Seismic retrofit of Kawailoa Road Bridge to begin Feb. 17 


Kailua – Contractor Triton Marine Construction Corp. will begin work to make the Kawailoa Road Bridge more resistant to seismic activity on Tuesday, February 17, 2015.  The $259,121 project includes the inspection of all concrete surfaces of the bridge, removal of deteriorated concrete, and preparation of reinforced steel. 

Work will take place Monday through Friday, from 8:30 a.m. to 3:30 p.m. excluding holidays, with an anticipated completion date of April 15, 2015.  The project may impact roadways and traffic in Kailua and motorists are advised to proceed with caution and observe all traffic control devices.

Kapahulu Avenue road construction to begin Feb. 17 


Honolulu – The installation of new concrete bus pads on Kapahulu Avenue will begin on Tuesday, February 17, 2015.  Twenty-four hour lane closures will be implemented in affected areas during construction.  The new bus pads will be installed in advance of repaving Kapahulu Avenue, which is anticipated to begin mid-March and will take place at night to minimize impact on traffic. 

Motorists are reminded to observe and obey all traffic controls, posted signs, and special duty officers.  Drivers are encouraged to avoid Kapahulu Avenue, if possible, during the work.  Those who use Kapahulu Avenue can anticipate delays and allow extra travel time while driving through the work areas.

Traffic Advisory: Lane closures for Honolulu rail transit project


The Honolulu Authority for Rapid Transportation (HART) would like to inform drivers about lane closures for the week of February 15-21 as related to design and construction work for the Honolulu rail transit project. Motorists are advised that work along the 20-mile rail route from East Kapolei to Ala Moana Center will require lane closures during non-peak traffic hours.

For the safety of both the work crews and motorists, the public is advised to proceed with caution through these areas. Drivers should anticipate possible traffic delays or use alternate routes during work hours, and provide a safe distance between their vehicles and workers and equipment:

EAST KAPOLEI/EWA (FARRINGTON HIGHWAY) 
Seven days a week through the end of March 2015
Kualakai Parkway (North-South Road) to Old Fort Weaver Road
Farrington Highway between Kualakai Parkway (North-South Road) and Old Fort Weaver Road Loop is open in the eastbound direction only from 5 a.m. to 7:30 p.m. Monday and Tuesday, February 16 and 17, reopening at 5 a.m. the next day for morning traffic. On Wednesday and Thursday, February 18 and 19, the contractor will reclose that section of highway from 9 a.m. to 5 a.m. the following day for rail guideway construction crossing the highway. During the highway closure, drivers travelling between East Kapolei and the Ewa/Waipahu region will still be able to access either side by using either the H-1 Freeway or Kapolei Parkway/Geiger Road.

North-South Road and Keahumoa Parkway
The outside lane of Keahumoa Parkway will be closed 24 hours a day, seven days a week.

H-1 FREEWAY WAIAWA INTERCHANGE

Tuesday through Thursday between 8 p.m. and 4 a.m. There is no rail work on Sunday and Monday evenings, February 15 and 16, in observance of Presidents’ Day.
H-1/H-2 Freeways near Leeward Community College
Up to two westbound lanes and two eastbound lanes of the H-1 Freeway approaching the H-1/H-2 merge (Waiawa Interchange) are closed overnight next week. Rail guideway work over the H-1 Freeway in this area is scheduled to run until 2016.

WAIPAHU (FARRINGTON HIGHWAY) 

Monday through Friday lane closures
Staggered lane closures will take place along the outside lanes of Farrington Highway in both directions in Waipahu for utility work between 7 a.m. and 3:30 p.m.

Leoku Street to Leokane Street
The westbound lanes of Farrington Highway are closed between 7 p.m. and 6 a.m. The inside lanes of Farrington Highway in the same area are closed between 8:30 a.m. and 3:30 p.m. Left turns will be restricted in the westbound direction from Farrington Highway onto Leoole Street.

Waipahu Depot Road to Mokuola Street
The outside lanes of Farrington Highway are closed weeknights between 7 p.m. and 6 a.m. The inside lanes of Farrington Highway are closed weekdays between 8:30 a.m. and 3:30 p.m.

Mokuola Street to Paiwa Street
The intersection at Moloalo Street is closed 24 hours a day, seven days a week. Left turns from Farrington Highway onto Paiwa Street have been restored.

Kahualii Street to the Kamehameha Highway overpass
The eastbound lanes of Farrington Highway are closed weeknights between 7 p.m. and 6 a.m.

Tuesday through Thursday between 7 p.m. and 6 a.m. There is no rail work on Sunday and Monday evenings, February 15 and 16, in observance of Presidents’ Day.
H-1 Waipahu eastbound on-ramp
The eastbound onramp from Farrington Highway to the H-1 Freeway is closed overnight Sunday through Thursday between 7 p.m. and 6 a.m.


PEARL CITY (KAMEHAMEHA HIGHWAY)

Monday through Friday lane closures
Staggered lane closures will take place along the outside lanes of Kamehameha Highway in both directions in Pearl City and Aiea for overhead utility work between 7 a.m. and 3:30 p.m.

Waiawa Road to Waimano Home Road
24-hour lane closures

  • One of the two eastbound left-turn lanes from Kamehameha Highway onto Acacia Road fronting Pearl Highlands Center is closed 24/7 until mid-2015. Eastbound U-turns will be allowed at the intersection during the work. One westbound left-turn lane and the inside westbound lane of Kamehameha Highway near the Acacia Road intersection will also be closed 24/7 until mid-2015.

Monday through Friday lane closures
Two westbound lanes of Kamehameha Highway near Waimano Home Road are also closed overnight between 8 p.m. and 7 a.m. with various left-turn pocket restrictions. Two eastbound lanes of Kamehameha Highway in the same vicinity are also closed overnight between 7 p.m. and 5:30 a.m. Intersection at Acacia Road closed after 9 p.m.

The westbound lanes of Kamehameha Highway near Waiawa Road (Leeward Community College entrance) are also closed weeknights between 7 p.m. and 6 a.m. Traffic will be contraflowed to the eastbound side of the highway.

Ala Ike Street at Leeward Community College
Ala Ike Street is closed weeknights at the far end of the main campus parking lot from 7 p.m. to 6 a.m. Drivers will be diverted to a temporary lane at the back of the parking lot.

Kuleana Road to Kaonohi Street
  • Two westbound lanes of Kamehameha Highway are closed overnight between 8 p.m. and 7 a.m. with various left-turn pocket restrictions. Two eastbound lanes of Kamehameha Highway are also closed overnight between 7 p.m. and 5:30 a.m.

PEARL CITY (KAMEHAMEHA HIGHWAY)

Monday through Friday lane closures
Kuleana Road to Kaonohi Street
  • The intersection at Kaahumanu Street will be closed at 9 p.m. weeknights.
  • One eastbound lane of Kamehameha Highway near Kuleana Road (HECO-Waiau power plant) and fronting Neal Blaisdell Park near Kaahumanu Street also remains closed 24/7 until mid-February.
  • Alternate lane closures will take place along Kaluamoi Place off Kamehameha Highway between 7:30 a.m. and 3:30 p.m. weekdays. One lane will remain open at all times.
  • Utility relocation work in area scheduled to run until mid-2015

AIEA/ALOHA STADIUM (KAMEHAMEHA HIGHWAY)

Monday through Friday lane closures
Lipoa Place to Pali Momi Street
  • One eastbound lane of Kamehameha Highway near the Pearl Kai Shopping Center remains closed 24/7.

  • Two westbound lanes of Kamehameha Highway are closed between 8 p.m. and 7 a.m. with various left-turn pocket restrictions. Two eastbound lanes of Kamehameha Highway are closed between 7 p.m. and 5:30 a.m.
  • One eastbound lane of Kamehameha Highway near McGrew Point is closed 24/7 through early 2015

Near Aloha Stadium
  • Two westbound lanes of Kamehameha Highway are closed between 8 p.m. and 7 a.m. with various left-turn pocket restrictions. Two eastbound lanes of Kamehameha Highway are closed between 7 p.m. and 5:30 a.m.

PEARL HARBOR/AIRPORT
 

Tuesday through Friday lane closures. There is no rail work in the Pearl Harbor/airport area on Monday, February 16 in observance of Presidents’ Day.
Kamehameha Highway from Arizona Street to Makalapa Drive
One eastbound lane of Kamehameha Highway is closed weekdays between 8:30 a.m. and 2:30 p.m. for utility location work.

Kamehameha Highway and Makalapa Road/Radford Drive Intersection
The outside lanes of Kamehameha Highway in both the eastbound and westbound direction are closed weekdays between 8:30 a.m. and 2:30 p.m. for traffic camera installation work.

Nimitz Highway at Aolele Street Intersection
One eastbound and one westbound lane of Nimitz Highway are closed weekdays between 8:30 a.m. and 3:00 p.m. for traffic camera installation work.

Hanauma Bay Nature Preserve closed due to box jellyfish

Hawai‘i Kai – Hanauma Bay Nature Preserve was closed today at approximately 10:21 a.m. due to an influx of box jellyfish.  Only the beach portion of Hanauma Bay is closed and visitors may still go to the upper area to enjoy the scenic view.  Lifeguards are monitoring the situation to determine when the park will reopen for snorkeling.

Voter registration deadline approaching for Neighborhood Board candidates

 

HONOLULU -- The deadline to submit completed candidate and voter registration forms for Neighborhood Board elections is next Friday, February 20, 2015.

Candidates may apply:
  • Online at www.honolulu.gov/nco
  • In person at the Neighborhood Commission Office (NCO) at Honolulu Hale, Room 406
Residents wishing to have either form mailed to them may call 768-3717.

Voter application forms may be downloaded at www.honolulu.gov/nco or by contacting the NCO. Completed candidate or voter forms must be postmarked by February 20, 2015, or can be hand delivered to the Neighborhood Commission Office at Honolulu Hale, Room 406, by 4:30 p.m. on February 20, 2015.

The 2015 Neighborhood Board elections will be held in April and May of this year. At stake are 437 seats on Oahu’s 33 Neighborhood Boards, whose volunteer members hold monthly meetings and serve as advisors on community concerns.

Oahu residents who voted in the 2014 state elections are pre-registered to vote in the Neighborhood Board elections. Those who did not vote, voted but changed residences since the election, or are non-citizen residents must file a voter registration form in order to vote in the 2015 Neighborhood Board elections.

The Neighborhood Board system was created in 1973 to increase and assure effective citizen participation in government decision-making.

City to restrict parking in Lanikai during Presidents Day weekend

LANIKAI - The City and County of Honolulu Department of Transportation Services notified all Oahu motorists and residents of Lanikai that this Presidents Day weekend, no parking of motor vehicles will be permitted on the unimproved sidewalk on the right side of the road along the Lanikai loop, in order to ensure access to Lanikai for emergency vehicles, residents, and visitors.  

The Lanikai loop includes Alapapa Drive and Mokulua Drive, where a bike lane runs along the right side of both streets.  Parking is always prohibited in the bike lane, with a potential fine of $200.  This holiday weekend, new barriers will be placed adjacent to the bike lane on the Lanikai loop notifying motorists that no parking is permitted on the right side of the street over the Presidents Day weekend.  (Map attached)

“The city is taking this action because traffic congestion in Lanikai has become so severe on holidays and weekends that it is now a safety issue,” said Director of Transportation Services Mike Formby.  “During severe traffic congestion caused in part by illegally parked cars and pedestrians forced into the roadway, emergency first responders have experienced difficulty getting into and out of Lanikai.  This is a test over the holiday weekend that the city will consider making permanent if effective.” 

Motorists who park on the right side of the Lanikai loop over the Presidents Day weekend, impede emergency response, or park on the bike path will be subject to citation and tow by the Honolulu Police Department.

With but one way in and out, traffic entering, traversing and exiting Lanikai has increasingly negatively impacted residents.  According to Councilmember Ikaika Anderson, who represents the Lanikai community on the City Council, “As one of the most popular destinations on Oahu, Lanikai draws tremendous crowds on the weekends.  However, we have a responsibility to ensure that residents can get in and out of the community safely and quickly.  I’m pleased that Director Formby is honoring my request to try a parking prohibition for the upcoming Presidents Day weekend.”

Through a community context-sensitive process, DTS met with the Lanikai community and the Kailua Neighborhood Board and was asked by the community to restrict parking within the Lanikai loop to address growing safety concerns.  The parking restriction to be implemented on the Presidents Day weekend will test a proposal to permanently remove parking on the bike lane side of the Lanikai loop where there are families with children, beachgoers, joggers,  bicyclists and pedestrians.  Significantly, the removal of parking on the bike lane side of the Lanikai loop will also preserve roadway width and allow improved ingress and egress for emergency responders and residents.

Motorists are cautioned that the removal of parking on the bike lane side of the Lanikai loop during the Presidents Day weekend will significantly reduce parking capacity within Lanikai by up to half.  As such, motorists are encouraged to plan ahead, consider alternative means to access Lanikai beach, such as by riding The Bus, walking and/or biking, or seek alternative beaches for recreation.

Chinatown - Mayor Kirk Caldwell, surrounded by Chinatown and Downtown business leaders, this morning signed Bill 62, prohibiting sitting or lying in four city pedestrian malls in the Chinatown/Downtown business district: Fort Street Mall, Kekaulike Mall, Sun Yat Sen Mall, and Union Mall. 

“Sit-lie is working,” said Mayor Caldwell.  “We’re hearing this from residents and businesses in Waikīkī, Downtown and Chinatown.  With Bill 62, we’re adding an additional tool to help make business districts across O‘ahu safe and accessible for all.”

This new law complements the bill signed into law by Mayor Caldwell on December 2, 2014 prohibiting sitting or lying on sidewalks in specific business districts around the island, including Chinatown and Downtown, and the original law signed in September 2014 banning sitting and lying in the business district of Waikīkī.

Sit-lie laws require police to issue a warning before any other action is taken.  The vast majority of people who have been warned comply without any further action. 

Sit-lie was enacted for Waikīkī on September 16, 2014, then the Honolulu Police Department (HPD) conducted an educational period until September 26.  Since then, HPD has issued a total of 489 warnings and 110 citations.  Only 2 arrests have been made.

Since enforcement began in Chinatown and Downtown in mid-December, HPD has issued 964 warnings and only 10 citations and 3 arrests.

The Institute for Human Services (IHS) reports a notable decrease in visible homelessness in Waikīkī since sit-lie went into effect, including a 50% increase in people experiencing homelessness from out-of-state compared to last winter season.  IHS has received positive feedback from Waikīkī residents and businesses on the progress made through sit-lie and increased community outreach.

IHS January Status Update (3-month report):

  • Intakes (Clients Receiving Services) from Waikiki: 68
    • Moved into Shelter: 14
    • Moved into Housing: 6 (5 are Housing First, 1 Permanent Housing)
    • Relocated Out-of-State: 3
    • Housing-Ready: 27 (24 are looking for housing)
    • Relocation Inquiries/Prospects: 18


Additional information provided by IHS:

  • Since the law went into effect, homeless outreach personnel are finding and serving more individuals who have been experiencing homeless for 10+ years.
  • Outreach workers have had more individuals accept services since sit-lie has been enforced.
  • Meal program numbers are increasing – IHS is now serving an average of 750 meals per day compared to about 650 meals per day at this time last year (2014).
  • Waikīkī residents have mentioned to IHS leadership and outreach workers that overall visible homelessness has decreased.  For the most part, Waikīkī stakeholders are happy about sit-lie and the progress it’s making.

Just as sit-lie paired with IHS’ outreach initiative is making a positive impact in Waikīkī, enforcement of Bill 62 is aimed to complement homeless service efforts currently underway in the Chinatown business district.

The city has entered into a five-year contract with Mental Health Kokua (MHK) to repurpose Pauahi Hale and provide a broad range of services to help some of the most vulnerable members of the Downtown/Chinatown community.  Initial services currently provided under the contract include public showers, restrooms, and hygiene facilities from 7 a.m. until 7 p.m. seven days a week.

MHK has partnered with IHS, River of Life Mission and other nonprofits as part of its Pauahi Hale Enrichment Program, which will serve as a portal of entry into social services, housing, and medical and behavioral health treatment. 

Approximately 67 residents will be housed at Pauahi Hale, including 42 Housing First clients and 25 people participating in MHG’s Safe Haven program.  Countless others will be assisted through outreach, assessment, referral, and hygiene services operated out of Pauahi Hale.

Beginning Tuesday, February 10, 2015, until further notice, buses traveling westbound on Kamehameha from Kaahumanu Road to Waiawa Road will be detoured from 2:00 p.m. to 7:00 p.m. (Monday through Friday, except holidays), due to lane closures near the Acacia Road intersection.  Shuttle buses will operate westbound from Kamehameha/Pali Momi, onto Farrington Highway, into Waipahu, to Mokuola then along Waipahu Street to Kamehameha Highway and up through Waipio Gentry to provide service to the affected area.

Note:  Service subject to change without notice.

City seeks input on future of Blaisdell Center site

 

Mayor Kirk Caldwell and the Department of Planning and Permitting (DPP) will host a public workshop and seek community input Feb. 10, 2015, to help develop a master plan for the revitalization of the Neal S. Blaisdell Center.

The workshop is set for 6 to 8:30 p.m. in the Blaisdell Center Hawaii Suites, 777 Ward Ave.  Parking will be free and light refreshments will be provided.

The city is creating a master plan because most of the facilities at the 22-acre Blaisdell site were built in 1964 and are facing increasing maintenance and renovation needs.  The facilities often do not meet the needs of users, and they face competition from newer facilities.

The city recently selected a consultant team that includes AECOM, WCIT Architecture, and Lincoln Center Global of New York to help craft a vision for a self-sustaining cultural and entertainment complex at the Blaisdell site.  The Feb. 10 workshop will be the first of many opportunities for community input to determine the future of the Blaisdell Center.

“The most important aspect of this process is public participation and input because the people will ultimately determine the success of this valuable community and civic resource,” Mayor Caldwell said.

Honolulu - Beginning tomorrow, Tuesday, February 10, 2015, and until further notice, Routes A, 40, 42, 53, and 62 buses traveling westbound on Kamehameha Highway from Kaahumanu Road to Waiawa Road will be detoured between 2 and 7 p.m. Monday through Friday (except holidays) due to rail project related lane closures near the Acacia Road intersection.  Shuttle buses will substitute for the detoured main routes.

To help mitigate transit delays caused by the lane closures, shuttle buses will operate westbound from Kamehameha/Pali Momi, onto Farrington Highway, into Waipahu, to Mokuola then along Waipahu Street to Kamehameha Highway and up through Waipio Gentry to provide service to the affected area, beginning on February 10, 2015.  The shuttle buses will operate from 2 to 7 p.m., Monday through Friday, except on holidays.

Westbound City Express Route A, Route 40 Makaha, Route 42 Ewa Beach, and Route 62 Wahiawa will detour from Kamehameha/Kaahumanu to Moanalua Road and H-1 West to the Waipahu Exit onto Farrington resuming the regular route. 

Route 53 Pacific Palisades will detour from Kamehameha/Kaahumanu to Moanalua Road, Hoomalu Street, Hoolaulea Street to Waimano Home Road, resuming the regular route. 

There will be no eastbound route detours.

The Department of Transportation Services is initiating these route detours and supplemental shuttle bus service to mitigate the traffic delays caused by rail construction and freeway work adjacent to and/or along this corridor.

Presidents’ Day holiday schedule


Honolulu - City and County of Honolulu government offices will be closed Monday, February 16, 2015, in observance of the Presidents’ Day holiday.

  • Emergency ambulance, fire, lifeguard, and police services will be available.
  • TheBus will operate on a Saturday schedule.  For route and schedule information, please visit www.thebus.org.
  • Refuse will be collected, and transfer stations, convenience centers, H-POWER, and the Waimānalo Gulch Sanitary Landfill will be open.
  • Parks, municipal golf courses, botanical gardens, and the Honolulu Zoo will be open.
  • The Neal S. Blaisdell Box Office will be closed.
  • The People's Open Markets will not be held.
  • All Satellite City Halls and Driver's License offices will be closed.
The following traffic and parking regulations will be in effect:

  • On-street parking will be free, except for the meters on Kalākaua Avenue along Queen Kapi'olani Park and metered parking lots.
  • Traffic lanes will not be coned for contraflow.
