding Agency Accreditation Achievement Award from the National Institute of Governmental Purchasing "in recognition of its demonstrated excellence in public procurement through the accomplishment of rigorous standards and best practices."

Of the Institute's more than 2,000 government agency members, only 115 have achieved this distinction.

"This accreditation award is well deserved and reflects the strong leadership and hard work by each individual in the Purchasing Division," Carlisle said.

In presenting the honor, the Institute said, "The certification and the achievement it represents bring credibility and recognition to your entity – an accomplishment that should be highly regarded by your elected officials and the citizenry that you serve."

The Purchasing Division, an important part of the Department of Budget and Fiscal Services, handles citywide procurement of goods, services and construction, and maintains inventories of city-owned real and personal property. The division includes 29 employees and is headquartered on the first floor of Honolulu Hale.
