Honolulu Police Department Announces Driver Checkpoints The Honolulu Police Department (HPD) will be conducting impaired driver checkpoints on Oahu throughout the months of May and June. The checkpoints will be set up at unannounced times and locations from Monday, April 30, through Monday, July 2, 2012, including (but not limited to) the Memorial Day and Kamehameha Day weekends and throughout the graduation season. The checkpoints are part of the department's ongoing efforts to reduce the number of collisions on our roadways. The HPD is reminding the public not to drink and drive and that the legal drinking age is 21. Promoting intoxicating liquor to a person under the age of 21 is a misdemeanor punishable of up to one year imprisonment. As of April 26, 2012, 20 people have been killed in 19 traffic collisions on Oahu so far this year. Speed, alcohol, and/or drugs were factors in at least 14 of those crashes. During the same period in 2011, 19 people were killed in 18 vehicle collisions; of those, 8 collisions had speed, alcohol, and/or drugs as contributing factors. Honolulu police officers have been conducting impaired driver checkpoints every week throughout the year as part of the federal "52/12" sobriety checkpoint program. |

MAYOR ANNOUNCES LEI DAY EVENTS (Mon., April 23, 2012) "I continue to be impressed on how important Lei Day is to us," said Mayor Carlisle. "This wonderful event perpetuates the very essence of what makes our state and our island unique in the world." The theme for the 2012 Lei Day Celebration is Lei U'i Onaona (Sweet Lei of Youth). This free event features the coronation of Lei Queen Pômaika'inokeakua Lenore Klein and her court, First Princess Kalai Sina Chow, Second Princess Christian Lei U'i Kaholokula, and Princesses Catelin Kawahinekoa Aiwohi, Lorene Yoshimi Gima, and Courtney Ellen Lynn Ku'uleilani Lynch. Entertainment and Hawaiian music, including a steel guitar concert, is offered from 10 a.m. to 3 p.m. The lei exhibit, from 1 p.m. to 5:30 p.m., boasts some of the most exquisitely crafted lei in a variety of colors and methods. Although the lei lipine category is now closed, it is not too late to enter the Hawaiian lei or youth lei contests. The material selected for the theme lei, one of the categories of the Hawaiian lei contest, is pîkake and/or pakalana. The deadline to submit all Hawaiian lei and youth lei entries is May 1, from 7:30 to 9 a.m. This celebration is presented by the Department of Parks and Recreation, and sponsored by Hawaiian Electric Company, Times Supermarkets, and the Hawaii Tourism Authority. NEW AGRICULTURAL LIAISON STARTS MAY 1 (Fri., April 27, 2012)Mayor Peter Carlisle announced today that Duane Okamoto, former deputy director to the state Department of Agriculture from 2005 to 2010, would serve as the new City Agricultural Liaison starting May 1. Okamoto was also the president of his own consulting firm and has managerial experience in areas including agriculture, construction, high technology, tourism, and social services. "I'm pleased that Duane is joining the City team. His extensive knowledge of agriculture and other industries will be valuable," Okamoto replaces Laura Thielen who will resign on April 30 to devote time to her campaign for state Senate. "I sincerely thank Laura for her service as the city's first Agricultural Liaison and am sorry to see her go," Thielen in turn praised Thielen also thanked City Councilmember Ann Kobayashi, who promoted the creation of the agricultural liaison position. "Councilmember Kobayashi is a strong supporter of farmers, and it has been a pleasure to work with her," Thielen said. "Farmers have been asking for a point person within the City for years," said Fred Lau, owner of Mari's Garden. "Laura's been tremendous, coming out to farms all over the island to talk story and really understand the challenges we face. We trust the Mayor and Council see the value of this position and hope her successor is as energetic as Laura." As the Ag Liaison, Thielen created the framework for the position. HART SET TO RECEIVE $48.25 MILLION IN GET COLLECTIONS FOR RAIL (Friday, April 27, 2012) The Honolulu Authority for Rapid Transportation is set to receive $48.25 million in General Excise and Use Tax (GET) revenue for the first quarter of 2012. HART will receive the funds Monday, which will bring total GET revenue received to date for the rail project to $858.73 million, about $8 million more than projected. The $48.25 million in current quarterly revenue is slightly less than the $49.02 million in GET revenue received in the previous quarter, but overall revenue remains strong. "The GET revenue continues to be good news for the rail project," said Honolulu Authority for Rapid Transportation Executive Director and CEO Dan Grabauskas. "Taxpayers should know the project's finances remain strong, and we are well positioned to bring the rail project in on time and on budget." The HART Board's Finance Committee Chairman Don Horner said, "With 25 percent f our total projected GET revenues collected, we remain on budget. The total for four quarters was $193.4 million, compared to $165.9 million for the prior four quarters, a 16.5 percent increase largely due to a continued recovery in our tourism sector." The state began collecting the half-percent GET dedicated to the Honolulu rail system in January 2007. TRAFFIC ADVISORY: LANE CLOSURES (Fri., April 27, 2012) − The Honolulu Authority for Rapid Transportation (HART) wants to inform drivers that archaeological survey work continues next week in the urban Honolulu area for the rail transit project. Motorists are advised of lane closures related to the survey work being conducted in the Kalihi, downtown Honolulu, and Kaka'ako areas. Work will require lane closures during non-peak traffic hours, including possible night work in approved areas. For the safety of both the work crews and motorists, the public is advised to proceed with caution through these areas. Drivers should anticipate possible traffic delays or use alternate routes during work hours. Work for the week of Monday, April 30 will take place at the following locations: · Kamehameha Highway (in Kalihi) between Middle Street and Laumaka Street from 8:30 a.m. to 3 p.m. and from 7:30 p.m. to 3 a.m. · Dillingham Boulevard between Puuhale Road and Kalihi Street from 8:30 a.m. to 3 p.m. · Dillingham Boulevard between Kokea Street and Kaaahi Street from 7 p.m. to 3 a.m. Motorists are advised to drive with caution and provide a safe distance between themselves and the construction workers and equipment. The City is conducting the archaeological survey work along the urban Honolulu section of the Honolulu rail transit route to identify potential archaeological, historical and cultural resources. The archaeological work will aid rail project staff in their design of the elevated rail guideway. Trenching work will take place at various locations along the Honolulu rail route between Middle Street in Kalihi and Ala Moana Center. Contractors Cultural Surveys Hawaii Inc. and Royal Contracting Co. are conducting the fieldwork. The survey work will be completed before rail construction begins in the urban Honolulu area, as specified under the rail project's programmatic agreement relating to cultural and historic resources. INFORMATIONAL COMMUNITY MEETINGS SCHEDULED (Friday, April 27, 2012) The Honolulu Authority for Rapid Transportation (HART) invites the public to a series of informational community meetings starting next week regarding the Honolulu Rail Transit Project. HART will hold the first of five community meetings on Tuesday evening, May 1, 2012 at McKinley High School in Honolulu. The public will receive updated information about the rail project, and have the opportunity to ask questions. "With construction underway along the rail route in West Oahu, we look forward to meeting with residents to talk about the latest rail news and other aspects of the project," said HART executive director and CEO Daniel Grabauskas. Topics of discussion will include rail construction, project costs and finances, rail system operations, and transit-oriented development.
