A loop of the satellite imagery for the past 6 hours of the Hawaiian islands shows an increasing trend in low cloud coverage especially over the windward waters from Kauai to the Big Island. At sunset, the coverage is generally broken there. The low level winds, blowing from east to west, are carrying these clouds onshore thereby causing broken coverage over the windward and mountain areas. Weather radar is also starting to picking up increasing showers with these clouds. Elsewhere, the leeward areas of all islands including the Kona side of the Big Island, has clear skies to scattered low clouds. The leeward waters has mainly scattered low clouds. The low level winds have a speed of 25 to 30 mph.

Outside the main Hawaiian islands, a batch of shower bearing clouds is closing in on the Big Island from the east, where the leading edge of this area is about 100 miles east of Cape Kumukahi. The bulk of the weather however appears to lag further east by 170 miles as noted by some isolated towering cumulus clouds /tcu/. The tcu's are present in the area between 300 and 500 miles east southeast of Cape Kumukahi. This entire area is moving west at 20 mph.

To the north of the main Hawaiian islands, we find a ragged frontal band about 470 miles north of Kauai. The coordinates of this band are from 33°N 140°W to 30°N 151°W to 29°N 160°W. This segment of the band appears stationary and weakening. The front extends further north to a low pressure system in the gulf of Alaska. There is also a stationary line of broken cumulus clouds located to the south of the front from 31°N 144°W to 29°N 150°W to 27°N 157°W.

Far west of Kauai around the dateline, satellite imagery shows an area of deep convection between 23°N and 20°N from 177°W to 177°E. Dense cirrus clouds extends north to near Midway atoll located at 28.2°N 177.4°W.

The intertropical convergence zone /itcz/, contain areas or pockets of moderate to strong thunderstorms. The axis of the ITCZ runs from 08.5°N 140°W to 10°N 165°W to 09°N 180°E. The storms resides within 150 miles either side of the ITCZ.

Scattered to locally broken low clouds embedded in moderate trade wind flow is the primary provider of cloud coverage over and around the main Hawaiian islands.

Over Kauai patches of low clouds are covering the eastern half of the island while south and west sections are nearly cloud free. Over Oahu patches of low clouds are banked up over the slopes and summits of both the Koolau and Waianae mountain ranges with just a few clouds seen over select leeward locations. Just a few patches of low clouds are seen over eastern and southwestern Molokai while just a few patches of low clouds are seen over interior Lanai. Over Maui patches of low clouds are present over the slopes of Haleakala as well as over the slopes and summits of the west Maui mountains. Over the Big Island low clouds are banked up over the windward slopes from north Kohala southward through the Hilo and Puna districts. Low clouds have also built up over the Kona and Kau slopes.

A bit further upwind of the Big Island lies an area of showery looking clouds that is moving westward at around 20 mph. The leading edge of this area of clouds is presently about 250 miles to the east of Cape Kumukahi.

Active convection is present along the ITCZ from 07°N to 12°N between 140°W and the dateline. Individual thunderstorms are generally moving off toward the west.

The latest satellite imagery shows scattered low clouds over the waters surrounding the main Hawaiian islands. This included the waters off the Kona coast. Weather radar is picking mainly light showers with these clouds. But there are more pronounced ones as well, located over the waters south Oahu and Kauai and west of Niihau. These clouds and showers are moving from east to west at around 15 mph.

Over land, locally broken cloud coverage is found over the windward and mountain sections of all islands, while the leeward areas, including the Kona side of the Big Island, is clear to scattered.

More showers are present upwind of the Big Island and Maui.

Elsewhere, satellite imagery shows a frontal band 550 miles north of Kauai. The band continues to move southeast and south at around 17 mph.

The high level cirrus clouds between Kauai and the dateline has thinned and retreated westward.

A low level vortex about 1200 miles west southwest of Kauai, near 18°N 178°W, is harder to located now that the deeper convection has dissipated.

The large shower area continues to move west while passing south of the main Hawaiian islands. The back edge of this area is now nearly directly south of South Point Big Island.

A couple of hundred miles to the south of this shower area is the intertropical convergence zone /itcz/, with the coordinates of 9.5°N 140°W, 9.5°N 160°W, 11.5°N 170°W and 08°N 177°W. The ITCZ remains active with scattered moderate to strong thunderstorms within 120 miles either side of the zone but concentrated between 157°W and 143°W.

The satellite imagery of the main Hawaiian islands at sunset shows a couple of pools of broken low clouds located over the leeward coastal waters of Kauai, that is affecting Niihau as well, and the waters off the Waianae coast of Oahu. These clouds are the extension from interior Kauai and the Waianae district of Oahu respectively. There are also some minor, locally broken low clouds over the Koolau mountains of Oahu, the northeast corner of Molokai and windward Maui. Clear to scattered clouds predominates the windward waters of Kauai and Oahu and waters around Maui county.

As for the Big Island, broken coverage continued over the lower slopes and coastal sections of that island. The waters off the Kona coast is mostly clear, however, satellite imagery shows the leading edge of an area of very loose shower bearing clouds advancing on Cape Kumukahi and the Hamakua coast. This shower area is 200 miles long.

The low clouds are moving from east to west at around 15 mph.

Elsewhere on the satellite imagery, a frontal band is located 660 miles north northwest of Kauai. It is advancing south and southeast at 15 mph. The frontal band has a width of 130 miles.

High level cirrus clouds covered the area between Kauai and the dateline. The cirrus appears to dissipate upon nearing Kauai.

A rather large shower area is passing south of the Big Island which has a length of 800 miles, from 150°W to 165°W.

A couple of hundred miles to the south of this shower area is the intertropical convergence zone /itcz/. The axis of the ITCZ is from 9.5°N 140°W to 9.5°N 160°W to 11.5°N 170°W to 08°N 177°W. Scattered moderate to strong thunderstorms are located within 120 miles either side of the ITCZ but concentrated east of 160°W and west of 170°W.

Visible satellite this afternoon shows a bit of afternoon cloud build ups on the main Hawaiian islands, concentrated mostly across the mountain ranges. On Kauai, broken cumulus clouds cover the interior area while most coastal areas have sunny skies. Oahu has clouds over the Waianae and Koolau ranges and the interior and north and south shores are sunny. Molokai has a thin line of cumulus clouds strung along the center of the island east to west. Lanai has scattered clouds across the southern portion of the island while the northern part is sunny. West Maui has cumulus clouds over the mountains and Haleakala along the lower slopes to 7 kft in elevation. The Big Island has broken cumulus clouds over most of the lower slopes also up to 7 kft in elevation and clear above that. A few larger breaks in the clouds are seen in the north and south Kohala districts. A few cumulus clouds are observed across the windward waters and several plume clouds are observed 50 to 200 miles leeward of the Big Island. Showers over the state are almost non-existent. Northwest of the main Hawaiian islands, several bands of stratus clouds persist from remnants of frontal boundaries. These cloud bands are between 300 to 700 miles northwest of Kauai.

Elsewhere, scattered cirrus clouds from upper level winds blowing tops off thunderstorms from west of the dateline cover an area bounded between 17°N to 27°N and 166°W to 180.

Unorganized showers and thunderstorms are present in the ITCZ far south of Hawaii. Most of the activity is concentrated between 07°N to 12°N across the central Pacific basin. Tops on some of the storm cells reach to 51 kft in height.

REPLACEMENT OF DECAYED TREE AT THOMAS SQUARE  

(Thurs., Oct. 7, 2010)—A severely decayed Earpod tree at Thomas Square will be removed beginning Monday, Oct. 11, to protect public safety.  Work is expected to take several days and affect parking and traffic in the immediate vicinity.

            The tree, located near the corner of South King and Victoria streets, was inspected by an arborist who determined that its trunk and major limbs have been badly weakened and could break. 

            In anticipation of the need to remove the damaged tree, the Division of Urban Forestry planted two Leopard trees in the vicinity several months ago. The Division will also soon plant a Monkeypod tree nearby.

            The three replacement trees will match a planting in the square near the corner of South King Street and Ward Avenue, where another damaged Earpod tree was removed several years ago.

REVISED LAND USE PLANS FOR KO'OLAU LOA, NORTH SHORE

(Thurs., Oct. 7, 2010)—Acting Mayor Kirk Caldwell today announced that two important community land use plans for Oahu have undergone draft revisions and are now available for public review.

The revised Ko'olau Loa plan is now in public review draft form and calls for:

·         Preserving and enhancing natural, recreational and cultural resources;

·         Maintaining an overall regional rural character with small towns and villages;

·         Promoting a safe and healthy environment;

·         Recognizing the ahupua'a concept as a holistic approach to land management.

The plan also recognizes the "Envision Laie" proposal by Brigham Young University (BYU) and Hawaii Reserves, Inc.  This proposal extends the current "community growth boundary" by about 300 acres in Malaekahana, and reduces BYU-Hawaii's currently approved expansion area in Laie by about 30 acres.  The Department of Planning and Permitting will hold a community meeting on the draft plan soon.  After comments on this public draft are received and evaluated, the department will prepare a final version to be submitted to the Planning Commission and City Council.

The North Shore plan is now in final review form and calls for:

·         Maintaining a boundary that protects the region's agriculture, open space, and natural resources;

·         Promoting diversified agriculture;

·         Enhancing educational and recreational resources;

·         Promoting Waialua and Haleiwa as rural towns;

·         Supporting a light industrial center in Waialua;

·         Directing a modest amount of new housing to Haleiwa and Waialua towns;

·         Providing appropriate infrastructure;

·         Preserving cultural resources;

·         Utilizing the ahupua'a concept and incorporating principles of sustainability into the land use management process.

The plan will be reviewed by the Planning Commission, which will make recommendations and forward them to the Honolulu City Council for further review and adoption.

AIEA

Curb Ramps at Various Locations, FY 2009 (A) – Moanalua Rd./Private Driveway, Ewa of Pali Momi St.:  Construction of new curb ramps, sidewalks and A.C. transition.  Installation of pavement striping, markings and markers.

Mapunapuna Industrial Subdivision Phase One of Tidal Flooding Remediation Program.  Remove existing flap gates and install new check valves at outlet pipes in State channel fronting Kam Highway. Construct new DMH upstream of new check valves. Re-grade swale and adjust DI to provide positive drainage into existing drain system. Upgrade concrete wall at outlet pipes at State channel. Remove debris and sediment from existing storm drains and channel area. Dewater State channel and install temporary dewatering dams.  At the intersection of Ahua Street and Awaawaloa Street, abandon existing storm drain on Ahua Street and install new storm drain MH on upstream end of abandoned pipe.

Maunalaha Road Embankment Improvements:  Work includes roadway excavation; demolition and removal of existing pavements, curbs, gutters, guardrails, and railings; installation of new metal posts, plastic lumber lagging and guardrails; reconstruction and repair of roadway. Contractor will not commence work at the site until May due to material shortage.

Seismic Retrofit of City Bridges at Various Locations, FY 08 – Nehoa Street Bridge between Makiki St. and Anapuni St., and Lusitana Street Bridge between Ladd Ln. and Andrews Ln.:  Installation of concrete and steel shear keys.  Repair concrete spalls and cracks.  Construction of concrete back wall.

Peterson Lane and Pua Lane Sewer Rehabilitation:  New sewer line and manhole installation on King Street (between Dillingham Blvd. and Peterson Lane), Pua Lane and Peterson Lane.  Sewerwork is ongoing on Pua Lane.  Repaving of King, Peterson and Pua lane to follow after sewer work is complete.  Pua Lane – One lane in mauka bound direction will be closed Monday thru Friday, 8:30 a.m. to 3:30 p.m.

Saint Louis Heights Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), manhole rehabilitation, and lateral rehabilitation throughout Saint Louis Heights.  The contractor will also install new sewer lines via pipe bursting at 3 locations along Saint Louis Drive and one easement location between Saint Louis Drive and Frank Street.

Rehabilitation of Kawailoa Road Bridge over Kaelepulu Stream, Bridge No. 411:  Work includes repair of spalls in the concrete elements; replacement of the deteriorated pedestrian walkway and railing at the upstream side of the bridge; repair of deck joints; replacement of the vehicular guardrail system; and traffic safety improvements at the bridge approaches.

Rehabilitation of Streets, Unit 52 – Keolu Drive (Kalanianaole Highway to Akahai Street); Keolu Drive (Akaakaawa Street to Wanaao Road):  Cold planing; resurfacing and reconstruction of asphalt concrete pavements (ACP); adjustment of utility manhole frames and covers; installation of pavement markings and vehicle loop detectors; reconstruction of existing concrete curbs, gutters, sidewalks and Driveways; reconstruction of concrete catch basins; and construction of concrete and asphaltic concrete bus pads.

Seismic Retrofit at City Bridges FY09, Keolu Drive Bridge, and Auloa Road Bridge:  Work consists of making seismic retrofit improvements that include installing: stainless steel bolsters at the deck slab, concrete bolsters/creep blocks, stainless steel plates across expansion joints, and other miscellaneous bridge improvements.

Kaneohe Bay Drive Trunk Sewer Reconstruction:  Installation of new sewer lines, new manholes, and cured in place pipe (CIPP).  Work will occur on Kaneohe Bay Drive between Mokapu Road and Kuono Place, Kaimalu Place and Way, Ikeanani Drive, and Kuakoa Place.
