ROAD WORK WEEKLY REPORT

 

(Thurs., September 8, 2011) − Scheduled road work for the week beginning September 11, 2011, for the Department of Design construction, Civil Division (Construction Management Branch), and Wastewater Division (Construction Management Branch) is listed below.  Road work is normally done between the hours of 8:30 AM and 3:30 PM unless otherwise noted.

 

AIEA

Aiea Heights Drive Emergency Roadway Improvements:  Work includes road/slope stabilization and pavement resurfacing/rehabilitation (incl. installation of metal guardrail and plastic lumber lagging) below Analio Place and above the horseshoe turn.

AINA HAINA

Kalanianaole Highway Sewer System Improvement:  CIPP rehabilitation of 24" and 30" sewer lines along Kalanianaole Highway between Wailupe Beach Park and Paiko Drive.

HALAWA

Foster Village Sewer Rehabilitation/Reconstruction:  Installation of new 8" and 12" sewer lines and a sewer manhole along Piikea Street, Haloa Drive, Olino Street, Hakupapa Street, Punihi Street, and Palanihu Place.

HAWAII KAI

Repair Kalapaki Street Drainage Ditch Wall – Vicinity of 977 Kalapaki Street:  Removal and disposal of existing concrete ditch wall and slab.  Construction of new reinforced concrete ditch wall and slab.  Installation of new chain link fence.  Repair crack and spalled concrete on existing wall.

Curb Ramps at Various Locations, FY 2010 (A) – Lunalilo Home Road between Hawaii Kai Dr. and Kalanipuu St.:  Construction of new curb ramps, sidewalks and A.C. pavement transition.  Relocation of existing regulatory/street signs. Adjustment of utility boxes.  Installation of pavement striping, markings and markers.

HONOLULU

Airport Sewer Structural Rehabilitation/Reconstruction:  CIPP rehabilitation of 42" sewer lines at the intersection of Lagoon Dr. and Aolele Street.

Ala Moana Boulevard Sewer Reconstruction (Emergency), Street Lighting and Resurfacing Joint Project:  Pilot tube 16", 18", 24" sewer lines along Ala Moana Boulevard between Piikoi and Atkinson.

Ala Moana Trunk Sewer Rehabilitation:  CIPP rehabilitation of 69" sewer lines along Ala Moana Boulevard between Keawe Street and Kamakee Street.

Houghtailing Street Area Sewer Rehabilitation:  Installation and rehabilitation of sewer lines and construction of new manholes along School Street.

Kahanu Street, School Street, Umi Street Relief Sewer:  Various sewer repairs along Umi Street, King Street, Richard Lane, Stanley Street, Wilcox Lane, Kahanu Street, Kalihi Street, Dilingham Boulevard, Puuhale, School Street between Liliha and McGrew Lane.

Rehabilitation of Localized Streets, Phase 5B – Kaimuki, Diamond Head and Kapahulu Areas

The work includes localized reconstruction of pavement and resurfacing of the streets indicated below; reconstruction of curbs, gutters, sidewalks and driveways are included; tree trimming, pruning and removal will be performed as necessary; post paving activities include permanent pavement markings and adjustment of utility manhole frames and covers to grade.  The affected roadways and limits of work are as follows:

Kalihi/Nuuanu Area Sewer Rehabilitation Phase 1A and 1C:  New sewer line and manhole installation on Dillingham Blvd, Puuhale Road, Mokauea Street, and Kalihi Street.  Lane closures Monday thru Friday, 8:30 a.m. to 3:30 p.m.

Rehabilitation of Streets Indefinite Delivery/Indefinite Quantity IDIQ #3 – Kapahulu: 4th ave, 5th ave, Hookipa Way, Pahoa Ave, Kaimuki Ave, Olu St, Mokihana St, Paliuli St and Charles St. and Kulamanu Pl.  The scope of work to be performed by the Contractor under this contract may include, but is not limited to: cold planning; slurry seal; crack seal; reconstructing curb and gutters/rolled curbs; resetting of lava rock curbs; aboricultural work; adjusting street survey monuments, utility manholes/boxes, frames and covers; installing pavement striping and markings; and reinstalling vehicle detector loops.  Olu St from 4th Ave to 6th Ave, Mokihana St from 4th Ave to Mooheau Ave and Kulamanu Pl from Kulamanu St to End are done. Done paving Charles St.

            (Estimated completion date, June 2013)

 

Rehabilitation of Secondary Streets at Makiki - Kinau St from Alapai St to Waiau Pl, Wilder Ave from Spencer St to Dole St. and Dole St from Wilder Ave to St. Louis Dr.:  The project will demolish, remove and dispose of existing pavements in Honolulu area. Resurface or reconstruct these streets with asphalt concrete pavement.  Adjust manholes and monuments to road grades.  Restore all pavement striping, markings and markers.  Collect GPS data on manholes, street monuments, valve boxes, fire hydrants, and other features as directed by the City before construction begins.  Wilder Ave and Dole St, paving completed.  Kinau St. paving done. Adjusting manholes and putting down permanent striping on going.

Mapunapuna Industrial Subdivision Phase One of Tidal Flooding Remediation Program.  Remove existing flap gates and install new check valves at outlet pipes in State channel fronting Kam Highway. Construct new DMH upstream of new check valves. Re-grade swale and adjust DI to provide positive drainage into existing drain system. Upgrade concrete wall at outlet pipes at State channel. Remove debris and sediment from existing storm drains and channel area. Dewater State channel and install temporary dewatering dams.  At the intersection of Ahua Street and Awaawaloa Street, abandon existing storm drain on Ahua Street and install new storm drain MH on upstream end of abandoned pipe.

Sewer Manhole and Pipe Rehabilitation at Various Locations – Phase 2:  Various manhole rehabilitation along Nimitz Highway between Pacific Street and Sumner Street.

Curb Ramps at Various Locations, FY 2009 (B), Palolo and Kaimuki:  Construction of new curb ramps, sidewalks and A.C. transition.  Relocation of existing regulatory/street signs. Installation of pavement striping, markings and markers.

Queen Street Roadway Improvements – Queen Street, Diamend Head side of Queen Street and Punchbowl Street intersection:  Demolition and reconstruction of existing concrete bus pad, curb ramps, sidewalk, curb and gutter, and thru gutter.  Cold planing, resurfacing and reconstruction of A.C. pavement.  Adjustment of utility manhole frames and covers.  Installation of pavement striping, markings and markers.

            (Estimated completion date, November 2011)

 

Peterson Lane and Pua Lane Sewer Rehabilitation:  New sewer line and manhole installation in complete on King Street (between Dillingham Blvd. and Peterson Lane), Pua Lane and Peterson Lane.  Repaving of King, Peterson and Pua Lane is complete. Punchlist items and reconstruction of Tamashiro Market driveway remain.  One lane in each direction will be closed Monday thru Friday, 8:30 a.m. to 3:30 p.m.

Saint Louis Heights Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), manhole rehabilitation, and lateral rehabilitation throughout Saint Louis Heights.  The contractor will also install new sewer lines via pipe bursting at 3 locations along Saint Louis Drive and one easement location between Saint Louis Drive and Frank Street.

            (Estimated completion date, September 2011)

 

Wilhelmina Rise Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), lateral rehabilitation, and replacement of sewer lines by open trench.

KAILUA

Rehabilitation of Streets Indefinite Delivery/Indefinite Quantity IDIQ #3 – Aikahi Park.  The scope of work to be performed by the Contractor under this contract may include, but is not limited to: cold planning; slurry seal; crack seal; reconstructing curb and gutters/rolled curbs; resetting of lava rock curbs; aboricultural work; adjusting street survey monuments, utility manholes/boxes, frames and covers; installing pavement striping and markings; and reinstalling vehicle detector loops.  Slurry seal completed.  Kaneohe Bay Drive repair completed.

Flood Control Improvements at Various Locations FY 2008 – Kaneohe, Kailua & Waipio:  Demolish and reconstruct new concrete and asphalt concrete ramps and driveways.  Repair existing concrete ditch and adjust utility frames, covers and boxes to finish grade.

Rehabilitation of Streets Indefinite Delivery/Indefinite Quantity IDIQ #3 – Kaneohe: Mokulele Dr and Kaneohe Bay Dr.  The scope of work to be performed by the Contractor under this contract may include, but is not limited to: cold planning; slurry seal; crack seal; reconstructing curb and gutters/rolled curbs; resetting of lava rock curbs; aboricultural work; adjusting street survey monuments, utility manholes/boxes, frames and covers; installing pavement striping and markings; and reinstalling vehicle detector loops.  Slurry sealing at Mokulele Drive.

Miscellaneous Storm Drainage Improvements at Wailele Road Outlet:  Construction of a new 6' x 5' box culvert, drop manhole, impact-stilling basin, and concrete pavement; waterline relocation; installation of 6' and 4' chain link fencing and gates, and metal guard rail.

Curb Ramps at Various Locations, FY 2010 (A) – Anipeahi St./Palailai St.:  Construction of new curb ramps, sidewalks and A.C. pavement transition.  Relocation of existing regulatory/street signs. Adjustment of utility boxes.  Installation of pavement striping, markings and markers.

Miscellaneous Drainage Improvements at Various Locations (Loulu Street).  Construct concrete drain inlets, connect to existing catch basin, and install drain pipes and cleanouts.

Rehabilitation of Kimo Drive Bridge Over Nuuanu Stream, Bridge No. 260  Repair of spalls, concrete guardrails and bridge girders.

PEARL CITY

Waimalu Sewer Rehabilitation/Reconstruction Phase I:  Installation of new sewer lines/man holes and reconnection of existing sewer laterals along Hekaha, Kanuku, Lokowai, Lii-Ipo, Pahemo, and Olepe.

Waimalu Sewer Rehabilitation/Reconstruction Phase II:  Installation of new 8" and 12" sewer lines along Hekaha Street between Kanuku Street and Moanalua Road.

PUPUKEA

Pupukea Road Rockfall Mitigation Phase I – Pupukea, Oahu:  The work consists of clearing vegetation within the project limits, scaling boulders and unstable rocks or installing rock dowels (where appropriate), applying shotcrete (where required), installing rock fall protection fences, drapery system and landscaping. One traffic lane will be closed during work hours at Pupukea Road with police performing traffic control duties.

Rehabilitation of Streets, Unit 58 – California Avenue (Kamehameha Highway to mauka end of California Avenue):  Cold planing; resurfacing and reconstruction of asphalt concrete pavement; adjustment of utility manhole frames and covers; installation of pavement markings and vehicle loop detectors; reconstruction of existing concrete curbs, gutters, berms, sidewalks and Driveways; and construction of concrete and asphalt concrete bus pads.

WAIANAE

Mailiili Stream Flood Control Improvements – Near Halona Road and Puuhulu Road:  Removal and reconstruction of damaged concrete channel lining, construction of new channel access ramp near Halona Road Bridge, and construction of overflow side-drains on the channel banks.

WAIKIKI

Beachwalk Force Main Phase I:  2 Staging pits to be constructed along Ala Wai Boulevard from Kalakaua towards Ala Moana Boulevard for the microtunneling installation of new sewer line.

CITY RECOGNIZED AS ONE OF HAWAII'S HEALTHIEST EMPLOYERS

 (Fri., Sept. 2, 2011)—Mayor Peter Carlisle announced today that the City and County of Honolulu was recently named a finalist for the Healthiest Employer Awards contest, in the large business category, held by Pacific Business News.

"This is a huge honor and achievement," said Carlisle. "We are the only public sector employer in the large company category. I want to thank our employees for making healthy living a priority and for helping us to make it to the finals." 

The City was recognized for its innovative use of digital and print communication to encourage its more than 9,000 employees to participate in wellness programs. Health and wellness initiatives are part of the City's training and development catalog. Health information is printed on the City website and distributed to all work sites.

 The winners announced at the Healthiest Employer Awards luncheon on Thursday, September 1, were: Hawaii Pacific Health, for large businesses; Oceanit, for medium businesses; and ECC, for small businesses.

CARLISLE TO LEAD SPECIAL
9/11 REMEMBRANCE WALK

(Sun., Sept. 4, 2011)—Mayor Peter Carlisle will lead a special Mayor's Remembrance Walk on Sunday, September 11, in observance of the tenth anniversary of the 2001 terrorist attacks on the United States. The public is invited to participate. Free parking will be available at the Frank F. Fasi municipal parking structure (enter from Alapai or Beretania streets).

"We must never forget that horrible day ten years ago or the thousands of innocent victims, especially those who bravely endeavored to save and protect others," Carlisle said.

The Remembrance Walk will begin at 4 pm with a blessing and wreath presentation at Honolulu Police Department headquarters, 801 South Beretania Street. Police Chief Louis Kealoha will speak. 

The walk will include members of the Honolulu Police, Fire, Emergency Services and Emergency Management departments, State Civil Defense Auxiliary, Federal law enforcement agencies, US military, Hawaii Red Cross, elected City and State officials, and other City and State personnel. The procession will be led by a police motorcycle formation, color guard, Celtic Drums and Pipes, Mayor Carlisle and other dignitaries, and wreath bearers. 

Participants will proceed ewa on Beretania Street, then makai on Alapai and South streets to Honolulu Fire Department headquarters at South and Queen streets for wreath presentation and color guard ceremonies. Fire Chief Kenneth Silva will speak.

The procession will then continue makai on South Street, turn ewa on Halekauwila Street to the corner of Punchbowl and Halekauwila streets for a wreath presentation. US Attorney for Hawaii Florence Nakakuni, representing federal law enforcement agencies, will speak along with Honolulu Department of Emergency Management Deputy Director Peter Hirai.

Participants will then proceed mauka on Punchbowl Street to Queen Street for a wreath presentation with the Department of Emergency Services. Department Director Dr. James Ireland will speak.

The procession will then continue mauka on Punchbowl Street to Honolulu Hale, where the Royal Hawaiian Band will perform near the Eternal Flame on the front lawn. Mayor Carlisle will speak, and wreaths will be presented by the Mayor and participating agencies. After a moment of silence, the Navy Pacific Fleet Band Bugler will play taps, and the Royal Hawaiian Band will play "God Bless America."
