ROAD WORK WEEKLY REPORT

 

(Thurs., January 12, 2012) − Scheduled road work for the week beginning January 15, 2012, for the Department of Design construction, Civil Division (Construction Management Branch), and Wastewater Division (Construction Management Branch) is listed below.  Road work is normally done between the hours of 8:30 AM and 3:30 PM unless otherwise noted.

 

AIEA

Aiea Heights Drive Emergency Roadway Improvements:  Work includes road/slope stabilization and pavement resurfacing/rehabilitation (incl. installation of metal guardrail and plastic lumber lagging) below Analio Place and above the horseshoe turn.

            (Estimated completion date, continuing through January 2012)

 

HALAWA

Foster Village Sewer Rehabilitation/Reconstruction:  Installation of new 8" and 12" sewer lines and a sewer manhole along Piikea Street, Haloa Drive, Olino Street, Hakupapa Street, Punihi Street, and Palanihu Place.

            (Estimated completion date, continuing through January 2012)

 

HAWAII KAI

Rehabilitation of Streets, Phase 1 (aka IDIQ #2) – Ainakoa Dr, Halekoa Dr, Hind Iuka Dr, Hao St, Kuliouou Rd, Keahole St, Kaluanui Rd, Kealahou St, Halemaumau St, Naio St, Kainui Dr.  Paving Halekoa Dr, Kealahou and Hao St.  Adjusting manholes and permanent striping to follow.

 

Repair Kalapaki Street Drainage Ditch Wall – Vicinity of 977 Kalapaki Street:  Removal and disposal of existing concrete ditch wall and slab.  Construction of new reinforced concrete ditch wall and slab.  Installation of new chain link fence.  Repair crack and spalled concrete on existing wall.

            (Estimated completion date, January 2012)

 

Kipu Ditch Storm Drainage Improvements – Vincinity of Kamiloiki Community Park and Kamiloiki Elementary School.  Reconstruction of existing drainage ditch; spall and delamination repairs along portion of drainage ditch; installation of new chain link fence; planting of new trees and biobarrier installation; tree and root pruning and removal of trees, shrubs and hedges for new drainage ditch.

Curb Ramps at Various Locations, FY 2010 (A) – Lunalilo Home Road between Hawaii Kai Dr. and Kalanipuu St.:  Construction of new curb ramps, sidewalks and A.C. pavement transition.  Relocation of existing regulatory/street signs. Adjustment of utility boxes.  Installation of pavement striping, markings and markers.

HONOLULU

Houghtailing Street Area Sewer Rehabilitation:  Installation and rehabilitation of sewer lines and construction of new manholes along School Street.

Kalakaua Avenue Sewer Rehabilitation:  Installation of new 8" and 10" sewer line along Kalakaua Avenue between Philip Street and Kapiolani.

Kalihi/Nuuanu Area Sewer Rehabilitation Phase 1A and 1C:  New sewer line and manhole installation on Dillingham Blvd, Puuhale Road, Mokauea Street, and Kalihi Street.  Lane closures Monday thru Friday, 8:30 a.m. to 3:30 p.m.

Rehabilitation of Streets Indefinite Delivery/Indefinite Quantity IDIQ #3 – Kapahulu: 4th ave, 5th ave, Hookipa Way, Pahoa Ave, Kaimuki Ave, Olu St, Mokihana St, Paliuli St and Charles St. and Kulamanu Place.  The scope of work to be performed by the Contractor under this contract may include, but is not limited to: cold planning; slurry seal; crack seal; reconstructing curb and gutters/rolled curbs; resetting of lava rock curbs; aboricultural work; adjusting street survey monuments, utility manholes/boxes, frames and covers; installing pavement striping and markings; and reinstalling vehicle detector loops.

Slurry sealing Pahoa Av.  Permanent striping to follow.

Miscellaneous Drainage Improvements at Various Locations – Lokahi Street (McCully)  Construct concrete drain inlets, concrete drain catch basins, connect to existing drain line, and install drain pipes.

            (Estimated Completion Date, January 2012)

 

Mokauea Street Improvements between North King Street and Dillingham Boulevard:  Reconstruction concrete curbs and gutters, driveway and some sidewalks; construct new curb ramps; reconstruct and resurface asphalt roadway.  Post paving activities include installation of permanent pavement markings, adjust utilities to finish grade, and re-install traffic loop detectors.

Sewer Manhole and Pipe Rehabilitation at Various Locations – Phase 2:  Various manhole rehabilitation along Nimitz Highway between Pacific Street and Sumner Street.

            (Estimated completion date, continuing through January 2012)

 

Curb Ramps at Various Locations, FY 2009 (B), Palolo and Kaimuki:  Construction of new curb ramps, sidewalks and A.C. transition.  Relocation of existing regulatory/street signs. Installation of pavement striping, markings and markers.

Peterson Lane and Pua Lane Sewer Rehabilitation:  New sewer line and manhole installation in complete on King Street (between Dillingham Blvd. and Peterson Lane), Pua Lane and Peterson Lane.  Repaving of King, Peterson and Pua Lane is complete. Punchlist items and reconstruction of Tamashiro Market driveway remain.  One lane in each direction will be closed Monday thru Friday, 8:30 a.m. to 3:30 p.m.

Queen Street Roadway Improvements – Queen Street, Diamend Head side of Queen Street and Punchbowl Street intersection:  Demolition and reconstruction of existing concrete bus pad, curb ramps, sidewalk, curb and gutter, and thru gutter.  Cold planing, resurfacing and reconstruction of A.C. pavement.  Adjustment of utility manhole frames and covers.  Installation of pavement striping, markings and markers.

            (Estimated completion date, continuing through January 2012)

 

Saint Louis Heights Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), manhole rehabilitation, and lateral rehabilitation throughout Saint Louis Heights.  The contractor will also install new sewer lines via pipe bursting at 3 locations along Saint Louis Drive and one easement location between Saint Louis Drive and Frank Street.

            (Estimated completion date, continuing through January 2012)

 

Wilhelmina Rise Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), lateral rehabilitation, and replacement of sewer lines by open trench.

KAILUA

Rehabilitation of Streets Indefinite Delivery/Indefinite Quantity IDIQ #3 – Aikahi Park.  The scope of work to be performed by the Contractor under this contract may include, but is not limited to: cold planning; slurry seal; crack seal; reconstructing curb and gutters/rolled curbs; resetting of lava rock curbs; aboricultural work; adjusting street survey monuments, utility manholes/boxes, frames and covers; installing pavement striping and markings; and reinstalling vehicle detector loops.  Slurry seal completed.  Kaneohe Bay Drive repair completed.

Rehabilitation of Streets, Unit 51 – Moanalua Road, Kaahumanu Street, Hoomaemae Street, and Hoomalu Street:  Cold planing; excavation of existing asphalt concrete pavements; resurfacing and reconstruction of asphalt concrete pavements; portland cement concrete pavements; reconstruction of existing concrete curbs and/or gutters; arboricultural work; repair of catch basins; adjustment of utility manhole frames and covers; installation of pavement markings; vehicle detector loop installation; and traffic control.

PUPUKEA

Pupukea Road Rockfall Mitigation Phase I – Pupukea, Oahu:  The work consists of clearing vegetation within the project limits, scaling boulders and unstable rocks or installing rock dowels (where appropriate), applying shotcrete (where required), installing rock fall protection fences, drapery system and landscaping. One traffic lane will be closed during work hours at Pupukea Road with police performing traffic control duties.

Mailiili Stream Flood Control Improvements – Near Halona Road and Puuhulu Road:  Removal and reconstruction of damaged concrete channel lining, construction of new channel access ramp near Halona Road Bridge, and construction of overflow side-drains on the channel banks.

CARLISLE TO ATTEND U.S. CONFERENCE OF MAYORS

(Wed., Jan. 11, 2012)—Mayor Peter Carlisle will attend the U.S. Conference of Mayors 80th Winter Meeting next week in Washington D.C. to discuss job creation, economic development, visa waivers for visiting tourists, environmental protection, workforce housing, transportation, criminal justice and other subjects with mayors from throughout the nation.

Carlisle will also meet in Washington with Federal Transit Administrator Peter Rogoff to discuss the continued progress of Honolulu's rail transit project. 

On the way to Washington, the mayor will meet in Los Angeles on Friday with studio executives from Warner Bros., Sony Pictures Television, 20th Century Fox Television and film industry decision-makers to promote Oahu as a premiere location for film and television production. The industry is a proven job-creator that's important to Hawaii's economy, Carlisle said.

He will attend the 17th Annual Critics Choice Movie Awards, which has honored made-in-Hawaii film "The Descendants" with seven nominations, and will meet with the Association of Film Commissioners International board of directors to discuss issues to consider at the Conference of Mayors meeting. 

Carlisle will return on Friday, January 20.

CITY'S FIRST 'HACKATHON' TO BUILD NEW COMPUTER TOOLS, APPS

 

(Wed., Jan. 11, 2012)—Next Friday and Saturday, a mix of programmers and entrepreneurs—partnered with City officials and armed with an ever-broadening array of government data—will come together to develop computer applications designed to improve the day-to-day lives of Honolulu residents.

 

The "Hackathon" is a free event that is open to anyone with an idea or an interest in contributing to tools that can better connect citizens with government information and services. Whether focused on traffic, trash pickup, community events or neighborhood statistics, the possibilities are endless. And cash prizes, provided by event sponsors, will be awarded to the teams that develop the most innovative and useful apps.

 

The Hackathon builds upon the successful CityCamp held last month, which drew over 150 people to a number of brainstorming sessions at the University of Hawaii that explored how technology could both solve problems and create opportunities in Honolulu.

 

Modeled after successful civic hackathons staged in other cities, this first Honolulu competition emphasizes both creativity and agility. Teams will have 24 hours to quickly design and develop a working prototype of their applications, which means that several useful tools will have progressed from idea to reality by Saturday afternoon.

 

Going forward, the hope is that these apps will be made available to the public. A successful Hackathon will both enhance the lives of regular citizens, and also fuel opportunities for Honolulu's burgeoning tech community.

 

The City has been working to make more of its massive datasets freely available, via the web and via Application Programming Interfaces (APIs). Just last week, a "GIS Guide for Honolulu Hackers" was published to accompany newly published Geographic Information System (GIS) map data, just in time for the Hackathon.

 

These efforts complement this year's Code For America engagement, in which notable leaders in technology and e-democracy will spend time in Honolulu to help governments work better for everyone. Honolulu is one of eight cities that will host Code for America Fellows in 2012.

HONOLULU FIRE DEPARTMENT RECOMMENDS

DISPOSING YOUR HOLIDAY TREE IMMEDIATELY

 

(Wed., January 11, 2012)Now that the holidays are over and decorations are being put away, the Honolulu Fire Department (HFD) encourages you to remove and recycle your natural holiday tree as soon as possible.   

 

"A dry holiday tree is a serious fire hazard.  While the tree itself won't start a fire, it is a fuel source that burns very fast and hot and can cause a fire to spread rapidly," said Fire Chief Kenneth Silva.  "An outdoors holiday tree fire can send flames, heat, and smoke billowing into a structure, thus endangering lives and property."

 

The HFD offers the following tips to help reduce the risk of a holiday tree fire:

 

·       Never burn a holiday tree or tree clippings in a fireplace.  This is likely to deposit highly flammable creosote in the chimney and may cause a fire to extend to the rest of your home.

 

·       Never burn a holiday tree in a bonfire.  The pitch in the wood is likely to generate big, fast-moving sparks, which can spread a fire.  Remember, rubbish fires are illegal.  Other open burnings, such as bonfires, require the Fire Chief's approval.

                                                                                      

  • Do not leave your holiday tree outside for a long period of time.  Someone may be tempted to ignite the tree, which will endanger life and property.

  • Place your tree at the curb on your green waste collection day or drop it off at the nearest City Convenience Center or composting facility.  For more information, visit www.opala.org.

MAYOR CARLISLE DECLARES JAN. 18 'HIRE OUR HEROES DAY'

(Wed., Jan. 11, 2012)—Mayor Peter Carlisle has signed a proclamation declaring January 18 "Hire Our Heroes Day," in support of a major job fair and a U.S. Chamber of Commerce initiative to help veterans and military spouses find employment.

"Veterans are disciplined, project-focused and team players," Carlisle said. "They have the attitudes and skills that make them valuable employees."

Hire Our Heroes will be the main focus of Job Quest, Hawaii's oldest and largest job fair. Recruiters from over 125 local businesses, mainland organizations, military branches and government agencies will be accepting applications for available jobs on Wednesday, January 18th, from 10:00 a.m. to 3:00 p.m. at the Neal Blaisdell Center.

The mission of Hire Our Heroes is twofold: To make employers aware of opportunities to hire disciplined, well-trained men and women who have honorably served their country, and to welcome our soldiers home by helping them transition to the civilian workforce. As part of this effort, tax breaks for employers who hire veterans have been increased.

Admission to the job fair will be free to military veterans. General admission will be $3; students and seniors with valid identification will be admitted for $1. Attendees should dress appropriately for a job interview, bring multiple copies of their resumes, and have positive attitudes. DR. MARTIN LUTHER KING, JR. HOLIDAY SCHEDULE

 

(Tues., January 10, 2012) — City government offices will be closed on Monday, January 16, in observance of Dr. Martin Luther King, Jr. Day, a federal and state holiday.

 

  • Emergency ambulance, fire, lifeguard and police services will be available.
  • The People's Open Markets will not be held.
  • Parks, municipal golf courses, botanical gardens and the Honolulu Zoo will be open.
  • Regular refuse collections will be made and refuse convenience centers will be open.

  • The Handi-Vans will operate as usual.

 

These traffic and parking regulations will be in effect:

  • On-street parking will be free, except for the meters on Kalakaua Avenue along Kapiolani Park.
  • Parking will be permitted in tow away zones as allowed on holidays.
  • Traffic lanes will not be coned for contra flow.

HART AWARDS DESIGN CONTRACT FOR AIRPORT SECTION

OF HONOLULU RAIL TRANSIT ROUTE

 

(Mon, January 9, 2012) — The Honolulu Authority for Rapid Transportation (HART) has awarded a $38.8 million contract with AECOM Technical Services, Inc. to design the rail transit project's airport section of the elevated rail guideway.

 

AECOM is responsible for the design of the 5.2-mile portion of the rail guideway from Aloha Stadium to the Middle Street Transit Center in Kalihi. The company was given notice to proceed on the contract and is required to finish the design work by Spring 2013.

 

Following the scheduled completion of AECOM's design work, a separate construction contract will be put out to bid for the airport section of the elevated guideway. Future contracts will also be awarded for the design and construction of rail stations along that particular segment of the rail route at Pearl Harbor, Honolulu International Airport, Lagoon Drive and Middle Street.

 

"With construction already underway along the first half of the rail route, the design contract for the airport portion of the rail guideway will keep us on schedule in building the entire rail system in a timely manner," said Toru Hamayasu, HART's interim executive director and CEO.

 

Subcontractors for the contract, including some locally-based, include KSF Inc. Structural Engineering, Wilson Okamoto Corp., Yogi Kwong Engineers LLC, Geolabs, Inc., Group 70 International Inc., PBR Hawaii & Associates Inc., Scientific Consultant Services Inc., and T.Y. Lin Associates.

 

The 20-mile rail transit system from East Kapolei to Ala Moana is expected to open in 2019.

State to Implement Legal Presence Act Requirements for Hawaii Driver Licenses in March

(Sun., January 8, 2012)—In accordance to Act 28 of the 2010 state legislative session, the state Department of Transportation and all counties will require proof of "legal presence" for all persons applying for, renewing or reinstating Hawaii driver licenses or learner's permits beginning on March 5, 2012.

Beginning Monday, March 5, 2012, proof of "legal presence" will be required for driver licenses and learner's permits throughout Hawaii. The state Department of Transportation (DOT) and all county Motor Vehicle, Licensing and Permits Divisions will implement the Legal Presence Act requirements in accordance to Act 28 of the 2010 state Legislative session. This is a major component of the federally mandated REAL ID Act of 2005 that will affect driver licensing requirements statewide.

 

Proof of "legal presence" will be required of all individuals renewing, reinstating and applying for a Hawaii driver's license or learner's permit. Existing permit holders must also comply with requirements before passing their road tests. These requirements apply to all U.S. citizens and foreign-born

"In response to the terrorist attacks of September 11, the new requirements passed by Congress are intended to strengthen the reliability of state-issued identification and to make it much more difficult for criminals to commit I.D. fraud," said DOT Spokesman Dan Meisenzahl.  "At some point in the near future, all U.S. citizens will need a compliant Real ID for air travel within the United States. We have to make sure Hawaii and its residents are prepared."

 

Individuals must provide a valid or certified copy of their Social Security card. In addition, to demonstrate legal presence, the Drivers Licensing Offices will also require at least one of the following documents:

  • A valid, un-expired U.S. passport
  • An original or certified copy of a birth certificate filed with a state Department of Health or equivalent agency in the individual's state of birth
  • A Consular Report of Birth Abroad (CRBA) issued by the U.S. Department of State, Form FS-240, DL-1350 or FS-545
  • A valid, un-expired permanent resident card issued by U.S. Citizenship and Immigration Services (USCIS), Form I-551
  • A certificate of naturalization issued by the Department of Homeland Security (DHS), Form N-550
  • A certificate of citizenship issued by the DHS, Form N-560
  • A valid U.S. Active Duty/Retiree/Reservist Military ID Card (DOD ID DD-2)
  • A valid foreign passport with Visa and I-94 issued by Customs and Border Protection, DHS

Additional requirements may apply. For instance, married women who have changed their last names must also provide a valid or certified copy of their marriage licenses.

 

In conjunction with implementation of the Legal Presence Act, Hawaii will be issuing temporary licenses, and upon completion of all verifications, the plastic license will be mailed. If there are no subsequent issues that come up after the initial processing, applicants should receive their plastic licenses within two weeks of the date that they applied.

ENFORCEMENT OF STORED PROPERTY ORDINANCE BEGINS

(Fri., Jan. 6, 2012)—Mayor Peter Carlisle today announced that the City has begun enforcing the Stored Property Ordinance, formerly known as Bill 54, which allows the removal of personal property left on sidewalks, in parks, or on other public sites.

Starting from December 30, 2011, in response to complaints, the City notified several property owners in Mililani that basketball hoop structures placed on public sidewalks were in violation of the ordinance. All owners promptly removed the structures. 

Throughout January, the City will provide notice that personal property stored in and around public areas where complaints have been generated must be removed.

The City's goal is to obtain voluntary compliance with the ordinance. Property that is not removed from public sites by owners within 24 hours of notification will be removed by the City. Property left within parks during closure hours is subject to immediate removal.

Owners may reclaim removed property within 30 days.
