PUBLIC INVITED TO CITY HALL TO BROWN BAG AND SEWA LEI FOR MEMORIAL DAY

 

(Tue., May 24, 2011) – Bring your lunch to Honolulu Hale Courtyard on Friday, May 27, from 11 a.m. to 1 p.m., enjoy the music of the Royal Hawaiian Band, hula by Lei Day Queen Sandrina Lei Ilima Cabato De La Cruz, and celebrate May Day by sewing lei for the upcoming Mayor's Memorial Day Ceremony at Punchbowl Cemetery.

 

            This Friday's event inaugurates the first of many planned brown bag lunch gatherings hosted by the Mayor's Office of Culture and Arts, and brings the public together for some old fashioned socializing and networking. 

 

            The Department of Parks and Recreation hopes to use this opportunity to reach their goal of collecting more than 50,000 fresh flower or ti leaf lei, measuring 20-24 inches before tying.  The lei will be placed on each veteran's grave marker at Punchbowl and other cemeteries in Hawaii, in time for the annual Memorial Day ceremony on May 30 that honors our fallen heroes.

RESULTS FOR 2011 NEIGHBORHOOD BOARDS ELECTION RELEASED

 

(Wed., May, 25, 2011) — The Neighborhood Commission Office (NCO) released the results from the 2011 Neighborhood Board elections today. The full list of results is posted on the NCO website at http://www1.honolulu.gov/nco/.

 

Voting ran from May 2 to May 21. Eligible voters in districts with contested races received a passcode in the mail, which allowed them to cast a ballot online or over the telephone. 13,269 voters cast a ballot, a participation rate of 8.5 percent. This was up from 6.5 percent in 2009.

 

Neighborhood Commission Executive Secretary Tom Heinrich said, "Not only are we pleased that the voter participation rate rose, we cite Koolauloa's Subdistrict two's 22.7 percent participation rate as proof that the digital election method is viable."

 

The Neighborhood Board system consists of 33 boards across Oahu with 439 seats. Members are unpaid volunteers who advise all levels of government. The election filled 379 of the seats; the remaining 60 did not have any residents apply as candidates. The boards may appoint qualified residents to fill those vacancies once the new term begins on July 1. The list of vacancies is available on the NCO website.

 

            Election officials estimate that the digital method of voting saved the City close to $100,000 in this year's budget.

MAYOR'S MEMORIAL DAY CEREMONY – MAY 30, 2011

 

(Mon., May 23, 2011) – Mayor Peter Carlisle, Senator Daniel Akaka, Governor Neil Abercrombie and other dignitaries will participate in the Mayor's Memorial Day Ceremony on May 30, at 8:30 a.m., at the National Cemetery of the Pacific at Punchbowl. The inspiring annual ceremony honors veterans who made the ultimate sacrifice in service to our nation.

 

            Carlisle will deliver the keynote address, and the master of ceremonies will be former City managing director and Colonel Robert J. Fishman (Ret.), former Deputy Commander of the U.S. Army Reserve for the Pacific Theater. 

 

            The service will also include the Royal Hawaiian Band, Sounds of Aloha Choir, a traditional gun salute and "Missing Man" formation flyover.

 

            Law Enforcement Explorer Captain Risa Moniz, Boy Scout Joshua Salomon and Senior Girl Scout Diana Sellner will assist the dignitaries by placing memorial wreaths at the cemetery's Dedicatory Stone.

 

            Junior ROTC cadets from Castle, Farrington, Moanalua and Radford high schools will post the 50 state flags, and the Joint Military Color Guard will post the national colors.  Numerous veterans' organizations will present wreaths and their colors.

 

            The Hickam Base Honor Guard will fire a 21-gun rifle salute while "Taps" is solemnly played. The stirring ceremony will be highlighted by the 120th Fighter Squadron, Detachment 1, Montana Air National Guard fighter jets flying the "Missing Man" formation.

 

            Parking at the cemetery is limited; therefore, the City will provide special bus service for those attending the ceremony by incorporating the Punchbowl stop on Route 15, Makiki/Pacific Heights, for that day. Free parking will be available at the Fasi Civic Center garage for motorists boarding buses at the Alapai Transit Center. Pick up at the transit center will be from 7 a.m. to 8 a.m. Destination signs on the departing buses will read "15 Punchbowl" and on returning buses will read "15 Alapai Transit Center." All normal fares apply and all bus stops along the route will be serviced.

 

            The Memorial Day ceremony is presented through the coordination and support of more than 50 government agencies, businesses, nonprofit organizations and individuals. The event is planned and conducted by the City Department of Parks and Recreation.

 

            Most of the lei adorning the grave sites are donated by Hawaii's public school children through the outstanding support and coordination of the state Department of Education.

MEMORIAL DAY HOLIDAY SCHEDULE

 

(Mon., May 23, 2011) – City government offices will be closed on Monday, May 30 in observance of Memorial Day, a federal holiday.

 

  • Emergency ambulance, fire, lifeguard and police services will be available as usual.
  • The People's Open Markets will not be held.
  • The Blaisdell box office, parks, municipal golf courses, botanical gardens and the Honolulu Zoo will be open.
  • Regular Monday refuse material collections will be made and landfills/transfer stations will be open.
  • City buses will operate on a Sunday schedule. Call 848-5555 for schedule information. The Handi-Vans will operate as usual. 

These traffic and parking regulations will be in effect:

  • On-street parking will be free, except for the meters on Kalakaua Avenue along Kapiolani Park;
  • Parking will be permitted in towaway zones that allow it on holidays;
  • There will be no coning of traffic lanes;
  • Traffic signals at Kalakaua Avenue and Kapiolani Boulevard will be three-phase to permit mauka-bound traffic to turn left onto Kapiolani Boulevard.
  • Motorists are reminded that parking in municipal lots with meters will not be free and that the meters must be fed 24 hours a day.

Inducted into HPD Hall of Fame

 

(Mon., May 23, 2011)---Former Governor and Honolulu Police Captain John A. Burns was inducted into the Honolulu Police Department (HPD) Hall of Fame on May 21, 2011.  Burns was recognized for his support of the civil rights of Hawaii residents during World War II. 

 

      As a police officer, Burns worked in patrol and the Vice Division prior to being handpicked by Police Chief William Gabrielson in December 1940, to head the department's newly formed Espionage Bureau.  Burns was assigned to work with the Federal Bureau of Investigation to look into rumors of sabotage and disloyalty against the United States.  As it turned out, none of the reports proved to be true. 

 

      After the attack on Pearl Harbor on December 7, 1941, Burns fought the internment of Japanese individuals based on ethnicity.  He advised the local community on how to serve and assist the U.S., including recruiting enlistees for the U.S. Army's 100th Infantry Battalion and 442nd Regimental Combat Team.  His close involvement with many ethnic groups in the community and the defense of their civil rights would later help to form the foundation of the Hawaii Democratic Party and his political career. 

 

      Burns resigned from the HPD in 1945.  He was elected as a territorial delegate to Congress in 1956 and served as Hawaii's Governor from 1962 to 1974. 

 

      The HPD's Hall of Fame was established on May 17, 2007, to honor those who have distinguished themselves through their outstanding contributions and service to the department and the community.  Previous inductees include Detective Chang Apana, Officer Roger Piwowarski, Chief Francis A. Keala, Chief Daniel S. C. Liu, Sergeant Edwin I. Adolphson, Jr., Sister Roberta Julie Derby, and Detective Lucille Abreu.

Rehabilitation of Streets Indefinite Delivery/Indefinite Quantity IDIQ #3 – Kapahulu: 4th ave, 5th ave, Hookipa Way, Pahoa Ave, Kaimuki Ave, Olu St, Mokihana St, Paliuli St and Charles St. and Kulamanu Pl.  The scope of work to be performed by the Contractor under this contract may include, but is not limited to: cold planning; slurry seal; crack seal; reconstructing curb and gutters/rolled curbs; resetting of lava rock curbs; aboricultural work; adjusting street survey monuments, utility manholes/boxes, frames and covers; installing pavement striping and markings; and reinstalling vehicle detector loops.  Olu St from 4th ave to 6th ave, Mokihana St from 4th ave to Mooheau ave and Kulamanu Pl from Kulamanu St to End are done.

            (Estimated completion date, June 2013)

 

Rehabilitation of Secondary Streets at Makiki - Kinau St from Alapai St to Waiau Pl, Wilder Ave from Spencer St to Dole St. and Dole St from Wilder Ave to St. Louis Dr.:  The project will demolish, remove and dispose of existing pavements in Honolulu area. Resurface or reconstruct these streets with asphalt concrete pavement.  Adjust manholes and monuments to road grades.  Restore all pavement striping, markings and markers.  Collect GPS data on manholes, street monuments, valve boxes, fire hydrants, and other features as directed by the City before construction begins.  Work is currently being done on Wilder Avenue near the Punahou Intersection.

            (Estimated completion date, May 2011)

 

Mapunapuna Industrial Subdivision Phase One of Tidal Flooding Remediation Program.  Remove existing flap gates and install new check valves at outlet pipes in State channel fronting Kam Highway. Construct new DMH upstream of new check valves. Re-grade swale and adjust DI to provide positive drainage into existing drain system. Upgrade concrete wall at outlet pipes at State channel. Remove debris and sediment from existing storm drains and channel area. Dewater State channel and install temporary dewatering dams.  At the intersection of Ahua Street and Awaawaloa Street, abandon existing storm drain on Ahua Street and install new storm drain MH on upstream end of abandoned pipe.

Mokauea Street Improvements between North King Street and Dillingham Boulevard:  Reconstruction concrete curbs and gutters, driveway and some sidewalks; construct new curb ramps; reconstruct and resurface asphalt roadway.  Post paving activities include installation of permanent pavement markings, adjust utilities to finish grade, and re-install traffic loop detectors.

Sewer Manhole and Pipe Rehabilitation at Various Locations – Phase 2:  Various manhole rehabilitation along Nimitz Highway between Pacific Street and Sumner Street.

Peterson Lane and Pua Lane Sewer Rehabilitation:  New sewer line and manhole installation in complete on King Street (between Dillingham Blvd. and Peterson Lane), Pua Lane and Peterson Lane.  Repaving of King, Peterson and Pua Lane is complete. Punchlist items and reconstruction of Tamashiro Market driveway remain.  One lane in each direction will be closed Monday thru Friday, 8:30 a.m. to 3:30 p.m.

Rose Street/Kam IV Road (SMPR 66) and Richard Lane/Linapuni Street (SMPR 67) Sewer Rehabilitation:  Installation of new sewer lines/manholes and reconnection of existing sewer laterals along Richard Lane, Linapuni Street, Kahauiki Street, Kamehameha IV Road between Kahuiki Street and Owene Lane, and Rose Street.

Saint Louis Heights Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), manhole rehabilitation, and lateral rehabilitation throughout Saint Louis Heights.  The contractor will also install new sewer lines via pipe bursting at 3 locations along Saint Louis Drive and one easement location between Saint Louis Drive and Frank Street.

One traffic lane will be closed during work hours at Pupukea Road with police performing traffic control duties.
