LANDFILL, REFUSE CENTERS CLOSED SUNDAY, APRIL 3

 

(Sat., April 2, 2011) – The City's Department of Environmental Services (ENV) will close Waimanalo Gulch Sanitary Landfill, convenience centers along with Keehi and Kawailoa transfer stations to all public and private vehicles Sunday, April 3.

 

            Only Kapaa Transfer Station will remain open on Sunday.

 

            The landfill is awaiting approval from both the U.S. Environmental Protection Agency and the state Department of Health to access recently repaired portions of the waste cell damaged during the January 13 storm.

 

            The landfill will reopen to City and private vehicles Monday, April 4. The public will be allowed access next Sunday, April 10.

SEWER PROJECTS DURING APRIL

 

(Fri., April 1, 2011) – The City and County of Honolulu's Department of Environmental Services has 16 sewer projects in April that may impact roadways and traffic on Oahu.

 

           The projects include:

 

Ø      Airport Sewer Rehabilitation/Reconstruction Phase 1 – Rehabilitate/reconstruct defective sewer line and manholes in the vicinity of the Honolulu International Airport between Lagoon Drive and the Kamehameha Wastewater Pump Station.

Ø      Ala Moana Sewer Reconstruction Project – Installation of a new sewer line along the Ewa bound lanes of Ala Moana Blvd., between Atkinson Drive and Queen Street.

Ø      Ala Moana Trunk Sewer Rehabilitation – Sewer rehabilitation work along Ala Moana Blvd. from Keawe Street and Ward Avenue.

Ø      Beachwalk Wastewater Pump Station to Ala Moana Park Sewer Phase 1, Force Main System – Installation of a new sewer line along Ala Moana Boulevard (between Atkinson Drive and Ala Wai Canal), and along Ala Wai Boulevard (between Kalakaua Avenue to the dead end of Ala Wai Boulevard). 

Ø      Foster Village Sewer Rehabilitation/Reconstruction – Installation of a new sewer line along Hakupapa, Haloa Drive, Piikea Street and Punihi Street.  Rehabilitation of certain sewer manholes on Hakupapa Street, Olino Street, Palanihu Place and Piikea Street.

Ø      Houghtailing Street Area Sewer Rehabilitation – Sewer rehabilitation work in Kamehameha Heights area on various streets within the area bordered by North School Street, Kokea Street, Kamalii Street, Aulii Street, Ilima Drive, Makanani Drive and Kapalama Drive.

Ø      Kahanu Street, School Street, and Umi Street – Spot repairs along Dillingham Blvd., between McNeill Street and Kalihi Street and along Kalihi Street between Dillingham and North King Street.  Installation of new sewer lines along Kahanu Street, Puuhale Road, Stanley Street, Wilcox Lane, Umi Street, King Street and Haunapo Lane between Kalihi Street.  Sewer rehabilitation work along School Street between Liliha Street and the School Street (Ewa Bound) off ramp.  

Ø      Kalakaua Avenue Sewer Rehabilitation – Open-cut trench digging replacing 1,500 lineal feet of 6- and 8-inch sewer pipe along Kalakaua Avenue between Philip Street and Kapiolani Boulevard.

Ø      Kalanianaole Highway Sewer System Improvements – Sewer rehabilitation work along Kalanianaole Highway between Wailupe Beach Park to Kawaikui Beach Park and between Halemaumau Street and Paiko Drive.  

Ø      Rose Street and Kamehameha IV Road, Richard Lane and Linapuni Street Sewer Rehabilitation - Installation of new gravity sewer lines on Rose Street, Kamehameha IV Road, Richard Lane and Linapuni Street.

Ø      Saint Louis Heights Sewer Rehabilitation – Sewer rehabilitation work on various streets with the area bordered by Bertram Street, Kaminaka Drive, Saint Louis Drive and Dole Street.

Ø      Sewer Manhole and Pipe Rehabilitation at Various Locations Phase 2 Sewer rehabilitation work along Nimitz Highway between Pacific Street and Sumner Street.

Ø      Waipahu Street/Plantation Village Sewer Reconstruction – Installation of gravity sewer line within Plantation Village.

Ø      Wanaao Road/Keolu Drive Reconstructed Sewer – Installation of new sewer line along Keolu Drive (Nanialii Street to Wanaao Road) and Wanaao Road (Keolu Drive to Auwinala Road).

Ø      Wilhelmina Rise Sewer Rehabilitation – Sewer rehabilitation work in Wilhelmina Rise area on various streets within the area bordered by Paula Drive, Lurline Drive, Wilhelmina Rise, Keanu Street and Claudine Street.

 

         Approximately 124 projects are underway focused on Oahu's wastewater treatment plants, pump stations and collection system. These projects are part of $533 million of ongoing wastewater projects, including planning, designing, construction, project management and equipment project phases.

LANE CLOSURE ON KAILUA ROAD AT THE ONEAWA STREET INTERSECTION

 

(Fri., April 1, 2011) —The curb lane of the double right-turn lanes of Kailua Road fronting the new Whole Foods Market project in Kailua will be closed 24-hours, five consecutive days starting Mon., April 4, through Fri., April 8, due to roadway construction work. 

 

            Workers will be constructing a concrete bus pad at the existing bus stop located within the double right-turn lane area of Kailua Road between the triangle park and the new Whole Foods Market project.

 

            The Kailua Road double right-turn will be temporarily adjusted from two lanes to one lane beginning at the driveway to McKenna Ford, just makai of Hoolai Street.  Motorists are advised to use caution in this area and to use alternative routes if possible.

 

            Bus patrons normally using this Kailua Road bus stop are asked to use the temporary bus stop located on Kailua Road, just before Hinano Lane. For more bus information please see www.thebus.org or call 848-5555.

Oahu Junior Lifeguard Program to Begin Registration

 

 

(Fri., April 1, 2011)—The City and County of Honolulu's Ocean Safety and Lifeguard Services Division will begin accepting online registrations for the 2011 Junior Lifeguard Program on Sat., April 9, 2011.  The course is for future lifeguards and will be taught this summer during five-day sessions at four locations across Oahu.

 

The Junior Lifeguard Program is open for boys and girls between the ages of 13 and 17 years old as of Wed., June 1, 2011.   Beach skills, ocean training, surf rescue techniques, physical conditioning, swimming, CPR, first aid, and other related activities will be taught.  Applicants must have good swimming skills and a strong desire to learn about ocean safety. This is not a learn to swim program.

 

The course will be held at Ala Moana Beach Park, Kalama Beach Park (Kailua), Ehukai Beach Park (Pipeline), and Makaha Beach Park.  There will be 7 sessions; Session 1: June 6-10; Session 2: June 13-17; Session 3: June 20-24; Session 4: June 27-July 1; Session 5: July 5- 8; Session 6: July 11-15; Session 7: July 18-22.  Junior Lifeguard Championships will be held on Sat., July 30, 2011 at Hapuna Beach, Hawaii Island.

 

On-line registration begins April 9 at www.myjuniorguards.com.

 

On-site registration is from 9 a.m. to 3 p.m. at Ala Moana Beach Park on Sat., April 23 at the Ocean Safety Training Center; Kalama Beach Park in Kailua on Sat., April 23; Ehukai Beach Park on Sat., April 30 at Pupukea Foodland; and Makaha on Sat., April 30 at Tamura's Superette, Waianae.

 

There is a suggested donation of $45 made payable to the Hawaiian Lifeguard Association that will be collected during on-site registration and on-line payments will be processed through Kama`aina Kids.  Do not send waivers or checks.

City Launches Recycling Campaign With Costco

 

(Thur., March 31, 2011) – The City's Department of Environmental Services (ENV) is partnering with Costco Hawaii to educate its customers about recycling while shopping. Specially designed in-store signage will make it easier to identify recyclable products.

 

         ENV and Costco surveyed all of the products on its shelves, identified blue cart recyclable products such as plastics, corrugated cardboard, aluminum cans and glass containers. Product signs were amended to include blue cart instructions and integrate a recycling theme throughout the store.

 

         "This innovative recycling education project is a first for Costco worldwide and the City welcomes the opportunity to teach more people about recycling," Mayor Peter Carlisle said. "With thousands of daily shoppers, Costco's efforts will have a tremendous impact on what ends up in the blue carts. Our waste is a resource for new products and energy, along with mulch and compost."

 

         All four Costco stores on Oahu are participating – Waipio, Kapolei, Iwilei and Hawaii Kai. Almost 1,000 products in Costco were identified as blue cart recyclables.

 

         The new pilot recycling education program launches April 1. The program will be evaluated at the end of one year and may become a permanent component of Costco's customer service.

CITY ANNOUNCES 3rd ANNUAL EARTH MONTH TEEN VIDEO WINNERS

 

(Thur., March 31, 2011) – The City's Department of Environmental Services (ENV), in sponsorship with Lex Brodie's Tire Company, GeoTech Solutions and KHON, announced today the winners of the 3rd Annual Earth Month Teen Video Contest.

 

         Videos were submitted by Campbell High, Farrington High, Kapolei High, Waipahu High, and Waianae Intermediate. Each entry presented a meaningful storm water pollution prevention message, focusing on nutrients, sediment and automobile fluids. Prizes were awarded for category winners and the Best in Show.

 

         Joshua Saludez, an 18-year-old senior at Kapolei High, won Best in Show for his video "Thirsty" and received $1,500 from Lex Brodie's Foundation. Saludez was sponsored by his teacher, Daryl Madela.

 

         Category winners of $500 from GeoTech Solutions are:

 

ØSediment: "Runoff Drop" by Desiree Kamikawa and Hipo Luab, Farrington High. Ms. Christine Ho, Sponsoring Teacher;

ØNutrients: "Mutants from Nutrients" by Von Dickens Ulsa and Victor Tran, Farrington High. Ms. Christine Ho, Sponsoring Teacher ;

         The winners will be recognized at the Earth Month Mauka to Makai Expo, 11 a.m. on Saturday, April 9, at the Waikiki Aquarium Theatre. During April, winning videos will air on KHON, KITV, Hawaii News Now and Olelo. Videos will also be shown in select Satellite City Halls.

(Thur., March 31, 2011)The City's Department of Environmental Services responded this morning to a sanitary sewer overflow at 124 Olomana Lane.

 

         The call came in at 6:20 a.m. An ENV crew arrived at 7:12 a.m. and secured the site at 7:32 a.m.

 

         Grease clogged a 6-inch terra cotta sewer pipe causing 1,360 gallons of untreated wastewater out a manhole and into Pauoa Stream, which leads to Nuuanu Stream and eventually to Honolulu Harbor.

 

         ENV cleaned, disinfected and deodorized the area and notified the state Department of Health.  Signing and water sampling are underway.

CITY HELPING THE HAWAII FOODBANK FEED THE HUNGRY

 

(Thurs., March 31, 2011)—Mayor Peter Carlisle and top City officials joined the Hawaii Foodbank in front of Honolulu Hale today to stuff a City bus with donated food items and raise public awareness about hunger in Hawaii.

 

            "Now, more than ever, the hungry of Hawaii need our help," said Carlisle, who proclaimed April 2011 as "Food Drive Month." "The sluggish economy and loss of jobs have caused serious hardship for many of our residents. The Hawaii Foodbank's mission is to help ensure that no one goes hungry, and it's very important for all of us to assist in any way we can."

 

            The City and County of Honolulu kicked off its annual food drive in February, and hopes to raise more than 12,000 pounds of food and $10,000 for the Hawaii Foodbank by April 16. The Honolulu Fire Department will be accepting non-perishable food donations from the community at all neighborhood fire stations from April 1 through April 30, Mon. through Fri., 8 am to 5 pm.

 

            The Hawaii Foodbank provides food through member agencies to 183,500 individuals each year, including 55,050 children and 11,010 adults age 65 or older. Nearly 80 percent of client households do not always know where they will get their next meal, and 28 percent have had to choose between food and paying rent or mortgage.

 

            The Hawaii Foodbank's Top 5 Most Wanted items are canned meats or tuna, canned meals, canned soups, canned vegetable and canned fruits. The Hawaii Foodbank hopes to collect a total of one million meals worth of food and funds this year.

 

            The Hawaii Foodbank's official Food Drive Day is Saturday, April 16, 2011. Thousands of volunteers will collect food and fishnet for dollars at sites around Oahu while raising awareness about hunger in Hawaii. Donations may be dropped off between 8 am and 3 pm at the following sites: Koko Marina Shopping Center; McCully Shopping Center; Pearl City Shopping Center; Pearl Highlands Center; Town Center Mililani; Waianae Mall Shopping Center; Waiokeola Congregational Church in Kahala; Waterfront Plaza/Restaurant Row; and Windward City Shopping Center.

Repair 18-inch and 12-inch drain lines, pavement restoration work, curb, gutter and sidewalk restoration, striping, and pavement marking restoration, the construction of sewer jackets and the reconstruction of a curb ramp flare.

Kahanu Street, School Street, Umi Street Relief Sewer:

 

Various sewer repairs along Umi Street, King Street, Richard Lane, Stanley Street, Wilcox Lane, Kahanu Street, Kalihi Street, Dilingham Boulevard, Puuhale, School Street between Liliha and McGrew Lane.

Kalihi/Nuuanu Area Sewer Rehabilitation Phase 1A and 1C:

Mokauea Street Improvements between North King Street and Dillingham Boulevard:

 

Reconstruction concrete curbs and gutters, driveway and some sidewalks; construct new curb ramps; reconstruct and resurface asphalt roadway.  Post paving activities include installation of permanent pavement markings, adjust utilities to finish grade, and re-install traffic loop detectors.

 

            (Estimated Completion May 2011)

 

Mapunapuna Industrial Subdivision Phase One of Tidal Flooding Remediation Program:

Remove existing flap gates and install new check valves at outlet pipes in State channel fronting Kam Highway. Construct new DMH upstream of new check valves.

Re-grade swale and adjust Drain inlet to provide positive Drainage into existing Drain system. Reconstruct concrete wall at outlet pipes at State channel. Remove debris and sediment from existing storm drains and channel area. Dewater State channel and install temporary dewatering dams.

 

At the intersection of Ahua Street and Awaawaloa Street, abandon existing storm drain on Ahua Street and install new storm drain MH on upstream end of abandoned pipe.

 

            (Estimated completion date, April 2011)

             

 

Peterson Lane and Pua Lane Sewer Rehabilitation:

 

New sewer line and manhole installation in complete on King Street (between Dillingham Blvd. and Peterson Lane), Pua Lane and Peterson Lane.  Repaving of King, Peterson and Pua lane is complete. Moanalua Road Bridge Over Waimalu Stream (Bridge No. 910):

 

Partial demolition and removal of existing curbs, gutters and sidewalks on bridge deck. Reconstruct curbs, gutters, sidewalk and A.C. pavement. Repair spalled, delaminated and hollow sounding areas in bridge soffit, abutments and pier. Repair bridge parapet, metal railing and expansion and cold joints.

Rehabilitation of Secondary Streets at Pearl City – Hoolaulea Street below Moanalua Road  (Waimano Home Road to Hoomoe Road), Nanakai Place (Nanakai Street to end), Nanakai Street (Waimano Home Road to Hoomalu Street), Puu Kipa Street ( Nanakai Street to Nanakai Street):

 

Paving completed.  Punch list remaining.

PUPUKEA

 

Pupukea Road Rockfall Mitigation Phase I – Pupukea, Oahu:

 

The work consists of clearing vegetation within the project limits, scaling boulders and unstable rocks or installing rock dowels (where appropriate), applying shotcrete (where required), installing rock fall protection fences, drapery system and landscaping. One traffic lane will be closed during work hours at Pupukea Road with police performing traffic control duties. Contractor is scheduled to begin work in March 2011.

Cold planing; resurfacing and reconstruction of asphalt concrete pavement; adjustment of utility manhole frames and covers; installation of pavement markings and vehicle loop detectors; reconstruction of existing concrete curbs, gutters, berms, sidewalks and Driveways; and construction of concrete and asphalt concrete bus pads.

Mailiili Stream Flood Control Improvements – Near Halona Road and Puuhulu Road:

 

Removal and reconstruction of damaged concrete channel lining, construction of new channel access ramp near Halona Road Bridge, and construction of overflow side-drains on the channel banks.

Mailiili Stream Restoration – Near Mailiili Road:

 

Removal of fill material including concrete rubble, uncompacted material, asphalt concrete, etc., removal of access ramp, installation of erosion control blanket on stream banks, and planting of channel bed with wetland vegetation.  Implementation, maintenance and removal of BMPs.
