| REPORTING POSSIBLE TERRORIST ACTIVITY (Fri., September 2, 2011)—While there are no credible threats at this time, the Honolulu Police Department (HPD) is reminding the public that suspicious or terrorist-related activity should be reported to the HPD. In an emergency, anyone witnessing suspicious activity should call 911 and not confront the person or persons directly. Nonemergency information may be reported by telephone at 225-5473 (CALL HPD) or online (www.honolulupd.org) by clicking on the Suspicious Activity Form. In all cases, include as much information as possible; time, date, location, and nature of the activity as well as suspect and vehicle descriptions. Your personal contact information is optional. Potential terrorist targets include government buildings, financial institutions, critical infrastructure (such as power plant and water reservoirs), and areas where large crowds gather. Suspicious activity could include photographing or videotaping facilities; asking security-related questions; and purchasing or possessing large amounts of chemicals, explosives, or weapons.

CITY'S 'BE A JERK' CAMPAIGN RECEIVES NATIONAL AWARD (Fri., Sept. 2, 2011)—Mayor Peter Carlisle announced that the City's "Be A Jerk" campaign to prevent underage drinking has been selected to receive the 2011 National Exemplary Award for Innovative Substance Abuse Prevention Programs, Practices, and Policies. Since its inception more than two decades ago, the National Exemplary Awards program has honored outstanding achievements in substance abuse prevention throughout the As a National Exemplary Award recipient, the City will receive an unrestricted mini-grant of $1,650. Additionally, the National Prevention Network will cover travel costs for Be A Jerk staff members to attend the 2011 National Prevention Network Research Conference in The City's "Be a Jerk" campaign, designed to be a grass-roots effort, unites individuals, organizations, and businesses to build a safer Honolulu through policies, best practices, and attitudes that support young people in remaining alcohol-free. It encourages adults to Be A Jerk by refusing to give or sell alcohol to minors, buy alcohol for minors, or allow minors to drink alcohol in theirs homes, or anywhere. "No one wants to be a jerk, but sometimes a problem calls for it, and that's definitely true of underage drinking," said Underage drinking kills more kids than all other drugs (including tobacco) combined, and is a factor in a host of serious problems, including homicide, suicide, traumatic injury, drowning, burns, violent and property crime, high risk sex, fetal alcohol syndrome, alcohol poisoning, and need for treatment for alcohol abuse and dependence. Underage drinking cost the citizens of The award-winning "Be A Jerk" campaign is made possible by funding through the Hawaii Department of Health, and the Substance Abuse and Mental Health Services Administration – Center for Substance Abuse Prevention. (Thurs., Sept. 1, 2011)—Mayor Peter Carlisle announced today that the City and County of Honolulu has received a Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association of the United States and Canada. "The City takes its responsibility for managing taxpayer money very serious, and this award is a strong indicator that we are doing so carefully and transparently," The Certificate recognizes excellence in the City's Comprehensive Annual Financial Report (CAFR) for the fiscal year that ended on June 30, 2010. Preparation of the CAFR was overseen by the Department of Budget and Fiscal Services under Director Michael Hansen. The CAFR was judged by an impartial panel to meet the Association's high standards, including demonstrating a constructive "spirit of full disclosure" to clearly communicate its financial story and motivate potential users and user groups to read the document. The award is the group's highest form of recognition in the area of government accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management, according to the Association. Collect GPS data on manholes, street monuments, valve boxes, fire hydrants, and other features as directed by the City before construction begins. Wilder Ave and Dole St, paving completed. Kinau St. - Highway Construction will be lowering manholes. Grace Pacific will start paving from Kinau St. from Victoria to Keeaumoku. (Estimated completion date, September 2011) Mapunapuna Industrial Subdivision Phase One of Tidal Flooding Remediation Program. Remove existing flap gates and install new check valves at outlet pipes in State channel fronting Kam Highway. Construct new DMH upstream of new check valves. Re-grade swale and adjust DI to provide positive drainage into existing drain system. Upgrade concrete wall at outlet pipes at State channel. Remove debris and sediment from existing storm drains and channel area. Dewater State channel and install temporary dewatering dams. At the intersection of Ahua Street and Awaawaloa Street, abandon existing storm drain on Ahua Street and install new storm drain MH on upstream end of abandoned pipe. One traffic lane will be closed during work hours at Pupukea Road with police performing traffic control duties. Contractor is scheduled to begin work in May 2011.
