MURALS DEDICATED AT KAPOLEI HALE

 

(Fri., Feb. 3, 2012)—Mayor Peter Carlisle dedicated two new murals today at Kapolei Hale. "Nâ Mo'olelo O Kapolei," a painted mural by Carter Black and "As the Water Flows," a fused glass mural by Jodi Endicott are recent additions to the foyer and entryway of Kapolei Hale, the City's office building at 1000 Uluohia Street.

 

            The dedication ceremony, presented by the Mayor's Office of Culture and the Arts, featured the artists and remarks by Mayor Carlisle and Grant Kagimoto, Chair of the Commission on Culture and the Arts.

 

            " Mo'olelo O Kapolei" (Stories of Kapolei), by Carter Black, is a five-panel mural portraying Kapolei's history and cultural heritage through an array of nearly 90 images. Black, who's originally from New York, is a Kailua resident and his work can be seen in the collections of the Hawaii State Foundation on Culture and the Arts, Moana Surfrider, Continental Airlines, Bank of Hawaii, Kaiser Permanente, and Harvard University.

 

            "As the Water Flows" by Jodi Endicott, which consists of six panels of fused glass, presents water as a symbol linking past, present, and the people of the world. The work references the life-giving waters of the Ewa plain. Endicott's works have been featured in group and solo exhibitions in major museums and galleries in the United States and Japan, and have been purchased for private and public collections.

 

The art works were acquired under the Art in City Buildings program as part of the construction costs for Kapolei Hale. The budget for the interior work of art was $50,000 and $36,000 for the exterior. Under the Art in City Buildings program, an amount equal to not less than one percent of the construction phase appropriation for the original construction of any City building is used by the Commission on Culture and the Arts for the acquisition of works of art.  The program improves the quality of public buildings and spaces for the general public; fosters awareness of the visual arts and display as well as art that expresses the multicultural heritage of Hawaii.

MAYOR WELCOMES STUDENTS ON 'GROUNDHOG JOB SHADOW DAY' 

(Thurs., Feb. 2, 2012)—Mayor Peter Carlisle today welcomed nearly 200 high school students to Honolulu Hale today to "shadow" City employees and learn about their jobs and potential career opportunities as part of "National Groundhog Job Shadow Day."

"It's wonderful to have so many bright, responsible young adults spend time with our dedicated City workers as they map out their futures," Carlisle said. "This is a great opportunity for them to experience the working world up close and in person."

National Groundhog Job Shadow Day is a national campaign that gives young people a new perspective on their studies through hands-on learning and a one-day mentoring experience, and coincides with the Groundhog Day ritual of American folklore. The visit to Honolulu Hale was organized by Junior Achievement of Hawaii, which encourages students to graduate from high school, continue their education and become well-prepared for the workplace.

Eight City departments and the City Council participated in the program and welcomed the students into their offices and other work spaces.

Participating high schools included: Farrington, McKinley, Roosevelt, Radford, Kaimuki, Aiea, and Waipahu.

SEWER PROJECTS DURING FEBRUARY

 

(Mon., Jan. 30, 2012) – The City and County of Honolulu's Department of Environmental Services has eight sewer projects in February that may impact roadways and traffic on Oahu.

 

         The projects include:

 

Ø       Beachwalk Wastewater Pump Station to Ala Moana Park Sewer Phase 1, Force Main System – Installation of a new sewer line along Ala Moana Boulevard (between Atkinson Drive and Ala Wai Canal), and along Ala Wai Boulevard (between Kalakaua Avenue to the dead end of Ala Wai Boulevard). 

Ø       Houghtailing Street Area Sewer Rehabilitation – Sewer rehabilitation work in Kamehameha Heights area on various streets within the area bordered by North School Street, Kokea Street, Kamalii Street, Aulii Street, Ilima Drive, Makanani Drive and Kapalama Drive.

Ø       Kalakaua Avenue Sewer Rehabilitation – Open-cut trench digging replacing 1,500 lineal feet of 6- and 8-inch sewer pipe along Kalakaua Avenue between Philip Street and Kapiolani Boulevard.

Ø       Makaha Interceptor Sewer Rehabilitation/Replacement – Sewer rehabilitation work along Farrington Highway between Ala Hema Street and Leihoku Street and along Pokai Bay Street.

Ø       Saint Louis Heights Sewer Rehabilitation – Sewer rehabilitation work on various streets with the area bordered by Bertram Street, Kaminaka Drive, Saint Louis Drive and Dole Street.

Ø       Sewer Manhole and Pipe Rehabilitation at Various Locations Phase 2 Sewer rehabilitation work along Nimitz Highway between Pacific Street and Sumner Street.

Ø       Waikiki Sewer Rehabilitation – Sewer rehabilitation work along Kuhio Avenue between Kuamoo Street and Kaiulani Avenue.

Ø       Wilhelmina Rise Sewer Rehabilitation – Sewer rehabilitation work in Wilhelmina Rise area on various streets within the area bordered by Paula Drive, Lurline Drive, Wilhelmina Rise, Keanu Street and Claudine Street.

 

         Approximately 122 projects are underway focused on Oahu's wastewater treatment plants, pump stations and collection system. These projects are part of $533 million of ongoing wastewater projects, including planning, designing, construction, project management and equipment project phases.

(Thurs., February 2, 2012) − Scheduled road work for the week beginning February 5, 2012, for the Department of Design construction, Civil Division (Construction Management Branch), and Wastewater Division (Construction Management Branch) is listed below.  Road work is normally done between the hours of 8:30 AM and 3:30 PM unless otherwise noted.

 

HALAWA

Foster Village Sewer Rehabilitation/Reconstruction:  Installation of new 8" and 12" sewer lines and a sewer manhole along Piikea Street, Haloa Drive, Olino Street, Hakupapa Street, Punihi Street, and Palanihu Place.

            (Estimated completion date, continuing through February 2012)

 

HAWAII KAI

Rehabilitation of Streets, Phase 1 (aka IDIQ #2) – Ainakoa Dr, Halekoa Dr, Hind Iuka Dr, Hao St, Kuliouou Rd, Keahole St, Kaluanui Rd, Kealahou St, Halemaumau St, Naio St, Kainui Dr.  Paving Halekoa Dr, Kealahou and Hao St.  Adjusting manholes and permanent striping to follow.

 

Repair Kalapaki Street Drainage Ditch Wall – Vicinity of 977 Kalapaki Street:  Removal and disposal of existing concrete ditch wall and slab.  Construction of new reinforced concrete ditch wall and slab.  Installation of new chain link fence.  Repair crack and spalled concrete on existing wall.

            (Estimated completion date, continuing through February 2012)

 

Kipu Ditch Storm Drainage Improvements – Vincinity of Kamiloiki Community Park and Kamiloiki Elementary School.  Reconstruction of existing drainage ditch; spall and delamination repairs along portion of drainage ditch; installation of new chain link fence; planting of new trees and biobarrier installation; tree and root pruning and removal of trees, shrubs and hedges for new drainage ditch.

Curb Ramps at Various Locations, FY 2010 (A) – Lunalilo Home Road between Hawaii Kai Dr. and Kalanipuu St.:  Construction of new curb ramps, sidewalks and A.C. pavement transition.  Relocation of existing regulatory/street signs. Adjustment of utility boxes.  Installation of pavement striping, markings and markers.

            (Estimated completion date, continuing through February 2012)

 

HONOLULU

Houghtailing Street Area Sewer Rehabilitation:  Installation and rehabilitation of sewer lines and construction of new manholes along School Street.

Kalakaua Avenue Sewer Rehabilitation:  Installation of new 8" and 10" sewer line along Kalakaua Avenue between Philip Street and Kapiolani.

            (Estimated completion date, continuing through February 2012)

 

Kalihi/Nuuanu Area Sewer Rehabilitation Phase 1A and 1C:  New sewer line and manhole installation on Dillingham Blvd, Puuhale Road, Mokauea Street, and Kalihi Street.  Lane closures Monday thru Friday, 8:30 a.m. to 3:30 p.m.

            (Estimated completion date, March 2012)

 

Kalihi/Nuuanu Sewer Rehabilitation Phase 1J (Area 8 – Pacific Heights)  Rehabilitation of approximately 1,400 linear feet of 6" and 2,300 linear feet of 8" sewer lines by cured-in-place pipe (CIPP) method.  A number of deteriorated manholes will also be repaired.  Star Road, Pacific Heights Road, Laniloa Road, Booth Road, and Hiolani Place will be affected.  Construction signs and police traffic control will be present.

Rehabilitation of Streets Indefinite Delivery/Indefinite Quantity IDIQ #3 – Kapahulu: 4th ave, 5th ave, Hookipa Way, Pahoa Ave, Kaimuki Ave, Olu St, Mokihana St, Paliuli St and Charles St. and Kulamanu Place.  The scope of work to be performed by the Contractor under this contract may include, but is not limited to: cold planning; slurry seal; crack seal; reconstructing curb and gutters/rolled curbs; resetting of lava rock curbs; aboricultural work; adjusting street survey monuments, utility manholes/boxes, frames and covers; installing pavement striping and markings; and reinstalling vehicle detector loops.

Slurry sealing Pahoa Av.  Permanent striping to follow.

Miscellaneous Drainage Improvements at Various Locations – Lokahi Street (McCully)  Construct concrete drain inlets, concrete drain catch basins, connect to existing drain line, and install drain pipes.

Mokauea Street Improvements between North King Street and Dillingham Boulevard:  Reconstruction concrete curbs and gutters, driveway and some sidewalks; construct new curb ramps; reconstruct and resurface asphalt roadway.  Reconstruction of shallow drain line across Akina Street added.  Post paving activities include installation of permanent pavement markings, adjust utilities to finish grade, and re-install traffic loop detectors.

Sewer Manhole and Pipe Rehabilitation at Various Locations – Phase 2:  Various manhole rehabilitation along Nimitz Highway between Pacific Street and Sumner Street.

Curb Ramps at Various Locations, FY 2009 (B), Palolo and Kaimuki:  Construction of new curb ramps, sidewalks and A.C. transition.  Relocation of existing regulatory/street signs. Installation of pavement striping, markings and markers.

Peterson Lane and Pua Lane Sewer Rehabilitation:  New sewer line and manhole installation in complete on King Street (between Dillingham Blvd. and Peterson Lane), Pua Lane and Peterson Lane.  Repaving of King, Peterson and Pua Lane is complete. Punchlist items and reconstruction of Tamashiro Market driveway remain.  One lane in each direction will be closed Monday thru Friday, 8:30 a.m. to 3:30 p.m.

Queen Street Roadway Improvements – Queen Street, Diamend Head side of Queen Street and Punchbowl Street intersection:  Demolition and reconstruction of existing concrete bus pad, curb ramps, sidewalk, curb and gutter, and thru gutter.  Cold planing, resurfacing and reconstruction of A.C. pavement.  Adjustment of utility manhole frames and covers.  Installation of pavement striping, markings and markers.

Saint Louis Heights Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), manhole rehabilitation, and lateral rehabilitation throughout Saint Louis Heights.  The contractor will also install new sewer lines via pipe bursting at 3 locations along Saint Louis Drive and one easement location between Saint Louis Drive and Frank Street.

PUPUKEA

Pupukea Road Rockfall Mitigation Phase I – Pupukea, Oahu:  The work consists of clearing vegetation within the project limits, scaling boulders and unstable rocks or installing rock dowels (where appropriate), applying shotcrete (where required), installing rock fall protection fences, drapery system and landscaping. One traffic lane will be closed during work hours at Pupukea Road with police performing traffic control duties.

CITY COMMITTED TO STRENGTHEN RAIL FINANCIAL PLAN

 

(Tues., Jan. 31, 2012)—Mayor Peter Carlisle today announced a proposed solution to further strengthen the financial plan of Honolulu's rail project, remain on target for its successful completion and obtain full funding in the amount of $1.55 billion from the federal government.

 

In its December 29, 2011 letter approving entry into the final design phase of the rail project, the Federal Transit Administration (FTA) declared the Honolulu Authority for Rapid Transportation (HART) financial plan to be "sound," but also asked that the plan "further strengthen" its demonstration of financial capacity to handle unforeseen revenue shortfalls or cost increases, prior to receipt of the federal funding agreement. Carlisle met with FTA Administrator Peter Rogoff in Washington D.C. on January 18 to discuss solutions to address this comment.

 

Based on Carlisle's meeting with the FTA, the most cost-effective method to demonstrate the City's financial capacity is through establishment of a line of credit in a sufficient amount to satisfy the FTA. "The City and County of Honolulu's financial health is strong, as shown by recent excellent credit ratings in 2011," said Carlisle. "The Honolulu Rail Transit Project's financial health is also strong: it has had higher than projected revenues and lower than projected contract costs so far. Because of this, we can demonstrate our financial capacity to handle unforeseen events with a simple line of credit, and we can project that we will avoid an extension of the general excise tax (GET) half-percent surcharge to fund the rail project."

 

City Council Chair Ernie Martin concurred with the Mayor's decision to seek a line of credit to further strengthen the rail project's financial plan as well as address any remaining FTA budget concerns.  "A provision like this would be similar to the current requirement for City Council approval to float general obligation bonds to cover the cash flow for rail construction," said Martin. "This makes sure the public has the opportunity to comment before any borrowing ever occurs.  Moreover, it is designed to come into play only in the event of catastrophic circumstances such as a natural disaster over which we have no control."

 

Proposed legislation will be drafted and submitted to the Honolulu City Council for public hearing and action.  Provisions contemplated include requiring City Council approval before any borrowing from the line of credit may occur to pay for rail in the highly unlikely event a draw on the line is ever necessary.

 

 "The City has consulted with its bond counsel and underwriters, and determined that simply establishing a line of credit, given the City's fiscal health and circumstances, is prudent," said Department of Budget and Fiscal Services Director Mike Hansen.

 

"A strong bond rating is critical to assure the City's ability to borrow for capital projects at the lowest rates," said Carlisle. "I would not support this solution if I believed it would affect the City's rating. Thanks to the efforts of our congressional delegation over many years, this is a unique opportunity for the City to receive $1.55 billion in federal support."

 

Another contemplated provision would allow for a memorandum of understanding between the City and HART making HART responsible for all costs associated with establishing the line of credit, or borrowing from it, as well as the debt service and debt itself. "In the same way that HART is now responsible for any financing included in its financial plan, this makes sure any line of credit, just like any bonds floated by the City for HART, is paid in full by HART," said Hansen.

 

HART Finance Committee Chairman Don Horner, who participated in the January 18 meeting between Carlisle and FTA Administrator Rogoff, said he agrees with the proposed solution. "It is important for the public to understand that this solution provides an additional cushion that is over and above the $860 million contingency fund already built into the financial plan," said Horner. "HART would first use our contingency funds and explore cost reductions before requesting this option."

 

According to the financial plan approved by the FTA, the City's rail project is projected to cost $5.17 billion. Revenue sources include $1.55 billion in federal funding and a GET surcharge passed by the Hawaii State Legislature and Honolulu City Council in 2005.

 

The Honolulu rail project is well underway with 25 percent of the projected GET revenue already collected, in excess of $810 million. Additionally, more than 50 percent of the construction costs have been contracted at prices that are $300 million below estimated expenses.

REAL PROPERTY TAX DEADLINE ON TUESDAY, FEBRUARY 21, 2012

 

(Tues., January 31, 2012) — Payments for the second installment of Honolulu's real property taxes for the 2011-2012 tax year are due by Tuesday, February 21, the City Department of Budget and Fiscal Services announced today.

 

Tax bills have been mailed to all property owners, or agents servicing their accounts. Property owners who have not received a billing are advised to check immediately by calling (808) 768-3980, or visit www.honolulupropertytax.com, or going in person to the Real Property Collection Section, Division of Treasury, first floor of Honolulu Hale, 530 South King Street, Room 115, Monday through Friday, 8:00 a.m. to 4:00 p.m.

 

Payment can be made by:

 

  • Mail. Payment must have a post office cancellation mark on or before the "DUE DATE"
  • In Person.  Pay with cash or check only by visiting either the Real Property Tax Collection Section, Division of Treasury located on the first floor of Honolulu Hale, or at any Satellite City Hall location. You must have your original tax bill.
  • Curbside Drop Box. Located outside of Honolulu Hale (Black/Gray Box).
  • Electronic Payment. Pay with a MasterCard or VISA credit card on-line at www.hnlpay.com or by telephone (877) 309-9117. Payments made by credit cards are ONLY accepted on-line or by telephone during billing period. A convenience fee is applied by the service provider, Official Payments Corp. and will be included at payment confirmation.

             Property owners are reminded that NON-RECEIPT of their tax bills will not exempt them from meeting the tax payment deadline and will not excuse them from being assessed a late penalty up to 10 percent plus interest of 12 percent a year. A fee of $25 will also be charged for dishonored payments.

CARLISLE ANNOUNCES 'HONOLULU 311' SMART PHONE REPORTING SYSTEM

 

(Tues., Jan. 31, 2012)—Mayor Peter Carlisle today announced the launch of "Honolulu 311," a new system through which the public may use personal smart phones to report abandoned vehicles, broken street lights, illegal dumping and other issues.

 

Carlisle also announced that three fellowship participants from the nonprofit Code for America organization have joined the City for five weeks to help us better connect with the public.

 

"The Honolulu 311 system will help Honolulu become a lean, clean, smart city through the use of technology," Carlisle said. "This is one of the goals this administration had envisioned to make city government more user-friendly."

 

Besides encouraging the public to help alert City officials about ongoing issues, Honolulu 311 also allows people to submit photographs illustrating these situations, and can pinpoint their locations using smart phone Global Positioning Systems.

 

Honolulu 311 was activated today, and can be utilized by downloading the app from the app marketplace on a particular smart phone by typing in "Honolulu 311." The app is available on iPhone, Android, Windows Mobile, and Blackberry.

 

The information submitted through the system will be reviewed and forwarded to appropriate departments for action.

 

The Code for America Fellows who will be working with the City are designers Sheba Najmi and Diana Tran, and developer Mick Thompson.

 

The Code for America fellowships follow the City's successful "Hackathon" conference two weeks ago, in which some of the best code writers in Hawaii helped create pilot applications that can help citizens interact with City government and make it more efficient.

 

The City's Department of Information Technology is continuing to develop some of the best applications for implementation later this year.
