CITY 'ELVES' CREATING HOLIDAY MAGIC AT HONOLULU HALE   (Thurs., Nov. 18, 2010)—Honolulu Hale is bustling with hard work and holiday cheer.   City 'elves' and their helpers are filling the interior courtyard with colorful and elaborate decorations for the 26th annual Honolulu City Lights celebration.   The lawn area fronting City Hall and the Civic Center grounds will also be decorated with exciting and creative displays.   The festival begins Sat., Dec. 4 at 6 p.m. and includes the traditional tree lighting ceremony, the Public Workers' Electric Light Parade and a holiday concert.   The holiday decorations will be on display for all to enjoy through the end of the year.   Mele Kalikimaka e Hauoli Makahiki Hou!
