H-POWER EXPANSION HITS HALFWAY POINT   (Thur., May 5, 2011) – The H-POWER Expansion Project, which is adding a third boiler and other improvements to the City-owned waste-to-energy facility, has reached its halfway point while on schedule and on budget.              In May 1990, the City and County of Honolulu placed into service the Honolulu Program of Waste to Energy Recovery or H-POWER. For the past 20 years, H-POWER reliably met the City's municipal solid waste disposal needs and provided an economic return to the City. H-POWER currently generates sufficient electrical energy to power 50,000 homes.            During those 20 years, Oahu's population has substantially increased, our dependency on foreign oil has grown, and residents have become more sensitive to the environment.            In response, the City implemented a number of initiatives:  instituting curb-side recycling; completing a complex financial transaction wherein favorable tax treatment markedly improved the financial return of the City's initial investment in H-POWER; reinvesting in the existing facility including a refurbishment plan that will ensure reliable and continuing successful performance for the next 20 years; and expanding the facility in line with both the population growth and the types of waste handled allowing the City to divert 90 percent of all municipal solid waste from the landfill through the combination of recycling and energy recovery.            The City has accomplished a number of noteworthy achievements:   §         Curbside recycling is now island-wide, §         Existing H-POWER debt is nearly paid off, §         After a very favorable 17 year sale leaseback period, the City reacquired H-POWER at a fully depreciated value, §         The aging boilers are being rebuilt, re-establishing their service life, §         At H-POWER, a $50 million capital improvement project was recently completed employing the most achievable air pollution control technology enhancing the health and safety of our residents and workers, §         In late 2009, the City negotiated a $300 million contract to expand H-POWER, §         Also, in late 2009, the City renegotiated its contract with Covanta Honolulu Resource Recovery Venture to operate H-POWER facility for an additional 23 years, §         Covanta, and their environmental consultant, AMEC of Honolulu, completed all permit requirements and entered into a construction contract with Parsons RCI, a Honolulu based general contractor;  §         Construction commenced in early 2010.   Now, almost 18 months later, the expanded facility is taking shape:   §         Design as performed by Covanta's Engineer of Record, Burns and Roe, as supported locally by Kai, Hawaii is now complete, §         All major equipment has been purchased and delivered, §         Concrete construction performed by the General contractor, Parsons, and their supplier, Island Concrete, is virtually complete, §         Building steel framework as erected by Parsons and their subcontractor, Swanson Steel, is "topping out," §         Boiler support steel as erected by Parson's Honolulu based subcontractor, American Pipe and Boiler, is nearing completion, §         All major boiler components have been staged in place including the Martin Combustion Grate system and the power boiler as fabricated by Jing Ding, §         The turbine generator, as supplied by Siemans, has been placed on its elevated pedestal; §         The refuse handling crane has been set in place atop the receiving pit, §         Electrical work as performed by American Electric has commenced.            A work force of nearly 400 skilled local area craftsmen has been busy achieving these noteworthy accomplishments. However, much remains to be done. Over the coming year, the City and their contractors expect to complete all mechanical work, including the boiler and steam turbine generator, along with miles of interconnecting piping, tubing, ductwork, and electrical cables that comprise a modern waste-to-energy fueled power plant.            When complete in mid-2012, H-POWER will be capable of powering 75,000 Oahu homes, contributing eight percent of Oahu's power using a renewable source, and diverting nearly 90 percent of our non-recyclable household opala from the landfill.     -30-     Contact:  Markus Owens, ENV Public Communications Officer, 768-3454

ROAD WORK WEEKLY REPORT   (Thurs., May 5, 2011) Scheduled road work for the week beginning May 8, 2011, for the Department of Design construction, Civil Division (Construction Management Branch), and Wastewater Division (Construction Management Branch) is listed below.  Road work is normally done between the hours of 8:30 AM and 3:30 PM unless otherwise noted.   AIEA Aiea Heights Drive Emergency Roadway Improvements:  Work includes road/slope stabilization and pavement resurfacing/rehabilitation (incl. installation of metal guardrail and plastic lumber lagging) below Analio Place and above the horseshoe turn.              (Estimated completion date, May 2011)   AINA HAINA Curb Ramps at Various Locations, FY 2009 (C) – East Hind Dr./Hind Iuka Dr., East Hind Dr./Olapa St./Opihi St., East Hind Dr./Uhiuhi St. and East Hind Dr./Manauwea St.:  Construction of new curb ramps, sidewalks and A.C. transition.  Relocation of existing regulatory/street signs. Resurface or reconstruct these streets with asphalt concrete pavement.  Adjust manholes and monuments to road grades.  Restore all pavement striping, markings and markers.  Collect GPS data on manholes, street monuments, valve boxes, fire hydrants, and other features as directed by the City before construction begins.  Work is currently being done on Wilder Avenue near the Punahou Intersection.             (Estimated completion date, May 2011)   Mapunapuna Industrial Subdivision Phase One of Tidal Flooding Remediation Program.  Remove existing flap gates and install new check valves at outlet pipes in State channel fronting Kam Highway. Construct new DMH upstream of new check valves. Re-grade swale and adjust DI to provide positive drainage into existing drain system. Upgrade concrete wall at outlet pipes at State channel. Remove debris and sediment from existing storm drains and channel area. Dewater State channel and install temporary dewatering dams.  At the intersection of Ahua Street and Awaawaloa Street, abandon existing storm drain on Ahua Street and install new storm drain MH on upstream end of abandoned pipe.             (Estimated completion date, May 2011)   Mokauea Street Improvements between North King Street and Dillingham Boulevard:  Reconstruction concrete curbs and gutters, driveway and some sidewalks; construct new curb ramps; reconstruct and resurface asphalt roadway.  Post paving activities include installation of permanent pavement markings, adjust utilities to finish grade, and re-install traffic loop detectors.             (Estimated Completion May 2011)   Sewer Manhole and Pipe Rehabilitation at Various Locations – Phase 2:  Various manhole rehabilitation along Nimitz Highway between Pacific Street and Sumner Street.             (Estimated completion date, September 2011)   Curb Ramps at Various Locations, FY 2009 (B), Palolo and Kaimuki:  Construction of new curb ramps, sidewalks and A.C. transition.  Relocation of existing regulatory/street signs. Punchlist items and reconstruction of Tamashiro Market driveway remain.  One lane in each direction will be closed Monday thru Friday, 8:30 a.m. to 3:30 p.m.             (Estimated completion date, May 2011)   Rehabilitation of Secondary Streets at Downtown:  The project will demolish, remove and dispose of existing pavements in the Honolulu Area.    Adjust manholes and monuments to road grades.  Restore all pavement striping, markings and markers.  Collect GPS data on manholes, street monuments, valve boxes, fire hydrants, and other features as directed by the City before construction begins.  The affected roadways and limits of work are as follows:  Queen Emma: Pavement striping from Vineyard Blvd to School St, Aala St and Aala Pl: Pavement striping.             (Estimated completion date, May 2011)   Rose Street/Kam IV Road (SMPR 66) and Richard Lane/Linapuni Street (SMPR 67) Sewer Rehabilitation:  Installation of new sewer lines/manholes and reconnection of existing sewer laterals along Richard Lane, Linapuni Street, Kahauiki Street, Kamehameha IV Road between Kahuiki Street and Owene Lane, and Rose Street.             (Estimated completion date, July 2011)   Saint Louis Heights Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), manhole rehabilitation, and lateral rehabilitation throughout Saint Louis Heights.  The contractor will also install new sewer lines via pipe bursting at 3 locations along Saint Louis Drive and one easement location between Saint Louis Drive and Frank Street.             (Estimated completion date, May 2011)   Wilhelmina Rise Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), lateral rehabilitation, and replacement of sewer lines by open trench.             (Estimated completion date, May 2011)   KAILUA Rehabilitation of Streets Indefinite Delivery/Indefinite Quantity IDIQ #3 – Aikahi Park.  The scope of work to be performed by the Contractor under this contract may include, but is not limited to: cold planning; slurry seal; crack seal; reconstructing curb and gutters/rolled curbs; resetting of lava rock curbs; aboricultural work; adjusting street survey monuments, utility manholes/boxes, frames and covers; installing pavement striping and markings; and reinstalling vehicle detector loops.  Slurry seal is in process.             (Estimated completion date, June 2013)   Wanaao Road/Keolu Drive Reconstructed Sewer:  Installation of new sewer line along Wanaao Road between Hahani Street and Aoloa Road.             (Estimated completion date, May 2011)   KANEOHE Rehabilitation of Kamehameha Highway Bridge Over Heeia Stream – Kamehameha Highway in Heeia:  Repair of concrete delamination, spalls and cracks on existing bridge structure; removal and replacement of sidewalk platform; painting of the bridge parapet, chain link fence, and sidewalk's steel structure.             (Estimated completion date, June 2011)   Rehabilitation of Streets Indefinite Delivery/Indefinite Quantity IDIQ #3 – Kaneohe: Mokulele Dr and Kaneohe Bay Dr.  The scope of work to be performed by the Contractor under this contract may include, but is not limited to: cold planning; slurry seal; crack seal; reconstructing curb and gutters/rolled curbs; resetting of lava rock curbs; aboricultural work; adjusting street survey monuments, utility manholes/boxes, frames and covers; installing pavement striping and markings; and reinstalling vehicle detector loops.  Slurry seal is in process.             (Estimated completion date, June 2013)   Miscellaneous Storm Drainage Improvements at Wailele Road Outlet:  Construction of a new 6' x 5' box culvert, drop manhole, impact-stilling basin, and concrete pavement; waterline relocation; installation of 6' and 4' chain link fencing and gates, and metal guard rail.             (Estimated completion date, February 2012)   MAKAKILO Rehabilitation of Streets Indefinite Delivery/Indefinite Quantity IDIQ #3 – Honokai Hale.  The scope of work to be performed by the Contractor under this contract may include, but is not limited to: cold planning; slurry seal; crack seal; reconstructing curb and gutters/rolled curbs; resetting of lava rock curbs; aboricultural work; adjusting street survey monuments, utility manholes/boxes, frames and covers; installing pavement striping and markings; One traffic lane will be closed during work hours at Pupukea Road with police performing traffic control duties. FOR IMMEDIATE RELEASE May 4, 2011    MEMORIAL DAY POSTER CONTEST WINNERS   (Wed., May 4, 2011) – Mayor Peter Carlisle presented award certificates to the winners of the Sew a Lei for Memorial Day Poster Contest today (Wednesday, May 4) in his office.  First-place winners are Kaela FeBenito (Kindergarten), Holomua Elementary School; Kelly Guo (grade 7), Kapolei Middle School; and Ember Hirata (grade 12), Moanalua High School.  The winners received recognition certificates from Mayor Carlisle and prizes donated by Pacific Beach Hotel, First Hawaiian Bank, and Menehune Mac. More than 600 entries were submitted from public and private schools throughout the state.  The contest judges were Jacqueline Emery, Pacific Beach Hotel; Jan Katada, First Hawaiian Bank; Susan Morita, Menehune Mac; Dr. Gary Saito; and Olena Heu and Brianne Randle from KHON 2. The artwork of first-place winners will appear on posters and distributed to the Department of Education, private schools and all city parks and offices, encouraging the public to provide lei to decorate graves for Memorial Day at the National Cemetery of the Pacific and other veterans' cemeteries.  All of the winning and honorable mention posters are exhibited on the third floor of Honolulu Hale through May 31. Each year, the Department of Education is instrumental in coordinating the contest with schools and encouraging students to sew and donate lei for the Memorial Day ceremonies.  Nearly 30,000 lei of the 50,000 required are donated by school children throughout the state, with the majority coming from neighbor island public schools. FOR IMMEDIATE RELEASE    May 3, 2011     MAYOR CARLISLE APPROVES REVISED NORTH SHORE PLAN     (Tues., May 3, 2011)—Mayor Peter Carlisle today signed into law Bill 61 (2010) CD 2, which revises and updates the City's North Shore Sustainable Communities Plan that covers lands north of Wahiawa, from Kaena Point to Kawela Bay.               North Shore City Councilmember Ernest Martin joined Mayor Carlisle in a bill-signing ceremony to acknowledge the revised plan, which was unanimously approved by the City Council on April 20.  It is one of eight regional plans that will guide land use decisions and infrastructure investments for the area, as well as the incorporation of sustainability.                  "We understand it's important for the North Shore community to keep country 'country,'" said Mayor Carlisle. "The key elements of the plan's vision addresses protection of agriculture, open space, and natural and cultural resources, and the provision of adequate infrastructure."                         Bill 61 updates the plan that was adopted by the City Council in 2000.  The recommended updates are the result of a comprehensive review, which began in 2007, involving extensive community outreach including meetings with residents and the larger community.                -30-     Media contact:  Ray Young, Department of Planning and Permitting, 768-8049
