MAYOR PROCLAIMS "BE SAFE, BE SEEN" IT'S HALLOWEEN PEDESTRIAN SAFETY DAY   Mayor Peter B. Carlisle proclaimed October 31, 2011, as "BE SAFE, BE SEEN" It's Halloween Pedestrian Safety Day.   "BE SAFE, BE SEEN," sponsored by the State Department of Transportation and City Department of Transportation Services, encourages trick-or-treaters (young and old) to wear retro-reflective, adhesive-backed stickers on their costumes so that motorists can better see these pedestrians on the road.   Approximately 65,000 stickers were distributed to public school students in the kindergarten to fifth grades on Oahu, through the cooperation of the Department of Education and Honolulu Police Department. Stickers are also available at Oahu's Satellite City Halls.   National studies have shown that wearing retro-reflective materials greatly increases the visibility of pedestrians at night. A person can be seen from 500 feet away when wearing retro-reflective material. Wearing these stickers in addition to obeying traffic regulations will help raise the level of safety for all road users.   -30-
