ALL BALES OF WASTE AT HAWAIIAN WASTE REMOVED

 

(Thur., May 12, 2011) –Mayor Peter Carlisle said today that the last bale of waste at the Hawaiian Waste Systems (HWS) facility in Campbell Industrial Park has been removed and delivered to a City waste disposal facility.

 

         The final 11 tons of waste went to H-POWER Tues., May 10. In all, HWS delivered 14,779 tons to H-POWER (76%), the City's waste-to-energy facility, and 4,565 (24%) tons to Waimanalo Gulch Sanitary Landfill (WGSL). HWS was able to extract and recycle 1,525 tons of metal.  HWS also pulled out 49 tons of E-waste and sent it to WGSL.

 

         From Sept. 28, 2009, to March 21, 2010, the City delivered 20,918 tons of waste to HWS as part of a contract to ship 100,000 tons of Oahu's waste annually to a Washington landfill. However, HWS experienced difficulties in securing permits and a protest by the Yakama Nation that eventually led to a settlement agreement between the City and HWS to transport the waste to H-POWER, where it was combusted to produce electricity. Waste not suitable for combustion was trucked to WGSL. As part of the settlement, the City absorbed the tipping fees.

 

         The waste consisted mostly of bulky items and similar material from convenience centers normally destined for WGSL. However, because HWS processed the waste – crushing it to make it suitable to bale for shipment – the majority of the material was accepted at H-POWER.

(Thurs., May 12, 2011) − Scheduled road work for the week beginning May 15, 2011, for the Department of Design construction, Civil Division (Construction Management Branch), and Wastewater Division (Construction Management Branch) is listed below.  Road work is normally done between the hours of 8:30 AM and 3:30 PM unless otherwise noted.

 

AIEA

Aiea Heights Drive Emergency Roadway Improvements:  Work includes road/slope stabilization and pavement resurfacing/rehabilitation (incl. installation of metal guardrail and plastic lumber lagging) below Analio Place and above the horseshoe turn.

Rehabilitation of Secondary Streets at Downtown:  The project will demolish, remove and dispose of existing pavements in the Honolulu Area.    Adjust manholes and monuments to road grades.  Restore all pavement striping, markings and markers.  Collect GPS data on manholes, street monuments, valve boxes, fire hydrants, and other features as directed by the City before construction begins.  The affected roadways and limits of work are as follows:  Pavement striping at School St.

Rehabilitation of Localized Streets, Phase 5B – Kaimuki, Diamond Head and Kapahulu Areas

Resurface or reconstruct these streets with asphalt concrete pavement.  Adjust manholes and monuments to road grades.  Restore all pavement striping, markings and markers.  Collect GPS data on manholes, street monuments, valve boxes, fire hydrants, and other features as directed by the City before construction begins.  Work is currently being done on Wilder Avenue near the Punahou Intersection.

Mapunapuna Industrial Subdivision Phase One of Tidal Flooding Remediation Program.  Remove existing flap gates and install new check valves at outlet pipes in State channel fronting Kam Highway. Construct new DMH upstream of new check valves. Re-grade swale and adjust DI to provide positive drainage into existing drain system. Upgrade concrete wall at outlet pipes at State channel. Remove debris and sediment from existing storm drains and channel area. Dewater State channel and install temporary dewatering dams.  At the intersection of Ahua Street and Awaawaloa Street, abandon existing storm drain on Ahua Street and install new storm drain MH on upstream end of abandoned pipe.

            (Estimated completion date, May 2011)

 

Mokauea Street Improvements between North King Street and Dillingham Boulevard:  Reconstruction concrete curbs and gutters, driveway and some sidewalks; construct new curb ramps; reconstruct and resurface asphalt roadway.  Post paving activities include installation of permanent pavement markings, adjust utilities to finish grade, and re-install traffic loop detectors.

Rehabilitation of Streets, Unit 52 – Keolu Drive (Kalanianaole Highway to Akahai Street); Keolu Drive (Akaakaawa Street to Wanaao Road):  Cold planing; resurfacing and reconstruction of asphalt concrete pavements (ACP); adjustment of utility manhole frames and covers; installation of pavement markings and vehicle loop detectors; reconstruction of existing concrete curbs, gutters, sidewalks and Driveways; reconstruction of concrete catch basins; and construction of concrete and asphaltic concrete bus pads.

Pupukea Road Rockfall Mitigation Phase I – Pupukea, Oahu:  The work consists of clearing vegetation within the project limits, scaling boulders and unstable rocks or installing rock dowels (where appropriate), applying shotcrete (where required), installing rock fall protection fences, drapery system and landscaping. One traffic lane will be closed during work hours at Pupukea Road with police performing traffic control duties. Actual construction work will start on Monday March 14, 2011.    (Estimated completion date, August 2011)

WAIANAE

Mailiili Stream Flood Control Improvements – Near Halona Road and Puuhulu Road:  Removal and reconstruction of damaged concrete channel lining, construction of new channel access ramp near Halona Road Bridge, and construction of overflow side-drains on the channel banks.

WAIKIKI

Beachwalk Force Main Phase I:  2 Staging pits to be constructed along Ala Wai Boulevard from Kalakaua towards Ala Moana Boulevard for the microtunneling installation of new sewer line.

(Wed., May 11, 2011) – Please be advised that most City services and offices will be closed on Friday, May 13, an employee furlough day.

 

Affected Services

CITY HONORS EMPLOYEE AND MANAGER OF THE YEAR

 

 

(Mon., May 9, 2011)—The City and County of Honolulu recognized a refuse worker with a perfect three-year attendance record as its Employee of the Year and the GIS (Geographic Information System) administrator, whose accomplishments saved thousands of staff hours, as its Manager of the Year.  Both employees were named in a ceremony on May 5 at the Mission Memorial Auditorium recognizing the City's top employees.

 

            "We commend these individuals for managing their program areas with tremendous diligence and dedication," said City Managing Director Douglas Chin.  "Each of them has earned this special recognition for delivering visible results that affected many employees and the general public."

 

            Lindsey C. Todd, Department of Environmental Services Refuse Collection Crew Leader, the 2010 City Employee of the Year is an outstanding individual.  He is a model employee who provides exceptional service, confirmed by the absence of complaints from refuse customers.  His positive work attitude, thorough job performance and dependability earned him praise from supervisors.  His dependability, reflected in his perfect attendance for the past three years, is particularly important for residential refuse collection.

 

            Kenneth D. Schmidt, Department of Planning and Permitting GIS Administrator, the 2010 City Manager of the Year, has many accomplishments including savings in staff time, assisting emergency responders, and increasing customer service.  The GIS system saves 24,000 staff hours per year and gets 18 million hits per year. He has demonstrated, even during budget cutbacks, how significant improvements for the City and the public can be made by efficiently leveraging technology.  He was featured in an international publication as a "GIS Hero" and mainland jurisdictions, hoping to replicate his successes, have contacted him for advice.

 

Also honored were 20 departmental Employees of the Year (including Mr. Todd), and six finalists for Manager of the Year (including Mr. Schmidt).  Managing Director Chin also presented the Outstanding City Attorney Award to Richard D. Lewallen.

 

            Serving on the Mayor's 2010 Outstanding Employees Selection Committee were: Dawn O'Brien, Morning Show Disc Jockey at the FISH 95.5 FM; Son-Jai Paik, Vice President of Human Resources, Alexander & Baldwin, Inc.; and Pamela Young, News Anchor at KITV 4 News.

WAIALAE BEACH PARK PARKING LOT

CLOSED FOR MAINTENANCE 

 

(Mon., May 09, 2011) — The Waialae Beach Park's parking lot will be closed tomorrow, May 10, and Wednesday, May 11, 2011, to repave 10 parking stalls.  The contractor, Insituform Technologies, Inc., will post signs at the entrance of the parking lot.    

 

            The affected parking stalls are located at the Koko Head side of the lot.
