THE CITY OPENS OFFICE OF HOUSING

 

(Fri., July1, 2011)— Mayor Peter Carlisle today announced the opening of the Office of Housing and the appointment of the Executive Director, Keith I. Ishida, and the County Housing Coordinator, Trish K. Morikawa, effective today. 

 

Last November, voters passed a charter amendment to set up an Office of Housing on July 1, 2011. The Office of Housing will establish and administer actionable programs for affordable housing, senior housing, special needs housing, and homelessness for the benefit of the people of Oahu. It will also coordinate activities and programs with state and federal agencies as well as with private and non-profit housing organizations.

 

Mr. Ishida brings with him twenty-three years of professional experience with the City in the planning and development of affordable housing projects, community development, public-private partnerships, and homeless assistance programs. Mr. Ishida has a Bachelor of Arts, Social Science and a Masters in Urban and Regional Planning from the University of Hawaii.

 

Ms. Morikawa spent eight years as a Commissioner for the State Department of Hawaiian Home Lands and is experienced in project development and funding of government sponsored homesteading programs for all income levels of native Hawaiians, including coordination with state and federal agencies and private developers. Ms. Morikawa has a Bachelor of Arts from the University of Pennsylvania and a Juris Doctor from the William S. Richardson School of Law.

ROAD WORK WEEKLY REPORT

 

(Thurs., June 30, 2011) − Scheduled road work for the week beginning July 3, 2011, for the Department of Design construction, Civil Division (Construction Management Branch), and Wastewater Division (Construction Management Branch) is listed below.  Road work is normally done between the hours of 8:30 AM and 3:30 PM unless otherwise noted.

 

AIEA

Aiea Heights Drive Emergency Roadway Improvements:  Work includes road/slope stabilization and pavement resurfacing/rehabilitation (incl. installation of metal guardrail and plastic lumber lagging) below Analio Place and above the horseshoe turn.

AINA HAINA

Curb Ramps at Various Locations, FY 2009 (C) – East Hind Dr./Hind Iuka Dr., East Hind Dr./Olapa St./Opihi St., East Hind Dr./Uhiuhi St. and East Hind Dr./Manauwea St.:  Construction of new curb ramps, sidewalks and A.C. transition.  Relocation of existing regulatory/street signs. Ala Moana Boulevard Sewer Reconstruction (Emergency), Street Lighting and Resurfacing Joint Project:  Pilot tube 16", 18", 24" sewer lines along Ala Moana Boulevard between Piikoi and Atkinson.

Ala Moana Trunk Sewer Rehabilitation:  CIPP rehabilitation of 69" sewer lines along Ala Moana Boulevard between Keawe Street and Kamakee Street.

Rehabilitation of Secondary Streets at Downtown:  The project will demolish, remove and dispose of existing pavements in the Honolulu Area.    Adjust manholes and monuments to road grades.  Restore all pavement striping, markings and markers.  Collect GPS data on manholes, street monuments, valve boxes, fire hydrants, and other features as directed by the City before construction begins.  The affected roadways and limits of work are as follows:  Pavement striping at School St.

Houghtailing Street Area Sewer Rehabilitation:  Installation and rehabilitation of sewer lines and construction of new manholes along School Street.

Iwilei Road and North King Street Drainage Improvements – Intersection of Iwilei Road and North King Street:  Repair 18-inch and 12-inch drain lines, pavement restoration work, curb, gutter and sidewalk restoration, striping, and pavement marking restoration, the construction of sewer jackets and the reconstruction of a curb ramp flare.

Kahanu Street, School Street, Umi Street Relief Sewer:  Various sewer repairs along Umi Street, King Street, Richard Lane, Stanley Street, Wilcox Lane, Kahanu Street, Kalihi Street, Dilingham Boulevard, Puuhale, School Street between Liliha and McGrew Lane.

Rehabilitation of Localized Streets, Phase 5B – Kaimuki, Diamond Head and Kapahulu Areas

The work includes localized reconstruction of pavement and resurfacing of the streets indicated below; reconstruction of curbs, gutters, sidewalks and driveways are included; tree trimming, pruning and removal will be performed as necessary; post paving activities include permanent pavement markings and adjustment of utility manhole frames and covers to grade.  The affected roadways and limits of work are as follows:

Miscellaneous Drainage Improvements at Various Locations – Kealia Drive (Kamehameha Heights)  Construct concrete drain manholes, concrete drain catch basins, connect to existing drain line, install drain pipes, and relocate existing waterline.

Rehabilitation of Secondary Streets at Makiki - Kinau St from Alapai St to Waiau Pl, Wilder Ave from Spencer St to Dole St. and Dole St from Wilder Ave to St. Louis Dr.:  The project will demolish, remove and dispose of existing pavements in Honolulu area. Resurface or reconstruct these streets with asphalt concrete pavement.  Adjust manholes and monuments to road grades.  Restore all pavement striping, markings and markers.  Collect GPS data on manholes, street monuments, valve boxes, fire hydrants, and other features as directed by the City before construction begins.  Wilder Ave and Dole St, paving completed.  Kinau St. will start after the State project in the Kinau off ramp is completed.

            (Estimated completion date, July 2011)

 

Mapunapuna Industrial Subdivision Phase One of Tidal Flooding Remediation Program.  Remove existing flap gates and install new check valves at outlet pipes in State channel fronting Kam Highway. Construct new DMH upstream of new check valves. Re-grade swale and adjust DI to provide positive drainage into existing drain system. Upgrade concrete wall at outlet pipes at State channel. Remove debris and sediment from existing storm drains and channel area. Dewater State channel and install temporary dewatering dams.  At the intersection of Ahua Street and Awaawaloa Street, abandon existing storm drain on Ahua Street and install new storm drain MH on upstream end of abandoned pipe.

            (Estimated completion date, July 2011)

 

Mokauea Street Improvements between North King Street and Dillingham Boulevard:  Reconstruction concrete curbs and gutters, driveway and some sidewalks; construct new curb ramps; reconstruct and resurface asphalt roadway.  Post paving activities include installation of permanent pavement markings, adjust utilities to finish grade, and re-install traffic loop detectors.

            (Estimated Completion July 2011)

 

Sewer Manhole and Pipe Rehabilitation at Various Locations – Phase 2:  Various manhole rehabilitation along Nimitz Highway between Pacific Street and Sumner Street.

Peterson Lane and Pua Lane Sewer Rehabilitation:  New sewer line and manhole installation in complete on King Street (between Dillingham Blvd. and Peterson Lane), Pua Lane and Peterson Lane.  Repaving of King, Peterson and Pua Lane is complete. Punchlist items and reconstruction of Tamashiro Market driveway remain.  One lane in each direction will be closed Monday thru Friday, 8:30 a.m. to 3:30 p.m.

Rose Street/Kam IV Road (SMPR 66) and Richard Lane/Linapuni Street (SMPR 67) Sewer Rehabilitation:  Installation of new sewer lines/manholes and reconnection of existing sewer laterals along Richard Lane, Linapuni Street, Kahauiki Street, Kamehameha IV Road between Kahuiki Street and Owene Lane, and Rose Street.

            (Estimated completion date, July 2011)

 

Saint Louis Heights Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), manhole rehabilitation, and lateral rehabilitation throughout Saint Louis Heights.  The contractor will also install new sewer lines via pipe bursting at 3 locations along Saint Louis Drive and one easement location between Saint Louis Drive and Frank Street.

            (Estimated completion date, July 2011)

 

Wilhelmina Rise Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), lateral rehabilitation, and replacement of sewer lines by open trench.

KAILUA

Rehabilitation of Streets Indefinite Delivery/Indefinite Quantity IDIQ #3 – Aikahi Park.  The scope of work to be performed by the Contractor under this contract may include, but is not limited to: cold planning; slurry seal; crack seal; reconstructing curb and gutters/rolled curbs; resetting of lava rock curbs; aboricultural work; adjusting street survey monuments, utility manholes/boxes, frames and covers; installing pavement striping and markings; and reinstalling vehicle detector loops.  Slurry seal is in process.

Wanaao Road/Keolu Drive Reconstructed Sewer:  Installation of new sewer line along Wanaao Road between Hahani Street and Aoloa Road.

KANEOHE

Rehabilitation of Kamehameha Highway Bridge Over Heeia Stream – Kamehameha Highway in Heeia:  Repair of concrete delamination, spalls and cracks on existing bridge structure; removal and replacement of sidewalk platform; painting of the bridge parapet, chain link fence, and sidewalk's steel structure.

            (Estimated completion date, August 2011)

 

Rehabilitation of Streets Indefinite Delivery/Indefinite Quantity IDIQ #3 – Kaneohe: Mokulele Dr and Kaneohe Bay Dr.  The scope of work to be performed by the Contractor under this contract may include, but is not limited to: cold planning; slurry seal; crack seal; reconstructing curb and gutters/rolled curbs; resetting of lava rock curbs; aboricultural work; adjusting street survey monuments, utility manholes/boxes, frames and covers; installing pavement striping and markings; and reinstalling vehicle detector loops.  Test strips were done.

Rehabilitation of Various Streets on Oahu:  IDIQ #1  Kamehameha Highway (Kaneohe) Paving work at Pua Inia St to 1st cross over and to 2nd cross over.

Miscellaneous Storm Drainage Improvements at Wailele Road Outlet:  Construction of a new 6' x 5' box culvert, drop manhole, impact-stilling basin, and concrete pavement; waterline relocation; installation of 6' and 4' chain link fencing and gates, and metal guard rail.

Rehabilitation of Streets Indefinite Delivery/Indefinite Quantity IDIQ #3 – Honokai Hale.  The scope of work to be performed by the Contractor under this contract may include, but is not limited to: cold planning; slurry seal; crack seal; reconstructing curb and gutters/rolled curbs; resetting of lava rock curbs; aboricultural work; adjusting street survey monuments, utility manholes/boxes, frames and covers; installing pavement striping and markings; and reinstalling vehicle detector loops.  Slurry seal to begin.

MANOA

Waimalu Sewer Rehabilitation/Reconstruction Phase I:  Installation of new sewer lines/man holes and reconnection of existing sewer laterals along Hekaha, Kanuku, Lokowai, Lii-Ipo, Pahemo, and Olepe.

Waimalu Sewer Rehabilitation/Reconstruction Phase II:  Installation of new 8" and 12" sewer lines along Hekaha Street between Kanuku Street and Moanalua Road.

PUPUKEA

Pupukea Road Rockfall Mitigation Phase I – Pupukea, Oahu:  The work consists of clearing vegetation within the project limits, scaling boulders and unstable rocks or installing rock dowels (where appropriate), applying shotcrete (where required), installing rock fall protection fences, drapery system and landscaping. One traffic lane will be closed during work hours at Pupukea Road with police performing traffic control duties. Contractor is scheduled to begin work in May 2011.  A one lane closure will occur during work hours between 8:30 a.m. and 3:30 p.m. starting on May 16, 2011.

            (Estimated completion date, September 2011)

WAIANAE

Mailiili Stream Flood Control Improvements – Near Halona Road and Puuhulu Road:  Removal and reconstruction of damaged concrete channel lining, construction of new channel access ramp near Halona Road Bridge, and construction of overflow side-drains on the channel banks.

WAIKIKI

Beachwalk Force Main Phase I:  2 Staging pits to be constructed along Ala Wai Boulevard from Kalakaua towards Ala Moana Boulevard for the microtunneling installation of new sewer line.

                        SEWER PROJECTS DURING JULY

 

 

(Thur., June 30, 2011) – The City and County of Honolulu's Department of Environmental Services has 13 sewer projects in July that may impact roadways and traffic on Oahu.

 

            The projects include:

 

Ø       Airport Sewer Rehabilitation/Reconstruction Phase 1 – Rehabilitate/reconstruct defective sewer line and manholes in the vicinity of the Honolulu International Airport between Lagoon Drive and the Kamehameha Wastewater Pump Station.

Ø       Ala Moana Trunk Sewer Rehabilitation – Sewer rehabilitation work along Ala Moana Blvd. from Keawe Street and Ward Avenue.

Ø       Beachwalk Wastewater Pump Station to Ala Moana Park Sewer Phase 1, Force Main System – Installation of a new sewer line along Ala Moana Boulevard (between Atkinson Drive and Ala Wai Canal), and along Ala Wai Boulevard (between Kalakaua Avenue to the dead end of Ala Wai Boulevard). 

Ø       Houghtailing Street Area Sewer Rehabilitation – Sewer rehabilitation work in Kamehameha Heights area on various streets within the area bordered by North School Street, Kokea Street, Kamalii Street, Aulii Street, Ilima Drive, Makanani Drive and Kapalama Drive.

Ø       Kahanu Street, School Street, and Umi Street – Spot repairs along Dillingham Blvd., between McNeill Street and Kalihi Street and along Kalihi Street between Dillingham and North King Street.  Installation of new sewer lines along Kahanu Street, Puuhale Road, Stanley Street, Wilcox Lane, Umi Street, King Street and Haunapo Lane between Kalihi Street.  Sewer rehabilitation work along School Street between Liliha Street and the School Street (Ewa Bound) off ramp.  

Ø       Kalakaua Avenue Sewer Rehabilitation – Open-cut trench digging replacing 1,500 lineal feet of 6- and 8-inch sewer pipe along Kalakaua Avenue between Philip Street and Kapiolani Boulevard.

Ø       Kalanianaole Highway Sewer System Improvements – Sewer rehabilitation work along Kalanianaole Highway between Wailupe Beach Park to Kawaikui Beach Park and between Halemaumau Street and Paiko Drive.  

Ø       Rose Street and Kamehameha IV Road, Richard Lane and Linapuni Street Sewer Rehabilitation - Installation of new gravity sewer lines on Rose Street, Kamehameha IV Road, Richard Lane and Linapuni Street.

Ø       Saint Louis Heights Sewer Rehabilitation – Sewer rehabilitation work on various streets with the area bordered by Bertram Street, Kaminaka Drive, Saint Louis Drive and Dole Street.

Ø       Sewer Manhole and Pipe Rehabilitation at Various Locations Phase 2 Sewer rehabilitation work along Nimitz Highway between Pacific Street and Sumner Street.

Ø       Waimalu Sewer Rehabilitation/Reconstruction Phase I/II – Installation of a gravity sewer line along Olepe Loop, Hekaha, Lokwai, Lii-Ipo, Pahemo and Kanuku streets.

Ø       Waipahu Street/Plantation Village Sewer Reconstruction – Installation of gravity sewer line within Plantation Village.

Ø       Wilhelmina Rise Sewer Rehabilitation – Sewer rehabilitation work in Wilhelmina Rise area on various streets within the area bordered by Paula Drive, Lurline Drive, Wilhelmina Rise, Keanu Street and Claudine Street.

 

         Approximately 122 projects are underway focused on Oahu's wastewater treatment plants, pump stations and collection system. These projects are part of $533 million of ongoing wastewater projects, including planning, designing, construction, project management and equipment project phases.

INDEPENDENCE DAY HOLIDAY SCHEDULE

 

(Wed., June 29, 2011) — City government offices will be closed on Monday, July 4 in observance of Independence Day, a federal holiday.

 

  • Emergency ambulance, fire, lifeguard and police services will be available.
  • Municipal golf courses, parks, botanical gardens and the Honolulu Zoo will be open.
  • The People's Open Markets will be closed.
  • Blaisdell Center box office will be closed.
  • Refuse will be collected.
  • Landfills and refuse convenience centers will be open.
  • City buses will operate on a Saturday schedule.

 

These traffic and parking regulations will be in effect:

  • On-street parking will be free, except for the meters on Kalakaua Avenue along Queen Kapiolani Park.
  • Parking will be permitted in those tow-away zones that allow parking on holidays.
  • Traffic lanes will not be coned.
  • Traffic signals at Kalakaua Avenue and Kapiolani Boulevard will be three-phase to permit mauka-bound traffic to turn left onto Kapiolani Boulevard.
  • Motorists are reminded that parking in municipal lots with meters will not be free.

TRAFFIC ALERT:  LANE CLOSURES ON ALA MOANA BOULEVARD

 

(Wed., June 29, 2011)—The City's Department of Environmental Services today announced lane closures along Ala Moana Boulevard beginning Monday, July 11, through Sunday, July 24, as part of a major sewer line rehabilitation project.

 

         The makai Diamond Head-bound lane of Ala Moana Blvd., between Keawe Street and Ward Avenue, will be closed 24 hours a day along with a portion of Ohe Street, from Ala Moana Blvd., to Ilalo Street. Also, intersections along Ilalo Street – at Coral, Ohe and Koula – will be closed. In addition, motorists will not be allowed to turn into Keawe Street from Ala Moana Blvd., in both directions. The Diamond Head-bound left lane will also be closed near the Ward Avenue intersection from approximately July 20 to 22.

 

         In addition to the 24-hour lane closures, there will be night time lane closures from Tuesday, July 5, to Saturday, July 9, and from Monday, July 25, to Thursday, August 11.

 

         To accommodate motorists, two lanes of Diamond Head-bound traffic will be maintained, along with a detour through Ilalo Street.

 

         The entrance to the Acura dealership will be temporarily relocated to Koula Street during this period. Also, the bus stop on Ala Moana Blvd., between Keawe and Coral streets for Diamond Head-bound buses, will be temporarily relocated in front of Cutter Chevrolet.

 

         During construction, motorists are encouraged to avoid this segment of Ala Moana Blvd. and use alternative routes to their destinations. Motorists should stay alert for police officers guiding traffic, lane restrictions, detours, changing traffic patterns, and moving construction equipment, vehicles, and personnel.

 

         The project consists of "trenchless" cured-in-place pipe (CIPP) rehabilitation of 1,400 lineal feet of a 69-inch diameter sewer pipe and 100 feet of 36-inch diameter sewer pipe. The CIPP rehabilitation involves the lining of the existing pipe and does not require the intense surface construction activity, typically seen during pipe replacement work. The $8.5 million project began in April with the installation of several temporary large black HDPE pipes along Ilalo Street that will divert a very large volume of wastewater around the project area. This important infrastructure rehabilitation project is estimated to be completed by the end of September.
