UPDATED NEW YEAR'S DAY TRASH COLLECTION SCHEDULE

 

HONOLULU – The City's Department of Environmental Services reminds residents that refuse collection workers will not be collecting trash, recyclables and green waste Jan. 1, 2014 – New Year's Day.  Refuse workers observe only Christmas and New Year's days as holidays.

 

  • Communities using the 3-cart collection system, with once-a-week refuse and once-a-week recycling pickup, are asked to leave their gray carts curbside until serviced, usually within two business days.

 

  • Recycling days that fall on these holidays will NOT be made up.  Please hold mixed recyclables (blue cart) and green waste (green cart) until the next scheduled pickup date in two weeks.

 

  • Residents on twice-a-week manual refuse collection, please hold items for the next scheduled pickup date.

 

  • Bulky collection will continue on the days following the holiday. Since bulky pickup is conducted over a 3-4 day period in each sector, the collection crews will make up the holiday on the other days.

 

Furthermore, all City Convenience Centers, Transfer Stations, H-POWER and Waimanalo Gulch Sanitary Landfill are closed New Year's Day.  However, all of these facilities re-open January 2.

MAJOR SEWER PROJECTS DURING JANUARY

 

KAPOLEI – The City and County of Honolulu's Department of Environmental Services is working on five sewer projects in January that will impact roadways and traffic on Oahu.

 

            The projects include:

 

Ø       Ala Moana Boulevard/Auahi Street Sewer Rehabilitation, Phase 2 – Rehabilitation of an existing 6'x6' reinforced concrete main on Auahi St from Kamani St to Keawe St.  Crews will be on the roads working from 8:30 am to 3:30 pm, Monday thru Friday, and from 8 pm to 5 am from Sunday nights to Thursday mornings, expected duration from February to December 2013.  On Ala Moana Blvd from Ward Ave to Keawe St, crews will be on the roads working Sunday nights to Thursday mornings from 8 pm to 5 am, from July 2013 to April 2014.

Ø       Fort DeRussy Wastewater Pump Station Force Main Emergency Repair – Sewer rehabilitation work on Kalakaua Avenue from Ena Road to Kuamoo Street.  Crews will be on the road Monday through Friday 8:30 am to 3:30 pm with intermittent periods of work lasting 24 hours.  Duration of the project:  December 2013 to June 2014

Ø       Hanawai Circle Sewer Reconstruction – Installation and rehabilitation of new sewer line along Farrington Highway from Waipahu Depot St to Hanawai Circle and on Waipahu Depot St from Farrington Highway to Waipahu St, crews will be working on the roads Monday through Friday from 8:30 am to 3:30 pm.  Duration of the project:  February 2014 to October 2014.

Ø       Moiliili-Kapahulu Sewer Rehabilitation/Reconstruction Sewer – Installation and rehabilitation of a new sewer line along Date St from Pumehana St to Kapiolani Blvd, crews will be on the road Monday through Friday from 7:30 am to 3:30 pm with intermittent periods of work lasting 24 hours or more. The expected completion date is March 2014.

Ø       Wilder Avenue and Metcalf Street Sewer Rehabilitation – Sewer rehabilitation on Wilder Ave from Metcalf St to Evelyn Ln, crews will be working on the roads Monday through Friday from 8:30 am to 3:30 pm.  Duration of the project is:  October 2012 to March 2014.

            Approximately 102 projects are underway focused on Oahu's wastewater treatment plants, pump stations and collection system. These projects are part of $506 million of ongoing wastewater projects, including planning, designing, construction, project management and equipment project phases.

Traffic Advisory: Lane closures for Honolulu rail transit project

 

The Honolulu Authority for Rapid Transportation (HART) would like to inform drivers about lane closures next week related to design and construction work for the Honolulu rail transit project. Motorists are advised that work along the 20-mile rail route from East Kapolei to Ala Moana Center will require lane closures during non-peak traffic hours.

 

For the safety of both the work crews and motorists, the public is advised to proceed with caution through these areas. Drivers should anticipate possible traffic delays or use alternate routes during work hours, and provide a safe distance between their vehicles and workers and equipment:

 

West Oahu/Farrington Highway Section (East Kapolei to Waipahu)

 

Farrington Highway in Ewa between Kualakai Parkway (North-South Road) and Old Fort Weaver Road is closed in both directions until April of next year for utility  relocation and column work for the elevated rail guideway.

 

The 24/7 road closure allows work crews to safely relocate major utility lines along a narrow two-lane stretch of Farrington Highway, just west of the Kahi Mohala Behavioral Center. Following the utility relocation work, project contractor Kiewit will conduct shaft and column work as part of the planned rail guideway near that section of highway. Drivers traveling between East Kapolei and the Ewa/Waipahu region will still be able to use either the H-1 Freeway on the north end of Kualakai Parkway, or Kapolei Parkway on the south end. Motorists who routinely use Farrington Highway in Ewa should provide themselves extra time for their commute.

 

The Kamehameha Highway southbound ramp onto Farrington Highway in Waipahu will be closed for streetlight relocation work from 8 p.m. Thursday, January 2 until 4 a.m. the following morning.

 

The inside lanes of Farrington Highway in both directions fronting Waipahu High School near Kahualii Street will be closed from Sunday, December 29, to Thursday, January 2 between 7 p.m. and 6 a.m. No work is scheduled for New Year's Day, Wednesday, January 1.

 

The westbound lanes of Farrington Highway in Waipahu between Leoku and Leokane streets will be closed from Sunday, December 29 to Thursday, January 2 between 7 p.m. and 6 a.m. for utility relocation work. No work is scheduled for New Year's Day, Wednesday, January 1.

 

The inside lanes of Farrington Highway in Ewa just west of the Kunia Road overpass will be closed from Sunday, December 29 to Thursday, January 2 between 7 p.m. and 6 a.m. for utility relocation work. No work is scheduled for New Year's Day, Wednesday, January 1.

 

Kamehameha Highway Section (Pearl City to Aloha Stadium)

 

The inside eastbound lane of Kamehameha Highway in Pearl City between Kuleana Road and the HECO-Waiau power plant has been reopened to motorists. The lane had been previously closed for test shaft work.

  • U-turns or left turns from the westbound direction of Kamehameha Highway into the Diamond Head-side entrance of the HECO Waiau power plant will be restricted. Drivers heading westbound on Kamehameha Highway can still turn left onto Puu Poni Street.

 

The inside eastbound lane of Kamehameha Highway between Hekaha and Kanuku streets and the eastbound left-turn lane at the intersection of Kamehameha Highway and Kanuku Street will be closed 24 hours a day, seven days a week until mid-March as part of drill shaft test work:

  • One westbound lane of Kamehameha Highway will be closed during the day from Monday, December 30 to Friday, January 3 from 8:30 a.m. to 3 p.m.
  • No work is scheduled for New Year's Day, Wednesday, January 1.
  • Motorists are asked to drive carefully through the area and be aware of shifting traffic lanes as part of restriped lanes.

 

Airport Section (Aloha Stadium to Kalihi)

 

No weekly lane closures are scheduled along the airport section of the rail alignment.

 

City Center Section (Kalihi to Ala Moana Center)

 

Lane closures will take place in Kalihi at the following location on Monday, Thursday and Friday (December 30 and January 2 and 3) between 8:30 a.m. and 3:30 p.m. for soil testing:

  • Center eastbound lane of Kaaahi Street between Dillingham Boulevard and Kaaahi Place

 

Lane closures will take place in Kakaako at the following locations on Monday, Thursday and Friday (December 30 and January 2 and 3) between 8:30 a.m. and 3:30 p.m. for soil testing:

  • Eastbound parking lane of Halekauwila Street between Punchbowl Street and Keawe Street
  • Westbound parking lane of Halekauwila Street between Keawe Street and South Street
  • No work is scheduled for New Year's Eve, Tuesday, December 31 and New Year's Day, Wednesday, January 1.

 

Lane closures will take place in Kaka'ako at the following location from Monday, December 30 to Friday, January 3 between 8:30 a.m. and 3:30 p.m. for soil testing:

  • Right eastbound lane of Halekauwila Street between Cooke Street and Kamani Street. A contra-flow lane will be implemented in the westbound direction of Halekauwila Street.
  • No work is scheduled for New Year's Day, Wednesday, January 1.

CHRISTMAS TREE RECYCLING

 

HONOLULU – The City's Department of Environmental Services (ENV) reminds residents to recycle their Christmas trees after the holidays.

 

Households with City collection should place bare trees – without flocking, ornaments and tinsel – curbside as part of your normal green waste pickup.

 

The City provides curbside green waste collection to more than 160,000 homes on Oahu.  For those with green carts, please note that the tree has to fit inside the cart with the lid closed.  Cut the tree into lengths up to three feet and trim branches to ensure that it will fall freely from the cart during collection.

 

For households on manual collection, cut the tree into lengths up to three feet, bundle and place at the curb on your refuse day.  If cutting the tree is a bother, residents can drop it off whole at the nearest Refuse Convenience Center.

 

For condo residents, trees may be dropped off at any Refuse Convenience Center or directly to the composting facility – there is no tip fee charged for Christmas trees over the holidays, courtesy of the City.

Kawai Nui Model Airplane Field closure 

KAILUA – The Federal Aviation Administration has issued a temporary flight restriction for security purposes during President Barack Obama's visit to Hawaii, which applies to outdoor model aircraft operations. 

As a result, the city's Kawai Nui Model Airplane Field will be closed, including the parking lot, tomorrow through Sunday, January 5, 2014, subject to change.  Groups that regularly use the field have been notified, and a sign will be posted at the gate indicating the closure.

Mayor Caldwell signs bills banning smoking at parks and bus stops, signs 'Ewa Development Plan 

Waikiki – Mayor Kirk Caldwell held a signing ceremony Sunday at Kuhio Beach to enact two bills banning smoking at city parks and at TheBus stops. 

"This is about the health of the people of Oahu," said Mayor Caldwell.  "We have one of the longest life expectancies in the country, and we achieve that by looking out for one another.  These smoking bans are intended to allow our keiki, residents, and visitors to enjoy our beaches and parks without being exposed to cancer-causing second-hand smoke, or to ride TheBus without being exposed." 

Bill 25, introduced by City Council Vice Chair Ikaika Anderson bans smoking at all city parks and beaches, except city golf courses. 

"If the city is to prohibit smoking at City parks to protect the public from the dangers of secondhand smoke, we must prohibit smoking at all city parks and not just a select few," said Councilmember Anderson.  "I am pleased that my colleagues on the City Council agree with this uniform no-smoking policy at our city parks, and that Mayor Kirk Caldwell promptly signed this ordinance.  Congratulations to all members of the community who worked very hard to protect public health in Honolulu." 

Bill 28, introduced by Councilmember Ron Menor, bans smoking at all TheBus stops.  The ban applies within 20 feet of any bus stop sign or any bus shelter.

"Bill 28 is about promoting the health and well-being of bus riders who are exposed to second-hand smoke while waiting at bus stops," said Councilmember Menor.  "Exposure to second-hand smoke can be especially problematic at bus stops where bus riders are oftentimes standing or sitting next to one another in close proximity. In these situations, it is difficult for bus riders who are non-smokers to avoid inhaling the second-hand smoke if another bus rider chooses to light up a cigarette right next to them.  This bill would also help to ensure that the City & County of Honolulu remains at the forefront of setting public health policies." 

Councilmember Stanley Chang introduced a bill banning smoking at certain city beaches which was passed and signed into law earlier this year.

"I would like to thank the Mayor for his approval on these two measures which restrict smoking at public areas in the city," said Councilmember Chang. "I have received overwhelming support in favor of having our beaches and open spaces clean and smoke-free, and creating a healthy environment for our residents and guests as well." 

The prohibition against smoking in city parks and at bus stops becomes effective January 1st.   Penalties range from a $100 fine for the first violation to $500 for three or more violations.

In addition, on Monday, July 22, Mayor Caldwell signed Bill 65 (2012), the 'Ewa Development Plan.   

On Tuesday, July 23, Mayor Caldwell returned unsigned Bill 27, relating to city forms, allowing the legislation to become law without his signature. 

All four bills, 25, 27, 28, and 65 (2012), were passed by the Honolulu City Council on July 10.

Firecracker permits on sale through Friday, December 20

 

HONOLULU – Mayor Caldwell and the Honolulu Fire Department are reminding the public that firecracker permits are required for using firecrackers during the 2013 New Year's Eve celebration and that permits are available now through Friday, Dec. 20, 2013.

 

"Firecrackers are a big part of celebrating New Year's Eve in Hawaii," said Mayor Caldwell.  "We want people to have fun and use them safely and legally, so they can enjoy the New Year.  The deadline for getting a permit is Friday and I encourage everyone who plans on using firecrackers for New Year's to come to a Satellite City Hall and obtain a permit."

 

Honolulu's fireworks ordinance requires that permits be obtained no less than ten days before they are used. For New Year's Eve celebrations, firecrackers may be set off, ignited, or discharged from 9 p.m. on Dec. 31, 2013, until 1 a.m. on Jan. 1, 2014.

 

Each permit will allow the purchase of not more than 5,000 firecrackers from licensed retailers.  Honolulu's fireworks ordinance also requires that firecrackers be purchased from licensed retailers no more than five days prior to use.  Firecrackers can be sold from Dec. 26, 2013, at 12:01 a.m. to 12 midnight on Dec. 31, 2013. 

 

Only firecrackers that are purchased with a permit from licensed retailers are legal on Oahu.  Other fireworks, including paperless firecrackers, fountains and sparklers, are illegal on Oahu.

 

Firecracker permits are $25 and may be obtained at Satellite City Halls.  Please remember, Satellite City Halls are not open on Saturdays therefore Friday, Dec. 20, 2013 is the last day firecracker permits will be sold.  Permits are not available at fire stations.

 

Last year 8,564 firecracker permits were issued and as of the close of business on Monday, Dec. 16, a total of 3,025 permits have been issued for 2013.
