SEWER PROJECTS DURING SEPTEMBER

 

(Fri., Aug. 31, 2012) – The City and County of Honolulu's Department of Environmental Services has seven major sewer projects in September that may impact roadways and traffic on Oahu.

 

         The projects include:

Ø       Beachwalk Wastewater Pump Station to Ala Moana Park Sewer Phase 1, Force Main System – Installation of a new sewer line along Ala Moana Boulevard (between Atkinson Drive and Ala Wai Canal), and along Ala Wai Boulevard (between Kalakaua Avenue to the dead end of Ala Wai Boulevard).

Ø       Hanawai Circle Sewer Reconstruction – Installation and rehabilitation of new sewer line along Farrington Highway (between Waipahu Depot Street and Hanawai Circle) and along Waipahu Depot Street (between Farrington Highway and Waipahu Street).

Ø       Houghtailing Street Area Sewer Rehabilitation – Sewer rehabilitation work in Kamehameha Heights area on various streets within the area bordered by North School Street, Kokea Street, Kamalii Street, Aulii Street, Ilima Drive, Makanani Drive and Kapalama Drive.

Ø       Moiliili-Kapahulu Sewer Rehabilitation/Reconstruction Sewer – Installation and rehabilitation of new sewer line along Date Street (between Pumehana and Lukepane Street).

Ø       Saint Louis Heights Sewer Rehabilitation – Sewer rehabilitation work on various streets with the area bordered by Bertram Street, Kaminaka Drive, Saint Louis Drive and Dole Street.

Ø       Waikiki Sewer Rehabilitation – Sewer rehabilitation work along Kuhio Avenue between Kuamoo Street and Kaiulani Avenue.

Ø       Niu Valley Wastewater Pump Station Force Main removal of by-pass and restoration work – Removal and restoration work on Kalanianaole Highway at the intersections of Pu`u`ikena Street, West Halemaumau Street and Niuiki Circle.

 

         Approximately 108 projects are underway focused on Oahu's wastewater treatment plants, pump stations and collection system. These projects are part of $610 million of ongoing wastewater projects, including planning, designing, construction, project management and equipment project phases.

CARLISLE TO LEAD 9/11 REMEMBRANCE WALK

 

(Fri., August 31, 2012)—Mayor Peter Carlisle will lead the 2012 Mayor's Remembrance Walk at 5 p.m., on Sunday, September 9, in observance of the 2001 terrorist attacks on the United States. The public is invited to participate. Free parking will be available at the Frank F. Fasi municipal parking structure (enter from Alapai or Beretania streets).

 

The walk will include members of the Honolulu Police, Fire, Emergency Services and Emergency Management departments, elected officials, and other City personnel. The procession will be led by a police motorcycle formation, color guard, Celtic Drums and Pipes, Mayor Carlisle and other dignitaries, and wreath bearers.

 

The Remembrance Walk will begin at 5 p.m. with a blessing and wreath presentation at the Honolulu Police Department headquarters at 801 South Beretania Street.  Participants will proceed ewa on Beretania Street, then makai on Alapai and South streets to the Honolulu Fire Department headquarters at South and Queen streets for a wreath presentation and bell ringing ceremonies.

 

The procession will then continue on Queen Street, go mauka on Punchbowl Street to Honolulu Hale, where the Royal Hawaiian Band will perform near the Eternal Flame on the front lawn. Mayor Carlisle will speak, and wreaths will be presented by the Mayor and participating agencies.

SEWER WORK IN HONOLULU NEXT WEEK

 

(Fri., Aug. 31, 2012) The City's Department of Environmental Services said traffic will be affected next week as construction crews rehabilitate wastewater pipes in Honolulu.

TRAFFIC ADVISORY: LANE CLOSURES
FOR ARCHAEOLOGICAL SURVEY WORK IN URBAN HONOLULU

 

 

(Fri., August 31, 2012) − The Honolulu Authority for Rapid Transportation (HART) wants to inform drivers that archaeological survey work continues next week in the urban Honolulu area for the rail transit project.

 

Motorists are advised of lane closures related to the survey work being conducted in the Pearl Harbor and Airport areas. Work will require lane closures during non-peak traffic hours.

 

For the safety of both the work crews and motorists, the public is advised to proceed with caution through these areas. Drivers should anticipate possible traffic delays or use alternate routes during work hours, and provide a safe distance between themselves and the construction workers and equipment.

 

Work for the week of Sunday, September 2, through Saturday, September 8, will take place at the following locations between the hours of 8:30 a.m. and 3 p.m.:

 

  • Kamehameha Highway between Salt Lake Boulevard and Aolele Street

 

The City is conducting the archaeological survey work along the urban Honolulu section of the Honolulu rail transit route to identify potential archaeological, historical and cultural resources. The archaeological work will aid rail project staff in their design of the elevated rail guideway.

 

Contractors Cultural Surveys Hawaii Inc. and Royal Contracting Co. are conducting the fieldwork.

 

The survey work will be completed before rail construction begins in the urban Honolulu area, as specified under the rail project's programmatic agreement relating to cultural and historic resources.

STATEMENT FROM HART BOARD OF DIRECTORS

 

(Thu., August 30, 2012) − Board Chairwoman Carrie Okinaga issued the following statement following today's meeting of the Board of Directors of the Honolulu Authority for Rapid Transportation (HART):

 

The State and the City followed the State Historic Preservation Division's long-standing interpretation of its rules to allow the subsurface AIS work to proceed by sections. The lower court agreed with that interpretation. The Supreme Court disagreed with this interpretation and past practice. They ruled that we should complete the AIS work for all four sections of the project.

 

The HART Board is committed to fully comply with the Supreme Court ruling. The AIS work has already been completed in construction sections 1 and 2 and the AIS work in sections 3 and 4 will continue.

 

We were pleased to hear that the Supreme Court ruled that the City and State gave full consideration to cultural and historic values and that the court upheld the rail project's Environmental Impact Statement under State law.

 

We remain fully committed to moving the project forward as well as being in full compliance with all laws. The delay in construction will add costs, however we do have contingency funds to cover these costs.

 

The Board is fully committed to moving the project forward as required by our charter in a manner that is responsible to taxpayers and respectful of our cultural resources. The Board has directed the CEO to fully comply with the Supreme Court ruling and take the necessary steps to complete the AIS, including design and engineering.

NEW ONLINE CAMPING PERMITS ARE A BIG HIT

 

(Thurs., Aug. 30, 2012)—The City's new online camping permit reservation system is a big hit with campers and has eliminated the long lines of permit-seekers outside City offices.

 

Permits for all 225 camp sites, at 17 campgrounds, sold out for the Labor Day weekend within five minutes after they became available on Monday. In previous years, lines had formed as early as four days in advance of holiday weekends, and processing and issuing all the permits required hours of staff time.

 

"We're very pleased that this new system is proving so successful, and we hope everyone has a great time enjoying City parks this weekend," said Parks and Recreation Director Gary Cabato.

 

Information about camp sites, camping permit requirements, and the online permitting system is available at www1.honolulu.gov/parks/camping.htm .

 

The City has optimized the app http://camping.honolulu.gov/ so that campers may reserve permits via mobile platforms like smart phones and tablets as well as personal computers.

Kapiolani Boulevard Reconstruction (South Street to Ward Avenue): The project will reconstruct the asphalt pavement section and construct new Portland Cement Concrete pavement bus lanes in both directions; reconstruct existing curbs and gutters; reset and installation of rock curbs; installation of a new street lighting and traffic signal system and ancillary pull boxes.  The work includes the coordinating and performing trimming tree canopies and root pruning as necessary under the guidance of certified/qualified arborist.  Also, included will be the adjustment of existing utilities to grade, and permanent pavement markings; and restoration of the traffic loop sensors.

            (Estimated Completion June 2013)

 

Seismic Retrofit of City Bridges – Kapiolani Boulevard Bridge No. 2, Bridge No. 216:

Clean abutment steel plate bearings, install seat extenders at abutments and piers, repair pier concrete spall, reseal sidewalk deck joints and recoat metal handrails.

            (Estimated completion date, January 2013)

 

King Street Reconstruction between River Street and Bethel Street, Chinatown:  Rehabilitation of sewer lines and select laterals, sewer manhole frame and cover replacement, excavation; Installation and backfill for new 6", 8" & 12" water lines, fire hydrants, valves, manholes; Installation and backfill for new 6" drain lines, inlets and manhole connections; Excavation and backfill for new gas lines; Demolish existing concrete and A.C. pavements to install new work and adjust manholes & valves boxes to grade. Work will include portions of River Street, Kekaulike Street, Maunakea Street, Smith Street, Nuuanu Street and Bethel Street where they intersect with King Street. Multiple lane closures Monday thru Friday, 8:30 a.m. to 3:30 p.m.

            (Estimated completion date, May 2013)

 

Miscellaneous Drainage Improvements at Various Locations – Lokahi Street (McCully)  Construct concrete drain inlets, concrete drain catch basins, connect to existing drain line, and install drain pipes.

Rehabilitation of Lusitana Street Bridge, Bridge No. 263:  Project consists of performing repairs and making improvements to the superstructure and railings of Lusitana Street Bridge on Oahu.

            (Estimated completion date, February 2013)

 

Rehabilitation of Localized Streets, Phase 6B – Makiki, Upper Makiki Areas:  The work includes localized reconstruction of pavement and resurfacing of the streets indicated below; reconstruction of curbs, gutters, sidewalks and driveways are included; tree trimming, pruning and removal will be performed as necessary; post paving activities include permanent pavement markings and adjustment of utility manhole frames and covers to grade.  The affected roadways and limits of work are as follows:

Old Kalanianaole Road Drainage Improvements – Old Kalanianaole Road:  Repair existing storm drain culvert and headwalls, construct access roads, demolish existing CRM walls, remove trees, install new 72" slipliner pipe, construct new inlet and outlet structures, construct new CRM walls, and install new guardrails.

Rehabilitation Of Streets, Unit 57 – Kaimuki area

The work includes reconstruction of pavement and resurfacing of streets; reconstruction of curbs, gutters, sidewalks, driveways and bus pads; tree trimming, root pruning and tree removal as necessary; pavement markings and markers, installation of vehicular detector loops, adjustment of street monuments to new finish grade, and adjustment / reconstruction of utility manhole / valve box frames and covers to new finish grade.
