Cloud cover has increased over the main Hawaiian islands ahead of a cold front northwest of Kauai.

Broken to overcast high, cirrus, clouds cover the main Hawaiian islands from Oahu northwestward and obscure lower level features. Kauai has been obscured by cirrus since 0400 pm HST. Radars show scattered showers moving over Kauai from the south. Low level features over Oahu were still visible till 0530 pm and at that time there were only isolated low clouds over the island. As of 0530 pm there were isolated low clouds over west Molokai and Lanai and broken to overcast low clouds over east Molokai, over Maui and over most of the Big Island of Hawaii. Clouds were isolated over the Big Island on the summits of Mauna Kea and Mauna Loa, along the coast from South Point to Hawaiian oceanview estates and near Upolu Point.

Low cloud motions southeast of the Big Island are from the east southeast at 15 to 20 mph veering to south southeast at 20 to 25 mph south of Kauai. There are scattered low clouds immediately southeast of the islands from the Big Island to Molokai. A 100 to 180 mile wide band of showery broken to overcast low clouds is east of a line from 30°N 150.5°W to 330 miles east northeast of Hilo to 10°N 144°W. The part of the band east of the Big Island has moved west at 15 to 20 mph over the past 5 hours.

A frontal cloud band is northwest of a line from 30°N 151°W to about 90 miles northwest of Kauai to 19°N 170°W to 15°N 180°W. Cirrus has been spreading over the southeast edge of the frontal band between 400 miles north northeast of Oahu and 500 miles west southwest of Kauai so it is difficult to find the edge of the front on satellite imagery. The part of the frontal band northeast of 23°N 167°W contains overcast layered clouds with tops to 40000 ft. The part of the band farther southwest is 200 miles wide and contains overcast low clouds.

Another cold front is west of a line from 30°N 164°W to 27°N 165°W where it becomes obscured by higher clouds. This front has moved east at 45 mph over the past 5 hours.

The early Saturday morning satellite shot of the Hawaiian islands and surrounding waters show two large scale features. A frontal system is located just northwest of Kauai, and an upper level low southeast of the Big Island.

The eastward March of the cold front northwest of Kauai paused for a couple of hours during the evening before resuming its eastward advance. The leading edge of the cloud band, marking the front, is about 55 miles northwest of kauai's na Pali coast at 1 am HST, moving southeast at 15 mph. The front has a 350 mile wide band of clouds and showers. The leading edge of the cold front runs from 30°N 155°W to 23°N 160°W to 22°N 163°W. From this point on the cold fron becomes a stationary front that runs to 19°N 170°W then to 17°N 180°E. The front continues north to a low pressure system near the Aleutian islands, and beyond the date line for an additional 500 miles.

Scattered stable low clouds lies between the back edge of the front to just east of Midway atoll located near 28°N 177°W. Another cold front with a much thinner cloud band will be passing through the atoll momentarily. The front is moving east around 40 mph. The surface low associated with this front is located near 31°N 179.6°E.

Back to the main Hawaiian islands, the satellite loop shows low clouds and showers have increased during the past couple of hours over the waters east to south to southwest of the Big Island. A southeasterly wind flow has carried some of the showers onshore of the Puna district of the Big Island. The tops of the showers extends to 20000 feet, and are moving northwest at 15 to 20 mph.

Aside for a shrinking small patch of low clouds 110 miles south of Oahu, low clouds are dissipating in that area, which is an indication of ridging and subsidence. Otherwise, skies are generally fair island wide.

Water vapor imagery is showing a stationary upper level low near 14°N 147°W or 650 miles southeast of the Big Island. The layered clouds that lies between 160 and 800 miles southeast quadrant of the low has thinned, although a couple of cumulonimbus cloud are still present. There is another upper level low of a smaller scale, located near 25°N 141°W 965 miles northeast of the Big Island. It is moving southwest at 10 mph.

FEB. 18 DEADLINE FOR NEIGHBORHOOD BOARD CANDIDATES, VOTERS

(Fri., Feb. 4, 2011)—The deadline to submit completed candidate and voter registration forms for Neighborhood Board elections is February 18, 2011, approximately two weeks from now.

Both forms may be downloaded at www.honolulu.gov/nco.  Completed forms must be postmarked by February 18, 2011, or can be hand delivered to the Neighborhood Commission Office at Honolulu Hale, Room 406, by 4:30 p.m. on February 18, 2011.

The 2011 Neighborhood Board elections will be held in April and May of this year. At stake are 439 seats on Oahu's 33 Neighborhood Boards, whose volunteer members hold monthly meetings and serve as advisors on community concerns.

Oahu residents who voted in the 2010 state elections are pre-registered to vote in the Neighborhood Board elections. Those who did not vote, voted but changed residences since the election, or are non-citizen residents must file a voter registration form in order to vote in the 2011 Neighborhood Board elections.

The Neighborhood Board system was created in 1973 to increase and assure effective citizen participation in government decision-making.

The evening satellite imagery shows two large scale features in the subtropical Pacific. A cold front 175 miles northwest of Kauai, and an upper level trough about 650 miles east southeast of the Big Island.

The cold front has a 350 mile wide band of clouds and showers. The leading edge is 175 miles northwest of Kauai, and runs from 30°N 156°W to 26°N 160°W to 22°N 165°W to 19°N 170°W to 17°N 178°W. The front continues north to a low pressure system near the Aleutian islands, and beyond the date line for an additional 500 miles. Portion of the front west of 170°W has stalled, while the portion east of 170°W continues to move east at around 10 mph.

Scattered stable low clouds lies between the back edge of the front and Midway atoll located near 28°N 177°W. Just to the west of the atoll is another cold front that is moving east at 35 to 40 mph.

Back to the main Hawaiian islands, the satellite loop shows scattered low clouds south and southeast of the main Hawaiian islands. These clouds are moving towards the islands, along with the southeast to south low level wind flow at 10 to 15 mph. Some of the clouds are dissipating 100 miles south of Oahu, an indication of a ridge of high pressure. Satellite imagery also shows a patch of dense high clouds running ahead of the cold front and passing north of Kauai and Oahu. There is a broken area of mainly mid level clouds that has thicken in the past hour oriented north to south across Maui county. These clouds are advancing towards Oahu. Weather radar is picking up a couple of showers off Hana, moving towards the north. Kauai county has fair skies. As for the Big Island, afternoon clouds still linger over Kau and Kona slopes. The rest of the Big Island is generally fair. There are scattered low clouds, some bearing showers, over the open waters off Kau and Cape Kumukahi, heading towards the Big Island.

Water vapor imagery depicts an upper level low near 13°N 147°W or 685 miles southeast of the Big Island. Layered clouds with embedded cumulonimbus /cb/ clouds are located between 130 and 600 miles southeast quadrant of the low's center. The feature appears to be stationary during the past 6 hours.

LANE CLOSURE NEXT WEEK ON KAMEHAMEHA HIGHWAY AT MEHANA ST.

(Friday , Feb. 4, 2011)—The Kahaluu-bound curb lane on Kamehameha Highway at the Mehana Street intersection in Kaneohe will be closed 24-hours per day, for five consecutive days, from Mon., Feb. 7, through Fri., Feb. 11, due to construction of a concrete bus pad on the makai side of Kamehameha Highway. Motorists are advised to use caution in this area. 

During construction, motorists are encouraged to avoid this segment of Kamehameha Highway if possible and to use alternative routes such as Kahuhipa Street to Kahekili Highway or Kahuhipa Street to Alaloa Street to Haiku Road.   

The Kamehameha Highway bus stop after Mehana Street for Kahaluu-bound buses will be temporarily relocated approximately mid-block between Haiku Road and Mehana Street.

Two large scale features are evident in the subtropical Pacific. A cold front 350 miles northwest of Kauai, and an upper level trough 525 miles east of the Big Island.

The cold front is creating a 300 mile wide cloud band with a leading edge 200 miles NW of Kauai. The leading edge runs from 30°N 157°W to 25°N 162°W to 20°N 169°W. The cloud band is moving east at 25 mph and is made up of layered overcast clouds up to 35 thousand feet north of 26°N while south of 26°N the band weakens to overcast low and mid clouds.

The upper trough to the east of the Big Island is producing an area of broken mid and lower clouds with isolated thunderstorms mixed in. The area of clouds extends from 7°N to 15°N between 140°W to 148°W. Thunderstorms clouds tops are reaching as high as 40 thousand feet.

Scattered low clouds are moving west at 10 to 20 mph between 10°N and 20°N from 140°W to the dateline. North of 20°N, low clouds ahead of the cold front are moving north at 15 to 20 mph from 145°W to 165°W, and northwest of the front broken low clouds are moving 30 to 35 mph toward the east.

Over the islands, cloudiness has increased since this morning with partly to mostly cloudy skies forming over Kauai, Maui and most of the Big Island with the exception of the Hilo districts and the summits. Oahu remains mostly clear. Low clouds over the coastal waters are moving west at 10 to 20 mph over the southern waters of the Big Island. North of the Big Island and Maui county scattered low clouds are moving toward the northwest at 10 mph. Over Kauai waters scattered low clouds moving north at 10 mph.

HONOLULU RECEIVES $8.6 MILLION TO ASSIST HOMELESS  

(Thurs., Feb. 3, 2011)—The City and County of Honolulu has received $8,637,216 in federal grant funds to keep 22 homeless assistance programs operating for the next fiscal year.

 

The City received the funds through the U.S. Department of Housing and Urban Development (HUD) Continuum of Care programs, which provide funding for transitional housing; for services such as job training, health care, mental health counseling, substance abuse treatment, and child care; and for permanent supportive housing for homeless persons with disabilities. 

 

"I am very pleased and grateful to HUD for its continuing support of these important local programs," said Mayor Peter Carlisle. "These grants provide essential support to meet critical needs of individuals and families who experience homelessness in our community."

 

Continuum of Care grants are awarded competitively. The City's grant application was prepared by the Department of Community Services (DCS), culminating a year-long process that included an annual Point-in-Time Count of sheltered and unsheltered homeless persons in January 2010, a comprehensive inventory of shelter beds and services, identification of gaps in homeless services, and establishment of Continuum of Care funding priorities.

 

Throughout the application process, DCS worked closely with Partners In Care, Honolulu's Continuum of Care coordinating body, which includes the majority of Honolulu's homeless service providers. More information regarding Partners In Care Hawaii is available at www.partnersincarehawaii.org .

ROAD WORK WEEKLY REPORT

 

Scheduled road work for the week beginning February 6, 2011, for the Department of Design construction, Civil Division (Construction Management Branch), and Wastewater Division (Construction Management Branch) is listed below.  Road work is normally done between the hours of 8:30 AM and 3:30 PM unless otherwise noted.

 

AIEA

Local Rehabilitation of Streets, Phase 1 (IDIQ#2).  Paving Keeamoku St. from Kaihee St to Mauka End and Kalihi St from Maliu St to Mauka End.

 

AINA HAINA

Rehabilitation of Streets Indefinite Delivery/Indefinite Quantity IDIQ #3 – Aina Haina:  The scope of work to be performed by the Contractor under this contract may include, but is not limited to: cold planning; slurry seal; crack seal; reconstructing curb and gutters/rolled curbs; resetting of lava rock curbs; aboricultural work; adjusting street survey monuments, utility manholes/boxes, frames and covers; installing pavement striping and markings; and reinstalling vehicle detector loops.  Hind Iuka Dr from Mona St to End slurry seal is done.

Rehabilitation of Secondary Streets at Ala Wai:  The project includes excavating, reconstructing and resurfacing asphalt concrete pavements and base; providing smooth lateral transitions at all streets and driveways; reconstructing base at bus stop locations; adjusting street monuments, utility manhole frames and covers; installing pavement markings; reconstructing existing asphalt concrete berms with drainage openings. The affected roadways and limits of work are as follows:

            Kapiolani Boulevard: From Date Street to South King Street is being paved.

            Isenberg Street: From Kapiolani Boulevard to Bingham Street, paving completed.

Rehabilitation of Secondary Streets at Makiki - Kinau St from Alapai St to Waiau Pl, Wilder Ave from Spencer St to Dole St. and Dole St from Wilder Ave to St. Louis Dr.:  The project will demolish, remove and dispose of existing pavements in Honolulu area. Resurface or reconstruct these streets with asphalt concrete pavement.  Adjust manholes and monuments to road grades.  Restore all pavement striping, markings and markers.  Collect GPS data on manholes, street monuments, valve boxes, fire hydrants, and other features as directed by the City before construction begins.  Work is currently being done on Wilder Avenue near the Punahou Intersection.

Mapunapuna Industrial Subdivision Phase One of Tidal Flooding Remediation Program.  Remove existing flap gates and install new check valves at outlet pipes in State channel fronting Kam Highway. Construct new DMH upstream of new check valves. Re-grade swale and adjust DI to provide positive drainage into existing drain system. Upgrade concrete wall at outlet pipes at State channel. Remove debris and sediment from existing storm drains and channel area. Dewater State channel and install temporary dewatering dams.  At the intersection of Ahua Street and Awaawaloa Street, abandon existing storm drain on Ahua Street and install new storm drain MH on upstream end of abandoned pipe.

Mokauea Street Improvements between North King Street and Dillingham Boulevard:  Reconstruction concrete curbs and gutters, driveway and some sidewalks; construct new curb ramps; reconstruct and resurface asphalt roadway.  Post paving activities include installation of permanent pavement markings, adjust utilities to finish grade, and re-install traffic loop detectors.

Punchlist items and reconstruction of Tamashiro Market driveway remain.  One lane in each direction will be closed Monday thru Friday, 8:30 a.m. to 3:30 p.m.

Punchbowl Street and Lusitana Street Drainage Improvements:  The work consists of drainlines and manholes rehabilitation with Cast-in-place-pipe (CIPP) in Punchbowl Street, and 24-inch drainline and curb replacement in Lusitana Street. One lane road closure will be limited to 8:30 a.m. to 3:30 p.m., Monday thru Friday, except for County furlough and holidays. Work will begin in December 2010.

Saint Louis Heights Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), manhole rehabilitation, and lateral rehabilitation throughout Saint Louis Heights.  The contractor will also install new sewer lines via pipe bursting at 3 locations along Saint Louis Drive and one easement location between Saint Louis Drive and Frank Street.

Rehabilitation of Kawailoa Road Bridge over Kaelepulu Stream, Bridge No. 411:  Work includes repair of spalls in the concrete elements; replacement of the deteriorated pedestrian walkway and railing at the upstream side of the bridge; repair of deck joints; replacement of the vehicular guardrail system; and traffic safety improvements at the bridge approaches. Final inspection was performed on December 14, 2010 and the contractor is doing punch list work.

Rehabilitation of Streets, Unit 52 – Keolu Drive (Kalanianaole Highway to Akahai Street); Keolu Drive (Akaakaawa Street to Wanaao Road):  Cold planing; resurfacing and reconstruction of asphalt concrete pavements (ACP); adjustment of utility manhole frames and covers; installation of pavement markings and vehicle loop detectors; reconstruction of existing concrete curbs, gutters, sidewalks and Driveways; reconstruction of concrete catch basins; and construction of concrete and asphaltic concrete bus pads.

One traffic lane will be closed during work hours at Pupukea Road with police performing traffic control duties.
