TEMPORARY VEHICLE WEIGHT RESTRICTION ON MAHIOLE STREET

(Fri., Nov. 18, 2011)—The Department of Design and Construction (DDC) is advising motorists to be aware of an eight-ton vehicle weight restriction on Mahiole Street, between Jarrett White Road and Kalania Road, effective immediately.  

            The weight restriction is necessary until emergency repairs can be made to the existing drainage box culvert crossing, which has deteriorated under that section of the road.

            The City will post temporary road signs at each approach to the deteriorated culvert. For vehicles exceeding eight tons, please use an alternate route via Ala Mahamoe Street.

THANKSGIVING HOLIDAY SCHEDULE

 

(Thurs., Nov. 17, 2011) — City government offices will be closed Thursday, November 24 in observance of Thanksgiving, a state and federal holiday.

 

  • Emergency ambulance, fire, lifeguard and police services will be provided.
  • The People's Open Markets will not be held.
  • City golf courses, the Honolulu Zoo and botanical gardens will be open.
  • Refuse collections will be made as usual and landfills/convenience centers will be open.
  • Handi-Van service will be available.
  • City buses will operate on a Sunday schedule.

 

These traffic and parking regulations will be in effect:

  • On-street parking will be free, except for the meters on Kalakaua Avenue along Kapiolani Park.
  • There will be no coning of commuter traffic lanes.

 

 

NOTE:  City offices will be open and all City services will be provided on Friday, November 25.

SEEKING APPLICANTS FOR THE 84TH ANNUAL LEI QUEEN

 

(Wed., November 16, 2011)–The Department of Parks and Recreation (DPR) is seeking applicants for the 84th Annual Lei Queen selection.  The deadline to apply is Friday, January 13, 2012. Applications are available at www.honoluluparks.com, or by contacting DPR at 768-3041.

 

The theme for the 2012 Lei Day Celebration is Lei U'i Onaona, Sweet Lei of Youth.  Applicants must be between 18 – 30 years of age by Saturday, March 3, 2012 to qualify.  The lei queen selection will be held on March 3 from 9:00 a.m. to 3:00 p.m. at McCoy Pavilion.  The event is free and open to the public.

 

The 85th Annual Lei Day Celebration will be on Tuesday, May 1, 2012, at the Queen Kapi'olani Regional Park and Bandstand, from 9:00 a.m., to 5:30 p.m.  In preparation for the annual lei contest, staff will provide free lei-making workshops at various sites on O'ahu in April.  Visit the website or call the number above for the schedule and more information.

HART BUDGETS MOVE FORWARD;

BOARD RECEIVES UPDATE ON CORE SYSTEMS CONTRACT

 

(Thurs., Nov. 17, 2011) - The Honolulu Authority for Rapid Transportation's (HART) Finance Committee Thursday approved the agency's proposed operating and capital budgets for fiscal year 2013 and has requested that the budgets be transmitted to the mayor and the City Council for their review.

 

The committee approved HART's proposed $22.8 million operating budget along with the $491.5 million capital budget after a public hearing. No general fund monies are being requested from the city. Prior to adopting fiscal year 2013 budgets, the full HART board will conduct another public hearing.

 

"We'll be submitting the budgets to both the mayor and the council for their consideration and input," said HART Finance Committee Chairman Don Horner.

 

The board of directors also received an update on the core systems contract, including a third-party review of Ansaldo Honolulu's bond documents. That review determined the company is in compliance with the payment and performance bonds required to execute the contract.

 

"The review was conducted on behalf of the City by Kobayashi Sugita & Goda LLP, and followed two months of due diligence and analysis performed by HART and City procurement staff," said HART Board Chairwoman Carrie Okinaga. "As a result of that diligence, Finmeccanica, parent company of one of the two Ansaldo Honolulu JV partners and part owner of the other, assured HART of its intention to ensure contractual performance."

 

Interim Executive Director Toru Hamayasu confirmed that in light of concerns regarding the financial condition of Finmeccanica - which is not a party to the contract but is a guarantor - he will conduct additional due diligence and seek additional assurances from the JV partners regarding contract compliance.

 

A joint HART Finance and Project Oversight committee meeting has been scheduled for Nov. 25 to provide updated information on the procurement process to ensure the bidder has the financial technical and capacity to meet all of its obligations under the contract.

 

In other meeting matters, the board approved the recruitment plan and position description for the permanent HART executive director/CEO position. The City selected Krauthamer & Associates Inc. as its search firm for the position. "The search will be international in scope, but our position description makes clear that HART is looking for someone who will embrace the uniqueness of our culture and environment," said Human Resources Committee Chairman Keslie Hui. "The anticipated cost of our search will be slightly over $152,000, and this will cover all advertising and consultant time."

 

The firm, which recently assisted the Bay Area Rapid Transit ("BART") board of directors in its successful search for its general manager, will assist the HART board of directors in sourcing and identifying qualified applicants for the position. The board plans to hire a permanent executive director during the first quarter of 2012.

CITY URGES VOLUNTEERS FOR WAIANAE COAST CLEANUP EVENT

 

(Thurs., Nov. 17. 2011)—As the rainy season approaches, the City and County of Honolulu, along with Senator Maile Shimabukuro, and Representatives Karen Awana and Jo Jordan, are encouraging volunteers to participate in a community stream and roadside cleanup event planned for the Waianae Coast this Saturday.

 

The goal is to remove debris that could clog streams and contribute to flooding problems.  In December of last year and January of this year, heavy rains in the Waianae area caused flooding to several roads and on private property. Some of this flooding was caused by debris and bulky trash that had been previously dumped in the stream illegally. This proactive community cleanup of streams and ditches along key roadways is to prevent similar flooding.

 

The cleanup will take place on Saturday, November 19, from 8 am to noon. Volunteers should meet by 8 am in the parking lot of Mikilua Store, 87-1117 Paakea Rd. To facilitate planning, volunteers are encouraged to sign up in advance by calling state Representative Karen Awana at 586-8465. Volunteers can also show up on Saturday without signing up.

 

Participants should wear covered shoes with thick soles, long pants, sun protection and gloves, and bring drinking water. Optional items include tools to clear brush and streambeds, garbage bags, and trucks to haul rubbish and bulky items.

 

Cleanup partners include: state Senator Maile Shimabukuro, state Representative Karen Awana, US Senator Daniel Inouye, Congresswoman Mazie Hirono, the US Army Corps of Engineers, the US Navy, state Representative Jo Jordan, Hawaii State Civil Defense, the state Department of Land and Natural Resources, the state Department of Transportation, and City Councilmember Tom Berg.

Rehabilitation of Streets, Unit 54 – Wilhelmina Rise, 13th Avenue to Matsonia Street

The work includes demolition and reconstruction of the existing PCC pavement and curbs identified on the plan.  Tree trimming, pruning and removal will be performed as necessary and as identified on the plan.  Adjustment of manholes and frames to grade as necessary; post paving activities include permanent pavement markings.

Rehabilitation of Streets, Unit 58 – California Avenue (Kamehameha Highway to mauka end of California Avenue):  Cold planing; resurfacing and reconstruction of asphalt concrete pavement; adjustment of utility manhole frames and covers; installation of pavement markings and vehicle loop detectors; reconstruction of existing concrete curbs, gutters, berms, sidewalks and Driveways; and construction of concrete and asphalt concrete bus pads.

Mailiili Stream Flood Control Improvements – Near Halona Road and Puuhulu Road:  Removal and reconstruction of damaged concrete channel lining, construction of new channel access ramp near Halona Road Bridge, and construction of overflow side-drains on the channel banks.

Beachwalk Force Main Phase I:  2 Staging pits to be constructed along Ala Wai Boulevard from Kalakaua towards Ala Moana Boulevard for the microtunneling installation of new sewer line.
