A subtropical high is centered at 30°N 152°W and is driving moderate to fresh easterly trade winds across the majority of the central Pacific basin. South of the high, scattered to broken stratocumulus cover an area between 21°N to 30°N and 133°W to 175°W. These clouds are being carried by the trades and moving west at 20 to 25 mph. A nearly dissipated narrow band of stratus clouds from an old front runs from the southeast coast of the Big Island east to 18°N 146°W to 22°N 130°W. Radar is showing numerous showers over the southeastern Big Island and adjacent waters as a result. Scattered showers cover the remainder of the main Hawaiian islands this afternoon. Most of these are hitting windward and mauka sides of the islands, with showers occasionally reaching leeward locations.

Visible images show scattered to broken cumulus clouds over windward waters extending 50 to 150 miles upstream of the main Hawaiian islands with the more dense cloud cover across the western windward waters. Clouds pushing onto windward and mauka portions of all of the main Hawaiian islands. Many of this cloud cover is flowing over to leeward sides as well. Over leeward waters, a cluster of broken to overcast cumulus and stratus clouds cover downstream of the islands to a point at 19°N 162°W.

On Kauai, small breaks in the clouds are observed just on the leeward part of the island while other areas have broken to overcast clouds. Oahu has overcast clouds over the whole island. Molokai has broken clouds over the windward side while just a few clouds across the remainder of the island. Lanai has a broken patch of clouds over the southern half of the island. Maui has thick cloud build ups on windward west Maui and Haleakala slopes to up near the summit. The central interior and far southeastern coast has a few breaks this afternoon. The Big Island is almost all overcast clouds this afternoon. A small break in the clouds is observed over the saddle between Mauna Kea and Mauna Loa.

Elsewhere, a few high clouds are bounded between 11°N to 29°N and 164°W to 173°E. These are due to a weak upper level disturbance centered near 20°N 178°E.

Far south of the Hawaiian islands in the ITCZ, scattered thunderstorms cover an area from 05°N to 11°N and 143°W to far west of the dateline westward. Cloud tops within these thunderstorms reach a height of 49 kft. Cirrus clouds from tops blowing north away from the thunderstorms is visible on satellite between 146°W to 156°W extending as far north as 16°N.

CARLISLE ANNOUNCES $1 MILLION IN GRANTS FOR LEEWARD COAST

 

(Fri., Nov. 5, 2010)—Mayor Peter Carlisle today announced the recipients of $1 million in grants-in-aid for the fifth year of the City's Leeward Coast Community Benefits Program.

 

"The Leeward Coast Community Benefits Program is an important opportunity to help nonprofit organizations provide services and activities for residents of the Leeward Coast," Carlisle said.

 

The program was initiated in 2006 to help offset the impact of the Waimanalo Gulch Sanitary Landfill on adjacent communities.

 

A total of $2 million has been allocated for the program annually. Of this amount, $1 million is dedicated for park improvements and another $1 million is set aside for grants-in-aid to private and/or community-based non-profit organizations for programs and services that address problems or concerns on the Leeward Coast. 

 

Eligible communities include: Kalaeloa, Makakilo, Kapolei, Honokai Hale/Nanakai Gardens, Ko Olina, Nanakuli, Maili, Waianae, Makaha and Keaau.

 

The 32 projects funded this year provide housing, food, mental health services and other essential assistance to some of our neediest citizens on the Leeward Coast, including children, single parents, families experiencing homelessness, victims of domestic violence, at-risk youth, recovering substance abusers, displaced veterans and others. The grant recipients are:

 

Adult Friends for Youth:  $25,000 to provide Redirectional Therapy for high-risk youth in the Leeward Coast;

 

Best Buddies International, Inc.:  $25,000 to implement an office on the Leeward Coast to establish a global volunteer movement;

 

Boys and Girls Club of Hawaii-Nanakuli: $5,000 for youth and family members to achieve educational proficiencies;

 

Catholic Charities Hawaii:  $25,000 to develop and implement the GET FIT MA`ILI project for teen residents at the Ma`ili Land Transitional Housing Program;

 

Child and Family Service:  $30,000 to expand the Healthy Start Home Visiting Program for at-risk families;

 

Dyslexia Tutoring Center of Hawaii:  $35,000 to implement the Pre-Primer program for children;

 

Dyslexia Tutoring Center of Hawaii:  $35,000 to implement the Adult Tutoring Program;

 

Easter Seals Hawaii:  $25,000 to sustain and expand the workforce development program of Napuakea for youth and adults with intellectual and development disabilities;

 

Enterprising Solutions, Inc.:  $25,000 for the development of business plans and strategies for small businesses and entrepreneurs;

 

Friends of Kapolei Hale:  $29,000 to provide social, educational, cultural events and activities to instill community & family pride;

 

Hawaii Foodbank, Inc.:  $38,000 to provide food for residents experiencing homeless through collaboration with member agencies;

 

Honolulu Community Action Program, Inc.:  $25,000 to purchase and install proper surfacing and age appropriate playground equipment and fencing;

 

Hoa`Aina O Makaha:  $35,000 to sustain the Container Garden Project for families of elementary age children of Makaha and neighboring communities;

 

Ho`olana:  $40,000 for an academic enrichment program for academically challenged and economically disadvantaged students in grades 7-12;

 

KAMP Hawaii:  $20,000 to sustain "Pride and Victory Outreach Program" for youth;

 

Konishiki Kids Foundation:  $25,000 to provide community activities to low and moderate communities, individuals and expand economic opportunities;

 

            Leeward Kai Canoe Club, Inc.:  $15,000 for construction of a new koa canoe;

 

Life Foundation:  $20,000 provide a comprehensive array of HIV related care and prevention services for underserved residents on the Leeward Coast;

 

Makana O`ke Akua, Inc.:  $48,000 to assist recovering substance abuse offenders to maintain a clean and sober lifestyle in a structured transitional home;

 

Making Dreams Come True,…Valley of Rainbows:  $25,000 provide public service community projects and educational youth programs for youth and families;

 

Malama Learning Center:  $30,000 to fund the completion of the design and begin construction of phase I of the LEED-certified "green" educational and community facility;

 

ManaManaLima:  $35,000 "Future Farm Owners & Business: program to serve homeless families or individuals;

 

Nanakuli Alumni Association:  $20,000 to organize and implement year-round programs and activities to address cultural, educational, and unmet social issues;

 

Nanakuli High & Intermediate School PTSA:  $ 55,000 to support its School/Community Services, Pride and Beautification Program for students, families, and staff;

 

Poi Dogs & Popoki:  $35,000 to provide outreach and assistance to families with pets on the Leeward Coast.;

 

Seagull Schools, Inc.:  $30,000 to purchase and install commercial shade structures for playground equipment and safety railing for classroom lanai;

 

Special Olympics Hawaii:  $30,000 sports training, competitions, and health screening for intellectually challenged residents;

 

Surfing The Nation:  $50,000 expand service through the STN Leeward Coast Community Program for Children and Youth;

 

Waianae Coast Coalition:  $35,000 to continue planning project to establish a Small Business Incubator emerging digital media business;

 

Waianae Community Outreach:  $40,000 to implement "Equal Access to Legal Services" project to provide legal representation for residents;

 

Waimanalo Construction Coalition:  $40,000 to provide construction and commercial driver's license instruction to low and moderate income and unemployed individuals; and,

 

Westside Athletic Foundation:  $40,000 to assist youth sports organizations in setting and achieving goals for advancement of their members and their community.

The southern edge of the weak, tail end of a frontal cloud band stretched from 23°N 140°W to 21°N 148°W early this Friday morning. The northern edge of the remnant cloud band extended from 25°N 140°W to 23°N 148°W. The remnant cloud band was stationary.

Broken to overcast low clouds made up the cloud band. But the diffuse band blended in with a large field of broken to overcast low clouds to its west and north. This field of low cloudiness was mainly northeast of a line from 20°N 152°W to 28°N 167°W.

Broken to scattered, showery cumulus clouds were common in the vicinity of the Hawaiian islands. Near the islands, these low clouds were moving west-southwest at just over 20 miles an hour.

A low cloud plume was flowing westward off the Kona coast of the Big Island. This showery, broken to overcast plume was about 50 miles wide and extended over 450 miles from the Big Island.

The weak tail end of a frontal cloud band Sat far east of the state this evening. The southern edge of the diffuse and decaying cloud band stretched through 24°N 140°W to 21°N 150°W. The band was drifting very slowly southward.

A somewhat detached and segmented, remnant part of the frontal band further west extended from near the Big Island to 17°N 170°W to 17°N 180°E. This remnant cloud band consisted of mostly broken, showery cumulus clouds. The remnant cloud band was nearly stationary while the clouds within it were flowing quickly westward with the trade winds.

The region between the two aforementioned cloud bands and 30°N latitude contained numerous patches and clusters of mostly broken low clouds. The low clouds in the vicinity of the islands were moving west-southwest at 25 to 30 miles an hour. At 7 pm, the cloudiest parts of the state were Maui county and Oahu. The Big Island and Kauai had fewer clouds overhead.

Isolated thunderstorms with tops up to 45000 feet were forming 06°N and 10°N between 150°W and 158°W. This area of thunderstorms was migrating west near 15 miles an hour.

A 150 to 175 mile wide band of broken stratus and stratocumulus clouds covers from Molokai to the Big Island early this afternoon. These clouds are associated with a dissipated front which are now overrun by east-northeasterly trade winds from building high pressure north of the main Hawaiian islands. The leading edge of this cloud band extends from 40°N 128°W to 26°N 138°W to 17°N 163°W. The front is active north of 28°N, moving east at 20 mph. South of this latitude the cloud band is moving south to southwest aided by the subtropical high building in behind the front. This high which is centered at 33°N 160°W is driving east to northeast winds across most of the central Pacific basin with cloud motions following suit.

Directly north and west of the remnant frontal cloud band, broken open-celled stratocumulus and cumulus clouds cover a fairly large area. They extending from the back of the mentioned stratus cloud band to the boundary of another dissipated front that is located along a line from 33°N 154°W to 28°N 160°W to 27°N 170°W.

Around the main Hawaiian islands this afternoon, windward waters of Molokai through the Big Island are covered by the broken stratus and stratocumulus band of clouds. Clouds over the channels and leeward waters have a more disorganized broken cloud pattern with plume clouds coming off Maui and the Big Island. Scattered cumulus cover the waters around Kauai and Oahu. Clouds around the state are moving to the west-southwest at 20 to 25 mph. Over land, broken to overcast cloud buildups are seen across windward Kauai and the Waianae and Koolau ranges on Oahu. Small breaks in the clouds are occurring mainly on the leeward and south shore areas of Kauai and Oahu. Molokai and Lanai have overcast clouds on the windward sides and scattered clouds across leeward sides. Maui has overcast clouds over all windward sides up to 9 kft in elevation on Haleakala. Broken clouds cover the remainder of Maui. The Big Island has overcast clouds over windward sides of the island up to 8 kft in elevation. Overcast cloud buildups are also seen along the Kona coast and from South Point to Apua Point. A few clouds are observed over the Kohala area and near the peaks.

Elsewhere, water vapor imagery shows a weakening upper level trough hovering near 21°N 179°E. It's currently generating some clusters and strands of broken cirrus clouds from 15°N to 28°N and 170°W to 175°E.

Far south of the Hawaiian islands, a 230 mile wide line of scattered showers extends along a line from 07°N 177°W to 16°N 131°W. Thunderstorm tops reach near 49 kft in this area.

FIVE 'MAKE-A-DIFFERENCE DAY' EVENTS THIS SATURDAY

 

(Thur., Nov. 4, 2010) The Storm Water Quality Branch of the City's Department of Environmental Services (ENV) is conducting five "Make-a-Difference" events this Saturday (Nov. 6) around Oahu.

 

                 ENV will be overseeing four Adopt-A-Block sites:  Pacific Palisades (7:30 -10 a.m., meet at Leeward Community Church), Moiliili (8:30-11 a.m., meet at Lunalilo School), Roosevelt High School (8:30-11 a.m., meet on campus) and The Kainalu (8:30-11 a.m., meet at 2801 Coconut Ave.).  Activities will include picking up trash, weeding, amending soil, planting native plants and mulching.

 

                 The American Society of Civil Engineers, Younger Member Forum will also be stenciling storm drains from 8-10 a.m. in the Niu Valley area.

 

Volunteers wishing to participate should dress to get dirty and bring the following: water, hat, old shoes and sunscreen.  All participants must sign release forms to participate in the cleanups.

 

ENV will hand out educational materials on healthy yard and clean stream practices as part of its Adopt-A-Stream program and on reducing trash for its Adopt-A-Block program. ENV partners with businesses, schools, public officials, the state and military organizations.

Scheduled road work for the week beginning November 7, 2010, for the Department of Design construction, Civil Division (Construction Management Branch), and Wastewater Division (Construction Management Branch) is listed below.  Road work is normally done between the hours of 8:30 AM and 3:30 PM unless otherwise noted.

 

AIEA

Local Rehabilitation of Streets, Phase 1 (IDIQ#2)  Paving Moanalua Road, Aiea Interchange to Pali Momi Street; manhole adjustments during day; cold planing, reconstruction, and paving during night.  Night work is from Monday night through Saturday morning.

 

AINA HAINA

Rehabilitation of Streets Indefinite Delivery/Indefinite Quantity IDIQ #3 – Aina Haina:  The scope of work to be performed by the Contractor under this contract may include, but is not limited to: cold planning; slurry seal; crack seal; reconstructing curb and gutters/rolled curbs; resetting of lava rock curbs; aboricultural work; adjusting street survey monuments, utility manholes/boxes, frames and covers; installing pavement striping and markings; and reinstalling vehicle detector loops.  Hind Iuka Dr from Mona St to End slurry seal is done.

Rehabilitation of Secondary Streets at Ala Wai  The project includes: excavating, reconstructing and resurfacing asphalt concrete pavements and base; providing smooth lateral transitions at all streets and driveways; reconstructing base at bus stop locations; adjusting street monuments, utility manhole frames and covers; installing pavement markings; reconstructing existing asphalt concrete berms with drainage openings. Rehabilitation of Streets Indefinite Delivery/Indefinite Quantity IDIQ #3 – Kapahulu: 4th ave, 5th ave, Hookipa Way, Pahoa Ave, Kaimuki Ave, Olu St, Mokihana St, Paliuli St and Charles St. and Kulamanu Pl.  The scope of work to be performed by the Contractor under this contract may include, but is not limited to: cold planning; slurry seal; crack seal; reconstructing curb and gutters/rolled curbs; resetting of lava rock curbs; aboricultural work; adjusting street survey monuments, utility manholes/boxes, frames and covers; installing pavement striping and markings; and reinstalling vehicle detector loops.  Olu St from 4th ave to 6th ave, Mokihana St from 4th ave to Mooheau ave and Kulamanu Pl from Kulamanu St to End are done.

Rehabilitation of Secondary Streets at Makiki; Kinau St from Alapai St to Waiau Pl, Wilder Ave from Spencer St to Dole St. and Dole St from Wilder Ave to St. Louis Dr.  The project will demolish, remove and dispose of existing pavements in Honolulu area. Resurface or reconstruct these streets with asphalt concrete pavement.  Adjust manholes and monuments to road grades.  Restore all pavement striping, markings and markers.  Collect GPS data on manholes, street monuments, valve boxes, fire hydrants, and other features as directed by the City before construction begins.

Mapunapuna Industrial Subdivision Phase One of Tidal Flooding Remediation Program.  Remove existing flap gates and install new check valves at outlet pipes in State channel fronting Kam Highway. Construct new DMH upstream of new check valves. Re-grade swale and adjust DI to provide positive drainage into existing drain system. Upgrade concrete wall at outlet pipes at State channel. Remove debris and sediment from existing storm drains and channel area. Dewater State channel and install temporary dewatering dams.  At the intersection of Ahua Street and Awaawaloa Street, abandon existing storm drain on Ahua Street and install new storm drain MH on upstream end of abandoned pipe.

Mokauea Street Improvements between North King Street and Dillingham Boulevard:  Reconstruction concrete curbs and gutters, driveway and some sidewalks; construct new curb ramps; reconstruct and resurface asphalt roadway.  Post paving activities include installation of permanent pavement markings, adjust utilities to finish grade, and re-install traffic loop detectors.

Rehabilitation of Secondary Streets at Kaimuki – Palolo Avenue; Pahoa Avenue, 8th Avenue to Kokohead Avenue, 22nd Avenue to Kilauea Avenue; Kapahulu Avenue, Paki Avenue to Kalakaua Avenue; Paki Avenue, Kapahulu Avenue to Poni Mei Street.  Excavating, reconstructing and resurfacing asphalt concrete pavements and base; reconstructing base at bus stops; adjusting street monuments, utility manhole frames and covers; installing pavement markings; reconstructing existing asphalt concrete berms with drainage openings.

Peterson Lane and Pua Lane Sewer Rehabilitation:  New sewer line and manhole installation on King Street (between Dillingham Blvd. and Peterson Lane), Pua Lane and Peterson Lane.  Sewerwork is ongoing on Pua Lane.  Repaving of King, Peterson and Pua lane to follow after sewer work is complete.  Pua Lane – One lane in mauka bound direction will be closed Monday thru Friday, 8:30 a.m. to 3:30 p.m.

Punchbowl Street and Lusitana Street Drainage Improvements:  The work consists of drainlines and manholes rehabilitation with Cast-in-place-pipe (CIPP) in Punchbowl Street, and 24-inch drainline and curb replacement in Lusitana Street. One lane road closure will be limited to 8:30 a.m. to 3:30 p.m., Monday thru Friday, except for County furlough and holidays. Work will begin in December 2010.

Saint Louis Heights Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), manhole rehabilitation, and lateral rehabilitation throughout Saint Louis Heights.  The contractor will also install new sewer lines via pipe bursting at 3 locations along Saint Louis Drive and one easement location between Saint Louis Drive and Frank Street.

Curb Ramps at Various Locations, FY 2008 (X), South Beretania Street / Ward Avenue:  Construction of new curb ramps, sidewalks and A.C. transition.  Relocation of existing regulatory / street signs. Rehabilitation of Kawailoa Road Bridge over Kaelepulu Stream, Bridge No. 411:  Work includes repair of spalls in the concrete elements; replacement of the deteriorated pedestrian walkway and railing at the upstream side of the bridge; repair of deck joints; replacement of the vehicular guardrail system; and traffic safety improvements at the bridge approaches.

Rehabilitation of Streets, Unit 52 – Keolu Drive (Kalanianaole Highway to Akahai Street); Keolu Drive (Akaakaawa Street to Wanaao Road):  Cold planing; resurfacing and reconstruction of asphalt concrete pavements (ACP); adjustment of utility manhole frames and covers; installation of pavement markings and vehicle loop detectors; reconstruction of existing concrete curbs, gutters, sidewalks and Driveways; reconstruction of concrete catch basins; and construction of concrete and asphaltic concrete bus pads.

Seismic Retrofit at City Bridges FY09, Keolu Drive Bridge, and Auloa Road Bridge:  Work consists of making seismic retrofit improvements that include installing: stainless steel bolsters at the deck slab,

concrete bolsters/creep blocks, stainless steel plates across expansion joints, and other miscellaneous bridge improvements.

Wanaao Road/Keolu Drive Reconstructed Sewer:  Installation of new sewer line along Wanaao Road between Hahani Street and Aoloa Road.

Rehabilitation of Kamehameha Highway Bridge Over Heeia Stream – Kamehameha Highway in Heeia:  Repair of concrete delamination, spalls and cracks on existing bridge structure; removal and replacement of sidewalk platform; painting of the bridge parapet, chain link fence, and sidewalk's steel structure.

Kaneohe Bay Drive Trunk Sewer Reconstruction:  Installation of new sewer lines, new manholes, and cured in place pipe (CIPP).  Work will occur on Kaneohe Bay Drive between Mokapu Road and Kuono Place, Kaimalu Place and Way, Ikeanani Drive, and Kuakoa Place.

Kapunahala Road Retaining Wall near 45-866 Anoi Road  Construction of a concrete retaining wall and railing.  Restore AC pavement, AC sidewalk and AC curb.  Traffic detours will be provided after working hours.

Manana Infrastructure Improvements, Phase VI – Connector Road (Kuala Street to Kuahaka Street)  Construct 60-foot wide roadway from Kuala Street to Kuahaka Street. The work includes, vector control; clearing, grubbing and grading; installation of new storm drain, Heco, Hawaiian Telcom, street light and traffic signal systems; concrete slab protection for existing sewer and water lines; grade adjustments in private lots; new noise and retaining walls, chain link fence and gates: reconstruction of existing drain, water and sewer MHs and valves to new finish grade; installation of curbs, gutters, sidewalks, driveways, curb ramps and sidewalk culverts; installation of irrigation system and landscape improvements; tree removal and pruning in private lots; road paving; pavement markings and markers and street signs.
