CITY BUDGET PRESENTATION WINS NATIONAL AWARD  (Wed., Sept. 21, 2011)—Mayor Peter Carlisle announced that the City and County of Honolulu has received a Distinguished Budget Presentation Award from the Government Finance Officers Association of the United States and Canada (GFOA).             "The City is committed to accuracy and transparency in reporting financial information, and we greatly appreciate this recognition for our efforts," Carlisle said. The award reflects the City's commitment to meet the highest principles of governmental budgeting, according to the association. To receive such an award, a government entity must satisfy nationally recognized guidelines for effective budget presentation. The guidelines assess how well a budget serves as a policy document, a financial plan, an operations guide, and a communications device.   Earlier this month, the association also awarded the City a Certificate of Achievement for Excellence in Financial Reporting for its annual Comprehensive Annual Financial Report. The GFOA is a nonprofit professional association serving nearly 17,400 government financial professionals throughout North America.
