Water vapor imagery shows an upper level low near 21°N 171°W, moving to the west at 10 mph. This low is about 800 miles west of Honolulu, or 650 miles southeast of Midway atoll. An area of cumulonimbus clouds is located south and west of the upper low, generally between 18°N and 20°N W of 172°W. Individual convective cells are short lived, but they are moving to the west at 15 mph. Most cloud tops extend up to 35000 ft, although tops associated with the strongest updrafts extend up to 44000 ft. Isolated towering cumulus clouds are also located near the upper low along a dissipating remnant frontal cloud band. These clouds extend up to 25000 ft, and are located roughly along a line from 21°N 165°W to 22°N 180°.

South of the upper low, an area of layered upper level clouds is associated with convection in the intertropical convergence zone. These clouds are located generally south of 17°N and west of 160°W. Distinct cloud motions can be seen at two different levels. The higher level cirrus clouds are moving to the east at 70 mph. Below these clouds, a thicker layer of cirrostratus and cirrocumulus clouds are moving to the north and northwest at 20 mph.

Across the main Hawaiian islands, broken to overcast low clouds cover the interior and windward sections of Kauai. Broken low clouds cover the Koolau range on Oahu, with scattered low clouds across the Waianae range. Broken to overcast low clouds cover eastern Molokai, with broken mid-level clouds across western Molokai and the Kaiwi Channel between Oahu and Molokai. Scattered to broken low clouds are located over mauka Lanai. Broken to overcast low clouds cover the west Maui mountains, and lower slopes of Haleakala from Haiku to Hana to kaupo below 6000 ft. These clouds also extend 15 miles offshore to the north and northeast of Maui.

On the Big Island, broken to overcast low clouds cover the slopes of the Kohala range, and also extend across Hamakua district below 5000 ft. Broken to overcast low clouds also cover coastal sections of north Hilo district below 5000 ft, as well as much of south Hilo and Puna districts, but also extend up to 9000 ft through the saddle. Broken to overcast low clouds cover portions of Kau district below 7000 ft. Scattered to broken low clouds are also located over the Kona coast from Keahole Point to Captain Cook.

Beyond the state, low clouds are embedded in the trade wind flow south of a surface ridge near 30°N. A remnant frontal cloud band is located generally east to west along 26°N. This band is about 75 miles wide, and is slowly moving to the south. South of this band, clouds are composed primarily of showery open cell cumulus elements. These clouds are moving to the west southwest at 15 to 20 mph.

Water vapor imagery shows an upper level low near 20°N 169°W, or about 700 miles west of Honolulu. This low is moving to the west at 10 to 15 mph. Another shortwave is located near 24°N 179°E, moving to the southwest at 20 mph. An area of convection is located on the south side of the low, generally from 18°N to 20°N between 166°W and 171°W. Cloud tops with the convection in this area extend up to 32000 ft.

An area of cirrus and cirrocumulus clouds is located generally south of 15°N west of 155°W, and are associated with convection in the intertropical convergence zone. However, a narrow band of high clouds extends farther northeast. This band is 100 miles wide, and the northern edge extends from 16°N 161°W to 19°N 150°W, passing just south of the Big Island. These clouds are moving to the east northeast at 50 mph.

At lower levels, a remnant cloud band from a dissipated front is embedded in the trade wind flow. The northern edge of the cloud band extends from 24°N 140°W to 23°N 160°W to 24°N 174°W. These clouds cover portions of Kauai and Oahu, and are located just offshore to the north and northeast of Molokai and Maui. This band is composed primarily of showery cumulus clouds. However, west of 165°W, or near the upper low mentioned above, the band is composed of towering cumulus and cumulonimbus clouds. Cloud tops in this area extend up to 37000 ft. Clouds within the band are moving to the west southwest at 20 to 25 mph. North of the band, clouds are moving to the south southwest at 15 to 20 mph.

Across the main Hawaiian islands, broken to overcast low clouds cover the interior and eastern sections of Kauai. Broken to overcast low clouds cover windward and central sections of Oahu, with scattered to broken low clouds across leeward areas. Broken low clouds cover eastern Molokai, and northern sections of Lanai. Broken low clouds also cover the interior sections of the west Maui mountains, and windward slopes of Haleakala from Hana to Kipahulu.

On the Big Island, scattered to broken low clouds cover the windward slopes of the Kohala range. Scattered to broken low clouds are also located over the Kona coast from keahole to Captain Cook. Broken clouds cover the middle slopes of north and south Hilo districts between 4000 ft and 8000 ft. Scattered to broken cirrus elements are located over southern Kau and Puna districts. These high clouds are part of the larger band of high clouds described above.

The most significant cloud feature seen in the vicinity of the main Hawaiian islands is an east to west oriented band of showery looking clouds which can best be described as the decaying remnants of an old cold front. This cloud band has been moving into windward sections of Kauai and Oahu over the past several hours with the southern edge now beginning to move into Maui county. The band is moving toward the south southwest at around 15 mph while individual clouds along the band and generally moving toward the west southwest at around 2O mph. The band is between 150 and 180 miles wide. Cloud tops are generally running at between 7000 feet and 10000 feet.

As far as cloud coverage over the islands themselves, the above mentioned band is causing mostly cloudy skies over most of Kauai and Oahu including the surrounding coastal waters. As mentioned above the southern edge is moving into windward portions of Molokai and Maui. Scattered low clouds are also seen over portions of the Big Island mainly the windward slopes as well as portions of the Kona coast and adjacent coastal waters.

Water vapor imagery shows a broad upper level trough centered several hundred miles to the west of Kauai. Some high cirrus clouds are being drawn up from the south on the east side of this trough. The northern extent of these high clouds are occasionally moving over portions of the Big Island but the vast majority of them remain just to the south and east of the state. These high clouds have there origins from deep convection along the ITCZ which is basically centered along 10°N.

HONOLULU RECEIVES $5 MILLION FEDERAL GRANT FOR HYBRID BUSES

 

(Thurs., Oct. 28, 2010)—Mayor Peter Carlisle today thanked the U.S. Department of Transportation, the U.S. Department of Housing and Urban Development, and Hawaii's congressional delegation for a $5 million grant the City will use to replace diesel buses in Waikiki with turbine hybrid-electric buses that are quieter, more fuel-efficient and produce lower emissions.

 

"By providing quieter and cleaner buses to the busy Waikiki area, this project will help to create a more livable community for both residents and visitors," Carlisle said. "The new vehicles will also be evaluated for their ability to reduce energy and greenhouse gas emissions."

 

Honolulu's project was selected on a competitive basis through a green transit initiative called the Transit Investments for Greenhouse Gas and Energy Reduction (TIGGER II) Program.

 

The program is a result of the Transportation, Housing and Urban Development, and Related Agencies Appropriations Act of 2010, which appropriated $75 million for grants to public transit agencies for capital investments that will reduce the energy consumption or greenhouse gas emissions of their public transportation systems.  

 

Honolulu's project objectives are to:

 

·        Reduce Greenhouse gases and energy consumption on one of the busiest bus routes in Honolulu;

·        Increase the livability and vitality of Waikiki, a major tourist destination, employment center and residential area, by operating quiet, low-emission turbine buses through this densely populated area;

·        Evaluate the performance of a 45-foot bus in Waikiki allowing a reduction in the number of bus trips;

·        Evaluate the use of electrically-powered components including A/C system, air compressor, and power steering pump;

·        Eliminate the use, and disposal of, engine oil, transmission fluids, and engine coolant;

·        Improve service reliability;

·        Compare turbine hybrid buses with conventional hybrid buses and with conventional diesel buses;

·        Reduce operations and maintenance costs;

·        Prepare an evaluation report which will be used nationwide to advance the knowledge of innovative technologies in transit systems.

ROAD WORK WEEKLY REPORT

 

Scheduled road work for the week beginning October 31, 2010, for the Department of Design construction, Civil Division (Construction Management Branch), and Wastewater Division (Construction Management Branch) is listed below.  Road work is normally done between the hours of 8:30 AM and 3:30 PM unless otherwise noted.

 

AIEA

Local Rehabilitation of Streets, Phase 1 (IDIQ#2)  Paving Moanalua Road, Aiea Interchange to Pali Momi Street; manhole adjustments during day; cold planing, reconstruction, and paving during night.  Night work is from Monday night through Saturday morning.

 

AINA HAINA

Rehabilitation of Streets Indefinite Delivery/Indefinite Quantity IDIQ #3 – Aina Haina:  The scope of work to be performed by the Contractor under this contract may include, but is not limited to: cold planning; slurry seal; crack seal; reconstructing curb and gutters/rolled curbs; resetting of lava rock curbs; aboricultural work; adjusting street survey monuments, utility manholes/boxes, frames and covers; installing pavement striping and markings; and reinstalling vehicle detector loops.  Hind Iuka Dr from Mona St to End slurry seal is done.

HALAWA

Rehabilitation of Secondary Streets at Pearl City – Ulune Street (Kahuapaani Street to Kulawea Street), Aiealani Place (Halawa Heights Road to end), Fernridge Place (Halawa Heights Road to end), Halawa Heights Road (Fernridge Place to Mauka end), Hele Mauna Place (Halawa Heights Road to end), Kaimakani Street (Moanalua Road to Ulune Street), Palaialii Place (Halawa Heights Road to end), and Palaialii Way (Palaialii Place to end):  Cold planing, reconstructing, and resurfacing pavement.  Reconstructing base at bus stops.  Adjusting street monuments, utility manhole frames and covers, installing pavement markings, reconstructing existing asphalt concrete berms with drainage openings.

HAWAII KAI

Curb Ramps at Various Locations, FY 2008 (X), Kaumakani Street / Lunalilo Home Road, Kalanipuu Street / Lunalilo Home Road:  Construction of new curb ramps, sidewalks and A.C. transition.  Relocation of existing regulatory / street signs. Installation of new Heco handhole and conduits. Adjustment of Heco pullbox. Installation of pavement striping, markings and markers.

Rehabilitation of Secondary Streets at Ala Wai  The project includes: excavating, reconstructing and resurfacing asphalt concrete pavements and base; providing smooth lateral transitions at all streets and driveways; reconstructing base at bus stop locations; adjusting street monuments, utility manhole frames and covers; installing pavement markings; reconstructing existing asphalt concrete berms with drainage openings. Iolani Avenue Retaining Wall:  Construction of new CRM fence wall and installation of soil nail tie backs and reinforced shotecrete facing on retaining wall at 625 Iolani Avenue fronting Dole Community Garden. Restore A.C. sidewalk fronting new CRM wall.  Remove existing trees and re-plant new trees in Dole Community Garden.

Rehabilitation of Secondary Streets at Makiki; Kinau St from Alapai St to Waiau Pl, Wilder Ave from Spencer St to Dole St. and Dole St from Wilder Ave to St. Louis Dr.  The project will demolish, remove and dispose of existing pavements in Honolulu area. Resurface or reconstruct these streets with asphalt concrete pavement.  Adjust manholes and monuments to road grades.  Restore all pavement striping, markings and markers.  Collect GPS data on manholes, street monuments, valve boxes, fire hydrants, and other features as directed by the City before construction begins.

            (Estimated completion date, March 2011)

 

Mapunapuna Industrial Subdivision Phase One of Tidal Flooding Remediation Program.  Remove existing flap gates and install new check valves at outlet pipes in State channel fronting Kam Highway. Construct new DMH upstream of new check valves. Re-grade swale and adjust DI to provide positive drainage into existing drain system. Upgrade concrete wall at outlet pipes at State channel. Remove debris and sediment from existing storm drains and channel area. Dewater State channel and install temporary dewatering dams.  At the intersection of Ahua Street and Awaawaloa Street, abandon existing storm drain on Ahua Street and install new storm drain MH on upstream end of abandoned pipe.

            (Estimated completion date, November 2010)

 

Mokauea Street Improvements between North King Street and Dillingham Boulevard:  Reconstruction concrete curbs and gutters, driveway and some sidewalks; construct new curb ramps; reconstruct and resurface asphalt roadway.  Post paving activities include installation of permanent pavement markings, adjust utilities to finish grade, and re-install traffic loop detectors.

            (Estimated Completion April 2011)

 

Rehabilitation of Secondary Streets at Kaimuki – Palolo Avenue; Pahoa Avenue, 8th Avenue to Kokohead Avenue, 22nd Avenue to Kilauea Avenue; Kapahulu Avenue, Paki Avenue to Kalakaua Avenue; Paki Avenue, Kapahulu Avenue to Poni Mei Street.  Excavating, reconstructing and resurfacing asphalt concrete pavements and base; reconstructing base at bus stops; adjusting street monuments, utility manhole frames and covers; installing pavement markings; reconstructing existing asphalt concrete berms with drainage openings.

Peterson Lane and Pua Lane Sewer Rehabilitation:  New sewer line and manhole installation on King Street (between Dillingham Blvd. and Peterson Lane), Pua Lane and Peterson Lane.  Sewerwork is ongoing on Pua Lane.  Repaving of King, Peterson and Pua lane to follow after sewer work is complete.  Pua Lane – One lane in mauka bound direction will be closed Monday thru Friday, 8:30 a.m. to 3:30 p.m.

Punchbowl Street and Lusitana Street Drainage Improvements:  The work consists of drainlines and manholes rehabilitation with Cast-in-place-pipe (CIPP) in Punchbowl Street, and 24-inch drainline and curb replacement in Lusitana Street. One lane road closure will be limited to 8:30 a.m. to 3:30 p.m., Monday thru Friday, except for County furlough and holidays. Work will begin in December 2010.

            (Estimated completion date, February 2011)

 

Saint Louis Heights Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), manhole rehabilitation, and lateral rehabilitation throughout Saint Louis Heights.  The contractor will also install new sewer lines via pipe bursting at 3 locations along Saint Louis Drive and one easement location between Saint Louis Drive and Frank Street.

            (Estimated completion date, November 2010)

MAYOR CARLISLE SIGNS BILL CREATING 'PEDESTRIAN USE ZONES'

 

(Wed., Oct. 27, 2010)—Mayor Peter Carlisle today signed into law Bill 39, which establishes "Pedestrian Use Zones" that reserve substantial portions of City sidewalks for pedestrians in high pedestrian traffic areas.

 

            Bill 39 prohibits the storage of personal property within a Pedestrian Use Zone, defined as the portion of a sidewalk that extends toward the street up to eight feet from the adjacent private or public property line bordering the sidewalk opposite the curb.

 

            The restrictions will not apply to persons unable to comply due to suffering a medical emergency; or engaged in other activities such as waiting at a bus stop or taxi stand; or attending a parade, festival, performance, rally, demonstration, meeting or similar event conducted on the public sidewalk pursuant to and in compliance with an applicable permit.

 

            Pedestrian Use Zones will be established in Ala Moana/Kakaako; Downtown; Kalihi; McCully/Moiliili/Makiki; and Waikiki. The restrictions will apply between the hours of 5:00 a.m. and 10:00 p.m. except in Waikiki, where they will apply between 6:00 a.m. and 2:00 a.m. of the succeeding day. Upon conviction, violators may be fined a maximum of $50 or be sentenced to community service for a time period determined by a judge.

 

            Carlisle cautioned that resource constraints limit the City's ability to implement the measure's requirements immediately in all areas. The City will conduct an educational and warning program prior to enforcement.

 

The City Council approved Bill 39 on Oct. 13 by a vote of 5 to 4. The measure will take effect in 60 days, and is available at:

East to west oriented bands of shower-bearing low clouds are travelling within a strong trade wind flow across much of the central north Pacific. The trades are being generated by strong high pressure at the surface and aloft about 900 miles north of the state.

A 125 mile wide band of broken cumulus clouds stretches for 1300 miles along 19°N 164°W and 18°N 144°W and is impacting the Big Island this morning. Broken to overcast low clouds cover all windward slopes including the Kau district, and cloud tops rise between 12 to 15 kft, high enough to reach the summits of Mauna Kea and Mauna Loa at times. In addition, an area of broken low clouds is sitting on the lower slopes of the south Kona district. About 400 miles west of the Big Island, isolated thunderstorms with tops to 37 kft are embedded within the band. The trigger for the thunderstorms is an elongated upper level low near 20°N 165°W that is drifting westward.

Another, narrow, 50 mile wide cloud band is impacting Kauai and is skirting just north of Oahu. The cloud band extends 325 miles east of Kauai, resulting in broken to overcast low clouds over the eastern half of the garden isle. A lesser amount of cloud cover is observed across Maui county and most of Oahu, where patches of broken low clouds are limited to windward slopes. Individual low clouds near the islands are travelling from the east northeast at 30 mph.

Another, extensive cloud band 115 miles north of Kauai marks a shear line. The 125 mile wide band of broken cumulus and stratocumulus clouds of the cold front runs along 26°N 140°W to 24°N 146°W and is moving to the southeast at 10 mph. The cloud band continues to the west as shear line along 24°N 146°W to 24°N 150°W to 26°N 163°W that is moving southward at 10 mph. The front is being driven by a sharp upper level trough along 24°N 140°W to 22°N 148°W that is diving to the southeast at 25 mph.

To the south of the state, isolated thunderstorms within the ITCZ are confined mainly south of 10°N, though some thunderstorms are noted between 10°N and 11°N between 165°W and 155°W.
