NATIONAL SPECIAL SECURITY EVENT BEGINS SATURDAY

(Fri., Nov. 11, 2011)—The City and County of Honolulu is alerting the public that security restrictions and access to information regarding the Asia Pacific Economic Cooperation (APEC) Summit are changing as APEC transitions into a National Special Security Event (NSSE).

            The first event, which covered the APEC Leaders Week, began November 7 and took place at the Hawaii Convention Center.  The City held daily briefings and provided information via its website to inform the public of affected roadways and services.

            The second event specifically covers the APEC Leaders Meeting, taking place on Saturday, November 12, at the Hale Koa Hotel and on Sunday, November 13, at the Ihilani Resort.           

            Beginning today, the APEC events fall under NSSE security restrictions coordinated by local, state and federal law enforcement. The United States Secret Service has set up a Joint Information Center (JIC) staffed by public information officers from various city, state and federal agencies, to provide information to the media. The JIC will operate, 24 hours per day, and as one voice regarding information on the overall security and public safety arrangements for the Leaders Meeting.

            The hotline number for the City Department of Transportation Services has accordingly been suspended during this time, but the public can still access bus information by calling TheBus at 848-5555.

            The City will continue to provide information to the public on http://www.honolulu.gov/. where links are posted for the public to sign up for Nixle alerts or access the City's Twitter (@hnl_info or @hnldts-#APECalerts) and Facebook accounts.

APEC-RELATED CLOSURES OF KAPIOLANI AND ATKINSON WILL CONTINUE ON FRIDAY, NOVEMBER 11, 2011

 

(Thurs., Nov. 10, 2011)—The Department of Transportation Services is alerting the public that APEC-related closures of Kapiolani Boulevard between Atkinson Drive and Kalakaua Avenue and Atkinson Drive between Kona Street and Kapiolani Boulevard will continue on Friday, November 11, 2011.  Accordingly, TheBus routes 3, 9, and A will continue to be detoured.

 

            Security measures will be implemented on Ala Moana Boulevard, Koko Head of Atkinson Drive from 5 a.m. on Friday, November 11, 2011.  This will require implementation of the weekend bus detours involving TheBus routes 8, 19, 20, 42, E, 23, 24, 201, 202, and 203. 

            Routes 19, 20, 42, and E will terminate at Ala Moana Center instead of entering Waikiki.  Routes 23 and 24 will terminate in Waikiki instead of continuing to Ala Moana Center.  Route 8 will continue to connect Ala Moana Center and Waikiki except it will use Kalakaua Avenue to do so instead of Ala Moana Boulevard. 

            All passengers on routes 19, 20, 42, and E will need to transfer to route 8 to complete their trip to Waikiki.  Passengers on routes 23 and 24 whose destination is Ala Moana Center will also need to transfer to route 8 to complete their trip. 

            Routes 201, 202, and 203 will be rerouted to enter Waikiki via Kapahulu.

TEMPORARY ROAD CLOSURES EXPECTED THROUGH NOV. 15

 

(Thurs., Nov. 10, 2011)—The Department of Transportation Services (DTS) is alerting motorists to anticipate the temporary closure of major roads, including the H-1 freeway, from time to time through November 15, as certain dignitaries in town for the Asia Pacific Economic Cooperation (APEC) summit travel throughout Oahu.

 

Upcoming events involving temporary closures include the arrival of President Barack Obama and First Lady Michelle Obama tomorrow evening (Fri., Nov. 11), and the transport of certain other APEC participant economy leaders between Waikiki and Ko Olina on Sunday, November 13, for the conclusion of the APEC Leader's Conference.

 

"We strongly urge the public monitor the news media and other information sources prior to getting on the road," said DTS Director Wayne Y. Yoshioka. "However, some movements requiring road closures may be unannounced. The City continues to remind the public to please plan for significant delays."

 

The H-1 and certain other roads between the airport area and Waikiki were closed for approximately 40 minutes this morning during rush hour for the arrival of People's Republic of China President Hu Jintao. Other road closures may be shorter or significantly longer, depending on the circumstances.

 

Motorists are advised to:

  • Leave early for your destination.
  • Take steps to prepare for a potential major delay.
  • Make sure your vehicle is in good operating order and properly fueled.
  • Be sensitive to other drivers, obey traffic laws and follow the instructions of law enforcement.

ROYAL HAWAIIAN BAND CELEBRATES 175 YEARS

 

(Thurs., Nov. 10, 2011)---Join the Royal Hawaiian Band's 175th birthday celebration and musical concert at the Farrington High School Auditorium on Tuesday, November 22, at 7 p.m. The special performance, entitled "E mau aku ana ki­ kakou ho'oilina," Our Legacy Lives On, showcases the vital role the band has played in Hawaii¡¯s history as it looks toward the future.

 

            The spectacular musical and multimedia experience will feature award-winning artists Raiatea Helm, Nina Keali'iwahamana, Karen Keawehawai'i, and Misty Kela'i.  The Kamehameha Schools Children's Chorus, and former bandmasters Aaron Mahi and Michael Nakasone, join bandmaster Clarke Bright in this historical tribute to the "King's Band."

 

            The Royal Hawaiian Band, Hawaii's unique and cherished island treasure, and the only full-time band in the United States with a royal legacy that dates back to 1836, was founded by King Kamehameha III.  It performs more than 300 concerts and parades each year, and has traveled to Japan, Canada, Europe, and various parts of the continental United States, making a historic stop at Carnegie Hall in the summer of 1988.

AIEA

Aiea Heights Drive Emergency Roadway Improvements:  Work includes road/slope stabilization and pavement resurfacing/rehabilitation (incl. installation of metal guardrail and plastic lumber lagging) below Analio Place and above the horseshoe turn.

AINA HAINA

Kalanianaole Highway Sewer System Improvement:  CIPP rehabilitation of 24" and 30" sewer lines along Kalanianaole Highway between Wailupe Beach Park and Paiko Drive.

Punchlist items and reconstruction of Tamashiro Market driveway remain.  One lane in each direction will be closed Monday thru Friday, 8:30 a.m. to 3:30 p.m.

Queen Street Roadway Improvements – Queen Street, Diamend Head side of Queen Street and Punchbowl Street intersection:  Demolition and reconstruction of existing concrete bus pad, curb ramps, sidewalk, curb and gutter, and thru gutter.  Cold planing, resurfacing and reconstruction of A.C. pavement.  Adjustment of utility manhole frames and covers.  Installation of pavement striping, markings and markers.

Saint Louis Heights Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), manhole rehabilitation, and lateral rehabilitation throughout Saint Louis Heights.  The contractor will also install new sewer lines via pipe bursting at 3 locations along Saint Louis Drive and one easement location between Saint Louis Drive and Frank Street.

Rehabilitation of Streets, Unit 54 – Wilhelmina Rise, 13th Avenue to Matsonia Street

The work includes demolition and reconstruction of the existing PCC pavement and curbs identified on the plan.  Tree trimming, pruning and removal will be performed as necessary and as identified on the plan.  Adjustment of manholes and frames to grade as necessary; post paving activities include permanent pavement markings.

            (Estimated Completion July 2012)

 

Wilhelmina Rise Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), lateral rehabilitation, and replacement of sewer lines by open trench.

One traffic lane will be closed during work hours at Pupukea Road with police performing traffic control duties.

WAIKIKI BULKY ITEMS REVISED, REFUSE FACILITY CLOSURES

 

(Thur., Nov. 10, 2011) – The City's Department of Environmental Services (ENV) will postpone bulky item collection this Saturday, November 12, in Waikiki and close all refuse facilities Sunday, November 13.

 

         Bulky waste items will not be collected in Waikiki Saturday, Nov. 12. However, bulky waste items will be collected Tuesday, Nov. 15. Bulky items should be placed curbside on the evening of Monday, Nov. 14.

 

         All transfer stations, convenience centers and Waimanalo Gulch Sanitary Landfill will be closed all day Sunday, Nov. 13.  Refuse facilities will be opened during normal business hours Nov. 12 and 14.

(Wed., Nov. 9, 2011)—The Department of Transportation Services is alerting the public that due to APEC preparations along Kalia and Saratoga Roads, TheBus service will be detoured on November 9 and 10, 2011.  Kalia Road and Saratoga Road will be closed to bus traffic today and tomorrow starting at about 7 p.m. and extending through 6 a.m. each day. 

            During these periods, all bus stops along Kalia and Saratoga Roads will be closed.  Eastbound buses will enter Waikiki by continuing mauka of Kalia Road along Ala Moana Boulevard to Kalakaua Avenue and Kuhio Avenue.  Westbound buses leaving the Waikiki area will proceed along Kuhio Avenue to Kalakaua Avenue, right onto Pau Street, left onto Ala Wai Boulevard, left onto Niu Street and return to Ala Moana Boulevard.  Riders in the vicinity of Kalia Road should use regular and temporary bus stops on Ala Moana Boulevard.

TEMPORARY ROAD CLOSURES MAY OCCUR THURSDAY MORNING

(Wed., Nov. 9, 2011)—The Department of Transportation Services (DTS) is alerting morning commuters to anticipate temporary closures of major roads including H-1 Freeway or Nimitz Highway on Thursday, November 10, as certain dignitaries arrive and travel to Waikiki for the Asia Pacific Economic Cooperation (APEC) Leader's Conference this weekend.

"If you plan to drive on Thursday morning, we strongly urge you to check with media or information sources prior to getting on the road," said DTS director Wayne Y. Yoshioka.  "The City continues to remind the public to please plan ahead."

Recommendations for motorists include:

·        Avoid being on the road during that time, if possible.

·        If you need to be on the road during that time, leave early as possible.

·        Take steps to prepare for a potential major delay.

·        Make sure your vehicle is in good operating order.

·        Be sensitive to other drivers and follow the instructions of law enforcement.

Similar closures will temporarily impact traffic throughout the Veteran's Day weekend, including Friday evening when President Barack Obama and First Lady Michelle Obama are scheduled to arrive in Honolulu to attend the APEC summit.

CITY REMINDS COMMUTERS TO AVOID KAPIOLANI BOULEVARD

(Tues., Nov. 8, 2011)—The Department of Transportation Services continues to urge town-bound morning commuters from East Honolulu to avoid Kapiolani Boulevard if possible and instead utilize the H-1 Freeway, Waialae Avenue and South Beretania Street, even if those routes become more congested than usual.

Many drivers avoided Kapiolani this morning due to road closures near the Hawaii Convention Center, and the Department thanks them for their patience and cooperation. But many others began to use Kapiolani in response to increased congestion on H-1 and on South Beretania. The additional traffic on Kapiolani created a severe bottleneck, especially at the intersection of Kapiolani and Kalakaua Avenue.

All lanes on Kapiolani, from Kalakaua Avenue to Atkinson Drive; and all lanes on Atkinson, from Kona Street to Kapiolani; will be closed from 6:00 am to approximately 7:00 pm today through Friday, November 11, as Honolulu hosts the Asia Pacific Economic Cooperation (APEC) conference.

If possible, commuters should avoid Kapiolani altogether this week. It is better to endure increased congestion on H-1 or Beretania than to become stuck in much worse congestion along Kapiolani Boulevard, officials said.

Commuters are advised to leave earlier or later than usual, if possible, and to monitor news media reports and consider using public transportation.
