       REFUSE COLLECTION RESUMES SATURDAY

 

 

(Fri., March 11, 2011)The City's Department of Environmental Services will resume regular residential refuse collection Saturday, March 12.  Friday's refuse and recycling collection service was cancelled because of the tsunami.

         Residents with gray carts and manual collection missed on Friday should leave their refuse curbside until Saturday.  Residents on recyclable (blue cart) or green waste (green cart) service Friday are asked to hold those materials until the next scheduled collection date.

         All City Convenience Centers and Transfer Stations will reopen on Saturday.  H-POWER and Waimanalo Gulch Sanitary Landfill were not closed today.

ROAD WORK WEEKLY REPORT

 

Scheduled road work for the week beginning March 13, 2011, for the Department of Design construction, Civil Division (Construction Management Branch), and Wastewater Division (Construction Management Branch) is listed below.  Road work is normally done between the hours of 8:30 AM and 3:30 PM unless otherwise noted.

 

AIEA

Aiea Heights Drive Emergency Roadway Improvements:  Work includes road/slope stabilization and pavement resurfacing/rehabilitation (incl. installation of metal guardrail and plastic lumber lagging) below Analio Place and above the horseshoe turn.

Local Rehabilitation of Streets, Phase 1 (IDIQ#2).  Paving Keeamoku St. from Kaihee St to Mauka End and Kalihi St from Maliu St to Mauka End.

 

AINA HAINA

Rehabilitation of Streets Indefinite Delivery/Indefinite Quantity IDIQ #3 – Aina Haina:  The scope of work to be performed by the Contractor under this contract may include, but is not limited to: cold planning; slurry seal; crack seal; reconstructing curb and gutters/rolled curbs; resetting of lava rock curbs; aboricultural work; adjusting street survey monuments, utility manholes/boxes, frames and covers; installing pavement striping and markings; and reinstalling vehicle detector loops.  Hind Iuka Dr from Mona St to End slurry seal is done.

Miscellaneous Drainage Improvements at Various Locations (Pohakupuna Road).  Construct additional drain manholes on the existing drain line.

HONOLULU

Rehabilitation of Secondary Streets at Ala Wai:  The project includes excavating, reconstructing and resurfacing asphalt concrete pavements and base; providing smooth lateral transitions at all streets and driveways; reconstructing base at bus stop locations; adjusting street monuments, utility manhole frames and covers; installing pavement markings; reconstructing existing asphalt concrete berms with drainage openings. The affected roadways and limits of work are as follows:

            Kapiolani Boulevard: From Date Street to South King Street is being paved.

            Isenberg Street: From Kapiolani Boulevard to Bingham Street, paving completed.

Amelia Street Relief Sewer – Amelia Street and adjoining School Street:  Installation of a new 16" sewer line underground along Amelia Street and portion of School Street at Amelia Street

Iwilei Road and North King Street Drainage Improvements – Intersection of Iwilei Road and North King Street:  Repair 18-inch and 12-inch drain lines, pavement restoration work, curb, gutter and sidewalk restoration, striping, and pavement marking restoration, the construction of sewer jackets and the reconstruction of a curb ramp flare.

Rehabilitation of Secondary Streets at Makiki - Kinau St from Alapai St to Waiau Pl, Wilder Ave from Spencer St to Dole St. and Dole St from Wilder Ave to St. Louis Dr.:  The project will demolish, remove and dispose of existing pavements in Honolulu area. Resurface or reconstruct these streets with asphalt concrete pavement.  Adjust manholes and monuments to road grades.  Restore all pavement striping, markings and markers.  Collect GPS data on manholes, street monuments, valve boxes, fire hydrants, and other features as directed by the City before construction begins.  Work is currently being done on Wilder Avenue near the Punahou Intersection.

            (Estimated completion date, March 2011)

 

Mapunapuna Industrial Subdivision Phase One of Tidal Flooding Remediation Program.  Remove existing flap gates and install new check valves at outlet pipes in State channel fronting Kam Highway. Construct new DMH upstream of new check valves. Re-grade swale and adjust DI to provide positive drainage into existing drain system. Upgrade concrete wall at outlet pipes at State channel. Remove debris and sediment from existing storm drains and channel area. Dewater State channel and install temporary dewatering dams.  At the intersection of Ahua Street and Awaawaloa Street, abandon existing storm drain on Ahua Street and install new storm drain MH on upstream end of abandoned pipe.

            (Estimated completion date, March 2011)

 

Mokauea Street Improvements between North King Street and Dillingham Boulevard:  Reconstruction concrete curbs and gutters, driveway and some sidewalks; construct new curb ramps; reconstruct and resurface asphalt roadway.  Post paving activities include installation of permanent pavement markings, adjust utilities to finish grade, and re-install traffic loop detectors.

            (Estimated Completion April 2011)

 

Curb Ramps at Various Locations, FY 2009 (B), Palolo and Kaimuki:  Construction of new curb ramps, sidewalks and A.C. transition.  Relocation of existing regulatory/street signs. Installation of pavement striping, markings and markers.

Rehabilitation of Secondary Streets at Kaimuki – Palolo Avenue; Pahoa Avenue, 8th Avenue to Kokohead Avenue, 22nd Avenue to Kilauea Avenue; Kapahulu Avenue, Paki Avenue to Kalakaua Avenue; Paki Avenue, Kapahulu Avenue to Poni Mei Street.  Paving completed, working on manhole adjustments.

Peterson Lane and Pua Lane Sewer Rehabilitation:  New sewer line and manhole installation in complete on King Street (between Dillingham Blvd. and Peterson Lane), Pua Lane and Peterson Lane.  Repaving of King, Peterson and Pua Lane is complete. Punchlist items and reconstruction of Tamashiro Market driveway remain.  One lane in each direction will be closed Monday thru Friday, 8:30 a.m. to 3:30 p.m.

            (Estimated completion date, March 2011)

 

Punchbowl Street and Lusitana Street Drainage Improvements:  The work consists of drainlines and manholes rehabilitation with Cast-in-place-pipe (CIPP) in Punchbowl Street, and 24-inch drainline and curb replacement in Lusitana Street. One lane road closure will be limited to 8:30 a.m. to 3:30 p.m., Monday thru Friday, except for County furlough and holidays.

            (Estimated completion date, March 2011)

 

Saint Louis Heights Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), manhole rehabilitation, and lateral rehabilitation throughout Saint Louis Heights.  The contractor will also install new sewer lines via pipe bursting at 3 locations along Saint Louis Drive and one easement location between Saint Louis Drive and Frank Street.

            (Estimated completion date, March 2011)

 

Wilhelmina Rise Sewer Rehabilitation:  Installation of cured in place pipe (CIPP), lateral rehabilitation, and replacement of sewer lines by open trench.

KAILUA

Rehabilitation of Streets Indefinite Delivery/Indefinite Quantity IDIQ #3 – Aikahi Park.  The scope of work to be performed by the Contractor under this contract may include, but is not limited to: cold planning; slurry seal; crack seal; reconstructing curb and gutters/rolled curbs; resetting of lava rock curbs; aboricultural work; adjusting street survey monuments, utility manholes/boxes, frames and covers; installing pavement striping and markings; and reinstalling vehicle detector loops.  Slurry seal is in process.

Kalaheo Avenue/Mokapu Road/Aikahi Loop Sewer Rehabilitation:  Installation of Cured In Place Pipe along Mokapu Boulevard, from the intersection of Mokapu and Kalaheo, and Aikahi Loop.

            (Estimated completion date, March 2011)

 

Rehabilitation of Kawailoa Road Bridge over Kaelepulu Stream, Bridge No. 411:  Work includes repair of spalls in the concrete elements; replacement of the deteriorated pedestrian walkway and railing at the upstream side of the bridge; repair of deck joints; replacement of the vehicular guardrail system; and traffic safety improvements at the bridge approaches. Final inspection was performed on December 14, 2010 and the contractor is doing punch list work.

            (Estimated completion date, March 2011)

 

Rehabilitation of Streets, Unit 52 – Keolu Drive (Kalanianaole Highway to Akahai Street); Keolu Drive (Akaakaawa Street to Wanaao Road):  Cold planing; resurfacing and reconstruction of asphalt concrete pavements (ACP); adjustment of utility manhole frames and covers; installation of pavement markings and vehicle loop detectors; reconstruction of existing concrete curbs, gutters, sidewalks and Driveways; reconstruction of concrete catch basins; and construction of concrete and asphaltic concrete bus pads.

Wanaao Road/Keolu Drive Reconstructed Sewer:  Installation of new sewer line along Wanaao Road between Hahani Street and Aoloa Road.

KANEOHE

Rehabilitation of Kamehameha Highway Bridge Over Heeia Stream – Kamehameha Highway in Heeia:  Repair of concrete delamination, spalls and cracks on existing bridge structure; removal and replacement of sidewalk platform; painting of the bridge parapet, chain link fence, and sidewalk's steel structure.

            (Estimated completion date, June 2011)

 

Flood Control Improvements at Various Locations FY 2008 – Kaneohe, Kailua & Waipio:  Demolish and reconstruct new concrete and asphalt concrete ramps and driveways.  Repair existing concrete ditch and adjust utility frames, covers and boxes to finish grade.

Kaneohe Bay Drive Trunk Sewer Reconstruction:  Installation of new sewer lines, new manholes, and cured in place pipe (CIPP).  Work will occur on Kaneohe Bay Drive between Mokapu Road and Kuono Place, Kaimalu Place and Way, Ikeanani Drive, and Kuakoa Place.

Manoa Valley Drainage Improvements at 3088 and 3090 Kahewai Place: Removal of existing concrete headwall and drain pipe, installation of new drain manhole and 18" RCP drain pipe, and construction of CRM drain outlet structure and base.

Rehabilitation of Secondary Streets at Pearl City – Hoolaulea Street below Moanalua Road  (Waimano Home Road to Hoomoe Road), Nanakai Place (Nanakai Street to end), Nanakai Street (Waimano Home Road to Hoomalu Street), Puu Kipa Street ( Nanakai Street to Nanakai Street):  Paving completed.  Punch list for manhole adjustment remaining.

Manana Infrastructure Improvements, Phase VI – Connector Road (Kuala Street to Kuahaka Street)  Construct 60-foot wide roadway from Kuala Street to Kuahaka Street. The work includes, vector control; clearing, grubbing and grading; installation of new storm drain, Heco, Hawaiian Telcom, street light and traffic signal systems; concrete slab protection for existing sewer and water lines; grade adjustments in private lots; new noise and retaining walls, chain link fence and gates: reconstruction of existing drain, water and sewer MHs and valves to new finish grade; installation of curbs, gutters, sidewalks, driveways, curb ramps and sidewalk culverts; installation of irrigation system and landscape improvements; tree removal and pruning in private lots; road paving; pavement markings and markers and street signs.  90-day maintenance period for street trees in progress.

Waimalu Sewer Rehabilitation/Reconstruction Phase I:  Installation of new sewer lines/man holes and reconnection of existing sewer laterals along Hekaha, Kanuku, Lokowai, Lii-Ipo, Pahemo, and Olepe.

Protective Chain Link Fencing at Various Locations, FY-04 – Waimano Home Road:  

Removal and replacement of CMU wall, guardrails and chain link fence.

PUPUKEA

Pupukea Road Rockfall Mitigation Phase I – Pupukea, Oahu:  The work consists of clearing vegetation within the project limits, scaling boulders and unstable rocks or installing rock dowels (where appropriate), applying shotcrete (where required), installing rock fall protection fences, drapery system and landscaping. One traffic lane will be closed during work hours at Pupukea Road with police performing traffic control duties. Actual construction work will start on Monday March 14, 2011.    (Estimated completion date, August 2011)

Rehabilitation of Streets, Unit 58 – California Avenue (Kamehameha Highway to mauka end of California Avenue):  Cold planing; resurfacing and reconstruction of asphalt concrete pavement; adjustment of utility manhole frames and covers; installation of pavement markings and vehicle loop detectors; reconstruction of existing concrete curbs, gutters, berms, sidewalks and Driveways; and construction of concrete and asphalt concrete bus pads.

            (Estimated completion date, December 2011)

 

WAIANAE

Mailiili Stream Flood Control Improvements – Near Halona Road and Puuhulu Road:  Removal and reconstruction of damaged concrete channel lining, construction of new channel access ramp near Halona Road Bridge, and construction of overflow side-drains on the channel banks.

            (Estimated completion date, July 2011)

 

Mailiili Stream Restoration – Near Mailiili Road:  Removal of fill material including concrete rubble, uncompacted material, asphalt concrete, etc., removal of access ramp, installation of erosion control blanket on stream banks, and planting of channel bed with wetland vegetation.  Implementation, maintenance and removal of BMPs.

LANE CLOSURE ON KAILUA ROAD BETWEEN

HAHANI STREET & KUUILEI ROAD

 

(Thursday, March 10, 2011)---The Kaneohe-bound, right lane on Kailua Road fronting Kailua Square Shopping Center in Kailua will be closed 24-hours, five consecutive days starting Monday, March 14, through Friday, March 18, due to roadway construction work.

 

Workers will be constructing a concrete bus pad at the existing bus stop on Kailua Road fronting Times Supermarket.

 

Kailua Road traffic will be temporarily adjusted from two lanes to one lane from the Hahani Street/Kailua Road intersection to before the entrance driveway to Kailua Square Shopping Center.  Motorists are advised to use caution in this area and encouraged to use alternate routes.

 

Bus patrons using the Kailua Road bus stop under construction are asked to use the temporary bus stop located on Kailua Road just before Lanikai Juice.  For more bus information please see www.thebus.org or call 848-5555.

FOUR COMMUNITY CLEANUPS SATURDAY, MARCH 12

 

(Tuesday, March 8, 2011) – The City's Department of Environmental Services (ENV) will hold four Adopt-A-Block and Adopt-A-Stream events this Saturday, March 12.

 

            ENV's Storm Water Quality Branch will sponsor Adopt-A-Stream storm water demonstration projects in Manoa (9 - 11 a.m.), Ahuimanu (8:30 – 11 a.m.), as well as Adopt-A-Block community service projects in Moiliili (8-11 a.m.) and in Waikiki (8:30 – 11 a.m.).

 

            The events focus on removing trash, debris, storm drain stenciling, along with pulling weeds and native vegetation.

 

            ENV, who partners with numerous businesses, schools, public officials, the state and military, provides general oversight of volunteer safety, supplies, trash bag disposal, education, outreach, and enforcement in adopted areas.  Volunteers will need to sign a release form at check-in.  Participants should bring water, wear a hat, old shoes, sunscreen and dress to get dirty.
