WORKSHOP FOR AIEA-PEARL CITY TRANSIT-ORIENTED DEVELOPMENT PLAN
(Tues., Nov. 16, 2010)—The City's Public Review Draft of the Aiea-Pearl City Neighborhood Transit-Oriented Development (TOD) Plan will be presented to the public for comment at a Community Workshop on Wednesday, November 17, 2010, at 6:30 pm, at Pearl Ridge Elementary School in Aiea. Following the presentation of the Public Review Draft, there will be opportunities for community feedback and discussion.
A TOD Plan is a precursor to developing a set of TOD development regulations, which will be created to foster and encourage transit-oriented development and redevelopment that are able to take advantage of the high ridership and convenience of transit. Each TOD zone will account for many factors including unique community historic and other design themes, architectural and community design principles, open space requirements, and parking standards
The Aiea-Pearl City Neighborhood TOD Plan addresses the areas within an approximate half-mile radius of the proposed Leeward Community College, Pearl Highlands, and Pearlridge transit stations. The TOD Plan covers new land uses and development opportunities, public space improvements, zoning recommendations, and phasing strategies, including the following "big ideas":
· Mixed-use and residential development at the Leeward Community College campus;
· Higher density urban development within 1/4 mile of the Pearl Highlands and Pearlridge stations;
· Improved public access to the University of Hawaii Urban Garden Center;
· Neighborhood parks and green space with access and views to Pearl Harbor;
· Bicycle trails and improvements to the Pearl Harbor Historic Trail;
· Pedestrian-friendly streets.
Department of Planning and Permitting (DPP) Acting Director David Tanoue said, "The draft plan is the culmination of the communities' participation and effort over three public Workshops, at which planning principles were created and feedback was provided on alternative plans for the proposed station areas. Community and private sector involvement is key to the success of TOD."
